NRI Surinder Arora, hotelier and landowner, has submitted a rival proposal for Heathrow Airport expansion, offering a cost-effective alternative to the airport operator’s £49 billion plan.

Dubbed “Heathrow West,” Arora’s plan outlines a 2,800-meter third runway and a new Terminal 6, designed to be operational by 2035, with terminals phased in by 2036 and 2040. Crucially, the proposal avoids rerouting the M25 motorway, reducing construction complexity and cost. The total estimated cost: £25 billion.

In contrast, Heathrow Airport’s existing masterplan includes a full-length 3,500-meter runway, extensive infrastructure changes including an M25 tunnel, and new terminal expansions—carrying an estimated £49–50 billion price tag.

Government sources confirm that Transport Secretary Heidi Alexander and Chancellor Rachel Reeves will review both proposals against the Airports National Policy Statement. Approval decisions are expected later this year.

Arora, in partnership with Bechtel, emphasized that his plan delivers significant runway capacity improvements without the delays, disruption, or environmental trade-offs associated with moving a major motorway. He positioned Heathrow West as a more efficient and passenger-friendly alternative, appealing to airlines like British Airways and competitors such as easyJet, which support a shorter runway for lower costs and faster delivery
