CHIEF MINISTER CANCELS ALL HIS PRE SCHEDULE ENGAGEMENTS TILL FEBRUARY 1


Chandigarh, January 29-
Punjab Chief Minister Mr Parkash Singh Badal has canceled all his pre scheduled engagements across the state till February 1.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that as Mr Badal was not feeling well so the Doctors have advised bed rest to him for three days. Therefore all the pre scheduled programs of Chief Minister across the state till February 1 have been canceled. The fresh dates of these functions which had been either postponed or cancelled would be announced later on by the Chief Minister’s Office, the spokesperson added.

PUNJAB TO SPEND RS. 32.86 CRORE UNDER NATIONAL DAIRY PLAN
Ø  NABHA AND ROPAR SEMEN BANKS TO BE UPGRADED------PHILLAUR

Chandigarh January 29: With a view to improving the Genetic Potential of the Livestock through Scientific Breeding and to provide efficient and effective health cover to the Livestock of the State, the Punjab government has chalked out an extensive work plan across the state under National Dairy Plan.
          This was stated here today by Mr. Sarwan Singh Phillaur, Animal Husbandry Minister Punjab while addressing the 17thmeeting of the Punjab Live stock Development Board here today. The Minister said that under the National Dairy Plan-1, an amount of Rs. 32.86 crore would be spent on strengthening upgrading the Nabha and Ropar semen banks. He also said that34.25 Lac. Frozen Semen straws have been produced in these semen banks during the year 2010-11 as against the target of31.00 lacs and this semen straws production would be doubled by 2017, said the Minister. The Minister said that to the increase in milk production, the Minister said that adequate steps have been taken by the government to accelerate genetic progress, the proportion of milch animals bred through Artificial Insemination (AI) required to be raised substantially and to achieve this besides expanding the AI network, it was vital that the production of quality disease free semen doses of the required breeds in adequate number was ensured.
                    The Minister has also directed the officers of the department to ensure proper health cover to the animals in the state. For providing specialized multi-disciplinary services for diagnosis and treatment of complicated diseases of animals, well equipped Polyclinics were functioning. During the year under report, 51932 cases were treated by experts of these polyclinics. In addition 5053 minor operations and 1173 major operations were also performed. Beside this 870 X-ray were also taken by experts of these polyclinics.
In order to strengthen the existing veterinary facilities at sub divisional level veterinary hospitals, Senior Veterinary officers have been posted at sub divisional hospitals in addition to the existing posts of veterinary officers. Facilities of clinical tests like blood tests ,fecal tests and urine tests etc. has been made available at the sub divisional level hospitals. In order to provide veterinary aid facilities at door step of farmers, Mobile Veterinary units have been introduced by the Department. These mobile units have been set up at tehsil level and are making regular visits of villages to provide veterinary aid at the door step of the farmers.
          The meeting was attended by Mr. G.Vajralingam, Financial Commissioner, Animal Husbandry, Director Animal husbandry and other senior officers of the department besides members of the Punjab Live stock Development Board.

            He said that the hours of Poll will be from 08.00 A.M. to 5 PM. He further said that the Nomination papers are to be filed with the Additional Deputy Commissioner (General), Moga who is the Returning Officer for 73-Moga Assembly Constituency, between the hours of 11 0’ clock in the forenoon and 3 0’clock in the afternoon on any day other than a public holiday from 30.1.2013   to 6.2.2013.
He further said that the nomination papers are to be filed in form 2-B for Assembly elections.  Blank forms are available with the District Election Officer/Returning Officer. Typed nomination papers will also be accepted provided they are in the prescribed format.
            He said that In order to qualify for Assembly (Vidhan Sabha) seat, a candidate should be registered as an elector in any Assembly Constituency in Punjab.  To satisfy the aforementioned Returning Officer on this point, candidates should produce a certified copy of the relevant entry of the electoral roll in force. A candidate is also required to make and subscribe to an oath or affirmation in the prescribed form before the aforementioned Returning Officer or any other person so authorized by the Election Commission of India.  The oath/affirmation should be taken/made by a candidate after his nomination paper has been filed and before the date fixed for the scrutiny of nominations.
Spokesman further said that 2nd February, 2013 being a Saturday is not a holiday under the Negotiable Instruments Act, 1881; therefore, nomination papers can be presented to the Returning Officer on that day also. 3rd February, 2013 being a Sunday is a holiday under the Negotiable Instruments Act, 1881; therefore, nomination papers cannot be presented to the Returning Officer on that day.
He said that 9th February, 2013 being a Saturday is not a holiday under the Negotiable Instruments Act 1881; therefore candidatures can be with drawn on that day.
Spokesman further said that Form 26 has been amended and is placed on the website. Candidates must declare their assets and liabilities, educational qualifications and other information as required under the law as per the new form.
The Model code of conduct has come into force in the District Moga from the date of announcement of elections, i.e. 11.01.2013 by the Election Commission of India and shall remain in force till the completion of the election process.

RETENTION OF GOVERNMENT ACCOMMODATION OF UT ADMINISTRATION BEYOND PERMISSIBLE TIME TO INVITE CONTEMPT OF COURT

CHANDIGARH, JANUARY 29:  The Punjab Government has circulated the directions of Supreme Court of India to all employees that illegal retention of Government accommodations pertaining to Chandigarh Administration beyond permissible period can not be allowed by any authority. The directions also elucidate that orders of retention passed by any authority after 30-08-2011 under Rule 31 (5) would tantamount to contempt of Supreme Court of India.
              According to an official spokesman directions have been issued that retention of house if any accorded after said that may be withdrawn in order to avoid contempt of Hon’ble Court. 
              The judgment of Supreme Court was passed in the case of Asha Sharma Vs Chandigarh Administration and others and Court observed that they see no reason that why a Government servant should be permitted to retain accommodation beyond 4 to 6 months, the period permissible under Rules. The court noted that a Government Servant knows in advance the period within which he/she has to vacate the accommodation allotted to him/her as a part of their employment and so he has to surrender his house within schedule time. The court observed that it can not lose sight of the fact that a large number of employees under different category are awaiting their allotment and are being deprived of benefit for long period because excessive invocation of such discretionary powers. The Apex Court ruled that the provision is unguided and arbitrary and can not stand the scrutiny of law.

              These instructions have been circulated to all Financial Commissioners, Principal Secretaries, Administrative Secretaries and Head of the Departments for necessary action.

PUNJAB GOVERNMENT ASKS DEPARTMENT TO EXPEDITE THE RESTRUCTURING PROCESS OF SERVICE RULES
CHANDIGARH, JANUARY 29:
            The Punjab Government has issued instructions to all the departments to expedite the process of restructuring of service rules’.
Disclosing this here today an official spokesman said that it has been noticed that in the absence of clear cut instructions and up to date service rules, the departments face much trouble in deciding the matter relating to service rules and some time has to indulge into the undesired litigation.
He said that all the department heads have been asked to speed up the process restructuring of service rules and submit the report to Personnel Department.

            The Rural Development and Panchayat Minister, Punjab Mr. Surjit Singh Rakhra today released the 1st edition of department’s official magazine ‘Sade Pind’ in a simple but impressive function.
            Speaking on the occasion Mr. Rakhra said that this magazine would act as bridge between government and villages of the state. He said that the magazine would disseminate the information about the government policies so that the people could avail the opportunities. He said that this magazine would also be helpful in bringing the transparency in the distribution of development funds in rural area.
Financial Commissioner Rural Development and Panchayat Mr. M.S. Sandhu said that elected representatives of the villages could also give advice to the policy makers using the platform of this magazine. Patiala, January 28: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that Sikh voters of Delhi would give a resounding punishment to Sarna Group for openly inviting Congress party to interfere in the internal religious affairs of Sikhs.
Speaking to media persons after installing Mr. Deepinder Singh Dhillon as Chairman of District Planning Committee here today, Mr. Badal said that reading the sentiments of Sikh voters of Delhi, he could foresee that they have already made up their mind to punish the “Gunda Gang” of Sarnas to free Sikh Gurudwaras from their clutches. He said that SAD would clinch more than 2/3rd majority in the DSGMC elections. The Deputy Chief Minister said that he was surprised that how different departments of Congress led UPA government and Delhi government got together to misuse the official machinery and to arm twist the Sikh businessmen supporting Shiromani Akali Dal to instill the sense of scare amongst them. He said that whether it was Weight & Measures department or Excise & Taxation Department or Income Tax department or Sales Tax department, they intensified their raids on the business premises of Sikh businessmen supporting SAD. He said that the reign of terror let loose by Congress party on Sikhs strengthened their resolve to work overtime to give Sarna group resounding drubbing so that no party in future could challenge Sikhs business interests for their personal political gains.
Answering a question on power scenario in the state, Mr. Badal said that all thermal plants including Talwandi Sabo would be operational on schedule and by the end of 2013 Punjab would be the first power surplus state of the country. He said that all thermal plants had got dedicated coal linkages and Punjab was the only state where no thermal plant has any problem of coal linkages. On a question regarding strict laws to deal with crime against women, Mr. Badal said that the Chief Minister had already conveyed the stand of Punjab government to Union Government. The Deputy Chief Minister said that SAD-BJP government was working for the empowerment of women and had made record recruitment of women in Police force and now women candidates would be directed recruited to the post of SI, Inspector and DSPs.
Earlier addressing an impressive gathering, Mr. Badal said that our government has futuristic town planning vision and it would be the first state having approved master plans of all the cities. It has launched a comprehensive Urban Mission with the investment of Rs. 10000 crore for all 147 cities and towns for planned development, 24X7 power, 100% drinking water and sewerage coverage, solid waste management and smooth traffic flow that would transform urban face of state in next four years, he added. He further said that an ambitious project of Rs. 30,000 has been chalked out to upgrade the basic infrastructure of all villages of the state in next four years.
The Deputy Chief Minister said that Punjab was the only state in the country that would have three international airports at Amritsar, Mohali and Machhiwara and three domestic airports at Pathankot, Ludhiana and Bathinda. Mohali airport wasbeing built on 305 acres at the cost of Rs. 910 crore would be completed by February 2015, while domestic airport at Bathinda is awaiting its inauguration to be held by Union Aviation Minister, he added. Besides this, Punjab would the first state in the country that would have all cities linked with 4/6 lane roads in coming three years at the cost of Rs. 7600 crore. The construction work of 4-laning of Chandigarh-Patiala-Bathinda road (Rs. 2500 crore) was also all set to begin from next month, he further added.

HEALTH MINISTER RELEASES SURVEY REPORT OF STATEWIDE CANCER AWARENESS & SYMPTOM BASED EARLY DETECTION CAMPAIGN

CHANDIGARH, JANUARY 28:
Mr. Madan Mohan Mittal, Health and Family Welfare Minister, Punjab today released the report of the State-wide Cancer Awareness & Symptom Based Early Detection Door to Door Campaign. While addressing the media at Punjab Bhawan here, Mr. Mittal informed that 2,64,84,434 persons in 50,53,447 households have been covered in 12603 villages and 217 cities and towns of the State. He said that this amounts to 97.78% population going by the census data. Mr. Mittal said that based on the experience of the pilot project regarding Rapid Assessment of Cancer Awareness and Symptom Based Early Detection Campaign from October 2 to October 31, 2012, this campaign have been launched in the state from December 1 to December 31, 2012.
Health Minister further announced that 23874 cases have been recorded, where people have said that they are suffering from cancer while 33,318 cancer deaths have been claimed to have occurred during last five years. The persons complaining of the symptoms out of the list of 12 enlisted in the multi-colour hand out numbered 84,453. He said that all health specialists, including the World Health Organization (WHO), stress upon the early diagnosis of cancer based on symptoms. Mr. Mittal said that Punjab has taken a lead in such an effort while making it a reality by door to door visits, the first campaign of its kind all over the world. While appreciating the voluntary role played by the field workers, Health Minister made a special reference to the voluntary contribution made by ASHA and ASHA Facilitators in this act of human good.
Mr. Mittal said that after the completion of first phase, which involved Mass Awareness and identification, now in the second phase the suspects as well as those who claim to suffer from cancer would be taken to the health institutions to confirm the diagnosis. He informed that the diagnostic and treatment facilities available with the Government would be free for them. All the suspects and those suffering from cancer have been provided referral cards specially designed for the campaign.
Mr. Mittal pointed out that the whole exercise had been carried out at a very nominal cost of 60 paisa per head with a total of about 1.7 crores rupees against a proposed budget of Rs 2.00 crores shared at 75:25 between the centre and the state government. He also informed that external evaluation would be got done from Teams of PGI, Chandigarh for this gigantic exercise done at a  very small budgetary provision of about 70 paisa per head of the population.
Mrs. Vini Mahajan, Principal Secretary, Health and Medical Education said that the whole exercise has been carried out as per advice of the experts in the field and it as the only alternative available to the third world countries where resources are limited. She said the second significant factor in the success of this unique campaign has been the continuous monitoring coupled with good training at all levels. This is an exercise that would go a long way in mitigating the troubles of many a family by early diagnosis and treatment during the 2nd phase of medical care of those more than 80000 who are symptomatic. She further informed that by way of a specially designed  software  the  individual  details  of  all  the  1,51, 792  persons  are  being compiled at state level through the system of direct SMS from the field workers to the state headquarter  and as such tracking them shall be easier and systematic.
She expressed another hope that the exercise shall help the state to identify the needs and shall go a long way in strengthening the health infra structure. She said that Deputy Commissioners have also been very helpful during the campaign. Mrs Vini Mahajan said that the timely provision of quality materials and finances by Punjab Health Systems Corporation and NRHM Punjab has been of immense help. 
Dr. Ashok Nayyar, Director Health Services stated that this step shall go a long way in finalization of the population based and hospital based cancer registry in the state. He said that all the specialists working in the state connected with the diagnosis and treatment of cancer are being provided two days orientation training at the Medical Colleges. He said that the exercise has been successful because the Civil Surgeons have been given repeated orientation during the civil surgeons’ conferences.  He said the second phase is important as the final outcome depends on medical care, so the same shall be implemented in true spirit and there shall be continuous monitoring.   Dr. Ashok Nayyar also said that the help extended by the Nursing institutes in the state has been of enormous help for making it a success.
Dr. P.L. Garg Executive Director State Health Systems Resource Centre while releasing the details of the man power trained said that lot many intellectual inputs have been made for imparting training to 88 State Resource Persons, More than 800 district Resource Persons, and around 4000 block resource persons coupled with the training of about 40000 field workers in about 5000 training workshops held in the field all over the state. He said that the whole campaign has been carried out by motivation and involvement of vast section of the society in general and health department in particular. He said the activities have been done keeping in view the cardinal principle of Transparency, fairness, decentralization and accountability coupled with skill development and continuous monitoring supervision and guidance. Prompt response and decision has been the hall mark of the whole campaign. The department is of the view that with this effort the diagnosis and awareness about cancer has increased even amongst the Health staff and particularly the ANMs and ASHA.

ECI AMENDS THE EXPENDITURE MONITIORING INSTRUCTIONS
Chandigarh. January 28:

        The Election Commission of India has amended the expenditure monitoring instructions.   
Disclosing this here today a spokesman of the CEO Punjab today said that that as per the amended ECI instructions assistant expenditure observers, video surveillance teams, video viewing teams, video teams for tracking illegal cash transactions, accounting teams, media certification and monitoring committee, expenditure monitoring control room with 24X7 hrs, call center and expenditure monitoring cell should be in place.     
He said during the bye election model code of conduct would be force in only Moga district. He said that during the checking, if any cash exceeding Rs 50 thousand is found in a vehicle carrying a candidate or his agent, party worker, carrying posters, election materials any drugs, liquor, arms or gift items valued more then 10,000, which are likely to be used for inducement of electoral or any other illicit articles are found in a vehicle, the same should be subject to seizure.
He further said that the whole event of checking and seizure to be video graphed by a video team, which would submit the copy of the video CD to the returning officer. The flying squad should also be in constant touch with official deputed by the law enforcement authorities.

CHANDIGARH JANUARY 27:
In a bid to tackle the menace of drugs in the state, Punjab Chief Minister Mr. Parkash Singh Badal today asked the Health department to work out a viable proposal for delegating the powers like Drug Inspector’s to the Senior Medical Officers (SMOs) to raid and take action against the Chemist shops involved in illegal selling of drugs. 
A decision to this effect was taken by Mr. Badal during a meeting with a delegation of Bharti Kisan Union (BKU) led by its President Mr. Balbir Singh Rajewal here at Punjab Bhawan this morning. On the issue raised by the delegation that due to the shortage of the drug Inspectors, administration was helpless to take any strict legal action against the erring Chemists especially in the rural areas, Mr. Badal asked Health and Family Welfare Minister Mr. Madan Mohan Mittal who was also present in the meeting, to take early necessary action in this regard.
Expressing concern over the situation Mr. Badal said that it was the responsibility of the Centre to safeguard the International borders and take effective measures to check the menace of drug trafficking through intensified patrolling by the BSF and other Central Para-military forces which were under Centre’s control directly. He further said that open sale of poppy husk in neigbouring state Rajasthan was also imposing a great threat to Punjab. Mr. Badal said that SAD-BJP government had already taken strict actions to control drug menace and seized a large quantity of drugs during its regime.
 Ensuring the improvement of link road network in the state, Mr. Badal informed the delegation that government had prepared a comprehensive plan to repair 13,000 KM of link roads at a cost of Rs. 1700 crore.
Responding to another demand of the union regarding the one time settlement scheme to settle the Loans of the farmers, Mr. Badal agreed to extend the scheme up to June 30, 2013.
Mr. Badal approved to constitute a committee comprising the representatives of Animal Husbandry Department, PAU, MILKFED, Progressive Dairy Farmers and a representative of BKU (Rajewal) to study the viability of dairy farming in the state. Mr. Badal also assured to give due representation to the farmers in various District Grievances Committees.
Regarding the issues related to power supply, Mr. Badal directed the Chairman POWERCOM to take immediate necessary action to settle all the power related issues amicably. He also mentioned that state government had already paying Rs. 5000 crore annually to the POWERCOM on the count of free power to farmers for irrigation in the state. The Chief Minister asked the farmers to adopt drip irrigation to save the water. He also informed that government was preparing a plan to provide a subsidy on solar pumps.
On the issue of adulteration in fertilizers, the Director Agriculture informed in the meeting that department had collected 2770 samples out of which 77 samples have failed and necessary legal action was being taken against these erring firms.
During the meeting, the Secretary Mandi Board informed that to facilitate the farmers, the state government was setting up three new timber markets, two in district Hoshiarpur and one at Balachaur in district Shaheed Bhagat Singh Nagar.
In order to prevent the loss of the farmers due to the frequent invasion of wild animals in their fields, Mr. Badal informed that the Forest Department had already raised 28 KM chain link fencing across the sanctuaries out of 81 KM and remaining would also be completed at a cost of Rs. 13.74 crore in the state.

Kiran Bedi to visit Chandigarh based Aryans Group in JK

Dr. Kiran Bedi, India’s first Woman Indian Police Service (IPS) officer would visit Chandigarh based Aryans Group of Colleges in a function in Srinagar and Jammu on 28th January i.e Monday.

Dr. P.B Mahapatra, Director, Aryans College of Engineering, said that apart from distributing scholarships, Dr Kiran Bedi would also address students on women empowerment. She further said that earlier also hundreds of students got scholarship under merit cum means basis in different courses and are studying in Aryans Group.

Prof. AP Jain, Director, Aryans Group Colleges said that earlier also 3 years back, Dr Bedi selected some needy students who were not able to pay study expenses. These students were admitted in Aryans in MBA and BBA courses. A part of the fees was given by Aryans and rest of the fees was financed by Bank in the shape of education loan. Now these students are about to complete their courses and a few of them have already got jobs. On the same pattern Dr. Bedi wants to select some students.

It is worth mentioning that earlier also, Dr. Kiran Bedi, has awarded Aryans Business School as the Best upcoming B-School of North India. And it is to be noticed that the MoU between Navjyoti Foundation and Aryans Group of Colleges was renewed recently on the 6th Foundation Day of Aryans Group. Under this MoU the Navjyoti Foundation would identify the students for scholarships and Aryans would provide them the scholarships.

It is to be mentioned that established in 2007, Aryans campus is located on Chandigarh–Patiala highway, near Chandigarh and has lush green 20 acres pollution free campus. While stressing the need for giving due space and respect to the women for the development in the society, Hon`ble Governor said `` by decreasing the importance of woman dignity and by insulting her we cannot lead a comfortable and meaningful life. There should be no atrocities on women. Whereas Govt. is taking steps in this regard, parents should provide better education to their children. Society should shed mindset and create healthy environment. Cultural decadance should be checked and all of us work unitedly.” While asking the Government to initiate measures for it he called for stringent punishment against those who commit barbaric acts against women.
                                     While touching the theme of tradition, modernity and human consciousness in his message, Hona`ble Governor said that for the social growth irrelevant social mores of the past should have to be discarded and only relevant social mores of the past have to be adopted. ``We have to provide space to the emerging new consciousness to make Indian social system a vibrant and healthy one. Alongwith the enlightened minds, social organizations and the Government should act in this direction. There is a need for the social organizations and the govt. to work at country , state, district and village level for this, He said. He said that India won freedom with the people`s power. NEW DELHI, JANUARY 24, 2012

Punjab Chief Minister Mr. Parkash Singh Badal today calls on Union Minister of Environment and Forests Smt. Jayanti Natarajan to seek help in providing external funding for Rs. 771.52 crore ‘Punjab Biodiversity & Natural Resources Conservation Project’ through a suitable international funding Agency.

Disclosing this here today a spokesperson of the Chief Minister’s office said that Mr. Badal apprised Smt. Natarajan that this comprehensive project would ensure protection, conservation and development of forests, wildlife and natural resources in a holistic manner coupled with livelihoods generation for poverty alleviation in forest fringe areas. He also informed that this project would be implemented throughout the state in 8 years in a phased manner.
Demanding the enhancement in the Annual Plan of Operations of the state under PUNCAMPA from Rs. 75 crore for the year 2012-13 to  Rs. 100 crore for the next year, Mr. Badal said that the state government had already launched an ambitious “Greening Punjab Mission” under which, it was envisaged to increase the forest and tree cover from the existing level of 7% to 15% of the Geographical area of the State in the next 8 years and State Government had planned to plant approximately 5 crore saplings annually for the next 7-8 years in the State. He further said that a separate fund designated as “Greening Punjab Fund” had also been established for this purpose and all Boards, Corporations and other Government agencies of the State had been authorized to contribute to this fund. He demanded to release the balance amount of Rs. 56 crore under CAMPA project for 2012-13.
Demanding the Inclusion of Agro-forestry in state CAMPA and other Centrally Sponsored Schemes like SFDA, Mr. Badal asked the Union Minister to review the CAMPA and SFDA guidelines and also permit the inclusion of Agro-Forestry/Farm Forestry activities under their respective ambits for the benefit of forest deficient States like Punjab which have a vast potential in the field of Agro-Forestry.

For the setting up of Hi-tech modern Nurseries and a State Forest Research & Educational Institute, Mr. Badal asked the Ministry to provide financial assistance to the tune of Rs. 40 crore and Rs. 25 Crore respectively in Punjab besides a Special Grant of Rs.108 crore   to eradicate the menace LANTANA weed from the areas of Kandi belt and Rs. 3.5 crore for establishing Herbal Gardens and Nurseries in the state.

Rs 318 CRORE SET ASIDE TO CONSTRUCT 14 MORE ROBs/RUBs: DHILLON

9 NEW ROBS/RUBS WOULD BE COMPLETED IN NEXT TWO MONTHS
CHANDIGARH, JANUARY 24: 
The Punjab government has set aside Rs. 318 crore for construction of 14 more Railways Over/under Bridges in state to improve the road connectivity. The work on 9 under construction ROBs/RUBs are set to be completed and they would be dedicated to the people of Punjab in next two months.
Disclosing this here today Mr. Sharanjit Singh Dhillon, Minister for Public Works Department said Punjab Government has given its principal approval to the 14 new ROBs/RUB's after a comprehensive survey of the traffic density on all National and State Highways and after identifying bottlenecks the state government has given its approval to 14 more ROBs/RUBs. Giving the details of planned ROBs/RUB's, Mr. Dhillon said that an endeavor has been made to construct ROBs/RUB's in Malwa, Doaba and Majha regions of the state as per immediate requirement of each region.
 He said that the 14 ROBs/RUBs approved by the Government included RUB on Bathinda-Dabwali Road (Rs 30 crore), Suranussi (Rs. 20 crore), Kapurthala near Science City (Rs. 40 crore), Tarn Taran (Rs. 15 crore), Vallah in Amritsar (Rs.15 crore), Malerkotla Raikot Road (Rs. 30 crore), Amritsar-Bhikhiwind Road (Rs. 20 crore), Amritsar-Attari Road (Rs. 15 crore), Northern Patiala Bypass (Rs. 24 crore), Muktsar (Rs. 15 crore), Gobindgarh (Rs. 24 crore), Gidderbaha (Rs. 20 crore), Kapurthala-Nakodar-Phillaur Raod on Phillaur-Lohian Railway line (Rs. 28 crore) and Kapurthala-Nakodar-Phillaur Road at Jalandhar-Nakodar Railway line (22 crore). 
 The 9 ROBs/RUBs that would be dedicated to public in next two months included Chawapali, Budhlada, SD College Barnala, RUB Sunam, Gurney, Sahnewal, Khanna, Mukerian and Chhajli.
 The Minister said that the Punjab Government would make record investment of Rs. 7600 crore in linking all major cities with 4/6 lane roads in next three years.

CHANDIGARH, JANUARY 24: The Union Ministry of Human Resource has derecognized the degree of mechanical engineering being given by Institute of Mechanical Engineers (IME), Mumbai with effect from June 10, 2002.

            According to an official spokesman these orders have been issued as per the judgment of Punjab and Haryana High Court that found that the concerned degree was not recognised by UGC and IME was neither a university nor a deemed university and was not authorized to confer the degree. It has issued orders that only degrees issued upto 10-06-2002 were valid and subsequent degrees in view of notification dated 10-06-2002 issued by Ministry of Human Resource Development for derecognition were not valid.

            All Financial Commissioners, Administrative Secretaries and Head of the Departments have been issued instructions in this regard.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON    ANNOUNCED

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the rabi Season through Canal water from 27-01-2013 to 03-02-2013. The channels of Sirhind Canal System would run on the priority basis from Sidhwan Branch, Bathinda Branch, Bist Doab, Abohar Branch  and Patiala feeder  respectively.
Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.
The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.
The spokesman also said that the channels off taking from upper Bari Doab Canal i.e.  Sabraon Branch, with its distributaries being in the channels of first preference would run to their indent and balance water supplies available would be utilized in Kasur Branch Lower, Main Branch Lower,  Lahore Branch with their distributaries respectively.

SAD DELEGATION TO MEET DIRECTOR GURDWARA ELECTIONS TODAY ON BOGUS VOTES

:  A high level delegation of the Shiromani Akali Dal led by party Secretary General and Member Parliament Mr. Sukhdev Singh Dhindsa will meet Director Gurdwara election on January 24 at 10.30 AM.

            This was disclosed by the party Secretary and Spokesman Dr. Daljit Singh Cheema in a statement issued here today. He said that this delegation would apprise the Director Gurdwara election of the large scale bogus votes registered in various wards of the Delhi Sikh Gurdwara Committee (DSGMC) and gross irregularities being committed by the Sarna brother in connivance with the Delhi government.

Punjab government in suspended animation: Congress

CHANDIGARH:

Punjab Congress today lashed out at the ruling Akali Dal for shifting its total base from Chandigarh to Delhi for the Delhi Sikh Gurdwara Managing Committee (DGMC) elections virtually rendering the government dysfunctional and Punjab Civil Secretariat closed.
“The government should better have declared official holiday in the Civil Secretariat as that would have saved  harassment to the people who come from across Punjab for various things but have to return disappointed as they can’t find anyone in the office”, Punjab Congress general secretary and Dhuri MLA Arvind Khanna said, while referring to the deserted corridors of power in the Punjab Civil Secretariat and other offices in Chandigarh, while remarking, “the government has virtually been placed under suspended animation”.
The Congress general secretary pointed out, not only were the ministers unavailable as they were busy campaigning in Delhi for the DSGMC elections, even most of the senior officers from the police and bureaucracy had been moved along. The entire Durbar has moved to Delhi alongwith all the Durbaris”, he remarked.
Khanna said, he did not see any functioning by the government for another month or so as now the Akali ministers and the bureaucracy will get busy in the Moga byelection, hence leaving everything blank. He disclosed that people who visit the secretariat for different purposes have to return disappointed as they cannot find anyone sitting in the office.
“While most of the ministers and officers are out in Delhi, those left back are not bothered to visit the offices”, he said, while suggesting that the Punjab government should have declared official holiday in the Civil Secretariat as at least people will not get harassed.
Khanna appealed the government to realise its responsibility towards people so that they have not to suffer. “Your job does not end in contesting or winning the elections only, you owe it to the people and you must be sensitive towards their needs also”, he told the government.

PARTICIPATION OF UPA MINISTERS AND AMARINDER IN THE DSGMC POLL CAMPAIGN HAS EXPOSED THE PSEUDO- SECULARISM OF THE CONGRESS PARTY : SAD

            Chandigarh, January 23 : The Shiromani Akali Dal asserted that the participation of the Punjab Congress President Capt. Amarinder Singh and Union minister of state for External Affairs Ms Preneet kaur in the election campaigning of Sarna brothers in DSGMC elections has exposed the so called secularism of the Congress party. It has also exposed the the unholy alliance between the Congress party and Sarna brothers. The SAD asked the newly elected Congress Vice President Mr. Rahul Gandhi to come clean on this dubious policy of the Congress party.
            In a statement released from the party head office here today, the party Secretary and Spokesman Dr. Daljit Singh Cheema said that sensing imminent defeat  Capt. Amarinder Singh is rushing to Delhi to save the sinking ship of Sarna brothers in the DSGMC elections but whatever efforts he makes is not going to make any difference in the election scenario of DSGMC elections. But this decision of the Punjab Congress party has definitely proved that Parmjit Singh Sarna and Harvinder Singh Sarna were working against the sikh community as per the directions and wishes of the Congress leaders. This  participation is also an ample proof that Sarna brothers are hand in glove with the same Congress party which is directly responsible for massacre of thousands of innocent sikhs in 1984 in Delhi and other parts of the country.
            Dr. Cheema further said that although the rank and file of Delhi Pradesh Congress Committee are already openly conavassing for the candidates put up by the Sarna duo but the participation of  minister of state for external affairs of the UPA government in the election campaign has put the seal of approval of the official stand of the UPA government as well of the Congress party. In the given situation now the fight is between the Panthic forces and  the Congress party.
            Questioning the silence of the newly elected Vice President of the Congress party Mr. Rahul Gandhi on decision of Capt. Amarinder Singh, the SAD leader asked him to clarify his stand on so called secular credentials of the Congress party as leaders of his own party were now openly interfering in the internal matters of the sikh community and canvassing for them. He said that it was well known to everybody that Congress has dual face on every aspect and the present action of the Congress party has proved that.

Around 60 new Colleges in pipeline for affiliation in Punjabi University
Year 2013-14 to mark revival of Degree Colleges in Punjab

Around 60 new colleges are in pipeline for the affiliation with Punjabi University for the session 2013-14. There is four fold increase in the number of colleges than the last year.
This was said by Dr Jamshid Ali Khan, Dean, College Development Council, Punjabi Universiy, Patiala while addressing the media in National Seminar on “Drug Abuse among Adolescents-Issues & Challenges” organized by Aryans Group of Colleges, Chandigarh. The event was presided over by Dr. Anshu Kataria, Chairman, Aryans Group of Colleges.
Dr Khan further added that out of those 60 applications, more than half colleges have requested to start B.Ed course, while others are for Management, Degree, Agriculture, Physical Education Colleges etc. Khan added that in next 10 days the Letter of Intent (LOI) will be issued to the eligible applicants after proper verification of documents. Afterwards, in next 15 days affiliations would be given only to those colleges who fulfill all requirements of physical infrastructure, faculty, machinery and equipment, furniture and fixtures etc.
Answering the questions of reporters, Dr Khan welcomed the step of National Council for Technical Education (NCTE) of removing the 3 year old ban on permitting new B.Ed colleges in Punjab. But at the same time he insisted that NCTE should do proper survey of demand and supply before permitting any college.
Dr Khan also mentioned that from 2013-14, Punjabi university has added new concept of ‘single faculty college’. Under this land requirement has been reduced to 1.6 acre from 5 acre. But for Degree College land requirement would remain to 5 acre only. Under ‘single faculty college’ Courses under one faculty can be started.
Dr Khan added that now the Punjabi University would be very particular before giving affiliation. The focus would be on qualitative expansion not on quantitative expansion.

Punjab Congress hails Rahul Gandhi’s elevation

CHANDIGARH, January 20: Punjab Congress today hailed the elevation of Rahul Gandhi as the Vice President of the All India Congress Committee saying it will imbibe new vigour in the party.

In a statement Punjab Congress general secretary and Dhuri MLA Arvind Khanna while hailing Rahul Gandhi’s appointment as the vice president of the party said, the much-awaited elevation has sent the party workers and leaders into jubilation all across the country.
Khanna maintained that everybody in the Congress was looking forward to Rahul Gandhi to lead the 2014 General Elections as he had emerged as an ideal and icon for the youth of the country. He said, Rahul Gandhi had really worked hard for the party and made it more representative.
The Dhuri MLA said, under the Congress President Ms Sonia Gandhi’s guidance Rahul Gandhi was certain to lead the party to a landslide victory in the next General Elections. Capt Amarinder warns against spread of Naxalism

CHANDIGARH, January 20: Punjab Pradesh Congress Committee President Capt Amarinder Singh has warned against spread of Maoism in the country including Punjab, saying it was gradually covering more and more areas. He called for introducing genetic engineering in the agriculture sector to increase the yield which will help in improving the lot of the farm sector.
In his presentation at the Chintan Shiver at Jaipur, Capt Amarinder referred to the party document which foresaw Maoism-Naxalism as a major challenge. He said, while earlier only about 150 districts were said to be affected by the ultra-left extremism across the country, now the number of districts had touched about 350.
He revealed that in a state like Punjab which was doing relatively better than others, all the 22 districts had reported the activities of Naxal groups. He said, seven years ago when he was the Chief Minister of the state only two districts in Punjab had the Naxal presence.
The former Chief Minister called for innovation in the agriculture saying the farmers needed to be provided adequate minimum support price for their produce proportionate to the input costs. Since the government was finding it difficult, introducing genetic engineering and genetically modified crops was the only option to increase the yield to improve the economy and prevent the ultra-left extremist groups exploiting people’s plight.
Capt Amarinder said, some big multinational pesticide companies and other vested interests will definitely oppose it under some disguise as they will find their commercial interests threatened, but the government must not bow to them. “There is no dearth of Kejriwals who get used by these companies, willingly or unwittingly”, he said, while adding, this opposition needs to be overcome as it was the high time for introducing genetic engineering in the agriculture sector in the country.
Narrating his own experience, he said, when he was the Chief Minister of Punjab he ensured to introduce BT cotton amidst strong opposition from the vested interests. Not only did the crop need far less pesticide sprays, but the yield also increased and farmers’ income increased manifold. He said, similar measures were needed to be adopted all over India to address the issue of the depleting income of the farmers which will improve the rural and agrarian economy and can prove to be an antidote against the Naxal and Maoist movements in the country.

The Shiromani Akali Dal today releases its election manifesto for Delhi Sikh Gurdwara Parbandhak Committee (DSGPC) elections promising clean and transparent management, judicial commission for Sikh shrines, Guru Tegh Bahadur University for higher professional education, free education for girls and books to boys securing more than 75 percent marks in metric and Shagun Scheme worth rupees 51 thousands for the girl child of DSGPC employees.
Shiromani Akali Dal President Mr. Sukhbir Singh Badal accompanied by party’s Delhi unit President Mr. Manjit Singh GK and other senior party leaders released this 24-page Punjabi booklet. Mr. Badal said that Shiromani Akali Dal always keeps its promises and that is why people of Punjab re-elected them consecutively.
Mr. Badal said that party in its election manifesto paid special emphasis on next generation promising establishment of Guru Angad Dev Sports Institute to promote sports among Sikh youngsters, 5 free academies for Sikh students to make them competitive for higher medical and engineering courses, competitive exams like IAS, IPS, IRS etc, placement cell for smooth employment of unemployed Sikh youth. To raise the standard of education in DSGPC run public schools Shiromani Akali Dal promised to replace private publisher’s text books by NCERT books. Party also promised to provide 50 percent concession in fee for one member where two or more members from same family are studying in these schools.
Committing to meet the various challenges being faced by the Sikhs, party promised to set up Educational Council to raise the level of education, Medical Council for health sector, Financial Council for finance sector and Legal Council to help victims of 1984 holocaust, Sikhs uprooted from Afghanistan or Pakistan and other such cases.
Aiming at promotion of Sikh religion and culture, manifesto promised to establish ‘Sikh Heritage Centre’ and multi media museum in Delhi, start free buss service to visit all the historic Gurdwaras in Delhi, Committee would spend a major part of budget on religious promotion and Amrit Sanchar lehar, scholarship program for Amritdhari students and conducting competitions in Dastarbandi, Gurbani reciting and Gurbani translation etc. Party promised that it will ensure the celebrations of Gurpurbs and other historic days as per Nanakshahi calender.
Mr. Badal promised that if elected to DSGPC party would give due focus on social welfare and medical facilities. He said that party would cancel the unlawful agreement made by last committee with a private group and would establish a Medical Council under DSGPC to establish a world class hospital and medical college at Gurdwara Bala sahib. Party would reinstate the grants from Singh Sabhas and other Sikh organizations to various dispensaries and libraries in the different parts of Delhi which was banned by present committee. He promised to issue Senior Sikh Citizen Card to all the Sikhs above the age of 60 years to provide them free or concessional health services, shopping and entertainment facilities besides establishing Senior Citizen Homes equipped with latest facilities.
Lashing at Sarna brothers for damaging the image of Delhi Sikh institutions in connivance with the Congress, Mr. Badal promised to review dubious contracts. He reiterated the Shiromani Akali Dal’s commitment to start the on-line audit of all DSGPC Gurdwara receipts and expenditures, getting all works done through Kar Sewa and transparency in all recruitments. He said that Sarnas being close to Congress leaders had always conspired and acted against the 1984 Sikh victims, witnesses and their lawyers on the directions of the Congress party as most of the accused were senior leaders of the party, including Sajjan Kumar and Jagdish Tytler. He said that Sikhs from Delhi were considering this election as a golden opportunity to teach Sarnas a lesson by ensuring their historic defeat.

PULSE POLIO DAY ON SUNDAY; ABOVE 37 LAKH CHILDREN TO BE IMMUNIZED:- HEALTH MINISTER

Chandigarh, 19th January:

37,33,972 children in the age group of 0-5 years will be administered pulse polio drops during the campaign beginning 20th January, Sunday, wherein 14936 booths have been established at different places across the state. This was stated here today by Sh Madan Mohan Mittal, Health & Family Welfare Minister Punjab. He informed that 29872 teams have been formed to conduct house to house visits on Monday & Tuesday, to immunize those children that could not be covered on Sunday (booth day). Besides this 2987 supervisors have been deputed to supervise these teams. All senior officers of Health Department would personally supervise the Pulse Polio campaign in the field areas. Health Minister made appeal to the people to get their children of up to 5 years age administered the Polio vaccine, and also urged the religious leaders, political leaders, self help groups and NGO’s to come forward and extend full support to the campaign and make it successful.

EDUCATION DEPARTMENT DISMISSES
16 CONVICTED EMPLOYEES

Chandigarh, January 17:
                  
The Punjab Government today dismissed the services of 16 convicted employees including one district education officer with immediate effect.
                   Disclosing this here today, Director General School Education Mr. Kahan Singh Pannu, IAS, informed that despite being convicted by various courts these employees were serving in the department. He said that the list of dismissed employees included; Parmod Kumar (DEO), Dinesh Didwal (Science Master), Amrik Singh (PTI), Jarnail Singh (Drawing Teacher) Resham Singh (Computer Teacher),  Pritam Singh (Art and Craft Teacher), Jagdev Singh (SS Master), Gurminder Singh (Science Master), Baldev Singh (Art and Craft Teacher), Raghvir Singh (PTI), Rachhpal Singh (PTI), Balwinder Singh (SLA), Baldev Singh (Math Master), Shiv Shakha Singh (SLA) and Satish Kuman (Peon).
                   Mr. Pannu further informed that education department has also initiated the process to take such action against seven other employees.

MOGA BY-ELECTION-EC ISSUES INSTRUCTIONS TO CURB THE USE OF GOVERNMENT MACHINERY

CHANDIGARH, JANUARY17:   
 The Election Commission of India today issued guidelines to curb the misuse of official vehicles during elections and tours of ministers during the Model Code of Conduct for the ensuing Moga by-election.

A spokesman of the Office of the Chief Electoral Officer Punjab said that the ministers should not combine their official visit with electioneering work and should also not make use of their official machinery and personnel during the elections. Government transport including official air-crafts, vehicles, machinery and personnel shall not be used for furtherance of the interest of the Party in Power. Public places such as maidans etc for holding election meetings and use of helipads for air-flights in connection with elections shall not be monopolized by the party in power. Other parties and candidates shall be allowed to use such places and facilities on the same terms and conditions on which they are used by the party in power.
He further said that these instructions shall come into effect from the date of announcement of elections till the completion of elections. He said that the commission directs that there shall be a total and absolute ban on the use of official vehicle for campaigning, electioneering or election related travel during election. There shall be total prohibition on the use of any vehicle such as helicopters, aircrafts, cars; jeeps belonging to the state government or any other body in which public funds however portion of the total are invested for any purpose connected with the election by any political party, candidate or any other person connected with the election. He said the use of such vehicles belonging to any of these authorities by anyone including ministers of the state government even on payment or on tours connected with elections but with the alleged and bogusly certified purpose of election work in their election capacity as ministers is totally prohibited.

GoI CLEARED THE 707 KM RURAL ROADS

RAMESH ASSURES CM TO CLEAR 385 KMS THROUGH ROUTE BY
 FEBRUARY END
 NEW DELHI JANUARY 16:

Punjab Chief Minister Mr. Parkash Singh Badal today called on Union Rural Development Minister Mr. Jairam Ramesh and urged him to ensure the speedy completion of all the formalities related to the construction of rural link roads under the Pradhan Mantri Gramin Sadak Yojna (PMGSY) Phase-XI for Punjab.

The Chief Minister met Mr. Ramesh in his office at Shastri Bhawan this morning and demanded Rs.31 crore to be released under Phase IV of Integrated Watershed Management Program for Kandi Development expeditiously besides Rs.91 crore as balance under the NAREGA budget.
With a view to ensuring smooth movement of heavy vehicular traffic on link roads across the state, Mr. Badal impressed upon the Union Minister, Mr. Badal impressed upon Mr. Ramesh to sanction 385 KMs through routes with 5.5 meters width besides 707 KMs link roads with the width of 3.75 meters.
Conceding the demand of the Chief Minister, Mr. Ramesh approved the proposal of 707 KMs link roads and also assured to clear the pending case of 385 KMs through routes within one-and-a-half month.
The Chief Minister was accompanied by Secretary PWD (B&R) Mr. PS Aujla, Special Principal Secretary to Chief Minister Mr. KJS Cheema, Resident Commissioner New Delhi Mr. K.Shiva Prasad and Chief Engineer PWD Mr. Yogesh Gupta.

Transport Department directs the owners to get reflectors fixed on vehicles

Chandigarh, January 16
                    While giving strict warning to take action against the owners of vehicles without reflectors, Transport Department has issued fresh guidelines to the general public to get reflectors fixed on their vehicles.
                   A spokesman of Transport Department said here today that according to the directions of the Transport Minister Punjab, Mr. Ajit Singh Kohar, during the ‘Road Safety Week’ recently, reflectors have been installed on the vehicles throughout the state but it has come to the notice that many vehicles were still without reflectors. He urged the owners to ensure the proper fixing of reflectors on the vehicles at the earliest or face stringent action against them under Central Motor Vehicles Act 1989.
                   He further reiterated that in order to reduce the road side accidents because of inadequate safety measures taken by the owners of the vehicles, fixing of the reflectors was made mandatory on the vehicles of different categories under the sub rule (1), (3), (4), (5), rule 104-A, 104-B, 104-C of rule 104 of Central Motor Vehicles Rule 1989.
