Chandigarh, September 26-
        There was not any procedural delay on part of the Punjab government to disburse scholarship under pre and post matric schemes for the Schedule Caste (SC) students in the state.

         Disclosing this here today a spokesperson of the Welfare Department said that the Ministry of Social Justice and Empowerment, Government of India (GoI) had released a sum of Rs 280.81 crore under the Post Matric scheme on November 1, 2013. Out of this Rs 9.05 lakh were meant for year 2007-08, Rs 8.37 crore for year 2009-10, Rs 60.95 crore for year 2010-11, Rs 31.39 crore for year 2011-12, Rs 148.25 crore for year 2012-13 and Rs 31.75 crore for the SC students in year 2013-14. The spokesperson said that the state government had released the scholarship immediately after getting funds from the Union government.

         The spokesperson further said that under the scheme a websitewww.punjabscholarships.gov.in was started in 2013-14 and the students were asked to apply for scholarship online on it. Under this scheme scholarship was disbursed after getting the lists from DPI (Colleges), DPI (Secondary Education), Director Technical Education Punjab, Director Research and Medical Education, Director SCERT Punjab and Director Animal Husbandry. He further said that as per the orders of Punjab Chief Minister Mr. Parkash Singh Badal these department were asked to re-verify the lists of the eligible students of 2014-15 so that the benefit of this scheme could be given to the genuine students.   

       The spokesperson further said that the pre-matric scholarship scheme was started by the GoI in year 2012-13 for the SC students studying in class 9th and 10th.  In the year 2013-14 the GoI had issued Rs 60.21 crore under scheme out of which Rs 21.54 crore was disbursed immediately and the remaining was transferred to the banks accounts of eligible beneficiaries after getting the details from education department. He made it clear the state government was issuing the sum under this scheme as soon as it was received from the GoI.

         Meanwhile, Welfare Minister Punjab Mr. Gulzar Singh Ranike had also issued strict warning to the officers/ officials of the department that any sort of delay in disbursing of scholarship to the students would not be tolerated at any cost and strict action would be taken against the officials found guilty in it.

 ROADWAYS ROPAR DEPOT LEADS BY EARNING RS.1.34 CRORE

 

CHANDIGARH, SEPTEMBER 26:

           Punjab Roadways Ropar  has earned Rs.1.34 crore  during this financial year till date.  Disclosing this here today a spokesman of the Punjab Roadways said that during the year 2014-15 this depot had earned Rs.60 lac . This was the best performance given by this depot since last two years.

He further said that of the 104 buses at the depot, 63 are PUNBUS buses whereas 29 Punjab Roadways, 9 AC and 3 belong to the kilometer scheme. PUNBUS  and  buses plying under kilomerter scheme had played an important role for earning the income

          He further said that all buses plying on the road were in a good condition and yet to complete the lifespan. More buses are likely to be added to the fleet soon. He said that  any bus that has completed its lifespan do not to run. All condemned buses are sent to the workshop.

  SPECIAL MONITORING CELL TEAMS RAIDS 1072 SCHOOLS ACROSS THE STATE

·        48 TEACHERS WERE ABSENT, 114 LATE COMERS AND 29 TEACHERS FOUND LONG TIME ABSENTEE

CHANDIGARH, SEPTEMBER 26:

On the directions of Dr. Daljit Singh Cheema, Education Minister Punjab, Special teams of the Education Department conducted surprise checks in 1072 Schools of the State with the aim of ensuring punctuality and discipline in the Schools. Three Circles namely Jalandhar, Faridkot and Nabha (Patiala) were visited by the special teams at the same time.

Divulging the details a spokesperson of the department said that during the special checking total 48 teachers were found absent while 114 teachers were late whereas 29 teachers were found long time absentees. He said that immediately after opening the schools special teams visited 441 schools of Faridkot Circle, 313 schools of Nabha (Patiala) and 328 schools of Jalandhar Circle.

He further said that 17 teachers were found absent in Fardikot Circle and 34 were late comers while 8 found long time absentee. Similarly during the check of 313 schools in Nabha (Circle) 18 teachers were found absent, 22 were late comers and 13 teachers were long time absentees. In Jalandhar Circle 13 teachers were absent, 58 were late comers and 8 long time absentee.

The Spokesman said that to maintain discipline and punctuality in the Government Schools special and surprise checking would continue in future also. The Minister also directed to the senior officers that 100 percent attendance of the teachers would be ensured.

 Chandigarh September 22:

 In continuation of the meeting of Deputy Chief Minister and Minister In-charge Department of Governance Reforms, Punjab with top notch banks in Mumbai to make investments in Punjab and provide financial services to the rural citizens , Mr. Sarvesh Kaushal, Chief Secretary Punjab  today held a detailed brainstorming session with top 6 Public and Private Sector banks of the region.

During the meeting, Mr. Anirudh Tewari, CEO, Bureau of Invest Punjab stated that Punjab is willing  to partner with leading banks of the country to provide various banking and financial services to the rural citizens of Punjab at their doorsteps through Sewa Kendras and other infrastructure created by the State. Under this partnership, Citizens will be able to avail Government services and banking services under one umbrella.

 Chief Secretary Punjab briefed the bankers that Punjab is in process of setting up 2147 State of Art Sewa Kendras across the State and the construction, interiors work, electricity connection work etc has already been completed. He stated that more than Rs. 400 crore has been spent on these centers and the State is looking for the leading public and private sector banks to partner with the State to provide its banking and financial services to the rural and urban population of the State.

 Mr. Anil Kishora, Chief General Manager, State Bank of India appreciated the effort being made by the State Government to build Sewa Kendras to provide citizen services at the doorsteps of the people and assured that SBI is all set to provide its banking and financial services through these centers to improve their rural outreach. He stated that SBI is already working closely with the State Government in its schemes like Pensions, Scholarships, Shagun scheme and other schemes. 

 During the brainstorming session, Mr. Vikas Banwala, zonal head from ICICI Bank said that this partnership will provide them with a platform to double their rural penetration. Government Infrastructure will act as the extended branch network and ICICI bank is also willing to make infrastructure investment in the Sewa Kendras.

Mr. Adish K Jain from Punjab National Bank also assured that this initiative will complement their Business Correspondent model and Government Infrastructure will act as extended branches and will improve their rural reach. Mr. Vineet Arora, zonal head, HDFC bank also offered to make mobile banking application which shall integrate Sewa Kendras with the financial services of the bank. Mr. Ajay Vyas, GM Central Bank of India desired to make these Sewa Kendras a hub for collection of various taxes of the State and Central Government for the convenience of the citizens. All the Banks were unanimous that all the banking and financial services like account opening, cash management, ATM banking, Micro ATM, Insurance can be immediately started through these Sewa Kendras. This will benefit the common citizens of the State as they do not have to travel to far-off bank branches and shall visit Sewa Kendras in the vicinity of their homes.

 Department of Governance Reforms replied to all the queries of the bankers related to number of centers, space and facilities availability, number of counters, expected footfall in the Sewa Kendras etc. In the end, Chief Secretary Punjab stressed that Government Infrastructure like Sewa Kendras will provide an opportunity to all the leading banks to improve their rural outreach. Banks must partner with the State to create a win-win situation for the State and for the banks. The Chief Secretary asked all the banks to submit their proposals for this partnership in next 7 days so that the next process can be initiated.

 Faridkot, September 22:

       Punjab Deputy CM Mr Sukhbir Singh Badal has said that Capt Amarinder Singh, who has been rejected twice by the Punjabis, is resorting to tantrums for saving his own existence in politics because he knows that the Congress would soon expel him from the party. He said this while speaking to media persons after inaugurating the Rural Sports Festival organised on the occasion of birth anniversary of Baba Farid, here today.

      Mr Sukhbir Singh Badal said that when Capt Amarinder was the chief minister, he kept the Punjabis at a distance and did not carry out any development works for Punjab. He said that the previous Congress government even stopped the schemes started for the welfare of people by the Shiromani Akali Dal-Bharatiya Janta Party government. He said that people of Punjab are well aware of the anti state policies of Capt Amarinder Singh as well as the Congress party.

      Replying to another question, the Deputy Chief Minister said that the real face of Aam Aadmi Party has come into open now and its leaders, who often preach of moral values, are themselves not following them. He said that almost every day, one AAP MLA or the other is getting entangled into criminal cases in Delhi, so one can easily imagine the double standards of AAP and its leaders.

      Deputy CM Mr Sukhbir Singh Badal said AAP was a party whose dictator was Arvind Kejriwal. He said now everyone knew that there was nothing called democracy in AAP, besides the fact that the party had failed to fulfill all its promises. He said the Lokpal was yet to take final shape in Delhi, even as taxes had been increased.

      He said that the sole aim of SAD-BJP government is carrying out development in Punjab. He said that Shiromani Akali Dal was the second party of country which has started welfare schemes such as Atta Dal, Shagun, Pension, free electricity to farmers, etc.

      Replying to a question related to 2017 elections, Mr Sukhbir Singh Badal said that the government is ready for the 2017 Vidhan Sabha elections. He said that very soon, all cities and villages of the state will have well carpeted roads, potable drinking water etc and an amount of more than Rs 4,000 crore and Rs 6,000 crore respectively, would be spent on it.

      Deputy CM Mr Sukhbir Singh Badal said that the Punjab government has already issued the compensation amount to farmers whose cotton crop was damaged and they had to plough it. He said that this compensation amount would be distributed amongst farmers under the direct supervision of Deputy Commissioners from next week onwards. He said that it is sad that some politicians are politicising this serious issue for their own vested interests. He said that the white fly had damaged the cotton crop not only in Punjab, but also in Haryana and Rajasthan. He announced that to make sure white fly does not damage the cotton crop in coming years, the agricultural universities of Punjab and Haryana have been asked to carry out joint research.

      He also said that for promoting sports culture in the state, the Punjab government is making special efforts and Punjab Institute of Sports has been set up there where 3,000 sportspersons are being trained in 11 sports disciplines. He said that it is his aim that the participation of Punjabis in National, Commonwealth, Asian and Olympics should be increased. He said that besides financial assistance, the Punjab government has also granted jobs to the sportspersons. He also handed over a cheque of Rs 30 lakh for setting up of a hostel at Wrestling Training Centre, Faridkot.  He said that the Punjab government has also installed an astroturf here. The Deputy CM inaugurated the rural sports by unfurling the flag. Deputy Commissioner Mr Malwinder Singh Jaggi welcomed the Deputy CM on the occasion.

      Before this function, the Deputy CM paid obeisance at Tilla Baba Farid Ji, here, where he was honoured by the managing committee. He also flagged off 25 PRTC buses and also inaugurated a 50-bedded drug de-addiction centre constructed with a cost of Rs 5 crore. Later, he also laid foundation a 66 KV power grid at village Maur near Kotkapoora.

      Prominent among those present on the occasion included Chief Parliamentary Secretary Mr Mantar Singh Brar, MLA Mr Deep Malhotra, Mr Parambans  Singh Bunty Romana, former MLA Mr Parkash Singh Bhatti, Mr Navdeep Singh Babbu Brar, Mr Winnerjit Singh Goldy, besides several others.

Chandigarh September, 22:

Taking strong exception to the reports pouring in regarding inadequate infrastructure in the government hospitals especially dealing with dengue patients and also doctors sending patients for clinical examination outside government health institutions, Health Minister Surjit Kumar Jayani warned the doctors to be more responsive while handling dengue patients. Any kind of laxity on the part of doctors would not be tolerated. He said that the Punjab government was providing free investigation and treatment to dengue patients.

         The Health department has issued a fresh advisory to all the civil surgeons to intensify vector control measures in view of the recent rains. In the advisory issued today, it was said that in view rain forecast by Indian Meteorology Department, there is a possibility of water stagnation in containers and disposed plastic and junk material giving rise to breeding of Aedes mosquitoes. It is advised that the vector control measures need to be intensified to contain the problem of dengue. All concerned officials and departments have been asked to intensify the ongoing efforts to check dengue.

Sending across a clear message to all the civil surgeons, the Minister said that the civil surgeons would be held directly responsible if any of the diagnostic machines was found out of order. Besides this he has asked them to ensure complete medical facilities in the hospitals mainly in especially created isolation wards for the dengue patients. The Health Minister has asked the Civil surgeons to ensure that no patient suffering from fever or suspected to have Dengue should be denied treatment and the bed strength, if needed, should be increased to accommodate all patients who are visiting the hospitals for treatment for suspected dengue.

To take stock of the exact plight of dengue patients’ right from the diagnosis till their discharge, Mr. Jayani said that the NGOs have been roped in who would be sending decoy patients in the hospitals and would be directly reporting to the Minister himself. He reiterated the resolve of Punjab government to provide quality health care facilities to the people. Mr. Jayani said that he stood by what he said on the floor of Punjab Vidhan Sabha that all dengue patients were being treated free of cost in the government hospitals.

Mr. Anil Joshi, Local Bodies Minister, Punjab today gave a call for adopting unique public-private-NGO participatory model to make Municipal Solid Waste Management of cities a success.

Inaugurating one day national workshop on municipal solid waste management here today in which Mayors/Commissioners of Municipal Corporations and officials of concerned department from Himachal Pradesh, Haryana, Uttrakhand, UP, Chhattisgarh, Maharashtra, Tamil Nadu, Karnataka, Delhi, Madhya Pradesh, Gujarat, Assam, Chandigarh, Jammu & Kashmir, Bihar and Manipur participated. Mr. Joshi said that this workshop organised to mark completion of one year of Swachh Bharat Mission (SBM) is focusing on Municipal Solid Waste Management as Municipal Solid Waste Management has emerged core component to make Swachh Bharat Mission, a great success.

He said that to make more and more people aware about the Solid Waste Management and provide the solutions to the challenges being faced in the implementation of various initiatives in this regard. He said that the Swachh Bharat Mission is the dream project of the Prime Minister Mr. Narendra Modi and it is first time in the history of the country that such an initiative has been conceived. He said that more awareness needs to be spread especially amongst the students and more importantly the mindset of the people also needs to be changed so as to spread cleanliness and keeping the surroundings clean.

The Minister further said that Punjab has been the pioneer state in India that has made a comprehensive MSW Management Plan on a cluster model for all the 164 ULBs in the State on PPP mode way back in 2008 and engaged one of the best consultants at that time for planning of the MSW cluster Programme. Today, out of the 8 clusters, four are bided out. Giving the information that very soon the tenders for the other 4 clusters will be issued shortly, he appealed to the best companies to come forward and participate in the tenders.  He allayed the fears being spread in some quarters that SWM work will cause more pollution. He assured the scientific waste management is the need of the hour, where waste is segregated, processed and scientifically land filled saving the environment. Rather not doing such scientific SWM and continuing the unscientific dumping of waste causes greater damage to the environment.

The Punjab Municipal Infrastructure Development Company (PMIDC), Department of Local Government, Punjab, under the aegis of Ministry of Urban Development, Government of India, organised one day national workshop on municipal solid waste management in Chandigarh. Earlier welcoming the Minister and other guests, Mr. Ashok Gupta, Secretary, Local Government, said that Punjab is following cluster based integrated SWM approach for managing MSW generated in 164 ULBs (all statutory town & cities) in a scientific manner. In this context, the state has been divided into 8 clusters comprising of various ULBs. The project is operational in Bathinda, Ferozepur, Ludhiana and Jalandhar Clusters covering around 70 Municipalities lifting approximately 1900 tonnes of waste. Wastes to energy plant at Bathinda & Jalandhar of capacity 12 MW each are part of the project.

He elaborated that there are multiple challenges like Land Acquisition, Resentment of Villagers, Non Segregation of wastes into bio-degradable and recyclable wastes by waste generators, How to avoid E-Waste from being disposed off along with Municipal Solid Waste which needed to be overcome in order to ensure the all round success of the Swachh Bharat Mission.

In her keynote address Shubha Thakur, Joint secretary, Ministry of Urban Development said that 1.7 lakh metric tonne waste is daily produced in the country and out of which nearly of the quantity is produced by the metro cities having population above 10 lakh. She said that it is a very big challenge which needs to be overcome with joint efforts of centre and state governments. She appreciated the efforts of the Punjab Government to organize a workshop to address this burning issue.

While thanking all the guests on the occasion, Mr. J.M. Balamurugan, CEO, PMIDC said that over the years due to increase in population and rapid urbanisation, the generation of MSW has increased manifolds. The management of MSW has thus become critical for health and hygiene of the urban population. The objective of the workshop was to understand the latest trends in SWM sector and as a part of efforts towards knowledge sharing and information gathering on best practices.

Major General (Retd.) V K Bhatt, Technical Advisor to Chief Minister, Punjab conduced the proceeding of all the sessions. The workshop concluded by making specific reommendations to improve the SWM sector, which will be submitted to the Ministry of Urban Development for follow up action. During the workshop, technical sessions covering Challenges in door to door collection & transportation of waste, Challenges in generating Waste to Energy, Challenges in Processing & Disposal and Challenges in Storage and Transfer of waste were also conducted.

On this occasion, Mayors/Commissioners of Municipal Corporations and officials of concerned department from Himachal Pradesh, Haryana, Uttrakhand, UP, Chhattisgarh, Maharashtra, Tamil Nadu, Karnataka, Delhi, Madhya Pradesh, Gujarat, Assam, Chandigarh, Jammu & Kashmir, Bihar and Manipur were present. Chief Parliamentary Secretary Mr. K.D. Bhandari, MLA Mr. Pargat Singh, All Mayors, Municipal Commissioners, Municipal Health officers/engineers and Presidents/ Executive Officers from municipalities of Punjab along with officers from other stakeholder departments like Environment, Science and Technology, Industries, Tourism, Forests and Punjab Pollution Control Board, also participated in the event.

Chandigarh, 16th September

          An Inter State Convergence and Coordination Meeting of Punjab, Haryana and Himachal Pradesh on Pre Conception and Pre-natal Diagnostic Techniques Act (PC-PNDT) was held here today, in which the three states resolved to work together in key health related and social areas with a key focus on issues like curbing the menace of female foeticide. During the meeting Principal Secretaries (Health & Family Welfare) level talks were held between the three states. Punjab State took the initiative to organise this first meeting. Himachal Pradesh was represented by Sh. Vineet Chaudhary, Principal Secretary Health; Punjab was represented by Ms. Vini Mahajan, the state’s Principal Secretary Health and Haryana was represented by Mr. R.R. Jowel, Principal Secretary Health. Besides these officers, the Directors of Health Services of these three state were also present along with the Deputy Directors and Programme Officers of PNDT Cells of these states.

          Ms. Vini Mahajan welcomed the Principal Secretaries and other officers from the neighboring states for attending the meeting on Punjab’s invite. She also announced to enhance the award money to for informers of illegal sex-determination and female foeticide in state of Punjab to Rs. 1 Lakh. She said that Haryana is already providing similar amount to such informers. She further stated that Punjab would have no objection if any official of PNDT Cell of the neighboring state visits the state for checking the ultrasound centres on any tip-off. However, if the neighboring state wishes to inform Punjab prior to any such raid, they shall get full support and follow-up action by Punjab state, and if they don’t opt for it, we shall extend our full cooperation to them. Ms. Vini Mahajan also shared the Nawanshehar model of PNDT implementation, which has been very successful in Punjab due to contributors like social awareness, tracking of pregnant women and pro-active role by district authorities. She emphasized that psyche’ of community need to be changed towards the worth of girl child and also for issues like son preferences etc. She said a special focus needs to be laid upon couples having first female child. She exhorted the Deputy Commissioners to play a more pro-active role in checking the mal-practice.She also told that e-groups and whatsapp groups will be created with these neighboring state’s officials for prompt sharing of important information and good practices. Ms Mahajan said although the sex-ratio in the state has improved, yet lot more improvement can be brought in further. She expressed her gratitude to the Principal Secretaries of Haryana and Himachal Pradesh for accepting Punjab’s invitation for this meeting.

          During the meeting Sh. Vineet Chaudhary stressed upon the proper and early registrations and tracking of all pregnancies. He informed that all expectant mothers are registered in Himachal Pradesh. He said that accountability of ANMs and ASHAs needs to be fixed if tracking is not done properly. He also emphasized for a pro-active approach by the officials of the Department of Health & Family Welfare. He also stressed upon the need to incentivize/de-incentivize ASHA worker for early/late registration of pregnancies, respectively. He said all the three states should lay a special a special focus on border areas to check mal-practice of sex determination. He also spoke regarding women empowerment in real terms as in case of many other Western and Asian countries.

          Sh. R.R. Jowel stated that in Haryana, the local district administrations are playing a very pro-active role in implementing the PC-PNDT Act. He said the Deputy Commissioners themselves take lot of personal interest on the issue, which had helped the state in curbing the menace of female foeticide to a great extent. He also welcomed the teams from neighboring states to come and check the centers in Haryana in case they get any leads regarding any illegal activity under PC-PNDT Act. He also told that in Haryana state there is a scheme to incentivize the families having only two girl child.

          It was decided by the 3 participating states that such meetings are very productive and helps a lot in sharing good practices of the other states and therefore these meetings should be held on quarterly basis. It was also decided that the agenda of the next meeting shall be food safety & drugs. It was also decided that the list of all the ultrasound centers should be upload on the website of the department of the respective states.

PUNJAB VIDHAN SABHA WILL HAVE FOUR SITTINGS

          The Punjab Vidhan Sabha Secretariat today issued tentative programme for the Vidhan Sabha session that would commence from September18th, 2015.

          According to the programme issued by Secretary, Punjab Vidhan Sabha,  session would meet in the  afternoon on September 18th, 2015 and there would be Obituary references.  There would be gazzeted holidays on September 19th and 20th, September.

 

The Vidhan Sabha would conduct legislative business on    September 21st and 22, 2015. There will be holiday on September 23. The House would meet again on September 24 and conduct non official business. The session would adjourn sine –die on the same day. The spokesman said that the tentative programee is subject to change by the Vidhan Sabha.

ANIL JOSHI ORDERS INTENSIVE FOGGING TO CHECK SPREAD OF DENGUE

The Punjab Local Government Minister Mr. Anil Joshi today issued instructions to all Municipal Corporations and Municipal Committees to launch intensive cleanliness drive in all cities especially in the slums, industrial clusters and congested areas. He also issued instructions to intensify fogging to check the spread of dengue.

Mr. Joshi, who is also Medical Education Minister, directed all medical colleges to setup separate wards for dengue and ensures that every suspected patient of dengue was provided complete treatment. He said that Medical Colleges should also launch an awareness campaign involving Resident Welfare Societies to educate the citizens so that they could visit the hospital at the earliest.

Mr. Joshi also issued instructions to all civic bodies to launch cleanliness drive in all cities.

CHANDIGARH, SEPTEMBER 16:

The Punjab Government today gave final touches to ambitious program of Water Supply and Sanitation Department to provide 10 lakh new water connections to construct 5 lakh toilets within next 12 months.

In a meeting chaired by Mr. Surjit Singh Rakhra, Water Supply and Sanitation Minister, Punjab said that this was first phase of ambitious program to ensure 100 percent coverage of all villages of Punjab for potable water and sewerage connections.

Seeking the cooperation of the department to make this critical program of Swach Bharat a great success, Mr. Rakhra said that last year 9193 villages were connected with potable water and provided sewerage connections and Rs. 2551 crore were spent on it. He said that during next financial year, Punjab would cover 1029 villages and settlements for which Rs. 355 crore have been set aside.

Reaffirming the commitment of Punjab Government to make Punjab open defecation free state within next three years, Mr. Rakhra said that by 13th September 2016 10 lakh water connections and completion of 5 lakh toilets would be constructed in the villages.

Punjab Chief Minister Mr. Parkash Singh Badal today released a book ‘Charnah Gobind Marg Suhava’ authored by an eminent Sikh scholar and former SGPC President Prof. Kirpal Singh Badungar.

Appreciating Mr. Badungar for his rare intellect and deep insight of the Sikh history and philosophy, the Chief Minister said that this book was dedicated to those countless Sikh warriors, who laid down their lives while relentlessly treading the path of righteousness, truth and humanity to uphold the glorious traditions of Sikh Panth. He said that Mr. Badungar’s work had not only depicted the rich legacy and ideology of Sikhism but also effectively propagated the marshal spirit of Khalsa Panth. The indomitable spirit of self sacrifice by our great Gurus would ever remain as the source of inspiration for our future generations to keep abreast them with rich heritage and lofty ideals of Sikhism.

          It may be recalled here that Prof. Badungar had already authored
five books namely 'Gurmat Vichaar te Sikhi Jivan', Gurmat Sabhiachar', ‘Jinhan Dharam Nahin Haria’, ‘Jini Sach Pachania’ and ‘Sikhi Sikhiya Gurvichar’  which had been widely admired by the readers in both literary as well as the Sikh religious circles within the country and abroad.

ABOVE 11,37,786 CHILDREN OF MIGRANT POPULATION ADMINISTERED POLIO DROPS DURING THREE DAYS OF SUB-NATIONAL IMMUNIZATION DAY

  Chandigarh, September 16 :  Over 11,37,786 children (89.49%) of migrant population across the state have been administered polio drops during three days of the Sub- National Immunization campaign launched on 13thSeptember 2015 to 15th September 2015 in Punjab.

           Disclosing this here today a spokesman of the government said that State of Punjab being a border  state having lot of movement from Pakistan in Wagah and Attari borders was included in the activity .It was planned to cover 12,71,471 under five year children.He said that  for the smooth execution of the task as many as 20344 vaccinator and  about 1017 supervisors were participated to manage the immunization programme in the State. Besides this to ensure perfection during the campaign, about more than 21  senior officers from the Health department had also been deputed to keep an overall eye on the campaign.

         India has already been declared as Polio Free Country by World Health Organization (WHO) in its report in 2013. The country has achieved the targets fixed for the eradication of Polio. and has been successfully initiating the  Pulse Polio Campaign in tune with the guidelines of World Health Organization.

          Revealing further the spokesman said that adequate steps were being taken to cover the maximum of migrants like labour, slum dwellers, labour in under construction buildings, railway stations, bus stands as these places were more vulnerable to infections in Punjab under the Pulse Polio Campaign.

PUNJAB ASKS ALL DEPARTMENTS TO SEND SPECIFIC RECOMMENDATIONS WHILE SENDING ANY CASE TO PERSONNEL DEPARTMENT

CHANDIGARH, SEPTEMBER 16: The Punjab Government today issued directions to all heads of departments, commissioners and deputy commissioners that while sending any communication to the personnel department they should make specific recommendation in the case.

            According to official spokesman, it has been noticed that whenever any report or information is sought from any department, the recommending officer while sending the report to the personnel department does not specify whether he agrees or disagrees with the views of his office recorded in the file and file is sent to the personnel department without any specific recommendation. He said that all offices while sending any communicate to the personnel department must record specific recommendation as in its absence, it is difficult for personnel department to reach on a conclusive decision.  

The Spokesperson said that directions in this regard have been issued to all the departmental Heads, Administrative Secretaries, Divisional Commissioners and DCs.

All decks have been cleared for the construction of Guru Ravidass Memorial at village Khuralgarh, district Hoshiarpur as the Chief Minister Mr. Parkash Singh Badal today gave its final approval to the design and site plan prepared for the monument of revered saint, Guru Ravidass ji. Presiding over a high level meeting to review the progress of this prestigious project the Chief Minister directed the Tourism Department to immediately float the tenders to start construction work by November 2015 so that the monument must be dedicated to mankind positively by November 2016.

Disclosing this here an official spokesperson of the chief minister office said that Mr. Badal also asked the Tourism Department to constitute a society on the lines of the Jang-e-Azadi Foundation, which would further take the administrative decisions regarding the upkeep and maintenance of the memorial and directed the Tourism Minister to be the chairman of this society and to induct members from the Executive Committee into this newly set up Society. The Chief Minister directed all the executing agencies to gear up their activities so that this magnificent Guru Ravidass Memorial could be instrumental in propagating the philosophy and teachings of this great saint of the Bhakti Movement.

During the meeting elaborate presentation was given to the Chief Minister depicting the architectural plan, topography and landscaping of the Guru Ravidass Memorial. Mr. Badal was appraised that once completed this memorial would have a spacious congregation hall having the capacity to accommodate ten thousand pilgrims, an state-of-the art auditorium equipped with all the modern audio-visual aids to showcase the life works of Guru Ravidass Ji. The auditorium would accommodate nearly 500 pilgrims during any function or event. It was informed that the Hallmark of this world class memorial would be a tall erected structure ‘Minar e Begampura’ which would be of 151 feet high.

The Chief Minister said that as the Guru Ravidass Memorial would be world class monument thus approach roads from three sides must also be strengthened to enable hassle free access of the visitors. He directed the official of PWD and Mandi Board to immediately conduct a feasibility study of all the approach and link roads leading to this monument and put up case for the strengthening and widening of these roads. He assured that paucity of funds would not be allowed to hamper the pace of the project in any way and asked the Tourism Minister to regularly monitor the progress of this sacred project to ensure its timely completion.

 Mumbai/Chandigarh, September 15 - Reliance Industries CMD Mukesh Ambani today disclosed his company would connect every village in Punjab with 4G connectivity by December 28 this year.

The Reliance CMD while disclosing this during an interaction with Deputy Chief Minister Sukhbir Badal at his office here, said Punjab would become the first State in the country to have broadband connectivity at the village level. He informed Reliance had already invested Rs 3,500 crore in the State and would give employment to 30,000 people in the next few years.

Mr Ambani, who also agreed to attend the Invest Punjab summit on October 28 at Mohali, said Reliance would provide low cost connectivity to students at 70 per cent discounted rates. "We want to connect schools and give students access to global libraries", he added.

Expressing satisfaction at the work done by Reliance on the 4G front, including laying of around 7,000 km of fibre, Mr Sukhbir Badal said the government was in the process of coming out with a policy to allow all interested companies to provide broadband connectivity to all schools and colleges. He also disclosed the Punjab government had allowed all broadband providers to set up towers on government buildings.

While disclosing the company's future plans for Punjab, Mr Ambani said Reliance would invest Rs 1,000 crore on its Hoshiarpur plant which produced speciality fibres in the next few years. He said besides this the company was keen to integrate agriculture markets so that the farmer got the best remunerative price for his crop. "We have done this in Karnataka and would like to establish a similar platform in Punjab", the Reliance CMD added. Mr Badal assured Mr Ambani the State would explore ways and means to take this proposal forward.

Mr Badal also met corporate honchos including Anand Mahindra of Mahindra and Mahindra, Harsh Goenka of RPG Enterprises and Dilip S Shanghvi of Sun Pharma today. Earlier last night he met entrepreneur Himansh Verma of Navrattan Industries who is bringing innovative technologies in the field of solar energy and cement into Punjab.

 The Education Department, Punjab, would organize a lok adalat on 16th September to dispose off the matters related to the court cases concerning the department.

This was disclosed by the Education Minister, Punjab, Dr. Daljit Singh Cheema in a meeting held here at the Punjab Civil Secretariat to review the various schemes of the department.

Dr. Cheema said that the lok adalat would be held at the office of Punjab School Education Board in Mohali and a team has been constituted under the supervision of the Principal Secretary to decide the pending court cases of the employees of the department.

During the course of the meeting, Dr. Cheema batted for the need to acquaint the teachers with the latest techniques and trends in educational sector and teaching methodology by providing them proper training. The Principal Secretary Mr. C. Roul informed the minister that a training module has been chalked out in this regard.

Dr. Cheema also issued directions to the officials to conduct checks in the schools at regular intervals so as to ensure discipline and maintain 100 percent attendance in the schools.

On this occasion, the Director General (School Education) Mr. Pradeep Aggarwal said that in a span of 2 months, the bio-metric attendance system would be made operational from the B.P.E.O. to the Headquarters.

 Chandigarh, September 15:

The Punjab Health Minister Mr. Surjit Kumar Jayani today requested Local Government department to accelerate the challaning process of offenders who were not keeping the surrounding clean and allowing breeding of aedes (mosquito responsible for spread of dengue).

    In a communiqué to the Local Government Minister, Mr. Anil Joshi, Mr. Jayani said that war against dengue could be tackled by focusing on preventive as well as curative measures. He said that though health department has created special wards for dengue patients but increasing flow of patients with change in season implies that local government department would have to speed-up its drive against citizens who were not keeping their surrounding clean .He said that local government department must involve Residence Welfare Associations (RWAs) to launch drive to drain out collected water from all unused coolers, refrigerator trays, flower vases, containers, used tyres, discarded utensils, plastic material and scrap, that were being  found inside the houses, which are  serving as a breeding ground for mosquitoes.

          Mr. Jayani has directed all the Civil Surgeons to keep a close contact with the local private hospitals especially where dengue patients are undergoing treatment. Taking stock of the latest situation regarding dengue in the State, the Minister said that all the government hospitals have been put on high alert for ensuring prevention, control and management of dengue efficiently. Meanwhile, 135 patients of dengue have been admitted in the Government hospitals and provided free treatment under the observation of specialists and one death is confirmed cause of dengue by the health department. 

               Giving details about the steps taken by health department, he said that   21 dengue testing labs have been established for dengue testing in the State where dengue testing is done free of cost. Two types of kits (NS1 Antigen and IgM Mac ELISA) are being used by the department. Dengue wards have been established in each District, Sub-divisional, ESI hospitals. Dengue wards have been established in CHCs and Medical Colleges as well. All the dengue patients are put under mosquito nets to avoid spread of the infection. The supportive treatment in the form of anti pyretic and intravenous fluids is being given free of cost to dengue patients in all government hospitals. Blood component Separators have been installed at district level hospitals and 6 Aphesis machines have been installed at Civil Hospital Amritsar, Bathinda, Jalandhar, Ludhiana, Hoshiarpur and Mohali for provision of platelets for very severe cases of dengue hemorrhagic fever. The health department is doing focal sprays with larvicides and insecticides in areas from where a case of dengue is reported.

         Talking about the IEC (information, education and communication) activities he said that awareness campaign has been undertaken from State level up to sub centre level in villages for sensitization of public for prevention of dengue. He said that State has started Dengue Death Review by constituting District level and State level Dengue Death Review Committees of experts to adjudge the exact cause of death in the reported dengue death cases.

            Punjab Government has nominated Sh. Ashok Aggarwal, Advocate General Punjab as Ex-Officio Fellow on the Senate of Guru Nanak Dev University, Amritsar.

            An official spokesman said that In exercise of the powers conferred under section 13 (i) (v) of Guru Nanak Dev University, Amritsar Act, 1969 as amended from time to time, the Punjab Government has nominated Sh. Ashok Aggarwal as Ex-Officio Fellow on the Senate till June 30, 2016.

 

PUNJAB CONSTITUTES COMMITTEE FOR MAINTENANCE OF MAHARAJA DALIP SINGH MEMORIAL

            The Punjab Government has constituted a high level committee for the maintenance of historic Maharaja Dalip Singh Memorial, popularly known as Bassian Kothi.

          An official spokesman said that Deputy Commissioner Ludhiana has been nominated as Chairman of the committee and SDM Raikot as member secretary. He said that tax and excise commissioner, director horticulture, Mr. Ranjit Singh Talwandi Ex-MLA and President Maharaja Dalip Singh memorial charitable trust Kothi Bassian or his representative would be the members of the said committee.

GOVERNMENT SERVANTS BARRED FROM TRAVELLING IN PREMIUM TRAINS

Chandigarh, September 15: The Punjab Government today issued  a clarification that government servants on duty/tour/transfer are not allowed to travel in premium trains .

Disclosing this here an official spokesman of Punjab Government said that Government servants were not allowed to travel in premium trains during their Official duty/training/transfers etc. He said that therefore the fare charged for premium trains by Indian Railways for the journey shall not be reimbursed.

The spokesman said that in cases where journey on duty/training/tour/transfers etc has already been performed by premium trains , the amount reimbursed shall be restricted to the admissible normal fare for the entitled class of the train travel or the actual fair paid whichever is less.

            The Punjab Vidhan Sabha Speaker Dr. Charanjit Singh Atwal presided over a seminar and round table conference on the topic ‘Ideology of Dr. Ambedkar’ held in the commemoration of the 125th Birth Anniversary of Baba Sahib Dr. Bhim Rao Ambedkar.

In the beginning of the seminar, the Chairman of SC Commission Mr. Rajesh Bagha said that the Commission  has organised this seminar to celebrate the 125th Birth Anniversary of Baba Sahib to perpetuate his values and ideology. He said that the various commemorative functions concerning the Anniversary would be held with the active support of the people. Throwing light on the personality of Baba Sahib, he said that Baba Sahib gave utmost importance to Education, especially women’s education, and as visionary sought equal educational opportunities for all sections of the people.

On this occasion, advocating the cause of equal educational opportunities for all sections of the society, Dr. Charanjit Singh Atwal said that the real tribute to Baba Sahib would be to revolutionise the educational field by bringing in the changes in tune with the modern times.

During the Seminar main speaker Dr. Raj Kumar Hans, Prof. Baroda University, Dr. Kuldeep Agnihotri, Vice Chancellor, Central University Himachal Pradesh and Punjabi thinker Des Raj Kali also articulated their views about Baba Sahib and his vision. Punjab to setup 50 skill training colleges for girls-2000 skill development centres-Sukhbir Singh Badal

 (Short term courses to empower girls in setting up own units)

 (Colleges to be administered by all three Universities)

 Chandigarh, September 12 – Under the "Skill Punjab" program to train the youth of state, the Punjab Government has decided to set up 50 skill training colleges for girls besides 2,000 skill training centers at the village level in the State.

This was decided in a high level meeting held here which was presided over by Deputy chief minister Sukhbir Singh Badal and attended by Union food processing minister Harsimrat Badal and Cabinet ministers Bikram Singh Majithia, Sikander Singh Maluka and Surjit Singh Rakhra.

The new girl colleges will to be governed by the Panjab University, Punjabi University, Guru Nanak Dev University and will run short term courses. Each college will be opened at a cost of Rs. 20 Lakh for 300 students each by enabling them to launch their startups, self–employment ventures or setup their own units to become entrepreneurs and job providers.

Speaking on the occasion, Deputy Chief Minister Sukhbir Singh Badal said under the ‘Skill India Mission’, the State government had chalked out various short term courses ranging from one month to three months duration for unemployed girls to become self-reliant by establishing shops/units leading to the empowerment of rural women.

Mr Badal said the state universities would design such courses/training programmes in consultation with the departments of Industry and Commerce, Technical Education and Industrial Training, Labour, Agriculture and Food Processing. He asked the Chief Secretary to supervise in devising, designing and selection of short term courses with the help of various departments and training institutes in consultation with requirement of different types of industries.

Deputy CM informed that under the ‘Skill Punjab’ programme, State government would also setup 2000 skill centres adjoining the already established sewa kendras in rural areas to impart training in skill oriented short term courses/modules for rural youth in a cluster of 4-5 villages.  He said the aim of this initiative was to help the youth to become self reliant and making them part of growth oriented activities undertaken by the State.

He announced that State would provide all help to the trainees by arranging them loans from commercial banks. Mr Badal said the state would also set up sales counters for the entrepreneurs and self help groups (SHGs) at tehsil complexes, hospitals and other existing government or other buildings/complexes to help them in the marketing of products.

Union Minister Mrs Harsimrat Badal said the Food Industry Capacity and Skill Initiative (FICSI) was implementing this skill development scheme in the food processing sector and duly assisted by union food processing industries ministry. She added that skill courses in food processing, dairy, apparels and textiles would be setup in Malwa cotton belt as textile industry was in a dire need of skilled manpower. "There is also huge potential and scope for skilling people to be self employed and become employment creators rather than being employment seekers", she added.

Present in the meeting Revenue Minister Bikram Singh Majithia offered three vacant buildings one each in three sub-divisions in his constituency to start skill development centres immediately and suggested to get such information from all elected representatives regarding vacant buildings or other availability of spaces if any in their constituencies in this regard.

 

Among others present in the meeting included Rural Development Minister Sikandar Singh Malooka, Higher Education Minister Surjit Singh Rakhra, Education Minister Dr Daljit Singh Cheema, Chief Secretary Sarvesh Kaushal, secretaries of various departments and representatives of universities.

Chandigarh, September 12: The Punjab government today issued transfer/posting orders of two Tehsildars and four Naib Tehsildars with immediate effect.

According to an official spokesman, Mr. Jait Kumar, Tehsildar, has been posted at Fazilka and Mr. Manjit Singh Bhandari , Tehsildar, at Abohar. Besides this, the posting orders of Mr. Jaspal Singh Brar, Tehsiladr, who has been transferred from Abohar, will be issued later on. 

The spokesman further said that Yashpal Sharma, Naib Tehsildar, Qadian has been given additional charge of Fatehgarh Churian. Gursewak Singh , Naib Tehsildar, Mamdot has been posted at Jalalabad and given additional charge of Mamdot. Besides this, Rajinderpal and Harkirat Singh both Naib Tehsildars, have been posted at Sangat Mandi and Bhagta Bhai Ka respectively.

The general public can check the particulars related to their vehicles by clicking on the link ‘’Registration Data Verification’’ in the website punjabtransport.org.  Disclosing this here today a spokesman of the Transport Department said that if there is any discrepancy in the particulars of a vehicle, then the owner can get it rectified by submitting an application with the concerned District Transport Officer.

The spokesman said that  the department has already been uploaded information with regard to all the registered vehicles on the website punjabtransport.org.

It is mentioned here that Punjab Government has implemented e-governance system in the Transport Department so as to provide transport related services in electronic mode to the people. Under this system, the work related to the registration of the vehicles has been fully computerized.

 ROTATIONAL IRRIGATION PROGRAMME FOR KHARIF SEASON    ANNOUNCED

CHANDIGARH, SEPTEMBER 12:

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Kharif Season through Canal water from            14-09-2015 to 21-09-2015. The channels of Sirhind Canal System would run on the priority basis from Sidhwan Branch, Bathinda Branch, Bist Doab, Abohar Branch and Patiala feeder respectively.

Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.

The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Kasur Branch Lower, with its distributaries being in the channels of first preference would run to their indent and balance water supplies available would be utilized in Sabraon Branch, Lahore Branch, Main Branch Lower, with their distributaries respectively.

In a befitting tribute to the officers of Indian Armed forces, the Punjab Chief Minister Mr. Parkash Singh Badal today announced to grant special financial assistance of Rs 2000 per month to war widows (veer naaris) in addition to their existing pension and other benefits besides extending them facility of free bus travel across the state. 
Addressing the gathering during a function to mark 50th anniversary of Indo- Pak war here today, the Chief Minister said that Punjab government was committed for ensuring the welfare of the families of brave hearts who had sacrificed their lives at the altar of motherland. He said that in the 1965 war the Indian Army under leadership of General Harbhaksh Singh displayed unmatched valour to combat Pakistan forces, which hardly finds any parallel in world history. Mr. Badal said that the Punjabis inherited a glorious legacy of sacrifice and valour from the great Sikh Gurus, who taught them to fight against tyranny, oppression and injustice.
The Chief Minister said that it was a fact that every soldier who join the Armed forces has a firm determination to sacrifice his life for the sake of nation. He said that countrymen enjoyed their sleep knowing well that the brave soldiers were safeguarding borders while giving their duty. Mr. Badal said that probably the state government was the only government in the country to hold first of its kind function to pay homage to the Armed forces. 
The Chief Minister said that the state government has recently decided to enhance the one time grant for the recipient of Param Vir Chakra from Rs.30 lac to Rs.2 Crore, Mahavir Chakra from Rs.20 lac to Rs.1 crore and Vir Chakra from Rs.15 lac to Rs.50 lac. Likewise, he said that the amount of travelling allowance admissible to war widows has been enhanced from Rs.150 to Rs.500 per month. Mr. Badal also said that the amount of ex-gratia to all battle casualties in case of death has been increased from Rs.2 lac to Rs.5 lac and in case of disability of 75% and above from Rs.2 lac to Rs.4 lac and similarly it has been increased from Rs.1 lac to Rs. 2 lac in case of disability of 50% and above.

Bemoaning that the quota of Punjab in Armed forces has been considerably reduced, the Chief Minister said that state government had taken massive steps to ensure that pristine glory of state in Armed forces was restored. He said that the state government has opened a network of C-Pyte centers to ensure that Punjabi youth were selected in Armed forces.  Mr. Badal further said that in order to ensure that large number of Punjabis was selected as officers in Armed forces the state government has opened Maharaja Ranjit Singh Armed Forces Preparatory Academy and Mai Bhago Armed Forces institute. 
Equating the hard working and resilient farmers of the state with the Armed forces personnel , the Chief Minister said that while the latter was safeguarding the borders of country the earlier had made country self reliant in food production.  He lamented that despite of his enormous contribution the farming community was facing one of the biggest crisis in the country. However, Mr Badal vowed to take every step to safeguard the interest of farming community. 
Earlier the Chief Minister accompanied by Cabinet Minister Mr Bikram Singh Majithia and Chief Parliamentary Secretary Prof. Virsa Singh Valtoha paid tribute to legendary martyr of 1965 war Abdul Hameed at village Asal Uttar. 
In his address Lok Sabha MP Jathedar Ranjit Singh Brahmpura recalled the unprecedented valour shown by the Armed forces during the war. Likewise, he said that the valiant people of Punjab also displayed extra ordinary courage during the war and extended all sought of help to the war heroes.  Jathedar Brahmpura said that by commemorating this event Punjab government has paid real homage to the war heroes and martyrs of 1965 war. 
Addressing the gathering Chief of Western Command of Indian Army Lieutenant General KJ Singh lauded the state government for organizing this mega event to pay respect to the martyrs and heroes of war. He said that the war had infused a new spirit amongst all the countrymen, who fought this war and supported the Army with their resources.  General Singh said that India's spectacular Victory in battle of Asal Uttar was the real answer to the Pakistani army adding that in future also if Pakistan does any mischief then Indian army will again give a befitting reply (Asal Uttar) to them. 
In his address Chief Parliamentary Secretary Prof. Virsa Singh Valtoha sought the kind intervention of Indian army for organizing a special recruitment camp for border area to provide opportunity to brave youth of area to serve the motherland. He also demanded proper upkeep of roads by Border Road Organization (BRO) and construction of bridges over Defence drains to connect the villages of area. 
Later, the Chief Minister also honoured sons of legendary martyr Param Veer Chakra Abdul Hamid, Janaab Ali Hassan and Janaab Jarnail Aalam and Mrs Harmala Gupta daughter of legendary General Harbakhsh Singh.

With the motive to inculcate scientific temper amongst the youth of the state, the Punjab Chief Minister Mr. Parkash Singh Badal today flagged off a bus depicting Mobile Science Exhibition highly decorated with equipment and state-of-the-art gadgetry to impart scientific knowledge about the celestial bodies and other universal operations. 
Talking to the media persons after flagging off of the Exhibition Bus, the Chief Minister said that although a ‘Science Express Train’ has been initiated by GoI which halts only at major stations thus depriving large number of rural population from the benefits of science and Technology. Therefore the idea of Mobile Science Exhibition was conceived to reach the majority of rural youth, who had almost negligible accessibility to such exhibitions, adding Mr. Badal said that this initiative would certainly motivate the students with rural background to develop scientific bent of mind.
The Chief Minister lauded the efforts of Pushpa Gujral Science City, Kapurthala for initiating this Mobile Science Exhibition jointly with I.K Gujral Punjab Technical University and Department of Science & Technology Govt. of India.
Meanwhile, Mr. Badal was apprised by the senior officers of the Science, Technology & Environment department that Punjab Government sponsors the visit of Government school students every year and has thus facilitated the visit of more than two lac such students so far to Science City. They also informed that Mobile Science Exhibition would help in broadening their outlook and vision thereby infusing a scientific temperament besides encouraging them to take up science & technology as their career.
 On this occasion, Dr. G Vajralingam, Principal Secretary to Govt. of Punjab, Department of Science, Technology & Environment said “Mobile Science Exhibition will take Science to the doorsteps of rural population and spread the message of science to work towards sustainable development and expose them to some of the emerging and challenging issues”. He further emphasized that Science City through this program would extend outreach of its activities to that section of society who may not be able to afford a visit to the Science City. This program will enable us to achieve our intended purpose of spreading scientific awareness to a larger section of the society.
He further mentioned that Mobile Science Exhibition would cover all the blocks in 22 districts of the state. To begin with, the program intends to cover at least one school in each block which would further cater to cluster of schools in its neighboring areas. The exhibition bus shall remain in the school for 2-3 days. The emphasis of the program is to develop an informed and knowledgeable society, added Dr. Vajralingam.
Furthermore, Secretary Science, Technology & Environment Mr. KAP Sinha highly appreciated the initiative to save the girl child by creating awareness about the adverse impact of female foeticide on the society. He also expressed satisfaction while revealing that Science City was made open to general public in 2005 and since then more than 32 lac visitors have visited Science City till date.
Divulging the details of the Mobile Science Exhibition, the Director of the Pushpa Gujral Science City Dr. Rajesh Grover said that an amount of Rs. 65 lac approximately has been spent on this project. The Ministry of Science & Technology, GoI New Delhi has sanctioned a grant of Rs. 52 lacs to develop exhibits as well as bear recurring expenditure for 2 years to Pushpa Gujral Science City for this Mobile Science Exhibition.
It may be recalled that the interactive exhibits and information panels in the bus will give the students/visitors an opportunity to learn through the process of interaction and discovery. The broad components of the exhibition are Health Education where the visitors will explore  anatomical and physiological aspects of human body, functioning of human body and various systems, Health and hygiene, drug menace, alcoholism and lifestyle diseases, Genetic determination of sex of the offspring, Energy Education and awareness section will  educate the public about the renewable energy sources with special focus on solar energy  and energy conservation including demonstration of running of all the exhibits in the bus with the solar panels installed on the bus roof, Waste Management, Water Management  section will include demonstrations using water testing kits, clean water properties and methods whereas Environment Education section will engage the individuals and develop a deeper understanding of environmental issues. The bus is also equipped with Mobile planetarium and high powered telescopes to hold night sky watching sessions where visitors under a starry night sky will enjoy telescopic views of beautiful objects, including planets, nebulae, star clusters and, of course, the Moon.

 Chandigarh, September 9 - With an aim to ensure smooth and hassle free procurement of paddy, the Punjab Government has decided in principal to allow farmers to transport paddy from grain markets to godowns through their own tractor trolleys. 
This was announced by Punjab Deputy Chief Minister Mr Sukhbir Singh Badal here today while video conferencing with deputy commissioners to review the paddy procurement process and other social security schemes including atta-dal and pensions schemes. He said this exercise was put in place keeping in view the larger interests of farmers to lift the purchased paddy quickly and ease congestion in the grain markets (mandis) during Kharif season. Mr Badal said the paddy transportation costs to the farmers would be handed over as per the charges fixed by the Food Corporation of India (FCI) for commercial vehicles.
The Deputy Chief Minister asked the DC’s to promulgate necessary orders regarding this under section 144 ensuring complete ban on paddy harvesting by the combines during night in their respective districts from 7 pm till 7 am Mr Badal said the violation of these orders would result in confiscation of harvester combines for the entire paddy season. He also directed the FCI including state procurement agencies to ensure timely purchase, swift lifting and proper storage of paddy in an efficient and hassle free manner so as to minimize the difficulties of farmers.
Reviewing the social security schemes the Deputy CM instructed the DCs to send teams to personally visit the villages and get certification from Gram Panchayats by October 1 about the veracity of beneficiaries of atta-dal scheme and pension schemes by displaying lists of present beneficiaries in the villages. Besides, he has also sought a detailed report from the teams regarding status of rural water supply schemes as well as total number of water supply connections issued to the habitants.
Ensuring proper involvement of public representatives and nominated members of various district level planning, advisory and grievances committees to resolve the problems and redress plaints of citizens, Mr Badal asked the district administration to hold monthly meetings and issues identity cards to the nominated members at the earliest and send the consolidated reports to the secretary coordination. 
Asking the DCs to be proactive for proper implementation of various social welfare schemes in the state, Chief Secretary Sarvesh Kaushal sought the status regarding disbursal of various pensions through the banks and advised the officers to ease the hardships if any being faced by the beneficiaries in the field.

          In a statement issued here today, the Chief Minister, while expressing solidarity over the loss of crops, said that the state government would duly compensate the cotton cultivators for this whopping loss for which special ‘Girdawari’ was being conducted since September 7 and the entire exercise would be completed by September 18. He said that the SAD-BJP alliance government was solidly behind the farmers in this hour of crisis and every step would be taken to bail them out from it. Mr. Badal categorically said that it was on record that the SAD-BJP alliance government has always helped the farmers whenever they have faced any problem.
          Slamming the Congress party for blowing the matter out of proportion just for sake of vested political interests, the Chief Minister said that in dearth of any tangible issue against the state government the Congress leaders were now indulging in such cheap tactics to get political mileage. However, he said that the farmers of the state would not get swayed away by these tantrums of the Congress party as they were well aware of the dubious and anti-farmer character of this party. Squarely holding the Congress party responsible for the plight of the farmers, Mr. Badal said that the farmers of the state were reeling under a whopping debt of Rs. 32,000 crore just because of the regressive policies of the successive Congress led Union governments at the centre.
On the other hand, the Chief Minister unequivocally said that SAD had always remained votary of the farmers and worked hard to safeguard the interests of the food growers of the country. He said that due to the persistent efforts of the state government the NDA government has recently revised the relief norms to the distressed farmers for the crop damage due to natural calamities across the country adding that now the farmers would be eligible for input subsidy if 33% of their crop has been damaged instead of earlier norms of 50% or more.
Acknowledging the land acquisition model of Punjab as the best for its transparency besides ensuring level playing field to all stakeholders, Mr. Badal said that it was a matter of great satisfaction and pride for the state that after stiff opposition from different political parties, the Government of India has now agreed to implement the Punjab model purely on its merit. Mr. Badal said that he had always personally lend a helping hand to the peasantry whenever it had faced any challenge or hardship due to some natural calamity or other problems like water logging, hailstorm or extreme weather conditions like drought besides ensuring the procurement and lifting of their golden harvest in a smooth and hassle free manner. On the contrary, the Congress leaders, who enjoyed their tenure in the offices without caring for the sad plight of the farmers not only spoke volumes of their complete insensitivity towards their woes but also nullified their tall claims made by them as their sympathizers to emotionally blackmail them.
Reiterating his firm commitment to resolve the impending sugarcane crisis on top priority, the Chief Minister said that a positive beginning has already been made with the clearance of outstanding arrears to the tune of Rs.540 crore due towards cooperative sugar mills by the state government thereby fulfilling its promise made to the cane growers. He said the remaining issues in this regard would also be amicably resolved shortly.
The Chief Minister further said that state government would take every possible step to secure the interests of the hard working and resilient farmers of the state. “Congress leaders are trying to mislead the people by resorting to dirty politics but Punjabi farmers will never pay heed to it as they are well aware of the fact that their interests were safeguarded to the best only and only by Shiromani Akali Dal”, Mr. Badal added.

 PUNJAB ISSUES DIRECTIONS TO INSTALL SPEED GOVERNORS IN TRANSPORT VEHICLES

Punjab Government today issued directions to install speed governors in Transport Vehicles (Medium/Heavy goods or passengers) as per AIS:018 norms.
Disclosing this here today a spokesman of the Punjab Government said that the Transport Vehicles (Medium/Heavy goods or passengers) registered prior to the 1st October, 2015 which are non already fitted with a speed governor such transport vehicles shall be equipped of fitted by the operators of those vehicles on or before 1st April, 2016 with a speed governor having maximum pre set speed of 80 kilometer per hour or such lower speed limit as may be specified by the State Government from time to time, conforming to the Standard AIS:018/2001, as amended from time to time.

10,000 People Pledge Eyes during the National Eye Donation Fortnight in Punjab


Chandigarh, 9th September
          Nearly 10,000 people have pledged their eyes during the 30th National Eye Donation Fortnight observed by Department of Health & Family Welfare Punjab from 25th August to 8th September 2015. This was revealed here today by Ms. Vini Mahajan, Principal Secretary Health & Family Welfare, Punjab. She told that during this Fortnight a number of rallies, nukkad natak, seminars & workshops etc. were held at districts, blocks and grass root levels across Punjab to motivate people to come forward and donate their eyes. She said that eye donation was a noble cause with which one can help others to see the world with one's eyes.
                   While giving further information about the fortnight Ms. Mahajan informed that nearly 1.2 lac people in country are blind because of Corneal diseases. Every year 20,000 new cases are added. Each year, 1 lac healthy corneas are required for transplantation and there are large number of people who have to wait for corneal transplant including a substantial number of youth in the country. In Punjab around 2,77,000 people are suffering from blindness, out of which more than 3,000 people are blind due to corneal disease. She said that about 1000 eye balls are procured for corneal transplantation in Punjab each year. She told that any person with clear cornea of any age/sex can donate the eyes and even people who may be using contact lenses, spectacles or have undergone any kind of eye surgery can also donate their eyes. As per 'Transplantation of Human Organs Act', cornea can be taken only from a deceased person. She added that eyes should be donated within 6 hours of the death of a person. She stated that anyone who wishes to donate eyes can consult the Doctors or Eye donation Counselor in the nearest hospital or contact toll-free helpline no. 104. A pledge form is also available online at website link http://pbhealth.gov.in/pledge_eye.htm.  She added that planning is underway to clear backlog of corneal blindness in Punjab by involving all govt. and private eye banks.
          It is pertinent to mention that apart from the members of the civil society, many employees of the Health and Family Welfare Department including the Principal Secretary, Ms. Vini Mahajan, Dr Bhag Mal, Director Health Services, Punjab and Dr Rakesh Gupta, State Programme Officer, NPCB have pledged their eyes during the fortnight.

AGRICULTURE DEPARTMENT CAUTIONS PEOPLE AGAINST FAKE RECRUITMENT ADVERTISEMENTS FOR KISAN CALL CENTRES

 Chandigarh September 9:  The Punjab Agriculture Department today cautioned people not to fall prey fraudulent advertisements for recruitment to Kisan Call Centres appearing in Newspapers seeking applications.
A spokesperson of Agriculture Department advised the youth to be vigilant against such fraudulent advertisements by suspicious agents/agencies who were luring the youth and collecting rupees one thousand with applications. He warned that such people were committing fraud on the name of recruitment in Agriculture Department.
He said that the department has received reports of fraudulent advertisements to target rural and urban unemployed youth by some fake agencies. He said these fake agents have also publishing their advertisements through newspapers /internet whereas others are doing these illegal activities through telephone and mobiles.
        The spokesman further appeal the people to share this significant information with their family and friends to ensure they do not become a victim and if someone received a call from any company/agency regarding offering job and demands money then immediately inform Chief Agriculture Officer of concerned district.
He advises the unemployed youth that before applying and depositing money against any vacancy, everyone is required to personally seek advice and authenticate the details with respective Government Departments.

PUNJAB INVITES ONLINE APPLICATIONS FOR LABORATORY ASSISTANTS AND LABORATORY ATTENDANTS
CHANDIGARH, SEPTEMBER 09:
Punjab Government has invited online applications for the posts of Laboratory Assistants and Laboratory Attendants in  the Forensic Laboratory Department, Punjab through Punjab Subordinate Services Selection Board (PSSSB).
          Disclosing this here today a spokesman of the Punjab Subordinate Services Selection Board said that three posts of  Laboratory Assistants in the pay scale of 5900-20200 (GP-2400) and 06 posts of Laboratory Attendants in the pay scale of 5900-20200 (GP-1900).
          The spokesman further said that other terms and conditions were available on website www.punjabsssb.gov.in  of PSSSB. Candidates could apply online from September 10, 2015 to September 24, 2015.

PUNJAB CONSTITUTES DISTRICT WELFARE COMMITTEES

CHANDIGARH, SEPTEMBER 09
Punjab Government has constituted District Welfare Committees in the state  to review different schemes for the welfare of schedule castes, backward classes and other weaker sections of the society and to redress their grievances.
          Disclosing this a spokesman of the Welfare Department said  Deputy Commissioner of the concerned district would be chairman of the committee where as Commissioner Police/District Police Chief and Additional Deputy Commissioner Development would be its member.
          The spokesman further said that  concerned District Welfare Officer would be the convener member of the committee and 15 members from social service would be nominated by the concerned Deputy Commissioner from SC/BC and other weaker section.

NO LEAVE DURING VIDHAN SABHA SESSION
CHANDIGARH, SEPTEMBER 09;
           The Punjab Government today issued orders not to grant leave to officers (Group A and B) during the ensuing session of 14th Punjab Vidhan Sabha.
          Disclosing this here today a spokesman of the Punjab Government said that government had issued written instructions to all  the Department Heads, Divisional Commissioners, Deputy Commissioners and the Registrar of the Punjab and Haryana High Court not to grant leave to officers during the assembly session.
          The official spokesman said the department head could sanction leave only in case of leave only in case of an emergency and that too by appointing a substitute.

            The Punjab government has sent a delegation of the zila parishad chairmen and officers to Kerala for studying the Panchayati Raj Institution of the southern state. Using the experiences learnt at Kerala these zila parishad chairmen and the officers will prove instrumental in developing social, human resources and infrastructure of Punjab. On its special visit to Kerala, the delegation will undergo training at Kerala Institute of Local Administration (KILA).
             Giving this information here today the Rural Development and Panchayat Minister Mr Sikandar Singh Maluka said that the delegation includes 15 chairmen and officers. He said that the delegation is studying decentralization of planning for development, handing over powers and funds to the panchayati raj institutes and the economic condition of gram panchayats. The delegation will also visit village Pananchery in Kerala and get knowledge on the working of its gram panchayat.
             He added that the village Pananchery has a population of around 25000 and has 50 percent reservation for women in panchayat. The women have thumping participation in gram panchayat and gram sabha. The panchayat has formed committees for different works such as finance committee, development committee, social justice committee etc and all of these committees are expertise in the works entrusted to them.
 Bathinda zila parishad chairman Mr Gurpreet Singh Maluka said that the planning is done in Kerala at the grass root level wherein panchayats have their own officers from where they carry out their work. He said that the panchayat has information regarding every household. He added that this model should be replicated in Punjab too. The panchayat can impose taxes as its own level and create sources of income.
The Fazilka zila parishad chairperson Mrs Sukhmandeep Kaur said that in Kerala the government gives funds for development directly into the accounts of panchayats. Here the gram panchayat is government in itself. The gram panchayats impose taxes on its people and industries in its jurisdiction and collect taxes. A gram panchayat’s budget ranges from Rs 1.5 lacs to Rs 3 cr annually. Thanking the Punjab government for sending this delegation she said that she has learnt a lot, which will be helpful in mapping developmental works of her own area.

Chandigarh, September 5-
          In order to depict enormous mental agony and trauma faced by the countrymen in general and Punjabis in particular during an ordeal of partition of country in 1947, the Punjab Chief Minister Mr. Parkash Singh Badal has asked the top brass of state government to explore the feasibility of setting a state of the art Partition museum in the holy city Amritsar.
A decision to this was taken by the Chief Minister during a high level meeting with the officers of state government and NGO- The Arts & Cultural Heritage Trust held here at Punjab Bhawan late last evening.
Chairing the meeting, the Chief Minister bemoaned that partition of the country was one of the darkest chapter of the India’s history as nearly 1.5 crore people were displaced and as many as five lakh of them lost their lives during the migration of populace between India and Pakistan. He said that Punjab being a border and most prosperous state of the country faced the maximum brunt of partition, the wounds of which were still afresh in the memories of people who had witnessed that moment. Mr. Badal said that so such a memorial built in the holy city of Amritsar would not only help in acquainting the younger generations about this important chapter of Indian history but would cement the socio-cultural bonds between people from both India and Pakistan as both the countries have suffered a lot during this mass migration.
The Chief Minister asked the officers to work out modalities for expediting the process of setting up this memorial which would display the heart rendering stories of eye witnesses of Partition of the country besides housing a library with rare books describing the events leading to partition and its aftermath. He assured the Mentor of Trust Lord Meghnad Desai and Chairman Ms. Kishwar Desai that state government would leave no stone unturned for ensuring that this museum comes up at holy city. Mr. Badal hoped that this world class museum would offer a panorama to depict the trials and tribulations faced by the innocent people of Indian sub continent in the world’s ever largest migration. “The state government has set up several memorials to perpetuate the glorious and rich cultural heritage of the state and this initiative was also a part of this endeavor” he added.
Earlier taking part in deliberations Chairman of trust Ms. Kishwar Desai said that they were actively engaged towards the establishment of a physical museum dedicated to the memory of the Partition in 1947 ---- its victims, its survivors and its lasting legacy. She said that partition was one of greatest and most painful upheavals of contemporary history as several millions migrated to a new homeland on the other side of a quickly demarcated border, leaving behind precious memories. Ms. Desai said that the present young generations in India, Pakistan and Bangladesh have little or no idea of what their grandparents or ancestors went through, in order to give them the gift of freedom adding that the Partition Museum would attempt to lift that veil of silence.
Prominent amongst other present in the meeting included Principal Secretary Tourism Mrs. Anjali Bhawra, Special Principal Secretaries to Chief Minister Mr. Gaggandip Singh Brar and Mr. KJS Cheema and Secretary Local Government Mr. Ashok Gupta.

Harsimrat Badal launches nationwide skilling program in 30 centres across 11 states

New Delhi/Chandigarh September 5 – With a nationwide mission to transform skilled manpower into innovative entrepreneurs and thriving employers in future, the union food processing industries ministry launched extensive skills training program in 30 centers across 11 states under Pradhan Mantri Kaushal Vikas Yojana.
Union food processing industry Minister Harsimrat Kaur Badal while commencing this nation-wide skilling campaign in the presence of union minister for state Sadhavi Niranjan Jyoti said that creating a pool of skilled manpower is necessary for India to emerge as a super power. The Minister called upon the Food Industry, particularly the Bakeries, to be an active partner in India's march towards being a global player in economic sphere by adopting innovative techniques. She batted for the need to use essential vitamins and minerals in processed foods so that they reach the top notch standards and eventually earn a reputation for themselves worldwide thereby helping in the making of 'Brand India' a force to reckon with in the world food industry.
Mrs Badal also asked trainees to become entrepreneurs and seek financial assistance from various government schemes like from Mudra bank and become employers in future. While thanking the Prime Minister Mr Narendra Modi for his vision and initiative in skilling India she added that capsule on entrepreneurship has been added in all food processing course curriculum. It is pertinent to mention here that Food Industry Capacity and Skill Initiative (FICSI) was implementing this scheme in the food processing sector and duly assisted by union food processing industries ministry.
Addressing on the occasion Sadhavi Niranjan Jyoti said that India being one of the largest producer of grains, fruits and vegetables, needs to create more processing facilities in these products and create employment for skilled labour. "There is also huge scope for skilling people to be self employed and become employment creators rather than being employment seekers", she added.
Siraj Choudhry president FICSI also spoke on the occasion and lauded the credible role being played by central food processing industries ministry to initiate skill programs and in promoting processing industry.

The Education Minister, Punjab, Dr. Daljit Singh Cheema here today honoured 38 teachers with State Award, 14 with teachers and 5 Education Officers with commendation letters at C.G.C. Landran. He was presiding over a function on the occasion of Teachers Day. The teachers winning State Awards were given Rs. 10000, medal, a shawl and a commendation letter. As a bonanza for their meritorious services, the teachers were also given one year extension in service. The other 14 teachers and 5 Education Officers were honoured with a shawl and commendation letters. On this occasion, the 6 National Awardee teachers of previous year were also honoured. On this occasion, a book penned by Dr. Kuldeep Singh Banur on previous year's awarded teachers titled 'UDDMI ADHIYAPAK' was also released. The State level function commenced with Saraswati Vandana. After this, Chief Guest Dr. Daljit Singh Cheema paid homage to Former Presidents Dr. S. Radhakrishnan and Dr. A.P.J. Abdul Kalam.
While addressing the teachers Dr. Cheema made an announcement of increasing the prize amount given to the State Awardees by two and half percent. He also said that the amount of prize money would be increased from Rs. 10000 to Rs. 25000 from next year. He also said that the number of teachers is large in some cadres but due to the fixed quota of the awards many teachers miss out on these. Keeping in view this situation, the number of awards would be increased in accordance with the cadre. He said that due to this only, 14 teachers have been given commendation letters who lost out on the awards due to their limited number but their services rendered are no less than that of the state award winners.
Dr. Cheema also gave directions to the education officers of the districts from whom no case or very less number of cases for awards were sent. He said that not even a single case was sent from Barnala and Pathankot. Similarly, only 17 cases were received from the 8 other districts. He expressed views that atleast one case should be sent by each of the districts in every award category because it would lead to increase in the competition thereby ensuring the selection of more capable teachers. He commended the sending of 12-13 or more cases from Ludhiana, Patiala, Roopnagar, Fazilka and Sangrur. He also appreciated the efforts of selection committee headed by Principal Secretary for transparent selections.
Dr. Cheema also greeted the people on the joint occasion of Janamashtmi and Teachers day and remembered the services rendered by the former presidents Dr. Radhakrishnan and Dr. A.P.J. Abdul Kalam.  He said that the initiative taken by the Prime Minister Shri Narendra Modi to establish direct rapport with the students on teachers day augurs very well for the nation.He congratulated the award winners on behalf of Chief Minister, S. Parkash Singh Badal and the Deputy Chief Minister, S. Sukhbir Singh Badal and said that the Chief Minister S. Parkash Singh Badal has taken special interest in the opening of meritorious schools in the state. He said that the visit of the Chief Minister to the Amritsar meritorious school 31 times itself shows his commitment to the cause of education. He also said that the Chief Minister is paying special attention to the field of skill education and the Education Department has also begun the vocational courses in order to make the students stand on their feet in today's competitive era. He informed that the Finance Minister Mr. Parminder Singh Dhindsa has assured the allocation of special funds for primary education in the next budget. About the sports, Dr. Cheema informed that the department has kept Rs. 1.50 Crore at the primary level itself.
Dr. Cheema divulged that this time around 5 such teachers have been awarded who have not applied themselves but the department has honoured heir services by selecting them. He said that after infrastructure, now the target is to make Punjab topmost state academically.Before this, Principal Secretary Mr. C. Roul and Director General School Education Mr. Pradeep Agarwal also stressed on the value of education and teachers. Mr. Pradeep Agarwal also read out the messages of the President and the Prime Minister of the country.
On this occasion, the Chairman of C.G.C. Landran Mr. Satnam Singh Sandhu addressed the gathering and welcomed Dr. Cheema and all the other guests. He said that if the Education Department provides them with the list of meritorious students then his group would be very happy to give scholarships to such students.

 To provide better health facilities and highly specialized services in the Government hospitals across the state, the Punjab Government has already finalized the schedule of appointing 307 posts Specialists Doctors in the state.
Disclosing this here today by Ms. Vini Mahajan, Principal Secretary, Health, Punjab said that the vacancies would be filled by holding walk-in-interviews on September 13 , 2015 from 10.00 am onwards in the State Institute of Health & Family Welfare, Phase VI, Mohali. She said that merit would be the main consideration while appointing Medical Officers (Specialist) including ENT, Gynae, General Surgery, Medicine, Nephrology, Ophthomology, Radiology, Paediatrics, Psychiatry, Skin and Chest. Eligible candidates can appear for the interviews along with their original documents etc., she added.
Recently, in the month of August the Department has given appointment letters to 286 Medical Officers (MBBS) from the combined merit list of PPSC. Besides these many other positions of Medical and para-medical staff has also been filled and deputed in various hospitals to further strengthen the govt. health institutions and better medical services for the people of the state, said Ms. Mahajan.

The Punjab Industries Minister Mr. Madan Mohan Mittal today said that Chinese are all set to make big bang investment in Punjab and Punjab has accepted in principal their proposal to set up an Industrial Cluster in state as a joint venture.
            Referring to his recent China seven days visit, Mr. Mittal said that he had visited main Chinese Cities namely Changsha, Schengen, Shanghai, Beijing,  where he noticed complete Chinese admiration for India especially for Punjab and its investor friendly policies. He said that the main industries of Tele communication, food processing, Agriculture, Bio chemical plants,Electronics have offered to set up their units in Punjab. 
         The Minister also said that the Punjab government has already offered total support to Chinese investors and provided land bank as per their requirement. The new Industrial Policy of Punjab offers attractive opportunities to invest in the State. The package provides incentives of VAT & CST, Stamp Duty, Property Tax and Electricity Duty Exemptions, besides additional incentives for specific sectors such as food processing, textiles and information technology.
         The Minister also said that the Chinese are keen to invest in India because they see a good prospective market in India. He further said that the investors can apply online to the government to set up any Industry in Punjab and if any discrepancy found it could be rectified instantaneously online.
          He said that Chinese Investors Delegation would be the main attraction in Investors Summit and said that he expected a massive investment flow after his recent China visit. Mr. Mittal said that government to government interaction in Changsha was quite useful.
       He further said that as a result of the progressive policies of the State government, 217 proposals with proposed investment of about Rs. 15000 crores have been received in the Bureau. The key proposals are from M/s Infosys, M/s Ultratech Cement, M/s T.I Tubes (Murugappa Group), M/s ITC, M/s Cargill India, M/s Amul, M/s Mahindra Agro, M/s Sonalika Tractors etc. Further, the Bureau under one roof has granted various stages of regulatory clearances to 96 of the said projects.
        The Minister also said that with the setting up of Chinese Industrial units in Punjab, lakhs of  youth would get employment because we have qualified technocrats in Punjab. Punjab would be developed as a Model state with such investments, said Mr. Mittal

The Department of Sports, Punjab, is organizing Weekend League for Boy’s and Girl’s in under-19 category in four games i.e. Basketball, Football, Handball and volleyball from September 5th2015.
Disclosing this here today, Mr. Rahul Gupta, Director, Sports, Punjab said  that all the districts have been divided into 5 Zones described as Amritsar, Bathinda, Jalandhar, Ludhiana and Patiala. The League matches of Amritsar, Tarn Taran Gurdaspur, Pathankot will be conducted at Amritsar itself while the matches of Bathinda, Faridkot, Fazilka, Sri Muktsar Sahib and Ferozepur would be held at Bathinda.
He further elaborated that matches of Jalandhar, Hoshiarpur, Kapurthala, and Roopnagar would be held at Jalandhar while those of Ludhiana, Moga, Barnala, and Shaheed Bhagat Singh Nagar at Ludhiana where as matches of Patiala, Sangrur, Mansa, Mohali and Fatehgarh Sahib shall be conducted at Patiala. After the league phase, the winners of all the Zones shall fight in the Super League will be held at Ludhiana.
Divulging more details, he said that the selection of the teams will be strictly on merit basis.  The Selection Committees would comprise of concerned District Sports Officer, Assistant Education Officer and member of Concerned Association. Only those players can participate In this league matches who have born after January 1st 1997 and can participate from his birth place of where he is schooling. The players would get fare of To and Fro and refreshment of Rs. 200/- per player per day. Rs. 2.00 Lac would be given to the winner, Rs. 1.25 lac to the runners up and Rs. 75,000 to the third place in Boys and Girls categories.

CM ANNOUNCES TO SPRUCE UP SRI GURU GOBIND SINGH MARG
RS 30 CRORE TO BE SPENT ON STRENGTHENING, WIDENING AND BEAUTIFICATION OF ENTIRE 605 KILOMETRE ROUTE
Chandigarh, September 2-

          As a part of beautification of the road portion on Guru Gobind Singh Marg from Sri Anandpur Sahib to Takht Sri Damdama Sahib within the state, the Punjab Chief Minister Mr. Parkash Singh Badal today unveiled an ambitious plan of strengthening, widening and beautification of this 605 kilometre route at a cost of nearly Rs 30 crore.  

Presiding over a meeting to review the progress of this prestigious road project within the state as an integral part of National Highway to be declared by the Government of India (GoI), the Chief Minister said that the 21 kilometres link road would be widened from existing 10 to 18 feet at  a cost of Rs 22 crore to facilitate smooth movement of vehicular traffic on one hand and enable the state government to declare these roads on Guru Gobind Singh Marg as Other Districts Roads (ODR) on the other. He said that this step would ensure that the entire Guru Gobind Singh Marg was covered under the planned roads with not even a single stretch of link road on it. Likewise, Mr. Badal asked the officers to ensure that 605 kilometre portion of the Marg, within the state, must be made pothole free besides ensuring that the entire stretch was beautified by installing uniform signage boards and clearing all the bushes and weeds grown along both sides of road at a cost of Rs 8 crore. “The underlying objective of this entire exercise is to facelift this marg on which the tenth master of Sikhs Sri Guru Gobind Ji tread from Sri Anandpur Sahib to Takht Sri Damdama Sahib” he added.
The Chief Minister directed the Additional Chief Secretary PWD (B&R) to immediately take up this matter with the Union Road Transport and Highways Ministry, GoI to ensure prompt completion of this gigantic National Highway project connecting Sri Anandpur Sahib to Takht Sri Hazur Sahib, Nanded via Talwandi Sabo.
It may be recalled that the state government had already finalized the entire route of Guru Gobind Singh Marg after intense discussions and consultations with the eminent historians and Sikh Scholars and subsequently a high level team of officers travelled on the agreed routes in 2007 and then 2014. On the national map, the road stretches from Sri Anandpur Sahib to Takhat Sri Dam Dama Sahib (Talwandi Sabo) in Punjab and then on to Takht Sri Hazur Sahib (Nanded) in Maharastra having a total length of 3080 Kms. Of which, a portion of 605 Kms of this route falls in Punjab, 1123 Kms in Rajasthan, 164 Kms falls in Haryana, 630 Kms in Madhya Pradesh, 363 Kms in Maharashtra, 18 Kms in Delhi and 177 Kms of this rout falls in Uttar Pardesh.

CHANDIGARH, SEPTEMBER 2:

Mr. Janmeja Singh Sekhon, the PWD Minister, Punjab, informed here today that the dispute pertaining to stretch of road between Machiwara and Rahon on the Khanna-Nawansahar road, near village Udhowal has been successfully resolved and soon the PWD department would develop the stretch into a road, giving a big relief to the commuters as the Malwa region would now be connected to Majha and Doaba via this road.
Mr. Sekhon further informed that the construction of the proposed road commenced in the year 2002 but unfortunately could not be accomplished as the three brothers namely Gurdev Singh, Tarlochan Singh and Gurmit Singh who owned a piece of land falling in stretch earmarked for the road, obtained stay from the hon’ble High Court in the year 2006. He said that due to the committed efforts of S. Balbir Singh Rajewal, President Bhartiya Kisan Union and S. Rupinder Singh Benipal, the Youth Akali Dal leader, the three brothers have finally withdrawn the case from the court and the stay has been revoked.
Honoring Rajewal, Benipal and the three brothers in his office in the Punjab Civil Secretariat here today, Mr. Sekhon appreciated their initiative and support. He said that the due to non-completion of the construction work, the said stretch had become a source of trouble to the commuters and had virtually transformed into an accident prone area but now as the stay has been revoked, the construction of the road would be accomplished on top priority.
On this occasion, the owners of the property handed over the copy of withdrawal of the court case to the minister. They were accompanied by Giani Mohinder Singh, former president Nagar Council Samarala, Mr. Alamdeep Singh and Mr. Tejinder Singh.

 Sukhbir Badal says Punjab ready to establish Korean Park in Punjab 
(Korean minister for Land, Infrastructure and Transport says Punjab most logical place for Korean investment due to proximity to Delhi)

Seoul/Chandigarh September 2 - Punjab Deputy chief minister Sukhbir Singh Badal today solicited Korean investment in environment management, transport, electronics and solar cell manufacturing besides offering to establish a Korean Park with plug and play facility to kickstart Korean investment in Punjab. 
These developments, including an offer by Korea to engage with Punjab to finalise fields in which it could collaborate with the State, occurred during a meeting between Mr Sukhbir Badal and the Korean Land, Infrastructure and Transport minister Kim Kyung Hwan here. 
The Korean minister said the government would ask Korean companies who had already invested in India to explore investment options in Punjab. Mr Hwan said Mohali was logically the most favourite place for investment due to its locational advantage vis a vis Delhi. 
Mr Badal on his part also invited the Korean government to facilitate investment in smart cities in Punjab. He said the government had decided to take up a project to create two smart cities at New Chandigarh and Mohali on its own. "We are committed to move fast to facilitate investors who want to set up such cities", the Deputy CM said adding the smart city project would also be a good opportunity for Korean companies to showcase their expertise. The Korean Minister said Korea was keen to offer international cooperation in establishment of smart cities and that possible ways for collaboration with Punjab would be firmed in due course. 
Mr Badal also invited Korea to participate in the Invest Punjab summit being held in end October and become a partner State. He also stressed this was the right time to invest in Punjab. "We have got all our parameters right. We have the best road and air connectivity and are also number one in the country as far as ease of doing business is concerned". He said Punjab would be an ideal place for setting up manufacturing of solar voltaic cells due to huge increase in solar plants. "Punjab could also emerge as a natural hub for electronic manufacturing due to its own consumer base", he added. 
The Deputy CM also inked a MOU with Indian Chamber of Commerce in Korea (ICCK) to promote Korean investment in Punjab. The mou was signed between the head of ICCK and Invest Punjab CEO Anirudh Tewari. As part of this MOU Invest Punjab will establish a permanent representative office in South Korea. 
In another development, an Invest Punjab delegation led by chief parliamentary secretary N K Sharna reviewed the manner in which the Korean Development Institute was guiding public policy for Korea from the new city of Sejong. It was also highlighted how public policy could result in an economic turnaround.

PUNJAB ROADWAYS MULAZAM JOINT ACTION COMMITTEE MEETS KOHAR

Punjab Roadways Mulazam joint action committee today called on Transport Minister S. Ajit Singh Kohar here today and submitted their charter of demands.

Disclosing this here today, a spokesman of Punjab Transport Department said that action committee demanded for the induction of PUNBUS buses in Punjab Roadways fleet, jobs to wards of deceased employees, release of remaining budget of Rs 42 crores, to constitute 6th pay commission. release of  DA arrear, to revive of remaining 32 yard master vacancies, stop claim cases of MACT on drivers, provision of uniforms to Punjab roadways drivers and all categories of roadways and promotion of workshop employees and to fill up the backlog of SC/ST category etc.

Mr. Kohar listened to the demands sympathetically and  said that most of the demands have been conceded like 305 PUNBUS buses are being added in the flee, 93 conductors, 2 bus driver, 13 workshop employees and 25 class IV employees have already being provided appointment letters etc. and remaining would be resolved soon.
Mr. Kohar  assured the delegation of resolving all demands on priority basis.

Punjab to give big push to Indira Awaas Yojna

Chandigarh September2:

The Punjab government has decided to give a big push to Indira Awaas Yojna Scheme which aims at providing houses to the members of Scheduled Castes and Non Scheduled Castes free of cost in rural Areas.
According to an official Spokesman the Beneficiaries under the scheme are selected from the list of eligible below poverty line household. He said that a sum of Rs. 34.67 crore has provided under this scheme for the year 2015-16 whereas the expenditure of Rs. 32.52 crore was incurred during the last financial year.
The spokesperson said that the houses under this scheme should normally be built on individual plots in the main habitation of the village, but can also be built on micro-habitat approach or in cluster within a habitation, so as to facilitate the development of infrastructure such as internal roads, drains, drinking water supply and other common facilities. He further said that during the year 2009-10 a grant of Rs. 35000/- per unit was provided in the plain areas for construction of houses and Rs.38500/- in the hilly difficult area for construction of houses which has further been enhanced to Rs.45000/- in the plain areas and Rs. 48500/- in the difficult areas from the year 2010-11.

PUNJAB GOVERNMENT DIRECTS ALL DEPARTMENTS TO GET LINKED WITH ONLINE SERVICE APPLICATIONS

10 software applications to deliver online services in a transparent and rapid manner
Chandigarh, August 28:
The Punjab Government has directed all Heads of the Department to link their respective departments with the software applications devised by the Department of Electronics and Information and Technology (DeiTY), Government of India.
Disclosing this, an official spokesperson said that the State Government has decided to be a frontline state in making Digital India campaign a success. Keeping in view this aspect, the State Government has directed all the departments to get linked with the 10 software applications so as to be able to deliver online services to the people in a transparent and rapid manner.
The spokesperson further said that the departments have been instructed to link themselves with Digital Locker, National Scholarships Portal, e-Hospital-online registration system (ORS), e-sign framework, Digitize India Platform, Digital India Portal and Digital India Mobile App, Aadhaar-Mobile App, MyGov Mobile App and Swachh Bharat Mobile App.   
Divulging more details, the spokesperson said that the DIGITAL LOCKER system aims at minimizing the usage of physical documents and enable sharing of e-documents. It can be accessed online at www.digitalllocker.gov.in. The NATIONAL SCHOLARSHIP PORTAL strives for single common application form, easy time bound verification and smooth disbursement of scholarships through Direct Benefit Transfer (DBT). The portal can be visited at www.scholarships.gov.in. The E-HOSPITAL has an online registration system providing services to people for registration, appointment, fee payment, diagnostic reports and availability of blood. The State Government has instructed Health Department to get linked all the hospitals, dispensaries and health centers of the state with this portal so that people can get health care services under single platform. It can reached at www.ors.gov.in. The E-SIGN FRAMEWORK is designed for applying digital using authentication of signer through Aadhaar e-KYC service.   
Elaborating further, the spokesperson said that DIGITIZE INDIA PLATFORM aims at digitization of the Government’s files and documents useful for the citizens. It can be accessed online at www.digitizeindia.gov.in. The DIGITAL INDIA PORTAL and MOBILE APP is a portal for digital India programme which connects all stakeholders and citizens. The portal has a system named Digital India Monitoring System facilitating all nodal departments at the level of the centre as well as States/UT’s. The DIGITAL INDIA MOBILE APP is a mobile-based application developed to provide easy access to information on digital India programme through smart phones and other mobile services.
Disclosing more, the spokesperson said that the AADHAAR –MOBILE UPDATE APP is an application designed for updating the mobile number of the citizens with their Aadhaar database. This would be prove very beneficial in availing services based on Aadhaar OTP authentication. The spokesperson also divulged that another app MYGOV MOBILE APP is a platform through which the Government aims to encourage citizen’s participation in good governance through seeking their suggestions. Through this app, the citizens can register on MYGOV. This consists of various focus groups where people can share or express their views.
The spokesperson also said that SWACHH BHARAT MOBILE APP has also been developed in consonance with the clean India mission of Prime Minister Shri Narendra Modi to make more and more people join hands to make India clean. This app would resolve the issues being faced by the citizens and Government organizations while taking cleanliness pledge and uploading of responses in Swachh Bharat campaign on MYGOV.

RESERVATION OF PUNJAB BHAWAN GOES ONLINE

             The Reservation process of Punjab Bhawan, Sector-3 has gone online. The notification to this effect has been issued.
            Disclosing this a spokesperson of the department of General Administration has said that from now onwards, the reservation process of  Punjab Bhawan, Chandigarh would be handed by the department of general administration, political-1 branch, Punjab Civil Secretariat like the all other Bhawans and circuit Houses of the state.
            According to the spokesperson, the application for reservation at Punjab Bhawab, Chandigarh can be submitted online at www.punjab.gov.in .

CHANDIGARH, SEPTEMBER 02:
            The Chairman of Punjab State Scheduled Castes Commission Mr. Rajesh Bagha has welcomed the move to issue a coin of Rs. 125 denomination on the occasion of the 125th birth anniversary of Dr. Ambedkar, the main architect of the constitution of India.
            Disclosing this here today, Mr. Bagha said that the Union Government had taken a appropriate decision to issue a coin of the denomination of Rs. 125 on the birth anniversary of Dr. Ambedkar to perpetuate his memory and teachings for eternity.  While thanking the Prime Minister Shri Narendra Modi and Union Minister Shri Thawar Chand Gehlot for this initiative, Mr. Bagha said that the said coin would be issued on April 14, 2016. It is important to mention here that Dr. Ambedkar was born on April 14, 1891.
He also expressed happiness at the move of the Government of Maharashtra to acquire the London House of Dr. Ambedkar. He also informed that Dr. Ambedkar during his years as a student at the London School of Economics during 1921-22, used to live here. He said that the Union Government has taken a policy decision to give this heritage building a unique look for which people of this country would always remember NDA government.
            Mr. Bagha further said that Dr. Ambedkar would always occupy a special place in the hearts of the people of India especially for his contribution towards the making of the constitution of the country and taking great steps for the upliftment and welfare of the people belonging to the Scheduled castes.
                        Mr. Bagha further said that the of Punjab State Scheduled Castes Commission would also observe the 125th Birth Anniversary of Dr. Ambedkar with the support of various sections of the state so that the mission of Baba Sahib is taken forward.

 RANIKE REVIEWS THE STATUS OF IMPLEMENTATION OF WELFARE SCHEMES
Chandigarh, September 2:
Underlining the commitment of the Punjab Government for the overall development and welfare of the citizens belonging to the SC & BC communities, Mr. Gulzar Singh Ranike, Welfare Minister reviewed different welfare schemes here with the high officials of the department.
Welfare Minister while taking stock of the progress of the welfare schemes asked the officers to make sure that the deserving beneficiaries must derives the real benefit of the schemes. He also instructed the officers to make a foolproof service delivery mechanism so as to minimise the hurdles for these under privileged sanctions.
Prominent amongst others who were present in the meeting included secretary welfare Mr. Kirpa Shankar Saroj, Director Mrs. Alaknanda Dayal , Sh. Chaman Lal Wasan, Director, Schedule Caste Sub Plan along with the other officers of the department.
