CHANDIGARH, March 4: Punjab Pradesh Congress Committee President Capt Amarinder Singh today condoled the death of Sri Muktsar Sahib MLA, Kanwarjit Singh ‘Sunny’ Brar, who passed away today after battling cancer.
In a condolence message to the bereaved family, Capt Amarinder said, Mr Sunny Brar’s death was a great loss to the party as it had lost a committed and dedicated leader. He said, he and the entire party stood with the family at this hour of grief.

Chandigarh, March 4: Mr. Sukhbir Singh Badal Deputy Chief Minister, Punjab today shocked at the untimely demise of Mr. Kanwarjit Singh (Sunny) Brar, MLA and son of former Chief Minister Mr. Harcharan Singh Brar, who died of cancer today at New Delhi.  
            Mr. Brar (63) is survived by his mother Mrs. Gurbinder Kaur Brar, his wife Karan Brar and 3 sons.
            Mr. Badal expressed heartfelt sympathies to the bereaved family and prayed to God to give peace to the departed soul and strength to them to bear this irreparable loss.

NRI COMMISSION SEEKS REPORT FROM SSP JALANDHAR REGARDING HARRASMENT BY TRAVEL  AGENT

Chandigarh, March 2:

The Punjab State Commission for NRIs has sought a report from SSP (Rural) Jalandhar regarding a complaint received from Protector of Emigrants.

According to a spokesman of NRIs Commission,  Mr.  Om Parkash of Village Dakoha had submitted a complaint to Protector of Emigrants that his son Vicky was sent to Iraq by an agent Vinod Kumar@ Bunty s/o Madan Lal r/o Village Dakoha, Rama Mandi, Jalandhar . He was entrusted to some illegal persons there and was being forced to work day and night and provided a single meal per day. He had further alleged that his son never received any salary and was suffering from serious illness.

            The spokesman added that the complainant had apprised about innocent people, who were being fleeced by the un-authorized agents by showing them green pasture abroad but were being forced to work like slaves. He informed that taking cognizance in the matter; the Commission has asked the SSP (Rural), Jalandhar to hold an enquiry into the allegations of the complainant and adjourned the case to April 12, 2012.

COMRADE NILOTPAL BASU REPORTS ON IDEALOGICAL AND POLITICAL RESOLUTIONS

Com Nilotpal Basu, Central Secretariat Member, CPI (M)  reported  ‘ Draft Resolution on Some Idealogical Issues’ and  ‘ Draft Political Resolution’  to the  state level  General Body meeting of the Party  held here today at Bhakna Bhawan.  These draft Resolutions were earlier  adopted by the Central Committee for final adoption of the 20th Congress the highest policy making body of the Party being held at  Kozhikode ( Kerala)  from April 4 to April 9 , 2012 .

The Ideological Resolution places CPI(M)’s analysis and understanding of the present world situation under International finance capital led  imperialist globalization . The Resolution notes that the global financial meltdown caused by the sub-prime credit crisis was sought to be overcome through humongous bailout packages to resurrect those very financial giants who caused the crisis in the first place. This resulted in converting corporate bankruptcies into sovereign bankruptcies. This is being sought to be solved through the reduction in government expenditures by imposing ‘austerity measures’ and  drastically reducing social sector expenditures that are mounting further economic onslaughts on the people. This, in  turn, is leading to further contraction  of the purchasing power in the hands of the people , sowing the seeds of a deeper crisis of double –dip global recession that is , today, looming large.
The Ideological Resolution  further notes that the protests against such predatory capitalist exploitation are on the rise globally  and particularly in Latin America. It is growing in Europe and all over the world as seen in the ‘Occupy Wall Street’ movement.  These popular forces today constitute an important element in strengthening the worldwide struggle against imperialist globalization . They are also an important element in uniting the anti-war , anti-imperialist, anti –military aggression  and intervention movements with movements against globalization. It is this unity that needs to be built into a powerful global anti-imperialist movement which will have the potential for a future revolutionary transformation.In Indian conditions, the Ideological Resolution details CPI(M)’s programmatic understanding of combining parliamentary and extra parliamentary forms of struggle to develop a powerful movement to build an alternative to the existing bourgeois-landlord order. The Resolution warns the need to guard against deviations that either neglect extra parliamentary struggles or negate the role of parliamentary struggles.The Resolution underlines that there is both class exploitation and social oppression in Indian society. Hence, the struggle against both forms of exploitation and oppression should be conducted simultaneously.  It further notes that without a firm struggle to defeat communalism , the revolutionary advance in our country will not be possible. It has also underlined the need to strengthen the   struggle against gender inquality and oppression in all its manifestations .
On the current political situation the draft Political Resolution observes “ in the current situation , when the left has suffered serious electoral reverses, and when West Bengal, the strongest base of the party is under attack, it is of the utmost importance to expand the influence and base of the party in other states”. The Resolution outlining the political tactical line states that CPI(M) has to politically fight both Congress and BJP.  As against the Congress aand the BJP, the CPI(M) puts forth the left and democratic alternative . Only a left and democratic platform can be the alternative to bourgeois –land lord rule . This lternative needs to be built up through a process of movements and struggles and the emergency of a political alliance of the left and democratic forces . In the course of these efforts ,it may be necessary to rally those non- congress,non –bjp forces which can play a role in defence of democracy , national sovereignty ,secularism ,federalism and defence of the peoples’ livelihood and rights.  The emergency of such joint platforms should help in the process of  building the alliance of the left and democratic forces.  According  the highest priority to strengthening the independent role of the Party, the resolution also stresses the necessity to strengthen Left unity. In the present situation we should strive for joint actions with the non-congress secular parties on issues  so that the movements can be widened.
The political resolution exhorts the Party to lead to fight against the neo –liberal policies which are harming interests of the working people. We have to conduct the struggles for land, food, employment and social justice, The CPI(M) has to counter the forces of communalism and divisiveness and defend secularism . We have to combat the imperialist pressures in all spheres . We will defend the Party and Left against the attacks and violation of democratic rights in West Bengal.
Comrade Charan Singh Virdi, State Secretary of the Party also addressed the General Body meeting .He urged upon the Party members to send amendments to the draft resolutions to the Central Committee exercising their democratic right .

WSH: Sher-E-Punjab win big against Chennai Cheetahs

Jalandhar, March 1, 2012: The home crowd had plenty of reasons to celebrate as favourites Sher-E-Punjab launched their campaign in the World Series Hockey (WSH) in style, winning 5-2 win against Chennai Cheetahs here Thursday.

The scoreline didn't really do justice to the close tussle which took place on the field here at the Surjeet Singh Hockey Stadium.

For Sher-E-Punjab, the scorers were Mandeep Antil (7th minute), Harpreet Nagra (34th minute), Prabhjot Singh (49th & 70th minutes) and Gagan Ajit Singh (57th minute) while Pakistani star Imran Warsi struck a brace for the Cheetahs, both his goals coming off drag-flicks in the 24th and 63 minute respectively.

For the last 46 minutes, the Chennai Cheetahs forwards and midfield twisted and turned with the ball only to find themselves confronted by an impenetrable thicket of blue-shirted Sher-E-Punjab defenders.

During that time the Shers extended their scoreline to 4-1 after taking an early lead with a suave Mandeep Antil goal that seemed to preface a night of dominance. Skipper Prabhjot's talent as a dribbler and a provocateur proved decisive in giving his side the handsome win.

Chennai had two clear chances to make a comeback in the first half but they conceded a penalty stroke with one minutes remaining for the interval.

Sher-E-Punjab star Deepak Thakur was obstructed from taking a clear shot at the goal and the umpire had no hesitation to point towards the dreaded spot. Harpreet Nagra made his entry into the record book by converting the first penalty stroke of the WSH.

For Chennai, there were no such clear-cut openings in the second half despite their strategy to deploy five players in the rival D.

ELECTION OF SGPC OFFICE BEARERS
SAD SEEKS PM'S IMMEDIATE INTERVENTION
ACCUSES CENTRE OF INSULTING THE MANDATE OF SIKH MASSES


                Chandigarh, February 28 :

The Shiromani Akali Dal has taken serious note of the Union Home   Ministry deliberately not initiating the process to elect office bearers of the Shiromani Gurdwara Prabhandak Committee (SGPC) even after the orders of the Supreme Court and urged the Prime Minister Dr. Manmohan Singh to immediately intervene in the matter and get it resolved.

                In a statement released from the party head office here today party Secretary and  Spokesman Dr. Daljit Singh Cheema said that  Honorable Supreme Court has upheld the notification regarding election of General House of the SGPC but Union Home Ministry was acting according to the wish of the Congress party to delay the election of the office bearers of the SGPC. He said that this attitude of the Home Ministry is direct interference in the religious matters of the sikhs and is insult of the mandate given by the sikh masses in electing their representatives.
                Dr. Cheema further said that Congress party and Sarna Brothers of Delhi mischievously wanted to get the election of the officer bearers of the SGPC delayed as they had got a drubbing defeat at the hands of the SAD in the elections and now they were banking on support of Congress led UPA government to delay the election of the Delhi Sikh Gurdwara Management Committee (DSGMC) fearing same fate in this election also.
                He said that this was not the first time when the Home Ministry has tried to interfere in the religious matters of the sikhs, earlier too unsuccessful conspiracy was hatched to stop the election of the SGPC and now again efforts are being made to stop or delay the election of the office bearers of the SGPC.
                The SAD leader urged the Prime Minister Dr. Manmohan Singh to immediately intervene in the grave matter and direct the Union Home Ministry to immediately start process to the elect the office bearers without any delay so that resentment among the sikh masses can be contained.

Exhibition on Dress Designing at Khalsa College Chawinda Devi

Khalsa College Chawinda Devi (KCCD) today hosted an exhibition on Dress Designing at the campus to impart information regarding the new trends in the fashion designing. The exhibition was organized by the Dress Designing Department of the college in which the designs by the college students were put on display.

Principal of the College, Dr. Paramjit Singh Dua who inaugurated the exhibition said the students showed keen interest in the different items. Some of the designs including sun suit, romper, a line frock, skirt-top, night wears for the kids and kurti, salwar suit, night suit and blouse for the ladies were appreciated. He encouraged the students to work hard so that they are able to compete with the outside world which is becoming competitive. 

He also explained that such courses are very beneficial for the girl students as these would enable them to earn their own livelihood with dignity. Prof. Navneet Kaur, teacher in charge of the event thanked the Principal and the staff for appreciating and encouraging the students.

The Election Commission of India has given a number of approvals in the cases

Chandigarh February 27:

The Election Commission of India has given a number of approvals in the cases, which were held back earlier because of the Model Code of Conduct during the state Assembly Elections.

                    Disclosing this here today, a spokesperson of the Chief Electoral Officer Punjab said that, the ECI has given its nod to the Punjab Agriculture University Ludhiana to issue an advertisement for filling of vacant posts of various categories including administrative, scientific and teaching/non-teaching, research/teaching activities in the projects funded by the National and International agencies.

The ECI has also given its approval for the recruitment/ counseling process by Subordinate Service Selection Board. Implementation/ Extension of Rashtriya Swasthya Bima Yojna RSBY to the laborers and construction workers/ street vendors under Local Bodies and Labor departments, has also been allowed by the ECI.
The filling of 529 vacant posts of different categories in the department of Agriculture, which were taken out of the purview of the PPSC and the SS Board, through a written test conducted by the Punjab Agriculture University, has also been approved.               
Appointments of twenty-five Ex-Servicemen to various posts and one Supervisor in Punjab State Ex-Servicemen Corporation on contract basis have also been approved.
 ECI has also given its concurrence to appoint the Chairman of the Board of Governors of Giani Zail Singh College of Engineering and Technology Bathinda.
ECI has given approval to conduct interviews for the recruitment of firemen on contract basis in the office of Municipal Council SAS Nagar Mohali.
                    In yet another decision, the ECI has allowed certain amendments in Punjab Water Supply and Sewerage Board Act (Punjab Act 28 of 1976). However the actual expansion of the Board has not been allowed.
                    Adding further, he said that the ECI has given its nod to issue the appointment letters to three veterinary doctors, which could not be given earlier because of the election code.
Mr. Arvind Khanna, a candidate from Dhuri and the Chairman Umeed Foundation an NGO has been allowed by the ECI to have his own photographs on the vans engaged by the Foundation.
                   DCs-cum-District Election Officers are king steps to set up the counting halls and counting personnel as per the ECI counting instructions, which are available on the website. The ECI has appointed 117 observers for counting purposes, he added.

Prof. Brar honored with 'Amity Academic Excellence Award'

Amritsar, February 27, 2012:

Prof. A.S. Brar, Vice-Chancellor of the Guru Nanak Dev University honored with 'Amity Academic Excellence Award' in view of his significant contribution to the academic world. This award has been given to Prof. Brar during 14th International Conference - INBUSH (International Business Horizon), 2012 which was organized recently by Amity University, Noida. 
This award also comprises with a citation. Prof. Brar was amongst the 5-7 selected Vice-Chancellors of various Universities for being conferred with this award. On this occasion, Prof. Brar motivated the conference delegates with his thought-provoking ideas.  He spoke about the future of higher education through liberalization and privatization and its impact on the research activities throughout the country.

Capt Amarinder questions SAD-BJP’s moral, constitutional authority to reject NCTC proposal

CHANDIGARH, February 25:

Punjab Pradesh Congress Committee President Capt Amarinder Singh today questioned the moral and constitutional authority of the SAD-BJP alliance in rejecting the central government’s proposal to set up National Counter Terrorism Centre (NCTC), saying it was not authorized to take policy decisions since it was only a care take government.

He also made it categorically clear that fighting terrorism was the collective responsibility of both the centre as well as the states. He said, the Congress government to be formed in Punjab after the declaration of the results will review the SAD-BJP alliance decision while keeping in view the national interest and the challenges posed by the terrorism across the country. “The decision should be taken by an elected and not a care taker government”, he asserted.

Criticising the decision of the alliance rejecting the proposal, Capt Amarinder said, such a decision should have been left to the next government going to be formed very soon. He pointed out, as on now the SAD-BJP alliance had no mandate to take any policy decisions since it is only a temporary arrangement till the declaration of the results.
The former Chief Minister criticized the SAD-BJP alliance particularly the Chief Minister Mr Parkash Singh Badal for blindly toeing the line taken by the BJP purely for partisan considerations while overlooking the national interest.
“Given the seriousness and the sensitivity of the issue it needs to be handled carefully and calls for cooperation and not the confrontation as resorted to by SAD-BJP alliance and other NDA-ruled states for partisan interests”, he observed.

The Shiromani Akali Dal today strongly criticized the statement of the Punjab Pradesh Congress Committee Chief Capt. Amarinder Singh on the stand taken by Punjab government regarding the National Counter Terrorism Centre (NCTC) and  draft water policy and termed his statement  as another betrayal with the interests of the state.

            Reacting to the statement of Punjab Congress Chief, the  SAD Secretary and Spokesman Dr. Daljit Singh Cheema said that  by opposing the nefarious designs of the UPA government the  SAD-BJP government of Punjab has performed its bonafide duty and has reiterated its comittment to the interest of the state. He said that  it was ridiculous that Capt. Amarinder Singh is opposing the stand simply to please Mrs. Sonia Gandhi for narrow political gains. He said that it was surprising that he is toeing a line claiming that terrorism  was a collective responsibility of the nation  forgetting that  the repeated Congress governments at the Centre have failed to wave off the loan of the Punjab government which was raised for fighting militancy  not only for the state alone but for the whole country. This shows the double standards of the Congress party.
            He said that the new proposal of the Centre is aimed at curtailing the powers of the state governments which is against the basic spirit of federalism enshrined in the constitution. He said that the SAD-BJP alliance was serious  and sincere to deal with the matter concerning the state and it was the Congress party which has again and again worked against the interests of the state.
            The SAD leader said that it was not the first time when the Punjab Congress Chief has publicly opposed the interests of the Punjab. Earlier too,  he had toed a line which pleased the Central leadership of the Congress party and he has seldom taken care of the interests of the state. He said that it is also a fact the Capt. Amarinder Singh had always played a role in which the Congress led Central governments have benefited but Punjab has suffered a lot.
            Dr. Cheema further said that it is surprising that fourteen Chief Ministers from different states have opposed this anti-federal initiative of the Congress led UPA government of which some are otherwise aligned with UPA, but the Congress President of the Punjab has preferred to support it ignoring all the damage it is going to do with the states.

            He also urged the state Congress Chief to stop day dreaming about theoutcome of the state assembly elections as the people of Punjab very well knew his credentials and are going to teach the Congress party a lesson for such blunders committed by it in the past.

The Draft National Water Policy is a design to control water resources and throw them open to the market-Experts

Chandigarh, Feb 25---Experts on water resources, academicians and leaders of various political parties and concerned Punjabis gathered at a seminar here today expressed a strong concern over the Central government’s fresh initiative to enact a new legislation for taking control of the river and ground waters- hitherto a state subject- and thereafter throwing open the waters to the market and corporate control. The central government has circulated a draft National Water Policy to the states and has sought their views to be reached to the Central Water Resources Ministry by end of this month, February 29.
Speaking at the seminar jointly organized by the Bharati Kisan Union (Siddhupur) and Internationalist Democratic Party (IDP) at Kisan Bhawan , former Punjab Irrigation  Chief Engineer, Mr G.S  Dhillon  said  water for irrigation to the tune of 70 per cent in Punjab is being done by drawing ground water through 14 lakh tube wells sunk by the farmers themselves. But the proposed Water Policy is intented to impose an official  control on the use of ground waters and if installing of the new tube wells would be allowed only after an official permission.
Another expert, Pritam Singh Kumedaan, a former Punjab bureaucrat said the centre had already robbed Punjab of its river waters through fraudulent agreements and official dictates. And the new proposed Policy would further erode Punjab’s control on river waters which had already been diluted through the Water Dispute Amendment Act of 2002.
Participating in the seminar, senior journalist Hamir Singh said the proposed Water Policy would further weaken the Indian federal set up and would lead to the more centralization of powers reducing the states’ to mere municipal committees in essence. The Policy is also aimed to throwing open the waters to the control of corporate and multinational companies, he added.
A majority of speakers favored the rejection of the draft Water Policy out rightly and Prof Manjit Singh suggested the formation a Peoples Water Commission to document the snatching of water resources from the states by the centre.
Rounding up the discussion, BKU President Mr. Pishaura Singh Sidhupur regretted that political leadership of Punjab has failed to protect the state’s water resources from the plundering by the center and adjoining states. More than the half of the Punjab river waters had been taken away by a non-riparian state of Rajasthan without paying a single penny as royalty.

Apart from others All India Kissan Sabha leader Bhupinder Singh Sanmber, senior journalist Jaspal Singh Sidhu, Omender Dutt of Kheti Virasat Mission and Sukhdarshan Nutt also spoke at the Seminar.

CHANDIGARH FEBRUARY 24:

            The Punjab Cabinet today recommended the dissolution of 13th State Legislative Assembly to the Governor of Punjab thus paving a way for the constitution of the 14th Legislative Assembly after the declaration of the election results on March 6th, 2012.

            A decision to this effect was taken here at a meeting of the Cabinet Chaired by Punjab Chief Minister Mr. Parkash Singh Badal this morning.
Disclosing this here today a spokesperson of the Punjab government said that the Cabinet recommended the dissolution of the State Assembly under Section 15 sub section 2 of the People’s Representation Act, 1951. It may be recalled that Governor is competent to dissolve the state assembly under section 2 (b) of Article 174 of the constitution of India.
            The Cabinet placed on record its “profound gratitude” to the People of Punjab, government employees and official machinery of the state besides NGOs and other social organizations for their whole hearted cooperation to the government in the process of unprecedented development of the state between 2007-2012.  The Cabinet also thanked the people for helping in the preservation of atmosphere of complete peace and communal harmony in the state during the past five years.
            The Cabinet disagreed with the proposed draft water policy circulated by the Central government to the extent it impinges upon rights of the state government.   The Cabinet also rejected the proposal of the Union government to set up National Counter Terrorism Centre (NCTC) as the same was against the concept of federalism and encroaches upon the rights of the state governments. 
The Cabinet also gave ex-post facto approval to the additional Government of Punjab (GoP) Guarantee worth Rs 1500 crore to the Punjab State Power Corporation Limited (PSPCL) during 2011-2012.   
            The Cabinet also approved the recommendations of the State Cultural Affairs Department for the creation of Immersive Experience to be executed by Gurgaon based Tricolor India Schauspiel Private Limited at historic Banda Singh Bahadur War Memorial at Chapar Chiri in district SAS Nagar (Mohali).
            The Cabinet allowed the Cultural Affairs department to utilize Rs.10 crore out of Rs.50 crore Corpus for the repayment of installments of the Principal Amount against the loan taken for the completion of World Class Virasat-e-Khalsa Heritage Complex at Sri Anandpur Sahib.      
            The Cabinet also approved the annual administrative report of the State Irrigation Department for 2008-2009.

            Punjab Information & Public Relations Officers’ Association today mourned the sad demise of Mr. Lachhami Chand, the father of Mr. Chaman Lal Dhiman Superintendent, who passed away here at PGI this morning after a brief illness.  He was 80 and is survived by his wife, two daughters and a son. 

            In an emergency condolence meeting called by the association, a two minute silence was observed to condole the death of Mr. Lachhami Chand and prayed to the Almighty to grant peace to the departed soul and give strength the family members, nears and dears to bear this irreparable loss.

PUNJAB GOVERNMENT DECLARES SAHIBZADA AJIT SINGH NAGAR (MOHALI) DISTRICT AS THE FIRST "SMOKE FREE" DISTRICT OF PUNJAB.

Chandigarh, 22nd February 2012:
     

      The Punjab Government here today formally declared Sahibzada Ajit Singh Nagar (Mohali) as the first "Smoke Free" district in the state.

Sh. Satish Chandra, Principal Secretary Health and Family Welfare, Punjab while announcing the decision said that earlier, on the occasion of  World No Tobacco Day, 31st May 2011, the Government had announced to declare Sahibzada Ajit Singh Nagar as the first “Smoke Free” district of Punjab, shortly. Thereafter, the Tobacco Control Cell in Punjab had been making consistent efforts in this regard. NGO International Union against TB and Lung Diseases held sensitisation workshops of all stake holders in collaboration with NGO Generation Saviours Association, Mohali. School of Public Health PGIMER, Chandigarh was entrusted the task of conducting a survey to verify the compliance of COTPA Act, 2003 (Cigarettes & Other Tobacco Products

Act) in SAS Nagar. Dr Sonu Goel, Assistant Professor of Health Management, PGI has in his report concluded that "compliance rate observed for various indicators in all the Community Development Blocks of Mohali is between 88-100%". Sh. Satish Chandra added that this study paved the way for officially declaring S.A.S. Nagar as the first "Smoke Free" district of Punjab. He revealed that the contents of the study have already been shared by PGI with the media and other stakeholders, recently. He disclosed S.A.S. Nagar has been declared a "Smoke Free" district on a pilot basis and subsequently the entire state shall be covered in a phased manner. According to Dr. Rakesh Kumar Gupta, State Program Officer, Tobacco Control Cell, Punjab, consistent efforts are being made to make entire Punjab "Smoke Free "
in the year 2012. He said that Mansa district shall be declared as the 2nd Smoke free district within the next three months.

Mohali Public Opines Ban on Smoking at Public Places

Background: Secondhand smoke is one single reason why public space smoking remains an alarming public health hazard. India has enacted smoke free law COTPA in 2005, which prohibits smoking at public places, bans advertisement of tobacco products, prescribes pictorial health warnings on tobacco products etc.

Objectives: With the above background the present study was conducted by the School of Public Health, PGIMER, Chandigarh in collaboration with State tobacco cell, Punjab, Generation Saviour Association, Mohali and International Union Against Tuberculosis and Lung Disease, New Delhi. The objectives of the study was to assess the public support for smoke free initiatives undertaken in Mohali District, Punjab, to ascertain the public understanding of SF legislations and their behaviour regarding smoking and its health effects.

Methodology: This cross sectional study was undertaken in Mohali district among people aged 14 years and above in the month of September & October 2011. A sample size of 1600 respondents was arrived upon. A standardized semi-structured questionnaire was used in the study.

Results: The mean age of the study participants was 32.8 years.
Smoking was more in age group of 20-39 years and in males as compared to females. Almost one third of studied population perceive that smoking gives pleasure, 86% believes smoking is harmful for health, 68% perceive that costs related to smoking as economic burden to family. The PGI authorities on the spot gave certificates to the donors besides arranging special refreshments for the donors.
          President of Punjab IAS Officers Association Mr. Sarvesh Kaushal, IAS, appreciating the donors said that the association organizes the blood donation camp annually as this is a noble cause for the welfare of humanity. SHIVRAJ V. PATIL FLAGS OFF TWO MOBILE POLICE STATIONS

With the objective to provide police assistance at the door steps of common citizens, specially those belongings to the economically weaker sections residing in colonies and rural areas, the Punjab Governor and Administrator, Union Territory, Chandigarh, Mr. Shivraj V. Patil has flagged off two mobile police stations in the Union Territory, Chandigarh.

      Mr. Patil said the concept of launching this Mobile Police Stations was providing assistance at the doorsteps of public by the police. He said that these Mobile Police Stations would make close contact with RWs, MWs, Senior citizens and Panchayat and area and law & order. The Mobile Police Station will also undertake inquiry of complaint, verification of servants, tenants, PGs, Passports, arms licences etc.
it will also lodge DDRs for non-cognizable offences and missing reports. Out of these reports any thing cognizable will be converted into registration of FIRs in the concerned police stations.
      Congratulating Police Department for this initiating, Mr. Patil asked Inspector General of Police, Mr. P. Srivastava to study underground control room project on the pattern of Singapore for Union Territory, Chandigarh.
      Giving detail regarding Mobile Police Station, Mr. P. Srivastava, IGP said that these Mobile Police Stations will function from AC buses having capacity to seat 12 persons. It will consist of both permanent and rotational staff based on the location of the police station on a certain day. The mobile police station will be equipped with wireless set, weapons, crowd control apparatus and will also have a small pantry and toilet for convenience of the staff, he added.
      Mr. Srivastava disclosed that the jurisdiction of these mobile police stations will be the whole of Chandigarh and the deployment will be made on rotational basis by the office of SSP, UT. It is expected that a mobile police station will reach in certain area at least once in a fortnight.
      He further said that each Mobile Police Station will function for five days a week i.e. Monday to Friday 9 AM to 5 PM in winter and 10 AM to 6 PM in summer. Saturday will be earmkared as maintenance for vehicle/records. The monthly schedule of Mobile Police Station has also issued. He said that advanced monthly schedule will be issued regarding the movement and the duties of these Mobile Police Stations and the same will be strictly followed by the staff. He said incharge CRU will monitor day to day working of these Mobile Police Stations under the supervision of DSP/Hqrs, who will further report to senior Superintendent of Police, Chandigarh.
      Lateron a team of senior police officers of UT Chandigarh including Inspector General of Police, SSP and SPs went to Colony No 5 and Dadumajra and educated the people regarding Mobile Police Stations at length so they can make best use of these Mobile Police Stations.

SHRM India Joins Hands with Chandigarh Management Association

SHRM India, a wholly owned subsidiary of the Society for Human Resource Management (SHRM) USA signed a MoU with Chandigarh Management Association(CMA) and also organised a seminar on ‘Campus to Corporate’ at PHD Chamber, today. The MoU was signed by Ms. Achal Khanna, Chief Operating Officer(COO), SHRM India and Dr. Anshu Kataria,President,CMA & Chairman,Aryans Group of Colleges

As per this MoU, CMA and SHRMI would work together to promote knowledge and deeper understanding of HR practices amongst the student community, academia and industry and would also conduct joint knowledge based events in future in Chandigarh.

In the seminar “Campus to Corporate”, which was organized by CMA and SHRMI, the keynote speaker Col. Aalok Sood, National Head Directive Communication for HRM/DOD, Culture Evolution, Training, Career, and Recruitment having 27 years of disciplined army life, said that through this workshop we endeavor to throw light on the opportunities that are available and what colleges need to do to make students more employable.

A five day national trade union class for union activists from the ‘Hindi speaking region’ is being conducted by AIFAWH in Chandigarh from 19th February 2012. The class will continue up to 23rd February.
More than 70 anganwadi employees, comprising state leadership of the AIFAWH affiliated unions from 9 states have been participating in the class. Saroj Sharma, treasurer, AR Sindhu, Usha Rani Punjab, Santosh Rawal, national secretaries of AIFAWH and Harjeet Kaur also participated in the class.

Raghunath Singh, national secretary of CITU and general secretary of its Punjab state committee inaugurated the class and emphasised the importance of spreading scientific thinking among the people, particularly among the workers. “Very unfortunate and very sad news” said Thakur Gulchain Singh Charak, AICC in-charge of Congress party in Punjab , when he learnt about the accident that led to the death of three young men Gurjit Singh, Sajay Kumar and Umesh due to electrocution when a crane carrying camera contacted 11 kva high tension wire.
He deeply mourns the death of young men and expresses his heart felt sympathies with the families of departed souls. “The loss is irreparable and deep, more so when they were involved in a religious function of Mahashivratri”. He prays for the peace of the departed souls and seeks courage for the families to accept the fate of destiny.
He also prays for the speedy recovery of Davinder Singh, Udhav Singh, Niranjan and Manoj who got injured during the accident.
“ Giving permission to hold a function by authorities has no meaning if the safety aspect of the function is not monitored by the permission giving authority. Those who gave permission and did not check the safety aspect have to be held accountable for the lapse that costed three young men their lives.” He said. He will write to district authorities to conduct an impartial inquiry and punish the guilty.

The drug related disclosures of DGP Prisons vindicate the oft repeated allegations of Congress party of a massive political-police-drug mafia nexus patronized by the SAD-BJP govt.

Congress urges the Governor to initiate appropriate inquiry into the matter.

      The recent startling disclosures made by Sh. Shashi Kant IPS, DGP Prisons Punjab, that the Punjab police failed to check the inflow of drugs into the jails of the state despite seizure of 721 mobile phones from inmates of these prisons. The DGP has pointed a direct finger towards the ruling political class for having pressurized the Punjab police for its inaction on the said issue. Sh. Shashi Kant IPS has alleged that if the Punjab police had checked the call records og these 721 cell phones seized from the jails, the political-police-drug mafia nexus could have been exposed.

      The disclosures of DGP Prisons have beyond doubt vindicated the allegations made by the Congress party during the last five years that drug mafia was being patronized by the SAD-BJP govt. in Punjab. What the DGP Prisons has stated is only the tip of the iceberg as drugs not only made their way into prisons but are openly available in every nook and corner of the state.
      Only recently a Badal loyalist SGPC member Sh. Dyal Singh Kolianwala was caught with large quantum of poppy husk from his residence in Lambi constituency. All through five years the Badal govt. shielded and patronized political drug mafia and allowed them a free run of drug trade in the state.

      The Badal duo is responsible for politicization of the police machinery and misusing it to their personal advantage. There have been glaring examples of political criminals shielded by the Badals by not allowing the police to act, as only yesterday the Special CBI Court at Patiala chargesheeted Sh. Makhan Brar S/o Jathedar Tota Singh in the infamous Moga sex scandal. Earlier Sh. Badal did not allow a FIR into the Harpreet murder case involving Bibi Jagir Kaur and the CBI stepped in to register a case. Likewise criminals like Sh. Vir Singh Lopoke ex-MLA were shielded in the alleged murder of a BKU activist recently.

Sh. Badal prevented the govt. from giving sanction of prosecution in the corruption matter against Sh. Nirmal Singh Kahlon Speaker, Punjab.

      There are numerous other tantalizing instances of misuse of police in Punjab by the Akali’s hence, the disclosures made by DGP Jails definitely need to be looked into seriously. I would urge the Governor of Punjab to consider the drug issue for an appropriate inquiry not only of mafia operating in prisons but elsewhere in the state at the behest of their political masters.

The Election Commission Of India today allowed the Punjab Government to dispose of the applications regarding parole to convicts in model code of conduct at its own level in case of extreme compassion, without reference to the CEO Punjab.
A spokesperson of the CEO Punjab today said that the ECI considered the matter after a letter has been received from CEO Punjab and has allowed for disposal of such cases by the state Government without seeking permission from the Chief Electoral Officer, where poll was over.

Capt Amarinder raps Badals for leaving state headless

CHANDIGARH, February 15:

Punjab Pradesh Congress Committee President Capt Amarinder Singh today criticised the Chief Minister Mr Parkash Singh Badal and his Deputy Chief Minister son for leaving the state headless and leaving for abroad without naming anybody to take care of the affairs of the government in their absence.

In a statement issued here today Capt Amarinder pointed out, both the Badals had left for their foreign trip together and had not nominated any minister who should be heading the government. This, he said, was an extreme of irresponsibilty on their part.

He said, the standard procedure is that in absence of the Chief Minister it is the Deputy Chief Minister who takes care of the state and in the current case both of them are out of the country committing a constitutional impropriety.

"The state is virtually headless today and God forbid if some emergency happens who should be responsible?" he asked, while adding, this is a classic case of somebody abdicating his authority without bothering about his responsibilities.

Capt Amarinder remarked, "or is it that they have seen the writing on the wall and beaten a retreat much in advance and even then they were supposed to give the charge of the affairs of the state to someone".

BADAL UNDERTAKES MAIDEN JOURNEY IN DELHI METRO

            In a sheer delightful experience, the Punjab Chief Minister Mr. Parkash Singh Badal today undertook his maiden journey on Delhi Metro from Central Secretariat to Patel Chowk at New Delhi.

            Disclosing this here today a spokesperson of the Punjab government said that Mr. Badal hailed the Delhi Metro ‘as an engineering marvel’ that enabled lakhs of commuters to travel in the busy national capital from one place to another daily in a hassle free manner. 

            Mr. Badal said he had traveled in several Metros across the world but the Delhi Metro was probably the best at par with the international standards especially in view of its aura, comfort and credibility beyond any comparison.

CHIEF ELECTORAL OFFICER PUNJAB

Chandigarh February 13: Responding to the complaint against the appointment and swearing-in of the state Information Commissioners, violating the norms of the model code of conduct, the Chief Electoral Officer Punjab has clarified that the office had sent the case to the ECI on January 2 for approval and the same was approved by the ECI on January 11. This was also reported in the Press.

          Disclosing this here today, a spokesperson of the CEO said that the communiqué of the ECI had also been conveyed to the concerned regarding the grant of permission to administer oath to the four state information commissioners.

CHANDIGARH FEBRUARY 11:

Punjab Chief Minister Mr Parkash Singh Badal urged the Union Civil Aviation Minister Mr Ajit Singh to immediately start direct domestic flights from Amritsar and Chandigarh to Nanded in Maharashtra for facilitating the pilgrims to pay obeisance at Takht Sachkhand Sri Hazur Sahib.

            Disclosing this here today a spokesperson of the Chief Minister’s Office said that Mr Badal put forth this demand before the Union Civil Aviation Minister in a meeting held today at the Kapurthala House in New Delhi. Taking up another issue the Chief Minister also impressed upon Mr Ajit Singh to start international flights from the upcoming international Airport at Sahibzada Ajit Singh Nagar (Mohali). He said that these flights would give further fillip to ensure better air connectivity for the Punjabi diasporas settled abroad to visit the state far more comfortably without any hassle.
            The Chief Minister also asked Mr Ajit Singh said that as the domestic Terminal at Bhisiana (Bathinda) is ready so the department should commence the flights from it because Bathinda was coming up as petrochemical hub due to the operationalisation of Rs 19000 crore Guru Gobind Singh Oil Refinery.  

Responding to the various issues raised by Mr Badal the Union Civil Aviation Minister assured him of a positive response and informed that he would soon convene a meeting of senior officers of the ministry of civil aviation and Airport Authority of India to sort out these issues expeditiously in a time bound manner.

Mr Badal was accompanied by his Special Principal Secretary Mr KGS Cheema, Resident Commissioner Punjab Bhawan New Delhi Mr K Shiva Prasad.

START ANOTHER DIRECT TRAIN FROM AMRITSAR TO NANDED: BADAL TO PM

CHANDIGARH, FEBRUARY 10, 2012

Punjab Chief Minister Mr Parkash Singh Badal today urged the Prime Minister Dr Manmohan Singh to direct the Ministry of Railways to commence another daily train between Amritsar and Nanded to cope up the heavy rush of pilgrims visiting Takht Sachkhand Sri Hazur Sahib.

In  a letter to the Prime Minister, Mr Badal said that after Amritsar, Sachkhand Sri Hazur Sahib at Nanded (Maharashtra) is the holiest Sikh Shrine in the world but as at present, only one daily train, “Sachkhand Express” runs between Amritsar and Nanded so devotees from Punjab visiting this holiest shrine have to face a number of problems. The Chief Minister further said that during his recent visit to Nanded, a large number of delegates and prominent Sikhs had met him and expressed anguish at lack of proper train connectivity between Punjab and Nanded.  Therefore Mr. Badal requested the Prime Minister that another daily train between Amritsar and Nanded should be immediately started, so that pilgrims from Punjab and adjoining States could pay homage at Sachkhand Sri Hazur Sahib, Nanded in a hassle free manner.

Chandigarh 10 February: Holy city Amritsar would write a new chapter in history in the sports arena by hosting firstever womenfolk's martial art Gatka competition at Central Khalsa Orphanage here on March 11. Feminine Gatkebaaz teams from all districts of Punjab would participate in first Punjab State Women Gatka open Championship (Junior and Senior)-2012. The Punjab Gatka Association (PGA), a registered sports body promoting traditional Indian martial art, is organizing this Gatka tournament.

Disclosing this S. Harjeet Singh Grewal General Secretary PGA said that the competition would be held according to the Rules set forth by the Gatka Federation of India (GFI) and the overall winners would be awarded cash prizes, trophies and certificates. "Women Gatka teams in the age groups of under 14, under 17, under 19, under 22 and under 25 from more than 18 districts would participate in this mega event", he added.

The PGA General Secretary said that earlier, the Gatka was only the domain of males, now even the females have been outperforming the males by displaying their rare acumen in the Gatka sport. "The Federation has decided to promote the ancient martial art amongst young girls and household women so that they could protect themselves," he added.
Mr Grewal categorically said that promotion of Gatka as a sport at national as well as international arena would not only strengthen the bonds of communal harmony and universal brotherhood but also play a significant role in spreading the message of peace and love amongst all comity of nations.
He further informed that GFI has adopted the conventional sports uniform (i.e. Track Suits or T-shirt with Knickers, Sneakers and a Headgear for protection) as a new dress code in the Rules book to play Gatka game in all competitions to make it a 'Cosmopolitan Sport' which was earlier almost on the verge of extinction.
It is mentioned here that it is a style of fighting only with sticks between two Gatka players, intended to simulate the sword and focuses on infusing physical, spiritual and mental fitness. No sharp edged weapons are used in the transformed Gatka game. The present martial art form, Gatka, has been acknowledged as a sport and being played in the entire country and diaspora.
Mr Grewal lamented that it was irony of fate that Gatka have been denied its due status and recognition but on the contrary several games, which even had not Indian origin and lesser known games, have already been included in the schedule of Indian Olympic and National University Games for the reasons best known to the concerned authorities.
He asserted that promotion of Gatka as a global sport would certainly project India as the world's largest democracy committed to secularism and unity in diversity in the light of its historical legacy.

Chief Secretary review the Budha Nallah Project

Chandigarh, February 9:

            The Chief Secretary Punjab Mr. SC Agrawal today reviewed the progress made by different departments regarding cleaning of Budha Nallah, the regularly quarterly review meeting was convened as a follow up of various actions taken by different departments for control of pollution in Budha Nallah.
            During the meeting it was informed that 105 MLD sewage treatment plant at village Balloke has been commissioned and 35.40 Km main sewer and 155.60 Km lateral sewer lines have been laid. The sewer treatment plants at Balloke, Bhattian and Jamalpur are being monitored by PPCB regularly. The land for the common Effluent Treatment plants for dying industries has been acquired at Tajpur Road and Bahuderke road Ludhiana. The environmental clearance of these CETP’s is under the active consideration of MoEF.
            It was also appraised that the CETP for small scale electroplating industries has been installed at Focal Point Ludhiana where the effluent of 600 industries of Ludhiana alongwith 158 units of Jallandhar is being treated and the CETP is also monitored regularly on a monthly basis. This CETP ensures ZLD ( Zero Liquid Discharge) form the electroplating industry at Ludhiana.
            During the meeting Chief Conservator of Soils intimated that Rs. 1,25,90,368/-  have been utilized for laying of 8980 meter pipeline for using treated waste water for irrigation purposes and the project is in working condition. The Commissioner, Municipal Corporation, Ludhiana informed that 70% work of lining of Budha Nallah has been completed and the temporary disposals of sewage being discharged into Budha Nallah will be plugged shortly in a phased manner. About 58000 plants have been planted along Budha Nallah to develop green cover.
            Member Secretary PPCB informed that since September 2010, 2711 industries have been monitored to ensure regula operation of ETP and APCD’s. Similarly surface waters of Budha Nallah and Satluj are also monitored where heavy metal concentration has decreased considerably due to regular operation of CETP for electroplating industries.
            The Chief Secretary directed the concerned departments to make every effort to complete this project of cleaning of Budha Nallah in a time bound manner and desired that substantial progress of ongoing works should be achieved before the next quarterly review meeting.

Schedule for RIMC Entrance Test announced
Chandigarh, February 9:
              The entrance examination for admission to the Rashtriya Indian Military College (RIMC), Dehradun for January, 2013 term would be conducted here at Lala Lajpat Rai Bhawan (Sector-15) on 1st & 2nd June, 2012.
             Disclosing this here today a spokesman of the Directorate Sainik Welfare, Punjab informed that only boys were eligible to apply for the admission. Candidates appearing for the test should not be born earlier than 2nd January, 2000 and not later than 1st July, 2001. They should either be studying in Class VII or passed Class VII from any recognized school at the time of admission to the RIMC. Selected candidates will be given admission in Class-VIII. The written part of the examination would consist of three papers namely, English, Mathematics & General Knowledge and the viva-voce test would be held for only those candidates who qualify in the written exam and the date for the viva voce test has been fixed as on October 05, 2012 (Friday).
             He informed that the copies of application forms, prospectus and set of old question papers could be obtained from the Commandant, RIMC, Dehradun on payment of Rs.350/- through demand draft in favour of Commandant, RIMC, Dehradun payable at SBI Tel Bhavan (Code No.01576) Dehradun. Applications in duplicate in prescribed form should be accompanied by a bank draft for Rs.50/-(Rs.5/- in case of  Scheduled Caste and scheduled tribe) in favour of Commandant, RIMC, Dehradun payable at SBI Tel Bhavan (Code No.01576) Dehradun along with three passport size photographs of the candidate. Besides this, the candidate should furnish a certificate of age in duplicate from municipal birth register.
          He further said that the applications in duplicate duly completed must reach here at Directorate Sainik Welfare, Punjab before 31st March, 2012. Application received after 31-3-2012 will not be entertained.

PUNJAB SET TO CROSS RECORD 167 LAKH TONNE OF WHEAT THIS YEAR: DR. SANDHU

Chandigarh, February 09: 

The wheat basket of country, Punjab, is set to touch record wheat production of 167 lakh tones this year.
Dr. Mangal Singh Sandhu, Director Agriculture Department, Punjab stating this said that if the weather remains suitable in coming days, the production of wheat could touch 167 lakh tones this year, which would cross the maximum wheat production in the last four decades 164.72 lakh tonne. He said that during the current season 35.15 lakh hectare area was under wheat cultivation while in 2010-11 the area was 35.10 lakh hectares. Dr. Sandhu revealed that this season would also witness an increase in yield to more than 47 quintal per hectare.

Director Agriculture said that the right time of sowing of wheat was in November and rains in mid January was quite beneficial for wheat crop that may increase its yield He said that the yellow rust disease would affect the wheat seeds DBW-17 and DH-711 in Kandi belt of  Ropar, Hoshiarpur and Gurdaspur districts. He said that the Agriculture Department has started initiatives to tackle the yellow rust disease in such areas suggesting the farmers to ensure tilt, bumper shine spray. He said that the maximum area under wheat cultivation were of HD-2967, PBW-621 and PBW-550 types, which were more resistant to yellow rust disease.

CEO CLARIFIES REGARDING APPLICABILITY OF CODE OF CONDUCT AFTER COMPLETION OF VOTING PROCESS

Chandigarh, The Election Commission of India has issued clarifications regarding applicability of Code of Conduct in Punjab, Utrakhand and Manipur where voting process has been completed.

Ms Kusumjit Sidhu Chief Electoral Officer, Punjab today stated that according to ECI communiqué in the states of Manipur, Punjab and Utarakhand where voting has been completed, the Commission has decided to allow the following activities, except in such districts where re-poll, if any was pending. She said that ECI in such states has allowed tours of ministers to districts and accompaniment of officers on such tours.

She added that ECI in such states has also allowed review and implementations of ongoing programmes in the field and review with field officers, except for the officers who were on election duty. She said that ECI in such states has allowed the calling a review meeting of officers at headquarters, except for the officers who were on election duty.

The CEO said that ECI in such states has allowed calling for bids, evaluation of bids, finalizations of bids and award or contracts.  She said that ECI has sent this communication to Chief Secretaries and CEOs of three states

CHIEF ELECTORAL OFFICER PUNJAB- no person should be harassed

Chandigarh February 2: The CEO Punjab today clarified that as per the latest instructions of the Election Commission of India, the static surveillance teams and flying squads of the Departments of Police, Income Tax and State Excise, especially deployed to monitor expenditure and flow of liquor during the recent Assembly elections have been directed to be disbanded.

Ms Kusumjit Sidhu, CEO has asked the District Administration especially the SSPs to ensure that no person should be harassed/ exploited in this regard.
