Chandigarh, July 30-

          Punjab Chief Minister Mr. Parkash Singh Badal today gave nod for allotting two acres land for setting up Defence Services Officers Institute (DSOI) at SAS Nagar (Mohali).

A decision to this effect was taken by the Chief Minister during a meeting with the General Officer Commanding (GOC) Western Command Lieutenant General Phillip Compose, who called on the former at his residence this morning.

Taking part in deliberations, the Chief Minister, while underlining the significance of such institutes, said that it would go a long way in ensuring the welfare of the retired and serving Army officers. He also directed the officers of the state government to find suitable chunk of land in the Mohali, which could be given to the Army on lease for setting up this institute. "The state government is fully committed for the well being of the Defence personnel, who render outstanding services to our motherland" added Mr. Badal.  

During the meeting, the Chief Minister also impressed upon Lieutenant General Compose to expedite the process of setting upService Selection Center (North) at Ropar. Mr. Badal said that the state government has already allotted 200 acres of its prime land at Ropar for setting up this ambitious center. Underscoring the need for setting up this center at the earliest, he said that this center would further brighten the prospects of youth of the state to join the Armed forces.

Dwelling on another issue, the Chief Minister also asked Lieutenant General Compose to explore the viability of setting up skill training centers in the state as a joint venture of the state government and Army. He said that it was the need of the hour to impart technical training to the youth of the state so that they could be gainfully self-employed. Mr. Badal also evinced keen interest in mutual cooperation of Army and the state government for this noble venture.

Lauding the initiatives taken by the state government for imparting training to the youth to join the Armed forces and Para Military forces, Lieutenant General Compose said that the state-of-the art Maharaja Ranjit Singh Preparatory Academy was a unique step in this direction. Lieutenant General said that during his recent visit to Academy he had noticed the disciplined training and world class infra structure being provided to the aspirants for joining the Armed forces, which was highly appreciable. The Chief Minister apprised him that the state government would soon open a similar academy exclusively for girls to impart them coaching for the joining the Armed forces.

On the occasion the Chief Minister felicitated General Compose with a plaque.

The Chief Minister was accompanied by his Special Principal Secretaries Mr. KJS Cheema, Mr. Ajoy Sharma and Dr SK Karunaraju.

Chandigarh, July 30-

          Punjab Chief Minister Mr. Parkash Singh Badal today urged the Samajwadi Party (SP) Supremo and former Union Minister Mr. Mulayam Singh Yadav for seeking his personal intervention to duly compensate the Sikh families, who have suffered huge losses during the recent incidents of violence in Saharanpur district.

          During the telephonic conversation, the Chief Minister apprised Mr. Yadav that the Sikh brethren living in Uttar Pradesh has contributed tremendously in the development of the state in general and that of Saharanpur district in particular. He said that the UP government must ensure the security of the Sikh brethren living in the every corner of Uttar Pradesh, so that this minority does not get a feeling of alienation. Mr. Badal also assured fulsome support and cooperation to the former Chief Minister of UP to tackle this critical situation.

          The SP Supremo assured the Chief Minister that the UP government was fully committed to ensure the well being of every single person living in the state adding that every effort was being made to maintain peace and amity in the state.

          Meanwhile, a delegation of Sikhs from Saharanpur led by Mr. Gurpreet Singh Bagga called on the Chief Minister at his residence this afternoon. The delegation gave detailed information to Mr. Badal about the situation in strife torn Saharanpur district and sought his personal intervention for safeguarding the interest of Sikhs in the state. They also urged the Chief Minister to impress upon the UP government for cancellation of the false cases against the members of Sikh community in Saharanpur.

Reiterating that the clashes at Saharanpur were an unfortunate incident, the Chief Minister appealed the people especially the Sikh community to maintain peace, amity and communal harmony at all cost in this hour of crisis, as preached by our great gurus, seers and prophets. He also appealed the people to exercise restraint in these circumstances by displaying the ethos of religious tolerance, unity and brotherhood.

The Chief Minister was accompanied by his Special Principal Secretary Mr. KJS Cheema.

The other members of delegation included Baba Harmohan Singh, Mr. IP Singh and Mr. Parbhjeet Singh.

The Punjab Government today nominated the new Chairman, Vice Chairman and members of the Market Committee Mehatpur in district Jalandhar. 

Disclosing this here today a spokesperson of the Chief Minister’s Office, said that Punjab Chief Minister Mr. Parkash Singh Badal cleared the file to this effect and orders regarding the nomination of the Chairman, Vice Chairman and members would be issued shortly.

CM CONDOLES DEATH OF CHAUDHARY GURMAIL SINGH

SUKHBIR AND MAJITHIA ALSO MOURN THE PASSING AWAY OF FORMER PUNJAB MINISTER

Chandigarh, July 30-

          Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of veteran Congress leader and former Punjab Minister Chaudhary Gurmail Singh, who died after a brief illness.  

          In a condolence message, the Chief Minister described Chaudhary Gurmail Singh as a votary of the downtrodden and oppressed sections of the society. Mr Badal said that his contribution in the welfare of the underprivileged sections of society would be ever remembered by one and all.

          Expressing his heartfelt sympathies with the members of the bereaved family, the Chief Minister prayed to the Almighty to grant eternal peace to the departed soul and give strength and courage to them to bear this irreparable loss.

          Meanwhile, Deputy Chief Minister Mr. Sukhbir Singh Badal and Revenue, Information and Public Relations Minister Mr. Bikram Singh Majithia also mourned the passing away of Chaudhary Gurmail Singh.

Sukhbir Badal announces to set up traders advisory committee to form taxation policy

(Traders to be part of taxation policy formation)

(Punjab to opt for trade wise tax)

Chandigarh July 30-Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today announced that Punjab Government would set up a traders’ advisory committee for excise and taxation department to give advice on taxation policy in the state.

This was declared by Mr Badal during Sangat Darshan here at Punjab Bhawan when representatives of Punjab Pradesh Veopar Mandal visited him to pay their regards for withdrawal of VAT amendment. Mr. Badal said that in the next 2 months he will meet personally to all traders’ associations and veopar mandals to redress their issues. Adding further he said that main aim to constitute consultation committee was to ensure active participation of traders in drafting the taxation policies. He assured that all sectors of trade sans political personalities would be given due representation in the committees.

To ease the impediments in taxation, Deputy CM also advocated the implementation of “trade wise tax” in the next 6 months. He informed that the excise department has been directed to prepare the data of each trade to frame the terms and fix tax slabs for each sector in consultation with the representatives of Industrial houses.

Mr Badal also said that state government has launched “Rahat Scheme” for traders to pay lump sum taxes besides providing insurance cover to all traders. It may be mentioned here that brick kilns, ply board industry and marriage palace owners have already opted for a lump sum tax.

During this Sangat Darshan more than 1175 people across the state today met the Deputy Chief Minister to redress their grievances and issues. Mr. Badal listened to their grievances very patiently and instructed the concerned officials to resolve their problems immediately. Most people registered their grievances against police, revenue, panchayats and civil cases.

Terming the Sangat darshan program as a fruitful exercise, Mr Badal said that people were highly benefited from this move as they were able to get their pending issues resolved immediately.

A team of senior officers comprising Mr Jangveer Singh Media Advisor to Deputy CM, Mr. P.S. Aujla Principal Secretary to Deputy CM, Mr Rakesh Chandra IG Law & Order, Mr Ajay Mahajan, Mr Manvesh Singh Sidhu and Mr Rahul Tiwari (all special principal secretaries to Deputy CM) were also present on this occasion to help the people in getting done their problems solved. CHANDIGARH, JULY 30:

Mr. Benjamin Dagadu, Energy and Petroleum Deputy Minster, the Republic of Ghana today called on Mr. Adaish Partap Singh Kairon, Food & Civil Supplies and Food Processing Minister, Punjab. He sought the help from the State of Punjab to increase the quality rice production and to set up fool-proof online post-procurement operations to save the hard-earned food grains and its proper use in limited time frame. Mr. Kairon assured the visiting delegation to extend all possible help to Republic of Ghana to augment the rice production, its quality, better milling and preservation operations.

During the meeting at Punjab Bhawan, Mr. Dagadu apprised that the Republic of Ghana was earnestly required the better infrastructure and techniques available in the field of food technology sector. He urged the Punjab Government to exchange its expertise in this sector with Republic of Ghana. Mr. Kairon has assured the delegation to share its expertise with Ghana and to enable this African Country to produce quality food grains, especially rice.

Mr. Dagadu further apprised that the Republic of Ghana produce quality cocoa crop in abundance and requested the State of Punjab to share its skill and expertise in post procurement operations of cocoa.

Mr. Amardeep Singh Hari, CEO, IPMC and other senior official of the Food Department were also present in the meeting.

REPUBLIC GHANA SEEKS STRONG MUTUAL BUSINESS RELATIONS WITH PUNJAB

CHANDIGARH, JULY 30:

Republic of Ghana has sought strong mutual relations of business, trade and investment in the area of oil and gas, energy, power, agro food processing, Industry, oil refinery and co-operative farming and other related business opportunities between the State of Punjab and Republic of Ghana.

Keeping this in mind, Mr. Benjamin Dagadu, Deputy Minister, Energy and Petroleum, Ghana today held a high level meeting with the top officials of various departments of state to explore the business opportunities in various fields. He said that Ghana is famous for its natural resources like gold, diamond, cocoa, palm oils, cashew nuts, fish, rubber, cotton, pineapple and palm nuts and the Punjab could establish manufacturing units in these fields at Ghana.

He said that the Ghana is a large importer of all types of finished products and consumer goods, but import from India to Ghana was almost negligible as compared to other countries. He said that main goals of Ghana delegation visiting India and especially Punjab, is to explore the possibility of importing of products, which are better quality substitute to Chinese products. He said that any products, which can be of reasonable quality but cheaper than Chinese to assist in bringing down import bill of Ghana. He proposes that the Punjab government should set up an engineering college in Ghana.

Mr. Anirudh Tiwari, Secretary, Power, Mr. Gurkirat Kirpal Singh, Managing Director, Markfed. Mr. B.Purusartha,, Director Technical Education and Mr. Mangal Singh, Director, Agricultural Department also briefed about the investment policies of the State of Punjab.

ONE NOMINATION FILED IN PATIALA TODAY

·       NO NOMINATION IN TALWANDI SABO AS YET 

CHANDIGARH, JULY 30:

Punjab Chief Electoral Officer Mr. V.K. Singh today said that for the by-election of Patiala assembly constituency, only one nomination has been filed till July 30, 2014, while no nomination has been filed as yet for the by-election of Talwandi Sabo assembly constituency. He further said that at Patiala, Rajinder Singh Pawar has filed his nomination as an independent candidate.

He said that candidates could file their nomination papers before the concerned Sub-Divisional Magistrate (SDM)-cum-Returning Officers between 11:00 am to 3:00 pm till August 2, 2014. He said that July 31, being a martyrdom day of Shaheed Udham Singh, is holiday but not a holiday under Negotiable Instruments Act, 1881, therefore nomination papers could be filed on that day.

Mr. V.K. Singh said that Voting for the by-elections on both seats would be held on August 21, 2014, while counting would be held on August 25, 2014.

Current duty charge of Naib Tehsildar taken back from kannugo

Chandigarh, July 30

                The Punjab Government has ordered to withdraw the current duty charge of Naib Tehsildar from Mr. Atma Ram , Kannugo Ferozepur division with immediate effect.

                A spokesman of the Punjab Government said that according to the report of the Commissioner Ferozepur Division, the work of Mr. Atma Ram was not found satisfactory and implementing the recommendation of Commissioner, the Current duty charge has been withdrawn immediately.

Punjab transfers DROs and Naib Tehsildars

Chandigarh, July 30

            The Punjab government has ordered to transfer the District Revenue Officers and Naib Tehsildars with immediate effect.

            A spokesman of the Punjab Government said that DRO Daljit Singh Cheena has been posted at Amritsar whereas Tehsildar Paramjit Singh Sahota has been transferred to Fazilka. Besides that Naib Tehsildar Pal Ram has been posted as Narot Jaimal Singh, Ram Chand at Dina Nagar, Phuman Singh at Harike, Varinder Kumar at Makkhu and Jagseer Singh at SYL, Kharar.

PUNJAB HEALTH MINISTER PRESENTS PROPOSAL TO THE CENTRAL GOVERNMENT TO INCREASE PAY OF CONTRACTUAL NRHM EMPLOYEES

Chandigarh, July 30:

The Punjab Government has presented a proposal to the central government to increase pay of contractual employees working under National Rural Health Mission in the state. The Punjab Government is ready to bear the extra financial burden of its share under this project. The Punjab Health Minister Mr. Surjeet Kumar Jayani toady met Union Health Minister Mr. Harshvardhan in this regard and presented a detailed proposal to increase pay of contractual employees of NRHM.

During the meeting Mr. Jayani briefed the Union Health Minister about the low salaries of contractual employees of NHRM. He said that there is a big gap in the pay of regular and contractual employees therefore Punjab Government is sincerely working out to increase salary of contractual employees of NRHM and even given its accent to the centre that Punjab Government is ready to bear the extra financial burden of its share of increased pay of NRHM employees.  

Mr. Jayani appealed to the Union Health Minister to take up this matter urgently with the department to take a positive decision on the issue and release additional funds for this cause. He said that Union Minister has assured him that he would discuss the matter with the senior officials and come up with positive results.

Mr. Jayani also briefed the Union Health Minister about the ongoing campaign to curb drugs in the state. He said that positive results are coming out of this campaign and state government would completely curb drug addiction in the state within next 2 years.

Health Minister Jayani said that Punjab Government is setting up rehabilitation centre in all 22 districts for the treated drug addicts. He said that till date 3.68 lac persons have visited for checkup in OPD’s and 1.62 lac have visited Drug De-Addiction Camps. He said that 16 thousand drug addicts have been treated in the state. Mr. Jayani said that Union Health Minister has also assured him full support from the centre to curb drugs in Punjab.

Sukhbir Singh Badal orders withdrawal of amendment for availing input tax credit

Chandigarh July 29 – Punjab Deputy Chief Minister Mr Sukhbir Singh Badal today ordered withdrawal of the amendment made in the first proviso to section 13 (1) of the Punjab VAT Act, 2005 for availing input tax credit and asked the Excise and Taxation department to draft an ordinance in this regard and present it for approval in the next meeting of the State cabinet.

Disclosing this, an official spokesman to the Deputy CM office said traders associations had met the Deputy Chief Minister recently and apprised him of some suggestions into the said VAT act to check evasion of input tax credit (ITC). Keeping this in view Mr Badal, who is also heading Excise and Taxation portfolio, has asked the department to extend the date of filing returns till August 20and provide option to the traders to file their returns as per previous practice. "To redress the grievances of traders community State government will amend the clause 13 (1) of Punjab VAT Act by an ordinance," he added.

It is mentioned here that ITC is a concession granted by the State Government against the output tax liability on the sale or purchase of goods within the State jurisdiction. During October 2013, the State cabinet had given nod to amend section 13 (1) of Punjab VAT Act and this amended proviso was also passed by the Punjab Assembly in this budget session. The new amendment enshrines that ITC would not be available unless such goods were sold or used in the manufacturing or processing of goods meant for sale in the state.

The fundamental idea to amend VAT act was to control the evasion of taxes that was skipping out of net due to bogus billings. The excise department has 2,49,421 registered traders out of which only 1,063 traders paid more than Rs. 1 crore tax per annum that becomes 85% of the total VAT collection of Punjab. During the last fiscal 72,370 traders deposited tax less than Rs 1 lakh per annum and 1,44,758 registered dealers have not paid any tax to the state.

Centre adopts Punjab’s reforms in abolition of affidavits

 (Eliminating affidavits saves Rs. 600 crore annually)

 

Chandigarh July 29 -Taking cue from administrative reforms brought in by Deputy Chief Minister Punjab Mr Sukhbir Singh Badal in abolition of affidavits, the union government has asked the states to do away with the necessity of affidavits for government related work and promote self-attestation of documents which would come as a major relief to the citizens.

Disclosing this a spokesman of the Punjab government said that to bridge the gap between citizen and government by removing the post-colonial practices and save citizens from unnecessary litigation, Mr Badal in implementing radical reforms has abolished seeking affidavits in all cases except where there was statutory requirement.

On the recommendations of Punjab Governance Reforms Commission (PGRC), the state government has done away with all affidavits for 89 services that were “local inventions” and asked from citizens. Instead of seeking affidavits, three specimens of self-declaration were furnished for getting services from government departments, local bodies, autonomous institutions, he added.

He further informed that this sweeping reform has resulted in annual saving of Rs. 600 crore including monitoring cost of getting the affidavit, its attestation and loss of productivity and wages. This initiative has been short-listed for the Prime Minister’s awards for the excellence in public administration for the year 2012-2014.

It may be mentioned here that the reform to abolish affidavits in Punjab was recommended by PGRC that was constituted by state government for implementation of administrative reforms and provisioning of e-governance to the citizens. He further informed that PGRC has submitted 8 reports containing 615 recommendations for 18 departments related to government process reengineering and governance reforms which were under implementation process.

Chandigarh, July 28: 

          A high level delegation of Shiromani Akali Dal today called on Uttar Pradesh Chief Minister Mr. Akhilesh Yadav to take current stock of circumstances at Saharanpur.

Extending felicitations to Muslim community on the eve of pious Id-Ul-Fitr, the delegation led by SAD Secretary General and Rajya Sabha MP Mr. Sukhdev Singh Dhindsa accompanied by Speaker Punjab Vidhan Sabha Mr. Charanjit Singh Atwal, Senior SAD leader Mr. Balwant Singh Ramoowalia met Mr. Akhilesh Yadav at Lucknow to assess the current law and order situation. The UP Cabinet Minister Mr. Rajendera Chadaury, Principal Secretary/Chief Minister, Home Secretary and DGP were also present in the meeting.  

In a statement issued here S. Dhindsa said Punjab Chief Minister S. Parkash Singh Badal and SAD President S. Sukhbir Singh Badal had decided to send a three member delegation of SAD leaders to Uttar Pradesh during recent core committee meeting at Amritsar. S. Dhindsa said the sole agenda of delegation’s visit to Uttar Pradesh was to ensure protection of interests of Sikhs in UP besides extending an appeal to community for maintaining peace and communal harmony.

The delegation also put forth a demand before CM Akhilesh Yadav to provide adequate compensations to Sikhs, who become victim of Saharanpur violence. S. Dhindsa said it was also demanded that the construction of Gurudwara should be allowed as per the norms under the ambit of law.

S. Dhindsa said UP CM sharing his sympathy with the both groups expressed the incident very unfortunate and appealed the both sides to maintain peace, communal harmony and brotherhood. SAD Secretary General said that Mr. Yadav expressed deep concern over Saharanpur violence and said these clashes have no place in our society and it must be ended.  Mr. Yadav also conveyed that both groups should remain calm and refrain from communal hate.

SAD Secretary General also said Yadav apprised the delegation that the law and order situation at Saharanpur was fully under control. He said that state would ensure and protect the interests and rights of both groups. He said Yadav also assured that the state would announce compensation to Sikhs, who had been made victims of violence.


NO NOMINATION FILED FOR BY-ELECTIONS TILL TODAY

 

CHANDIGARH, JULY 28:

Punjab Chief Electoral Officer Mr. V.K. Singh today said that no candidate has filed nomination papers today in Talwandi Sabo and Patiala assembly constituencies, where the by-election is scheduled on August 21, 2014.

He further said that candidates could file their nomination papers before the concerned Sub-Divisional Magistrate (SDM)-cum-Returning Officers between 11:00 am to 3:00 pm till August 2, 2014. He said that on July 29, 2014, being Idu’l Fitr, is holiday under the Negotiable Instruments Act, 1881, so nomination papers would not be filed on that day.

VIGILANCE NABS DRIVER OF AETC ACCEPTING RS.20,000 AS BRIBE

CHANDIGARH, JULY 28:

Vigilance Bureau (VB), Punjab today nabbed a private driver of Assistant Excise and Taxation Commissioner (Mobile Wing), Patiala, red-handed, while accepting bribe money Rs.20,000.

Disclosing this here today, an official spokesperson of the VB said that Mr. Sukhdev Singh of Village-Tranjikhera (Khadiali) of Tehsil Sunam (Sangrur) complained that Richhipal alias Jaspal Singh, working as private driver of Assistant Excise and Taxation Commissioner (Mobile Wing), Patiala, was demanding Rs.20,000 as bribe besides government fee for plying his loaded trucks, failing which, he threatened to stop the movement of his trucks.

Acting on the tip-off, a trap was laid by the team of Vigilance Bureau Unit, Patiala led by DSP K.D. Sharma and accused Richhipal Singh alias Jaspal Singh was arrested red-handed, while accepting bribe of Rs. 20,000 on behalf of Assistant Excise and Taxation Commissioner (Mobile Wing), Patiala.

A case under section 8 of Prevention of Corruption Act, 1988 has been registered against the driver in Vigilance Police Station, Patiala Range.

JASPAL KAUR GIVEN ADDITIONAL CHARGE OF CHIEF INFORMATION COMMISSIONER

CHANDIGARH, JULY 28:

The Punjab Government has given additional charge of Chief Information Commissioner to Mrs. Jaspal Kaur, State information Commissioner till further orders. Disclosing this here, an official spokesperson of the state government said that she would not be given any financial benefits for this duty.

Sukhbir Singh Badal to hold Sangat Darshan on Wednesday

Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal would hold “Sangat Darshan” on July 30, Wednesday at Punjab Bhawan, Sector-3 Chandigarh, from 11 am onwards.

A spokesman of the Deputy CM office today said that the Deputy Chief Minister has already directed the state officials to remain present during “Sangat Darshan” for on the spot redressal of grievances.

Punjab woos Investors during CII Invest North

 

·         Investment Projects worth Rs 4,000 Crores discussed during B2G meetings

 

Chandigarh/New Delhi, July 28

The Punjab showcased the physical infrastructure, education, peaceful and stable political regime Session on “Advantage Punjab” during CII Invest North 2014 organised  by Confederation of Indian Industry (CII) at New Delhi where over 15 B2G meetings with investment potential of Rs 4,000 Crores in sectors like IT, Housing, Auto, Infrastructure, Renewable Energy, Food Processing, Life Sciences, etc were discussed between the top officials of the Punjab Government with industrial giants. Over 250 investors, government representatives and diplomats attended the session.

            While addressing the CII Invest North 2014, Mr. Karan Avtar Singh, Principal Secretary, Investment Promotion said that Punjab Government has initiated the Progressive Punjab Campaign that has led to fructification of 8 mega investment projects in the state with investments from Reliance, Airtel, ITC, Infosys and Cargill. 

Mr Anirudh Tewari, CEO, Punjab Bureau of Investment Promotion shared that Ludhiana, the commercial hub of Punjab, has been ranked as the best place for doing business in the country as per the World Bank’s Ease of Doing Business Reports 2009 and 2013 which include parameters like starting a business, getting approvals and conducive environment for labour. Further, RBI has ranked Punjab as third most attractive destination for doing business in 2012-13, he highlighted.

            Citing the reasons for attracting investments in the state, he shared factors like easiest place to do business, robust infrastructure, and abundant availability of skilled manpower, responsive and accountable government that makes Punjab an ideal investment destination. He also shared information about the upcoming projects like IT City in Mohali, Medicity in New Chandigarh, Mohali Biotech Park, etc.

            Highlighting the landmark reforms on ease of doing business, he informed that Punjab Bureau of Investment Promotion is the one stop destination for all clearances related to doing business with adequate powers to grant clearances and a dedicated relationship manager. Out of 87 applications received since inception, 72 have been granted provisional site suitability clearance.

Mr Sanjeev Pahwa, Chairman, CII Punjab State Council & Managing Director, Ralson India Ltdhighlighted the advantages that Punjab offers to the prospective investor. He shared that sectors like textile, light engineering, food processing and off late the sunrise sectors like IT, Electronics, Bio Sciences, Infrastructure and Petrochemical offer significant scope for investors in the state.

Sharing his experience on doing business in the state, Mr Kamal Oswal, Vice Chairman & Managing Director, Nahar Industrial Enterprises Ltd, said that nearly 70 percent of production of their group is based in Punjab. He shared that the government has been very supportive and has been a facilitator rather than a regulator providing stable policy, peaceful industrial environment with no labour unrest.

Mr Pankaj Mahajan, Director- Corporate affairs, Cargill India Ltd and Mr Harish Chavan, Vice Chairman, CII Punjab State Council & Chief Operating Officer, Mahindra & Mahindra Limited (FES)expressed hope that the deliberations and B2G meetings would translate in to more investments in the state.

PUNJAB ASKS DEPARTMENTS TO SUBMIT PROGRESS REPORTS IMMEDIATELY

Chandigarh, July 28:

The Punjab government has asked all departments to submit the progress reports of the respective departments for the month of June immediately.

          A spokesman of the Punjab government said that a decision had been taken in the meeting held under the Chairmanship of the Chief Minister that all departments would have to submit their monthly progress reports before the Chief Minister and Chief Secretary of the State, but reports of the June month have not been received yet.

         Department of general administration has asked all departments to submit their progress reports of June month within three days so that Chief Minister and Chief Secretary could review the reports.

CS FOCUSES ON PREVENTIVE VIGILANCE

 Chandigarh, July 28: Punjab Chief Secretary Mr. Sarvesh Kaushal today underlined the need for strengthening preventive vigilance and surveillance to check delays, which is normally the breeding ground of corruption at cutting edge level.

          Presiding over the first ever meeting of Chief Vigilance Officers of all the departments here today, the Chief Secretary said that it was imperative for CVOs to have a re look at procedures and practices that provide scope for harassment to citizens and suggest suitable steps to minimise delays at various levels.

            Emphasizing on fast track disposal of all enquiries, the Chief Secretary said that CVO was duty bound to ensure that charge sheets are drafted properly and issued expeditiously; and that there is no delay in appointing inquiry officers. He said that proper procedure has to be followed in disciplinary proceedings.

            Expressing concern over delay in service delivery as against the deadlines imposed by Right to Service Act, the Chief Secretary said that CVO was duty bound to ensure that citizens are provided all services in the timeframe without any illegal intermediary.  He said that all the 129 services covered under Right to Service Act relating to civil administration and 20 by Police Saanjh Kendras have to be provided to the citizens in time bound manner. He said that to make the Public services time bound we would have to focus on back end computerization. Till then, CVOs will have to monitor disposal of references manually by the back-end manpower.

          Underlining the need for responsive and sensitized administration at the grass root level, the Chief Secretary said that benefits due to the various sections of employees should automatically be initiated by the concerned section rather than waiting for employees to apply for those. He said that employees should not be expected to apply for seeking benefits for 4-9-14, annual increment, seniority finalisation, promotions, retirement dues  etc. and concerned section was duty bound to initiate such cases timely well in advance. 

Emphasizing the need for ensuring punctuality, the Chief Secretary said that CVOs were also duty bound to ensure the punctuality of employees in attending their offices. The failure of CVOs to ensure regularity and punctuality in offices will be seriously viewed by the government.

The Chief Secretary said that it was imperative for CVOs to strengthen internal departmental vigilance network and ensure timely delivery of public services. The CS emphasised that the honest and hard-working employees must be given outstanding reports and appreciation letters, but at the same time, they should also make a list of officers with doubtful integrity and keep a watch on their conduct.  He said that the process of compulsorily retiring such officers on periodic review of their services after completion of 15, 20, 25, 30 and 35 years of their services has to be meticulously followed by every department.

Chandigarh, July 28-

In a bid to treat drug addicts through proper counseling as a part of state government's campaign to eliminate drug addiction from the state, the Punjab Chief Minister Mr. Parkash Singh Badal has directed the senior officers of the Health & Family Welfare Department to conduct interviews of Psychiatrist doctors at New Delhi on August 2, to avail their expertise and experience for the rehabilitation of drug addicts in the mainstream of life.

Disclosing this here today a spokesperson of the Chief Minister's Office said that the state government has already established a network of drug de-addiction centers to detoxify the drug addicts adding that currently, as many as 21 drug de-addiction centers were operational in the state to carry out the crusade initiated by the state government against drugs. The fresh selection of Psychiatrist doctors was being done to fill the shortage and to provide better medical services in these centers, added the spokesperson.

The spokesperson further said that state government had recently conducted a walk-in-interview on June 28 during which four Psychiatrist doctors were selected by the Health and Family Welfare department. As the Health department already had 32 Psychiatrist doctors so now the strength of these Doctors has risen to 36. In addition, the state government has also given nod for recruiting 16 more Psychiatrists on regular basis.

Reiterating the state government's firm commitment to fight against the menace of drug abuse, the spokesperson said that the Chief Minister was himself monitoring the state wide campaign launched on a war footing to eliminate this menace. Likewise, the spokesperson further said that on the personal initiative of the Chief Minister, the state government had planned to construct 22 Rehabilitation Centers, one in every district across the state, side by side the existing network of de-addiction centers. In these Rehabilitation Centers, the addicts would be provided post detoxification treatment through expert Psychiatrists and Counselors so that these former drug addicts could lead their normal life and join society back in a dignified manner.

 Sukhbir Badal felicitates the winners of Commonwealth games

(State government to honour all winners from Punjab)

 Chandigarh July 28: Punjab Deputy Chief Minister Mr Sukhbir Singh Badal today complemented the sports persons of India for their spectacular performance in the ongoing Commonwealth games at Glasgow and wished all success for the Indian contingent.

            In a statement issued here today Mr. Badal said that out of the total 22 sports persons winning the medals as many as 4 players belonged to Punjab. He said that it was the initiative of the state government to promote sports in the state and encourage the sports persons to perform better in the sports events that has brought results.

            Congratulating Abhinav Bindra, for winning gold medal in mens’ shooting, ASI Navjot Chana for silver in mens’ judo, 16 year old Malaika Goel silver medal in womens’ shooting and Head Constable Rajwinder Kaur for bronze medal in womens’ judo, Mr. Badal said that they have brought laurels to the state at international level. Bindra has already been honored by the Punjab government for his magnificent performance in Beijing Olympics in 2008.

            Deputy CM also announced that all the winners of Punjab would be honored by the state government on their return to India. Adding further he said that Punjab was the only state in the country that presents highest ever cash awards to the sports persons who have made their mark in International competitions. He said that as per the policy laid down by the state government, a cash prize of Rs. 16 Lakh would be given to the gold medalists and Rs. 11 lakh and Rs. 6 lakhs would be given to the silver and bronze medal winners respectively.

 Chandigarh July 28:  Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today greeted the Punjabis on the eve of auspicious occasion of Eid-ul-Fitr, which will be celebrated on Tuesday and prayed for the peace and prosperity in the State.

            In his message, Mr. Badal said that Eid-ul-Fitr marks the end of the period of fasting during the pious month of Ramzan. The festival commemorates brotherhood, amity and the spirit of sharing. It reflects the true spirit of our composite   culture. He called upon people to celebrate the festival rising above their religious affiliations.

            "May the festival strengthen our resolve to promote tolerance and peace and live in harmony," Mr. Badal added.

NATIONAL HUMAN RIGHTS TO HOLD PUBLIC HEARING ON THE PROBLEMS AND GRIEVANCES OF SCHEDULED CASTES IN CHANDIGARH ON 29TH OCTOBER

Chandigarh, July 28: A Public hearing on the problems and grievances of scheduled castes of the states of Punjab, Haryana and Union teritory Chandigarh shall be held at Chandigarh on 29th October, 2014. Disclosing this here today Official spokesperson of the Punjab Government sad that those belonging to scheduled castes who have a complaint of atrocity committed by the public servant in the prevention of atrocity may send their complaints to Registrar, National human Rights Commission, Manav Adhikar Bhawan, Block-C, GPO Complex, INA, New Delhi. He said that the complaints should be sent by registered or speed post.

Spokesperson said that complaints should reach the Commission by 31st July 2014. He further said that such complaints as deemed fit for enquiry shall be taken up at the public hearings. The parties shall be informed in due course about the date and venue of the public hearing.

MAJITHIA GREETS PEOPLE ON THE EVE OF EID-UL-FITR

Mr. Bikram Singh Majithia, Revenue & Public Relations Minister, Punjab today greeted the people on the eve of holy festival Eid-ul-Fitr. 

In a message, Mr. Majithia said that the festival marks the culmination of the period of fasting during the holy month of Ramadan, which is a month of blessings and forgiveness. He said that this festival also signifies fraternity and brotherhood and inspires all to work towards building a peaceful and prosperous society.

He exhorted the people to celebrate the festival collectively by rising above petty considerations of caste, colour, creed and religion.

DIRECTIONS ISSUED TO GIVE DUE RESPECT TO MLAs

CHANDIGARH, JULY 28:

            The Punjab Government today issued directions to all heads of departments, commissioners of divisions, Deputy Commissioners of the districts to give due respect and honour to MLAs and Ministers visiting the districts for various functions and meetings.

 

            The General Administration Department in communique said that Privilege Committee of Punjab Vidhan Sabha has brought to the notice of state government that MLAs have complained that whenever they go to any government office they are not given due respect and regard by the government officers despite repeated instructions. The committee has said that any officer not giving due regard to MLAs would guilty of  breach of privilege of Punjab Vidhan Sabha.

Schedule for RIMC Entrance Test announced

Chandigarh, July 27:

The entrance examination for admission to the Rashtriya Indian Military College ( RIMC ), Dehradun for July, 2015 term would be conducted here at Lala Lajpat Rai Bhawan (Sector-15) on 1st(Monday)& 2nd (Tuesday) December, 2014.

Disclosing this here today a spokesman of the Directorate Sainik Welfare, Punjab informed that only boys were eligible to apply for the admission. He said that candidates appearing for the test should not be born earlier than 2nd July, 2002 and not later than 1st January, 2004. They should either be studying in Class VII or passed Class VII from any recognized school at the time of admission to the RIMC. Selected candidates will be given admission in Class-VIII. The written part of the examination would consist of three papers namely, English, Mathematics & General Knowledge and the viva-voce test would be held for only those candidates who qualify in the written exam and the date for the viva voce test has been fixed as on April 07, 2015(Monday).

He informed that the copies of application forms, prospectus and set of old question papers could be obtained from the Commandant, RIMC, Dehradun on payment of Rs.400/- for registered post or Rs.450/- for speed post for General candidates and Rs.355/- for registered post or Rs.405/- for speed post for SC/ST candidates through demand draft in favour of Commandant, RIMC, Dehradun payable at SBI Tel Bhavan (Code No.01576) Dehradun alongwith three passport size photographs of the candidate. Besides this, the candidate should furnish a certificate of age in duplicate from municipal birth register.

He further said that the applications in duplicate duly completed must reach here at Directorate Sainik Welfare, Punjab before 30 September, 2014. Application received after 30-09-2014 will not be entertained.

PUNJAB FIXES RATES FOR HIGH SECURITY REGISTRATION PLATES

CHANDIGARH, July 27:

The Punjab Government has started the work of installation of High Security Registration Plates (HSRP) on vehicles on high pace from May 05, 2014 continuously in the pursuance of orders of the Hon'be Supreme Court.

Disclosing this here today, the Transport Minister Mr. Ajit Singh Kohar said that for this purpose state government has already been engaged M/S Egrouse Impex India Pvt. Ltd., New Delhi and Transport Department has fixed the rates of HSRP with the agency. He said that the rates fixed for installation of High Security Registration Plates (HSRP) are Rs.125/- for two wheeler, Rs.169/- for three wheeler, Rs.369/- for LMV/four wheeler vehicles whereas Rs.124/- for Tractor and Rs.324/- for Heavy Motor Vehicles.

The Minister appealed the public to install the High Security Registration Plates only at fixed rates from the engaged agency. Any complaint regding excess charge could be e-mailed on astc.punjab@gmail.com on this regard.

          Punjab Chief Minister Mr. Parkash Singh Badal today said that the state government was committed to lead the country in providing best quality Cancer diagnostic and treatment facilities and it would soon emerge as a world class health tourist destination in view of excellent health infra structure and the best brains in medical fraternity existing here.

          Expressing these views after inaugurating Fortis cancer institute here today, the Chief Minister impressed upon the key players in the private Health sector to come forward in setting up such quality Health care institutes especially in the small towns and cities to provide the best medical facilities to the people at affordable rates. He said that Cancer was such a deadly disease which spares none howsoever affluent or resourceful he/ she might be. Striking an emotional chord, Mr. Badal said that he has lost his beloved father and wife to the monster of Cancer.

          Listing the initiatives taken by the state government to combat the deadly menace of Cancer, the Chief Minister said that the state government was offering free cashless treatment to the patients inflicted with Cancer in 17 empanelled hospitals. Likewise, he said that world class Tata Memorial Cancer Institute was also coming up at Mullanpur near Chandigarh, which would further propel the best Cancer treatment practices in the region. Mr. Badal also said that Radiotherapy facilities were already being provided at Medical colleges Amritsar, Faridkot and Patiala to effectively treat the cancer patients. Besides this the state government had already disbursed Rs 188 crore to nearly 16770 patients @ of Rs 1.50 lakh, suffering with this fatal disease under the Chief Minister’s Cancer Relief Fund.

          The Chief Minister called upon the Fortis Group to further make huge investments in the Health sector at the upcoming Medicity Mullanpur by setting up other super specialty medical institutes besides affording an opportunity to unemployed youth for horning their technical skills in the medical field. He offered fulsome support and cooperation to the group for setting up the state-of-the art Medical Skill Development Center anywhere in the state as it had tremendous potential to shape the future of the youth by ensuring gainful employment to them. Mr. Badal mentioned that the state government had already taken initiative in this direction to set up such skill centers at Patiala, Amritsar and Faridkot, where there were abundant opportunities for the youth to be absorbed in the technical and para medical staff.

          Later talking to the media persons, the Chief Minister reiterated that the separate Committee for Management of Gurdwaras in Haryana would never happen in reality rather it was a deliberate attempt to divide the Sikhs and dilute their institutions. He said that the Sikh Panth would never succumb to these politically motivated tactics of Congress but was ever ready to give them a befitting reply. Mr. Badal said that he was in constant touch with the Government of India (GoI) through their emissary Mr. Shanta Kumar, who had assured of early resolution of this vexed issue adding he said that the Shiromani Akali Dal was not fond of organizing morchas but at the same time they would not allow the anti-Sikh forces to weaken their institutions. He said that the party would chalk out its future course of action on July 27 at Amritsar during the World Sikh Conference.

          Asked to comment on the tough posture adopted by Cabinet Minister Mr. Anil Joshi in support of demands of traders, the Chief Minister said that he was his Cabinet colleague and it would have been far better if he had personally discussed this issue with him.

INAUGURATES AUTOMATED MILK PLANT MOHALI

SAS Nagar (Mohali), July 25-

          In a bid to relieve the Dairy farmers of Milkfed from the burden of debt on one hand and encourage them to usher in ‘white revolution’ by enhancing the milk production on the other, the Punjab Chief Minister Mr. Parkash Singh Badal today asked the Milkfed to explore ways and means for introducing One Time Settlement (OTS) scheme for them.

Addressing a mammoth gathering of dairy farmers from 1024 milk societies affiliated to Milk Union Ropar and Milk Plant Mohali during a function for disbursement of Rs.7.85 crore as bonus and dividend out of the earnings of Milk Plant, Mohali for the years 2010-11, 2011-12 and 2012-13 here today, the Chief Minister asked the Milkfed to work out the modalities for immediately putting the mechanism of OTS in place to the Dairy farmers on the same pattern as introduced earlier in the Industrial sector by the state government.

Underscoring the need of diversification of agriculture due to squeezed margins of profitability from the traditional farming, the Chief Minister called upon the farmers to switch over from the wheat/ paddy rotation to high value added crops and allied farming especially the Dairy as it was far more remunerative.  He said that it was a high time to adopt dairy and other allied farming professions because the agriculture has already reached a point of saturation and was unable to make both ends of the farmers meet in view of high cost of agriculture inputs and diminishing returns due to stagnated MSP.

Lauding the contribution of Milkfed and Milk Plant Mohali for the economic development of milk producers, the Chief Minister said that with the remunerative price being given by Milkfed to the milk producers the dairying had now become a profitable venture.  He stressed on producing the clean milk at village level so that the finished products of excellent quality may be manufactured and maximum amount realized for serving the farmers. Mr. Badal also asked the Milkfed authorities to work out a strategy of marketing Verka products in national and international market adding the Chief Minister said that he would soon take up the issue with the Union Ministries of Civil Aviation and Railways to allow the sale of premium Verka products at all the Airports and Railway Stations.  

Earlier, the Chief Minister inaugurated automatic Dairy plant installed at a cost of Rs 40 crore which would now enhance the existing handling capacity of Milk Plant Mohali from two lakh liters per day to five lakh liters milk per day.

Speaking on the occasion, Chairman Milkfed and Chief Parliamentary Secretary, Mr. Gurbachan Singh Babehali said  that Milkfed had made commendable progress in the last few years as a result of which now Verka had become a household name and a popular not only in India but abroad also. 

Addressing the gathering Managing Director Milkfed Mrs. Alaknanda Dyaal apprised the Chief Minister that the currently more than 7250 Milk producers, cooperative societies were attached with Milkfed. In the year 2013-14 the business turnover of Milkfed was Rs 2142 crore and now it was expected cross the target business turnover of Rs 2500 crore during current fiscal. She further said that on the basis of export performance the Government of India (GoI) has awarded the rank of star export house to Milkfed.  

In his welcome address, Chairman of Milk Plant, Mohali Mr. Parminder Singh Chalaki said that Milk Plant Mohali was presently paying highest rate of milk to the producers as a result of which 3% more milk was being procured in comparison to last years.  Similarly, about 3,75,000 liters of milk was being supplied to the cities daily with an improvement of 7% over last year. Mr. Chalaki informed that 160 bulk Milk coolers have been installed in the societies of Milk plant Mohali and 15 more were in pipeline thereby rendering the entire Milk procurement system in Mohali plant totally can less/ tempo less.

Prominent amongst those present on the occasion included Principal Secretary to Chief Minister and Financial Commissioner Cooperation Mr. SK Sandhu.

JAITLEY GIVES NOD TO EXTEND WATCH HOURS AND COMMENCE INTERNATIONAL FLIGHTS FROM CHANDIGARH AIRPORT

Chandigarh, July 25-

          The Ministry of Defence, Government of India (GoI) today cleared the state government’s proposal for seeking extension of watch hours and commencement of international flights from Chandigarh airport.

          In a communiqué addressed to the Punjab Chief Minister Mr. Parkash Singh Badal, the Union Defence Minister Mr. Arun Jaitley apprised the former that m/s Spice Jet and M/s Indigo Airlines have already been accorded permission for international operations from Chandigarh 

Mr. Jaitley also informed the Chief Minister that presently civil aircraft operations at Chandigarh were cleared from sunrise to 2000 hours. Regular extension of watch hours beyond 2000 hours was under process. He, however said that international flights would be facilitated beyond the existing watch hours as and when the international flights were finalized, as an interim measure.

It may be recalled that the Chief Minister had written to the Union Ministry of Defence besides personally taking up this issue with Mr. Jaitley during his recent visit to New Delhi. PTU AUTHORIZED TO MAKE ADMISSIONS IN MASTERS OF APPLIED MANAGEMENT

Chandigarh, July 25:

            The Punjab government has appointed Punjab Technical University (PTU) as the competent authority to make admission to Masters of Applied Management, five year dual degree course

A spokesman of the Punjab government said that the PTU would provide an under graduate degree in 3 or 4 years (BM/BAM) being run in the Sai Institute of Management, Mannawala, Amritsar and Punjab Institute of Management & Technology, near GPS, GT Road at Mandi Gobindgarh, followed by a Master degree in five years (MAM) for the academic session 2014-15. Both institutes have 60 seats each including 20 each for arts, science and commerce.

The duration of courses would be a total period of 5 years spread over 10 semesters. He has also made it clear that BAM would not be awarded to one who has acquired a BM degree however a certificate for credits acquired at 4th year shall be given. Besides that 85% seats have been reserved for the candidates from within the state of Punjab and 15% would be opened to all candidates from outside the State.

He further said that Admission to these courses shall be based on marks obtained at 12th through a separate merit list created for the purpose based on the Science stream, Commerce stream and Art stream. In case of non-availability of students from one stream, remaining seats may be allotted to other two streams on equal basis. In case of non-availability of students from two streams, remaining seats in those streams may be allotted to students from third stream.

CHANDIGARH, JULY 25: The Punjab Government today took a phenomenal stride for ensuring employment to vocationally equipped youngsters of the state by inking a pact with National Skill Development Corporation.

          The education department and NSDC signed Memorandum of Understanding for National Skill Qualification Framework in the presence of Education Minister Punjab Dr. Daljeet Singh Cheema here at MGSIPA. The Minister said collaboration with NSDC would create new opportunities for youth of state by improving employability of students pass out of these courses because of vocational education, industrial training inputs and exposures.

Giving details about the program, Dr. Cheema disclosed that this program would provide guaranteed employment to the senior secondary pass outs of Vocational School. The Minister said from August this state is going to initiate exclusive vocational education program for which 100 schools have been identified. He said special Vocational Education would be imparted to students from class 9 to 12 for 2014-15 session. He said that in collaboration with Human Resources Development Ministry this program would be implemented in the state in phased manner. He said that this program has been prepared by the top experts of IITs and IIMs in view of the present needs and requirements of various industries. Mr. Cheema said the syllabus of vocational education had also been finalized after detailed conversations and consultations with top industrial houses of country as per international and national curriculum. He said that NSDC will also set teacher recruitment guidelines to ensure ‘best fit’ candidate with high quality to make a project big success.  

          Informing the gathering about program, Dr. Cheema said that each school would have got two trades and preliminary the state is going to introduce 6 trades. He said in beginning of the program vocational education would be provided in trades including Health Care, IT, Retail, Automobile, Security and Beauty and Wellness. He said as many as 5000 students will be admitted in first phase, who will get vocational education for 4 years and after passing their Senior Secondary they will be able to get jobs in their respective trade/profession on the basis of certificate issued by concerned authorities. He said Indian Industries would also be bound to provide jobs to those pass outs as per the pact inked between Punjab Government and NSDC.

           The Education Minister said this program will be implemented in all schools of the state in phased manner in coming years with the inclusion of at least 100 trades in the ambit of program. Dr. Cheema said before commencement of every academic session, Rashtriya Madhyamik Siksha Abhiyan would review with NSDC to introduce more courses under other sectors.

           Meanwhile extending thanks and congratulating Punjab Government COO of NSDC Mr. Atul Bhatnagar said this valuable initiative would ensure the brighter future for the students of Punjab. He said NSDC will ensure to make this program a huge success and setting up an example that benefits and brightens the future of Punjabi youth.

The Punjab Government has today signed MOU (Memorandum of Understanding) with the Government of India to establish an international level centre for disability sports at Dyalpura, in the Municipal limit of Zirakpur. Mr. Awanish Kumar Awasthi, IAS, Joint Secretary, Ministry of Social Justice & Empowerment, GoI and Mr. Parvinder Singh Sarao, Executive Officer, Municipal Council Zirakpur exchanged the files in the presence of Mr. N.K. Sharma, Chief Parliamentary Secretary (CPS), Industry & Commerce and Investment Promotion, Punjab and Dr. Dharmendra Kumar, Director, IPH, Government of India.

Divulging the other details, Mr. N.K. Sharma, CPS said that this MoU was signed to provide 10 acres of land in Village Dyalpura for establishing an international level centre for disability sports at an approximate cost of more than 100 crores. He said that this was a result of the meeting of Hon’ble Mr. Prakash Singh Badal, Chief Minister, Punjab, who in the meeting with Mr. Thavar Chand Gehlot, Union Minister for Social Justice & Empowerment offered to establish the centre at Zirakpur. He said that this centre would be the first centre of its kind in India and would be fourth such centre in the world after Korea, China & Brazil.

VIGILANCE BUREAU NABS PATWARI WITH BRIBE MONEY OF 5 THOUSAND

CHANDIGARH, July 25:

        The Vigilance Bureau Punjab has trapped a Patwari with the bribe money of Rs. 5 thousands.

        Disclosing this here today an official spokesperson of the Vigilance Bureau said that Patwari Gurmail Singh posted at Hadana, Tehsil and District Patiala, was nabbed on the complaint of Mr. Beant Singh resident of village Udaypur Dewanwala,Tehsil and District Patiala.

        He said that Beant Singh lodged a complaint against Patwari Gurmail Singh for demanding bribe of Rs.5 thousand from him for demarcation of land.

Chandigarh, July 25: The Election Commission of India would issue the notification for the Talwandi Sabo and Patiala Assembly bye-elections on July 26, 2014(Saturday). Polling for this bye-election would be held on August 21, 2014

.Disclosing this here today, Mr. V.K Singh, Chief Electoral Officer, Punjab said that the Election Commission of India has already announced the election schedule on July 19. He said that as per the schedule nominations for the bye-elections would start from July 26, 2014 and continue till August 2, 2014. Scrutiny of nominations would be done on August 4. Last date for the withdrawal of candidature has been fixed as August 6. Counting would be held on august 25. He said that the whole election process would be completed before August 30, 2014. He said that the polling hours have been fixed from 7:00 AM to 6:00 PM. He said that the candidates could file their nomination papers before the Sub-Divisional Magistrate of the respective constituencies who have been made the Returning Officers for the polling. He said that nominations could be filed between the hours of 11:00 AM-3:00 PM on any day other than a public holiday from 26th July, 2014 to 2nd August, 2014.

He said that nomination papers must be filed in the form of 2B Blank forms available with the District Election Officer/Returning Officer. He said that 26th July, 2014 being a Saturday is not holiday under the Negotiable Instruments Act, 1881, therefore, nomination papers would be presented to the Returning Officer on that day. 27th July being a Sunday and holiday under the same Act, so papers would not be presented on that day. Similarly, 29th July, being Idu’l Fitr is a holiday under the same act, so papers would not be filed on that day.

He said that 31th July, being a martyrdom day of Shaheed Udham Singh is holiday but not a holiday under Negotiable Instruments Act, 1881, therefore nomination papers could be filed on that day. Similarly, 2nd August being Saturday is not a holiday under this act so nomination papers would be presented and 3rd August being a Sunday and holiday under same act.

He said that the Model Code of Conduct has already come in force in District of Bathinda and Patiala and shall remain in force till the completion of election process.

PUNJAB RESTRUCTURES LIVESTOCK DEVELOPMENT BOARD

CHANDIGARH, JULY 24:

The Punjab Government has reorganized ‘Punjab Livestock Development Board’ to provide effective extension services in the field of Animal Husbandry. 

A Spokesperson said that Chief Minister, Punjab would be ex-officio Chairman and Animal Husbandry Minister Punjab would be ex-officio Vice Chairman of the Governing Body of ‘Punjab Livestock Development Board’. He said that seven members and ex-officio CEO and ex-officio additional chief would also be nominated for the smooth functioning of the Governing Body. 

He added that an Executive Committee would also be formed for effective monitoring of the decisions taken by the ‘Punjab Livestock Development Board’.  One Chairman, Member Secretary and six members would be nominated according to the rules.

  MITTAL ORDERS TO SET UP ANTI RAGGING HELPLINES IN ALL TECHNICAL INSTITUTES

·       RAGGING WOULD INVITE EXPULSION AS WELL AS REGISTRATION OF CRIMINAL CASE AGAINST GUILTY

Chandigarh, July 24:

Mr. Madan Mohan Mittal, Technical Education and Industrial Training Minister, Punjab today issued instructions to all the government and private technical education an institute including Engineering Colleges, Polytechnics and ITI’s to set up anti ragging helplines within 15 days to ensure that students being admitted by them in fresh batches were not subjected to any harassment and ragging by the seniors. 

Terming the ragging as peril to education system, Mr. Mittal has said that if any student found indulgingin in ragging, he/she would be immediately sacked from institutes besides registration of criminal case against the guilty. He also asked Principal Secretary of the department to establish helpline at headquarter where students may lodge their complaint if they were not satisfied with the redressal of their grievances at concerned institution level. He also asked department to depute senior officials to randomly check the status and disposal of complaints.

To make the parents partner in this drive, the Minister has also ordered the educational institutions to take written undertaking from the students and their parents mentioning that they would not take part in any kind of ragging activity. He said that parents should be made aware of the condition that involvement of their wards in any form of ragging would invite expulsion from the Institute as well as registration of criminal case.

Mr. Mittal has also asked the Punjab Technical University, other deemed universities, Technical Educational Institutions, Polytechnics and ITI's to follow the Supreme Court guidelines in this regard to  safeguard the interests of fresher’s. 

VIGILANCE BUREAU NABS ASI IN GRAFT CASE

·       POLICE POST IN-CHARGE WAS DEMANDING BRIBE TO TAKE FURTHER ACTION IN AN ACCIDENT CASE

CHANDIGARH, JULY 24:

The Vigilance Bureau (VB), Punjab today nabbed an ASI red-handed, while accepting bribe. ASI was demanding bribe to take further action on a complaint of an accident case.

Disclosing this here, an official spokesperson of the VB said that Harjinder Singh of Village Dhudianwal, Tehsil-Sultanpur Lodhi (Kapurthala) lodged complaint that ASI Manjit Singh, posted as In-charge at Police Post, Bhulana (RCF) was demanding Rs.10,000 to take further action on the complaint filed by him regarding the accident between the scooter of his grandfather and car of another party. Acting on the tip off, the team of Vigilance Bureau Unit, Kapurthala led by DSP Kulwant Rai laid trap and caught ASI Manjit Singh red-handed with the bribe money of Rs.10,000.

A case under section 7 and 13 (2) of Prevention of Corruption Act, 1988 has been registered against the ASI in the Vigilance Police Station, Jalandhar Range.

 CHANDIGARH, JULY 24: Punjab Agro Industries Corporation today signed an agreement with UCO Bank to encourage Agriculture diversification particularly through precision farming related to Green House cultivation.

Disclosing this here today Jathedar Tota Singh Punjab Agriculture Minister, Punjab said that Punjab Government has taken this initiative to facilitate financing for the setting up of Green Houses by farmers in the state. He said that the Green House Farmers have been facing difficulties in getting the high value projects financed from the Banks & establishment of Green House on one Acre of land costs Rs. 35-40 lacs and Banks are generally hesitant in financing such high value farming operations. He said that this was also the case in Organic Farming therefore as banks are resistant in financing such projects and farmers undertaking Organic Farming are facing the problems.

Jathedar Tota Singh said that to tackle the problems of financing of such projects to promote Agriculture diversification in the state Punjab Agro and UCO Bank have decided to work closely and provide requisite finance to the farmers through 182 Branches of UCO Bank in the state. He further said that Punjab Government shall extend 50% subsidy on the construction of Green Houses under National Horticulture Mission and 300 farmers have already setup high tech Green Houses in the state.

Mr. K.S. Pannu, Managing Director, Punjab Agro Industries Corporation further briefing about this imitative said that that Punjab Agri Export Corporation (PAGREXCO), a subsidiary of PAIC, is engaged in encouraging and organizing the farmers to undertake Green House cultivation and to forge backward and forward linkages in the production process. He said that constraint of finance is a major bottleneck in undertaking Green House production and to remove this hassle UCO Bank has taken the lead to promote agriculture diversification in the state.

Mr. V.K. Shrivastava, General Manager, UCO Bank, Chandigarh informed that Bank under the tie-up arrangement shall provide term loan and working capital to the farmers for setting up of Green Houses and adoption of organic farming on commercial scale.

PUNJAB CONSTITU TES COMMITTEE TO FORM STATE ROAD SAFETY POLICY

TRUCKS, TRACTORS FERRYING PASSENGERS TO FACE CANCELLATION OF PERMIT AND LICENSE-KOHAR

CHANDIGARH, JULY 23:  The Punjab Government today constituted a committee to prepare a blueprint of State Road Safety Policy within one month.

          This decision was taken in a high level meeting of Punjab State Road Safety Council presided over by Punjab Transport Minister Mr. Ajit Singh Kohar, who also mooted a proposal to open Institute of Driving Training and Research Center and Regional Driving Training Center in associatio with Union government. Mr. Kohar also asked the public works department to correct and put right the black spots falling on National Highways and State Highways in next two years.

Taking cognizance of ferrying passengers in trucks, tractor-trolleys and some other vehicles, Mr. Kohar said such exercises often leads to road accidents and imposing ban on ferrying passengers in these vehicles was need of the hour. The meeting decided to put embargo on these vehicles by adopting strict measures. The Road Safety Council has decided to cancel the permit of truck and tractors-trolleys ferrying passengers besides cancelling the license of drivers responsible for such exercises.

Mr. Kohar also asked Education, Transport and Police department to work in consonace with each-other to ensure the safety of students going to schools in buses of eductional institutes. He said that School managements should also be involved under this program to implement the same at ground level. He also directed schools managements to follow the ruling of Apex court and Motor Vehicle Act-1988 to run their buses besides ensuring the installation of speed governors in all buses with a maximum speed of 40 km per hour. He said the school buses should also be shaped according to AIS Standard 063 and concerned principal would ensure installation of Speed governors.

In a major decision regarding roadside encroachments, Mr. Kohar issued strict instructions to Deputy Commissioners and Panchayat Department that this should not be allowed at any cost. He said that the cost of removal of encroachment would be billed to offenders.

 He also issued directions to police deparment to strictly ban the ferrying of school students on Gharukas and underage drivers of Tractor-trolleys.

DCs INSTRUCTED TO ENSURE COMPLIANCE OF HIGH COURT ORDERS ON POSTMATRIC SCHOLARSHIP TO SC STUDENTS

 CHANDIGARH, JULY 23: 

 The Punjab Government has issued directions to all Deputy Commissioners to ensure strict compliance of instructions of Punjab & Haryana High Court that scholarship fees to be directly credited in the accounts of colleges/institutions and should not be charged from Scheduled Caste Students eligible for post matric scholarship.

 Disclosing this here today, Mr. Gulzar Singh Ranike, Welfare Minister said that Punjab & Haryana High Court in a Writ Petition 21682 of 2012 had clearly instructed that fee would be directly credited into the accounts of concerned colleges making it clear that colleges have to get the reimbursement of the fee from the government and institutions would not charge any fee from the students. He warned that the erring institutions flouting these instructions should remain be ready for punitive action.

Giving more details, Mr Parmjit Singh, Director Schedule Castes and Backward Classes, Punjab said that Deputy Commissioners were asked to convene a meeting of all educational institutions in the respective districts and monitor the proper implementation of Post Matric Scholarship. They had been asked to submit a detailed report to the welfare department. They should also indicate the names of the colleges flouting these instructions and punitive action would be taken against them.

OFFICERS TOLD TO MAINTAIN PUNCTUALITY AND AVAILABILITY IN THE HEADQUARTER

 CHANDIGARH, JULY 23:

             The Punjab Government today issued strict instructions to all officers and employees to maintain punctuality to ensure availability to the public during office hours and officers have been asked to schedule their availability at Headquarter on MondayTuesday and Wednesday.

          In detailed circular issued to all heads of Departments, Commissioners of Divisions, Deputy Commissioner, Sub Divisional Magistrates and Chairmen of Boards and Corporations, it has been reiterated that Head of Departments would ensure the presence of all employees and officers at 9 am on all working days. It has been stressed that all officers would remain present at Headquarter on MondayTuesday and Wednesday. Those officers who have to go to the field as part of their official work would schedule their tour on Thursday or Friday.  All officers have been asked that they would remain present in their offices except when they have been called for a meeting by Chief Minister, Deputy Chief Minister or concerned Ministers. The officers having office in Secretariat and outside Secretariat also would remain present in their secretariat offices on MondayTuesday and Wednesday.

PUNJAB RESERVES SEATS FOR KASHMIRI MIGRANTS: MITTAL

CHANDIGARH, JULY 23:

       One seat for Kashmiri Migrants in admissions for various courses has been reserved by Punjab government. The state government has waived off the condition of domicile requirement for Kashmiri migrants.

Mr. Madan Mohan Mittal, Technical Education Minister, Punjab said that the state government after considering the guidelines issued by All India Council for Technical Education and Ministry of Human Resources development has reserved one seat in each Engineering/MBA/MCA/M-Pharma/B-Pharma/Hotel Management and Catering Technology,Diploma in Engineering in Thapar University, Punjabi University, Engineering Colleges and Polytechnic Colleges of the state for admission of Kashmiri Migrants for the academic session 2014-2015.

He said that the counseling of the candidates would be held on August 4, 2014 in the Committee Room of Directorate of Technical Education and Industrial Training, Punjab, plot No.1, Sector 36-A Chandigarh. The last date of submission of complete application is July 28, 2014. The other details about courses and guidelines for admission along with performa are available on the directorate’s website www.dtepunjab.gov.in

The Minister further said that admissions shall be made only on the basis of marks obtained in JEE (MAIN) 2014/JET 2014/CMAT 2014/GPAT 2014 Examination conducted by the Central Board of School Education, Punjab State Board of Technical Education and Industrial Training Punjab, Chandigarh, All India Council for Technical Education .

PUNJAB DISMISSES AGRICULTURE DEVELOPMENT OFFICER FROM SERVICE

Chandigarh, July 23:

          Punjab Government has dismissed the services of Mr. Parminider Singh Agriculture Officer under the Punjab Civil Services Rules (Punishment & Appeal), 1970. Punjab Public Service Commission has also given approval to dismiss Agriculture officer a resident of village Oothian of Amritsar district.

          Disclosing this here today Official Spokesperson of the Punjab Government said that dismissed official was chargesheeted on the allegations of keeping the department in dark by going abroad without the permission of the competent authority and remaining absent from duty unlawfully. The Spokesperson said that chargesheet was sent at the residential address of the officer through registered post but post office returned the letter saying that this person had gone abroad.  The Director Agriculture, Punjab issued a public notice in the newspapers asking the officer to receive the chargsheet with in one month period and also asked to submit his reply in one month’s time. The officer despite of receiving the chargesheet did not give his reply.

          The Spokesperson said that after the process, allegations in chargesheet were regularly examined by the inquiry officer and the officer was proven guilty. After completion of this process dismissed officer was asked to give his clarification but the postal department sent back the letter saying that this person does not live at the given address. Public notice was alsogot published in the news papers but the concerned official did not respond.

PUNJAB ASKS ALL DEPARTMENTS TO SEND ENTRIES FOR NATIONAL AWARDS FOR e-GOVERNANCE

 Chandigarh, July 23:

        The Punjab government has issued instructions to all departments to submit the details of the project to the Department of Governance Reforms for the nominations of National Awards for e-Governance.

Disclosing this here today a spokesperson of the Punjab government said that these details should reach the Governance Reforms Department, Chandigarh before 10th August, 2014 so that Committee could review the project details.

The spokesperson said that a Committee under the chairmanship of Chief Secretary, Punjab would review the project details before submitting them online to Government of India. He said that after the approval of the Chief Secretary nominations are needed to be submitted online or through e mail- sk.pani@nic.in before 31stAugust, 2014.

The spokesperson further said that Government of India presents the National Awards for e-Governance every year during the National Conference on e-Governance. These awards are given to recognize and promote excellence in implementation of e Governance projects/initiatives. He said that for the year 2014- 15 the awards would be presented in 12 categories during the 18th National Conference scheduled in February 2015.

PUNJAB TO SUPPLY 10 LAC FREE SAPLINGS TO BOOST GREENING PUNJAB MISSION: BHAGAT

CHANDIGARH, JULY 23:

The Punjab government would supply 10 lac free saplings of eucalyptus, poplar and other fruit trees to various educational institutions and general public to boost greenery in the state under the greening Punjab mission aiming to enhance green cover area from existing 8% to 15%.

This was disclosed by Mr. Chunni Lal Bhagat, Forest and Wild Life Preservation Minister, Punjab. He said that the department would provide 10 lac free saplings to the registered Charitable Institutions, Religious, Educational, government and Semi government institutions during the year 2014- 15. He said that desired institutions and persons can contact concerned district forest officers for their choice and number of plants. Besides that the department would also engage the services of horticulture experts in order to educate and guide the public to grow healthy plants.

Calling upon the General Public, especially the heads of educational Institutions, Religious Bodies to put in an added effort to assist the Green Punjab Mission, Mr. Bhagat said that the department would facilitate people who want to plant saplings in their own land by providing free saplings as advised by departmental experts.

Sukhbir Badal tells Congress not to paint deceptive picture of State finances

(Presents figures to prove effective State debt only Rs 6,000 crore)

Chandigarh, July 21 - Punjab Deputy Chief Minister Sukhbir Singh Badal today said the State Congress is trying to project a deceptive image of the fiscal health of the SAD- BJP government despite the fact that Punjab had the lowest debt among all States and had incurred productive debt only.

Participating in the debate on the State budget, the Deputy CM appealed to the opposition benches not to malign the State for their selfish political reasons but analyse the budget as well as the State's fiscal health by taking a holistic view taking all factors into consideration.

In his message to the opposition, Mr Badal said "I appeal to everyone to support our positive initiatives and desist from criticism for the sake of criticism".

Mr Badal demolished all the contentions of the opposition by presenting the real facts before the assembly. While talking about the assertions made by Mr Lal Singh of the Congress, he said the member had presented wrong facts before the House. He said against a total public sector undertaking debt of over Rs 67,000 crore, as much as Rs 48,000 was the food credit limit. He said out of the remaining Rs 19,700 crore debt left, as much as Rs 11,000 crore was productive debt incurred by PSPCL to create infrastructure including transmission lines. He listed other productive expenditure also before concluding that the net debt was only Rs 6,000 crore.

Speaking about the State debt, Mr Badal presented figures to show that he Rs 1 lakh debt incurred by Punjab was among the lowest in the country. He also presented facts to show that other State governments had seen a whopping increase in State debt since 2002 as compared to Punjab. Among the figures he gave, he stated that the debt of Haryana has increased by 325 per cent to become Rs 75,310 crore now from only Rs 17730 crore in 2002. He said similarly the debt of Andhra Pradesh had increased by 294 percent from Rs 48,000 crore in 2002 to 1.94 crore presently.

The Deputy CM also listed economic parameters to show that Punjab was on the path of growth and that debt to GDP was only 31 per cent now as compared to a percentage of 46 per cent in 2007. He said the Union government itself had a total debt of 56 lakh crore which came to 50 per cent of its GDP.

Mr Badal also listed steps taken by the government including the Punjab Investment department which was bearing fruit and becoming a model for the entire country. He said as many as 16 projects had been sanctioned in the last two months of which 50 per cent were food processing units. EOM

(Asks DGP to look into alleged involvement of Raja Warring in drug case)

 Chandigarh July 21: Punjab Deputy Chief Minister Mr. Sukhbir Badal today said the SAD- BJP government did not believe in vendetta and had never ever followed such a policy.

Speaking in the Vidhan Sabha on the issue of alleged involvement of Congress MLA from Gidderbaha, Mr. Amarinder Singh Raja Warring in a drug trafficking racket, Mr. Badal said he has directed the DGP to give him the exact facts in the case so that appropriate action could be taken. He assured the house that the law would take its own course and the innocent, irrespective of their political affiliations, need not worry as no action would be taken against him. Referring to the MLA in question he said, “he is not to worry if he is not guilty”. He urged the leaders of all the parties not to play politics on an issue like drugs, as it not only defamed the person concerned but also to the State which had launched a crusade against drugs.

Appreciating the role of Punjab Police in firmly dealing with drug peddlers, Mr. Badal said "we have embarked upon a strategy to nab the base source of drugs as Punjab was not a producer but was being used as a transit route by drug suppliers. Punjab police has not only performed its duty in checking the smuggling of drugs from within the State but also acted swiftly to keep a check on the supply of drugs from across the border which was supposed to be done by the BSF and other central agencies".

Informing the house about the increase in conviction rate in drug cases, Mr. Badal said in 2002 it was only 47% which had risen to 73% in 2012, 80.5% in 2013 and 81.2% in 2014.

Taking part in the discussion during zero hour, Revenue Minister Punjab, Mr. Bikram Singh Majithia regretted that a serious issue like drugs in the State had been made a mere mockery by certain political leaders for their own political vested interests. He also expressed concern that how he was mentally, emotionally and politically shattered when false allegations were levelled by him by a drug lord.

He said that when five central agencies had found nothing against him after thorough investigations and even the Punjab and Haryana High Court had dismissed as withdrawn the case filed by Pradesh Congress President Partap Singh Bajwa and others in this regard. He said despite this Congress leaders kept levelling false allegations against him. "Please don't follow double standards", he told the opposition benches adding there should be unanimity on how such issues should be dealt with. EOM

The team inspected all Administrative branches of both the Directorates.

                        Mr. Gopal Krishan Singh, IAS,  D.G.S.E. and Mr. Kamal Kumar Garg,PCS, DPI (S) were not present in their offices till 9.24 A.M.  Besides these officers, 160 employees of various levels working in both the Directorates, Sarv Shiksha Abhiyan and other wings were found absent or reported late while the surprise check was still on.

                        The surprise check lasted till 9.40 am. The team, led by Mrs Gurpreet Sapra, IAS, Special Secretary Personnel and senior functionaries of the Personnel Department collected all attendance registers of the offices and has already submitted its report to the Chief Secretary to the Government of Punjab Mr. Sarvesh Kaushal. The Chief Secretary Punjab has ordered that the Principal Secretary School Education should seek explanation of the absentee officers and officials and take necessary action within seven days.

CM ASKS VB TO PROBE THE TANGORI LAND SCAM 
 Chandigarh, July 20-
Punjab Chief Minister Mr. Parkash Singh Badal today asked the Vigilance Bureau to enquire into the alleged involvement of Government officials and other persons in a fraud of leasing out about 11 acres of Gram Panchayat Land in village Tangori, SAS Nagar district.
Disclosing this here today a spokesperson of the Chief Minister’s office said that M/s Verman Enterprises, New Delhi had submitted a complaint to the Chief Minister that some officials and other persons fraudulently leased out 90 Kanal and 12 marla of ‘Mustarkan Malkan’ land of Gram Panchayat Tangori village in November 2010 for a period of 33 years to them for setting up of an educational institution for disabled children. Later it was found that the land for which lease was signed with M/s Verman Enterprises, New Delhi could not be leased and thus the Director Rural Development had cancelled the lease on December 6, 2013. The complainant had approached the Chief Minister to thoroughly probe into matter so that the guilty officials of Rural Development department and some other persons involved in this land scam could be punished. In the light of these above mentioned facts, the Chief Minister asked the Vigilance Bureau to conduct an enquiry in this matter to get at the bottom of the case.

          Punjab Chief Minister Mr. Parkash Singh Badal today directed the Departments of Health and Medical Education & Research to chalk out a comprehensive plan for providing additional funds to the Government Medical Colleges in the state which could be utilized optimally as per the requirement for the maintenance of the Hospital attached to them without any sort of inordinate procedural delay.
          A decision to this effect was taken by Mr. Badal in a meeting with Director Tata Memorial Centre (TMC) Dr. Rajendra A. Badwe, who called on the Chief Minister here at his residence this morning.
       Expressing concern over the loss of glory of the Government Medical Institutions over past few years due to poor maintenance and dilapidated infrastructure has resulted in diverting the general public towards private hospitals for getting health care facilities, Dr. Badwe suggested that it could be more appropriate if state government could evolve some new mechanism giving free hand to the administration of the Medical institutions to utilize these funds on its own as per the felt needs of concerned institution.
          Dr. Badwe also apprised the Chief Minister about the present status of the Cancer Hospital (Cancer Care facility Centre) at Sangrur, where the construction work was in full swing and about 60% of the construction has been completed. He said that the entire construction work would be completed besides installation of equipments/infrastructure by the end of September this year to make it fully operational by December, 2014.
          On the request of Dr. Badwe the Chief Minister also gave his approval to  sign MoU between the state government and TMC about the running the Sangrur Centre . Appreciating the relentless efforts of TMC for setting up of this centre, Mr. Badal asked Dr. Badwe to draft the MoU.  

Regarding the upcoming state-of-the art Rs. 450 crore super specialty Homi Bhabha Cancer Hospital and Research Centre (HBCHRC) at Mullanpur Dr. Badwe informed that after the completion of tendering process, the construction work would be completed within 28 months. He informed that the Forest department had already planted about 1000 saplings in Along with the boundary of TMC.
          Mr. Badal said that the state government has already declared a war against the menace of Cancer with an objective to eliminate it with all out efforts to ensure world class best cancer treatment and diagnostic facilities to the patients inflicted with this deadly disease at affordable rates. He also assured Director TMC that state government would also arrange the requisite residential accommodation for the staff members both at Sangrur as well as Mullanpur. The Chief Minister further said that a separate road for Mulanpur hospital would also be constructed for the smooth execution of civil works.

CHANDIGARH, JULY 20:
The Punjab Government has generated 2 crore 43 lac 66 thousand 399 (2,43,66,399) Unique Identification (UID)/Aadhaar cards as on July 15, 2014, which is 87.95 per cent of the total population of the state. Similarly, out of total 2,77,04,236 (as per Census 2011) population, 93.32 per cent i.e. 2,58,53,902 citizen have enrolled for Aadhaar cards.
It was stated by Mr. Parminder Pal Singh Sandhu, Registrar UID-cum-Joint Secretary, Food and Civil Supplies Department, Punjab. The Nodal Officer for Punjab, Mr. Sandhu said that approximately 200enrolment stations were operational in the state, where Aadhaar generating machines have been installed besides setting up of Permanent UID Enrolment Machines across all Suwidha Centres/SDM offices in the state for providing Aadhaar related services to the residents.
Mr. Sandhu said that Aadhaar was the first important nationwide attempt to provide identity to masses. “With Aadhaar enrolments nearing completion in the State of Punjab, the state is moving towards delivering services associated with Aadhaar”, he added.
He said that in enrolment stations/Suwidha Centres/SDM offices, enrolment, updation and e-Aadhaar download and print out services have also been provided. He further said that list of Suwidha Centres, where these machines were operational, was available at www.uid.punjab.gov.infor the easy access of the people. He said that setting up of permanent enrolment centres would assist in facilitating Aadhaar enrolment, Aadhaar data and biometric up-dation and conduct re-enrolment in case of rejection. He appealed citizen to get their Aadhaar linked with the services they were obtaining from government. He stressed that parents of the children below the age of 5 years, who were not enrolled as yet, should get their children’s Aadhaar card made. Similarly, elders, who have not got their aadhaar cards made, could also approach Suwidha Centres for Aadhaar enrolment.

He said that residents, who haven’t received their Aadhaar card as yet, could get a copy of the same, in the form of e-Aadhaar, from nearest Suwidha Centre. UNION HOME SECRETARY ASKS PS TO GOVERNOR HARYANA TO WITHDRAW ASSENT TO THE CONTENTIOUS SEPARATE GURDWARA COMMITTEE ACT

The Union Home Secretary Mr. Anil Goswami today shot off a DO letter to the Principal Secretary to Governor of Haryana Ms. Neelam Kasmi to request the Governor to withdraw assent given by him to the bill for constituting separate committee for management of Gurdwaras in Haryana, in view of the fact that the state legislature had no legislative competence and the bill pass was void and of no legal effect, before any or further complications arrive.

The letter said that it had come to the notice of the Union government that the legislative assembly of Haryana has passed “The Haryana Sikh Gurdwara Management Bill 2014” on July 11, 2014 and Governor of Haryana has given assent to the said bill on July 14, 2014 without reserving the bill for consideration and assent of President of India. The Union Home Secretary further said that the Central Government in this matter sought the opinion of Attorney General of India who in turn has advised that, “The Sikh Gurdwaras Act, 1925 was in operation originally in undivided Punjab prior to Independence. After Independence it has operated in the undivided state of Punjab till the Punjab Re-organization Act, 1966 was passed by Parliament in September 1966. By virtue of re-organization Haryana was carved out and thereafter what is now called the state of Himachal Pradesh etc. The Gurdwaras covered by the Act of 1925 were spread over obviously the entire state of Punjab and also located in Haryana and Himachal Pradesh etc. Part III provides in chapter VI the constitution and composition of Board, which managed the Gurdwaras under its jurisdiction. By virtue of reorganization Act, the board has to manage gurdwaras spread over in other newly carved out state of Haryana. For this reason section 72 of Punjab Reorganization Act 1966 notes that successor states could also require a body to function and manage gurdwaras now falling within the new state.

Section 72 (I) provides that a body corporate functioning in the erstwhile state of Punjab will also serve the means of the successor states. Thus, the said body will have jurisdiction to mage gurdwaras beyond the territory of one state. By virtue of this section, the board will be deemed to be a corporation and it is so specifically provided in Sub Section- C of section 72 in other words, from 1925 onwards the board has functioned originally in the state of Punjab and thereafter also in the successor states. This was the position till the Haryana Vidhan Sabha passed the bill in question. By virtue of the bill, it appears, a new board will be constituted which will manage the Gurdwaras in the state of Haryana and the jurisdiction of board under 1925 act would be accordingly curtailed.

The stand or understanding of Haryana Vidhan Sabha/ Haryana Government seems to be that it has the power and jurisdiction to pass this bill by virtue of Entry 32 in the list II of schedule 7th of the constitution of India. The said entry provides for incorporation, regulation and winding up of corporation other than those specified in list I. Since 72 (3) of the Reorganization Act 1966 creates a fiction that the board becomes Corporation or deemed to be a corporation the state legislature seems to feel that it derives to powers to pass the bill by virtue the aforesaid Entry. Entry 44 list- I talks incorporation, regulation and winding up of corporation whether, trading or not but with object not confined to one state……..

It is obvious that the erstwhile board under the 1925 Act which has become a Corporation by virtue of section 72 sub section 10 of the Reorganization Act 1966 has object which are not confined to one state but are presently spread beyond the state of Punjab to the states of Haryana and Himachal Pradesh and Union Territory of Chandigarh. It is, therefore clear that 1925 Act falls within Entry 44 of the list-I. On its own terms, thus Entry 32 of list II is excluded. The state legislature is therefore, deluded of any jurisdiction to pass any bill in respect of which only Parliament has exclusive power to enact law. The law is already in place since 1925 and there is no jurisdiction for the Haryana state legislature to have passed the law on the same subject matter taking away the jurisdiction of board/ corporation on the basis of 1925 Act. In fact, by virtue of section 54, the Haryana legislature has declared that the provisions of the Sikh Gurdwara Act, 1925 shall not apply within the territory of Haryana.

A high level parleys to find a solution to the constitutional crisis created by the Haryana Government’s brazen interference in the Sikh religious affairs continued in New Delhi today as the Punjab Chief Minister Mr. Parkash Singh Badal called on the Prime Minister Mr. Narendra Modi at the latter’s residence. The meeting lasted about 40 minutes.

Speaking to the media persons after the meeting, Mr. Badal said that the GoI realized that the Haryana government has committed a grave constitutional monstrosity by enacting a law on a subject which does not fall in its jurisdiction. Mr. Badal said that he was shocked by the brazenness shown by the Haryana Chief Minister Mr. Bhupinder Singh Hooda in confronting not only the Constitution of India but the entire Khalsa Panth and all right people in the country. Mr. Badal said with this action, Congress Chief Minister had posed a great danger to the hard earned atmosphere of peace in the state as well as the country.

The Chief Minister said that Mr. Hooda was perhaps hoping to divide the Sikhs on this issue, but he will have to face the might of the entire Khalsa Panth all over the world. He said that the Sikhs can have internal differences of opinion on political issues, but on religious issues have the sacrifices made by the predecessors to win the right for ‘sewa sambhal’ of sacred Gurdwaras, the entire ‘Quam’ is united.

Mr. Badal also called on the Union Home Minister Mr. Rajnath Singh at his office this evening to discuss this issue. The meeting lasted about 90 minutes and Mr. Badal and Mr. Rajnath Singh were joined latter by the Union Finance Minister Mr. Arun Jaitely and senior officials of Prime Minister’s Office including Minister of State there and the Principal Secretary to Prime Minister.

Shiromani Akali Dal President S. Sukhbir Singh Badal has convened an emergency meeting of the party’s core committee tomorrow at 11 am at Chief Minister’s residence to discuss the situation arising out of the law related to the creation of separate Gurdwara Committee in Haryana.

Disclosing this here today, SAD General Secretary S. Harcharn Bains said that the Haryana Chief Minister Bhupinder Singh Hooda has created constitutional crisis after getting this unconstitutional law passed from the Haryana Vidhan Sabha for his narrow political interests on one hand and he has tried to divide the Sikhs by hurting their religious sentiments on the other. He said a decision on the next course of action would be taken by the core committee.

Reacting to the comments of the Haryana Chief Secretary on the letter of Union Home Ministry, Mr. bains said, “The Chief Secretary should stop treating the Consitution of India as a joke. I am shocked that he can be amused at such a grave constitutional crisis created by his government. I advised also not to treat the sentiments of Sikh community as a laughing matter.”

Speaking at the inaugural function of state level workshop jointly organised by the Ministry of Health and Family Welfare & NPSP-WCO here today for the launch of Laboratory Supported Measles Surveillance in the State of Punjab and UT Chandigarh, Mr. Hussan Lal Mission Director, National Health Mission said that the Health & Family Welfare Department Punjab would hold the workshops at the district level to sensitize all doctors in Government & Private Sector about measles surveillance.

Dr. Jatinder Kaur, Director Family Welfare, Punjab, assured the participants and experts that the Department would make all out efforts to identify Measles cases and take all measures to achieve the best standards in Measles Surveillance.

Chandigarh, July 17 - Punjab Deputy chief minister Sukhbir Singh Badal today said the Congress led UPA government's failure to create additional fuel capacity had led to under performance by thermal plants in the State and that this had created the recent power shortage even though Punjab had achieved power surplus status in thermal capacity.

Explaining the entire gamut of power operations in Punjab besides detailing the discrimination the State had experienced at the hands of the UPA, the Deputy CM said despite repeated memorandums and personal appeals by chief minister Parkash Singh Badal, the UPA government did not increase the coal supply to Punjab to cater to the new thermal capacity created in the State. He said as much as 1546 mega watt of thermal capacity was not been tapped due to paucity of coal.
Mr Badal said with the NDA government in power at the centre, things were improving. He said in the last few days itself the coal ministry had increased coal supply to the thermal plants in the State. He said the coal ministry had also agreed to give tapering coal supply to the Talwandi Sabo plant which was in operational right now. He said these steps had already improved the power situation in the State and that it would normalize completely soon.

Producing facts of power supply in Vidhan Sabha, Mr. Badal informed that there was 5700 MW gross installed capacity in 2002, which had been enhanced to 6201 MW in 2007 against the power demand of 4936 MW and 8672 MW respectively. He informed when SAD-BJP took over in 2007 there was a gap of 2471 MW between generation and consumption.

He said relentless efforts being made by the State government has resulted in addition of 4231 mw in gross installed capacity including 500 MW at Lehra Mohabbat, Rajpura 1400 mw, Talwandi Sabo 660 mw and 2503 MW in center-state Long Term PPAs. Mr. Badal also said that besides this, the state was also building up generation capacity of 2084 mw.

Plot holders in illegal colonies to get regularization certificates by July 22

Chandigarh July 17: With a view to provide relief to the plot holders the Punjab government has directed all urban local bodies to release regularization certificates to all entitled plot owners who have already applied under ‘regularization policy for illegal colonies’ by July 22.

Stating this here today a spokesman of the state government said that the local bodies department has instructed all competent authorities within municipal corporation limits, municipal committees and for areas outside municipal limits to issue certificates to eligible applicants by July 22 who have already paid full regularization fees. Adding further, he said that the plot holders who have not paid 100% regularization fees could deposit the requisite amount to authorities concerned within 15 days to get regularization certificates.

Elaborating further, he said that the area or plots sold before the date of enactment of Punjab Apartment and Property Regulation Act, 1995 in unauthorized colonies developed before August 9, 1995, are not required to be regularized under this policy but the area or plots sold after this date (9 August 1995) are covered under this policy.

It may be recalled that state government has initiated a number of steps to check mushrooming of as many as 5000 identified unauthorized colonies all over the state. The regularization process is aimed at to provide basic amenities to the residents after legalizing the illegal settlements in the urban areas, he added.

Punjab budget will fuel infrastructure growth and result in fiscal consolidation - Sukhbir Singh Badal

Chandigarh, July 16 –

Punjab Deputy chief minister Sukhbir Singh Badal today congratulated finance minister Parminder Singh Dhindsa for coming out with a budget targeted at fuelling infrastructure growth besides focusing on fiscal consolidation.

In a statement here, the Deputy CM said capital expenditure had been increased so that more infrastructure works could be taken up. He said simultaneously financial prudence was also the hallmark if the State budget. This, he said, would result in fiscal consolidation.

Mr. Badal also termed the budget as one which was aimed at all sectors and sections besides being a tax free budget. He said the budget represented the vision of Punjab Chief Minister Mr. Parkash Singh Badal who always given top priority to fulfill the basic needs of the people by ensuring over all development of infrastructure in agriculture, power, roads, rural water supply & sanitation and irrigation sectors.

Appreciating the move to strengthen existing skill training infrastructure, Mr. Badal said that the state has set aside a budget of Rs. 500 crore to promote skill development culture for 3 lakh youth during the current year 2014-15.

Mr. Badal also hailed the decision to allocate Rs. 50 crore for strengthening the infrastructure to enable the State to launch a vigorous campaign against drug addiction.

As a major relief to the border area farmers the compensation, to the farmers who were unable to cultivate their land due to fencing at international border, has been enhanced to Rs. 10000 per acre against compensation of Rs. 2500 presently. He recalled that this scheme was initiated by the previous NDA Government but later discontinued by the congress led UPA Government.

He said that Punjab has the highest SC population across the nation and for the welfare of the community; the state has earmarked a total Rs. 6432 crore out of Rs. 20,100 crore which was highest in the country.

Reiterating the strong resolve of Punjab Government to make full payment to the cane growers during 2014-15, Mr. Badal said that the Government has provided 186 crore to SUGARFED to clear the arrears.

LAND PARTITION DISPUTES OF NRIS, PUNJAB AIMS FOR PERMANENT SOLUTION: JATHEDAR TOTA SINGH

Chandigarh, July 16: Punjab is all set to evolve a comprehensive policy to come out with a permanent solution to lingering problems of partition of land & property cases of NRIs.

Reviewing the problems of NRIs in a high level meeting today, NRI Affiars Minister Jathedar Tota Singh instructed the department to come out with a policy framework in consultation with Revenue and Urban Development Department for expeditious solution to partition cases especially of NRIs.

Jathedar Tota Singh said that 80 percent complaints of NRIs are regarding land disputes therefore such a system should be evolved that time bound justice could be provided to the NRIs. He said that NRIs do not have much time to settle their property disputes when they visit Punjab. He instructed the officials to study all such aspects while drafting policy.

NRI Affairs Minister said that Punjab Government is also ready to amend the present revenue act to provide justice to the NRIs in property partition cases.

The Minister instructed the officials to deal all complaints of NRIs on merit in a transparent manner without any discrimination to provide justice to the people. He asked the officials for prompt reply to the complaints of NRI’s and time bound disposal. He also asked the officials to review all the complaints on regular basis.

Others prominent present in the meeting included Mr. Sanjay Kumar Principal Secretary NRI Affairs Department, Gurpreet Deo IGP NRI Police and Mr. H.S Sandhu SP, NRI Police.

CM HAILS STATE BUDGET 2014-15 AS 'BALANCED AND GROWTH ORIENTED'

BUDGET WOULD IMPART FRESH IMPETUS TO THE STAGNATED AGRARIAN ECONOMY OF THE STATE

Chandigarh, July 16-

Hailing the Budget 2014-15 presented by the Finance Minister Mr. Parminder Singh Dhindsa today in the state assembly, the Punjab Chief Minister Mr. Parkash Singh Badal termed it as a 'balanced and growth oriented budget, which would further propel the tempo of overall growth and development of the state besides ensuring prosperity of all sections of society especially the poor and underprivileged ones.

In a statement issued here today, the Chief Minister said that the 'zero tax' budget had taken care of all the core sectors i.e. Health, education, Power, infra structure, social security and others besides pushing the state in the orbit of high growth trajectory. Mr. Badal also mentioned that the budget for 2014-15 would also bring in far more financial discipline with economic prudence in narrowing down the fiscal deficit with a focus on the enhancement of revenue through resource mobilization. Highly appreciating the budget proposals for 2014-15, he said that special allocation of funds worth Rs 109 crore to combat the problem of drug abuse and Cancer besides making budgetary provisions for the safety of women, eradication of unemployment amongst youth and path breaking steps to be taken to keep the fiscal stress in check had been incorporated in the budget, which spoke volumes of state government's commitment to take on these issues on war footing.

Expressing confidence that NDA government at centre would be responsive to the problems of the border areas of the state, the Chief Minister said that our state would now reach the zenith of glory in terms of development and prosperity as it was blatantly neglected by the previous UPA government. Mr. Badal also lauded the proposed allocation of Rs 500 crore for imparting skill development training to nearly three lakh youth during the current fiscal. He also commended the path breaking initiatives to strengthen the power sector in the state, with an outlay of Rs 3200 crore, which constitutes 16% of the total plan of this Rs 1150 crore had been earmarked for transmission, Rs 750 crore for generation and Rs 1250 crore for distribution with a thrust to ensure uninterrupted quality power supply to the consumers at affordable rates.

The Chief Minister envisioned the current budget as a roadmap for the revival of industrial sector and imparting fresh impetus to the stagnated agrarian economy of the state. He said that the current budget was a milestone which would go a long way in setting new parameters of growth and development to cherish aspirations of people of Punjab in near future.

VIGILANCE BUREAU NABS PATWARI WITH BRIBE MONEY OF Rs.10,000

CHANDIGARH, JULY 16:

Vigilance Bureau, Punjab today nabbed a Patwari red-handed with the bribe money of Rs.10,000.

Disclosing this here today, an official spokesperson of the bureau said that Mr. Jaswant Singh, Former Sarpanch of Village Lohgarh, district Mansa has complained that Patwari Darshan Singh posted at Revenue Circle, Khiali Chaihalanwali and having additional charge of Ranjitgarh Bandar and Lohgarh, was demanding Rs.20,000 for mutation of land and the deal was matured for Rs.10,000.

Acting on the tip of the complainant, Mansa Vigilance Bureau team, led by DSP Mr. Paramjeet Singh, laid a trap and nabbed Darshan Singh red-handed, while accepting money from the complainant.

The spokesman further said that a case under section 7 and 13 (2) of Prevention of Corruption Act, 1988 has been registered against Darshan Singh at Vigilance Bureau Police Station, Bathinda.
