The Punjab Chief Minister Mr. Parkash Singh Badal today directed the state Colonization department to issued guidelines regarding the partition of plots measuring 20X80 ft. into two plots of 10X80 ft each free of cost to the allottees in the mandis. However, the fixed price would be charged for the construction of basement and first floor as per the norms from the allottees.
A decision to this effect was taken by Mr. Badal in a meeting with the deputation of Aarhtia Association led by its President Mr. Ravinder Singh Cheema here at Chief Minister’s Residence on Wednesday evening.
Disclosing this here today a spokesperson of the Chief Minister’s office said that Mr. Badal asked the Director Colonization to issue notification in this behalf after making necessary amendments in the policy and directed the Punjab Mandi Board to undertake the partition of plots accordingly in line with the similar policy.
Responding to the other issues raised by the Association relating to Power cleaners’ electricity bills, relaxation in moisture contents of paddy and availability of gunny bags etc., the Chief Minister directed the concerned authorities to examine them thoroughly before taking any final decision. He assured that all their pending issues would be looked into sympathetically so as to resolve them amicably.
Regarding the allotment of plots to the old Arhtias in new mandis, the Chief Minister also directed the Financial Commissioner Development to initiate appropriate steps for the amendment in the existing allotment rules. On the issue of payment of the electricity bills of power cleaners by the labourers and Arhtias jointly, Mr. Badal directed the Financial Commissioner Development to review this issue personally.
Meanwhile, the President of the Association raised the issue that late sowing and combine harvesting of paddy resulted in an increase of moisture content up to 18% and 19% instead of permissible limit of 17%. Taking a view of this genuine problem, Mr. Badal asked the Agriculture department to work out a mechanism for advance sowing the paddy i.e. on 1st. June instead of 10th June. Mr. Badal also agreed to take up the issue for seeking relaxation in paddy moisture content with the GoI.

MD OF MULTI-NATIONAL COMPANY DANONE CALLS ON CM

Managing Director Nutricia - a French based company of food group Danone Mr. Laurent Marcel called on Punjab Chief Minister Mr. Parkash Singh Badal here at latter’s residence late last evening and reveled the future prospects of their multinational group to re-launch its acquired brand Protinex with value additions and new packaging.
Disclosing this here today a spokesperson of the Chief Minister’s Office informed that appreciating the investor friendly atmosphere in the state, Mr. Marcel informed that currently Danone was operating globally with a turnover of 19 billion euros in baby nutrition, medical nutrition, fresh dairy products and beverages business. Nutricia International had already taken over the Wockhardt’s nutrition business along with its manufacturing unit at Lalru in Punjab which would further give fillip to the company’s business in the region. After acquiring Wockhardt’s nutritional brands, Danone had formally entered India’s baby food and medical nutrition market with Dexolac, Farex, Nusobee and Protinex brands, added Mr. Marcel.
He further informed that the company was currently conducting consumer research programs before introducing its global brands in India through its Punjab’s Unit and to understand the specific needs of Indian consumers, the company is also talking to doctors and opinion leaders before finalizing its global launches.

The Lieutenant Governor of Andaman and Nicobar Islands Lt. Gen (Retd.) Bhopindher Singh called on Punjab Chief Minister Mr. Parkash Singh Badal here at latter’s residence late last evening.
Taking part in the deliberations, Lt. Governor apprised Mr. Badal about entrepreneur characteristics of the 150 to 200 families mostly of ex-servicemen of the Punjabi origin settled at southern most part of the Country Campbell Bay, which was worst affected by gigantic tsunami in 2004. He said that these farmers had suffered huge losses in terms of lives and property as tsunami had ravaged the island but these people had decided to stay there.
Showing a goodwill gesture, Mr. Badal offered to help these families and asked Lt. Governor to list out their requirements in terms of Educational and Health Infrastructure, Punjab government would extend all possible help. Mr. Badal also expressed keenness to visit and meet these people personally. He asked his special principal Secretary Mr. KJS Cheema to keep liaison with the administration of Andaman and Nicobar in this regard.
On this occasion Mr. Badal honoured Lt. Governor of Andaman and Nicobar by presenting a Siropa, a Sword and a Plaque.

The Punjab Government would soon set up a wrestling academy in collaboration with Iranian government to promote the traditional sport of wrestling, after the grand success of Kabaddi at the international scene, as Iran was known for its expertise, infrastructure and agile wrestlers across the world.
A decision to this was effect was taken by the Punjab Chief Minister Mr. Parkash Singh Badal during a meeting with the Iranian Sports & Youth Affairs Minister Mr. Mohammad Abbasi who called on him here at Chief Minister’s residence this morning.
Accompanied by the Deputy Chief Minister Mr. Sukhbir Singh Badal the Iranian Minister agreed for signing of the MoU in this behalf as a goodwill gesture which would further strengthen bilateral ties between Iran and India especially Punjab. He also expressed keen desire to send wrestling coaches from Iran to Punjab to train the Punjabi wrestlers so as to enable them to exhibit their rare talent and skills in wrestling at the international arena.
Enthused by the stupendous efforts made by the Punjab government to promote Kabaddi at the global scene by holding World Kabaddi Championships since 2010, Mr. Abbasi congratulated the Chief Minister for this unique initiative. He especially lauded the efforts of Deputy Chief Minister, who is also holding the portfolio of Sports in popularizing Kabaddi as a traditional sport at international level. He also urged Mr. Badal to send Kabaddi coaches to Iran to train their players as the Punjabi Kabaddi players were far better than their Iranian counterparts. He invited the Chief Minister to visit Iran for signing the MoU there for the wrestling academy to be set up in Punjab jointly by the Punjab and Iranian government. He highly appreciated the role of Punjabi Diaspora settled in Iran especially the Sikh community in the overall development and progress of Iran.
Meanwhile, the Chief Minister expressed his willingness to promote bilateral trade and commerce ties between Iran and Punjab through the national governments of India and Iran. He said that Punjab being a major producer of rice could export to Iran and in return India could import Urea from Iran, which was the largest producer in the World. Mr. Sukhbir Singh Badal apprised the Chief Minister that Iran was the biggest rice consuming country where Punjab’s 1121 rice quality was exported from here. He hoped both Punjab and Iran could mutually work out a mechanism to promote trade and commerce relations in a big way.
The Chief Minister also impressed upon the visiting Iranian Minister to send Iranian students for higher studies in Punjab as the state was offering excellent educational infrastructure both at college and university level in humanities, legal, technical and medical stream. He also emphasized the need for exchange of delegations of eminent industrialists, progressive farmers and students between Iran and India especially from Punjab to further foster a sense of mutual understanding, goodwill, peace and amity amongst the people of both countries.

Chandigarh, December 13: The Punjab government has decided to introduce online payment of VAT refunds from April 1, 2013 to bring transparency in the process of refunds besides expediting them. It has been also decided to create a monthly dedicated corpus of Rs.150 crore in Excise & Taxation department for hassle free refunds and every month this corpus would be replenished as per withdrawal from the corpus.
The Deputy Chief Minister Mr. Sukhbir Singh Badal announced this while presiding over the meeting of State Consultative Committee of Excise & Taxation department here today. He said that Punjab is all set to introduce total computerization in Excise & Taxation department within one year and it has already started the services like e-filing, e-payment, e-permit, e-pass and e-billing and now department has moved for integration of all IT related services to provide better facilities to the dealers and industrialists in a big way.
Mr. Badal said that he has issued directions that payment through checks should be stopped as it leads to corruption and every payment should be done to the dealers through online banking. Similarly, the department should also accepts receipts of all taxes through online banking as there was no reconciliation of cheques sent for clearing or collection to various banks. Mr. Badal said that on the suggestions of VAT dealers he has created a corpus of Rs.150 crore with Excise & Taxation department and government would keep on replenishing the corpus as per withdrawal during that month to ensure uninterrupted and hassle free refund to the VAT dealers.
Announcing to star categorize the VAT dealers, Mr. Badal said that VAT dealers as per their record of compliance would be categorize to one star to five star category and five star dealers would get priority in all services provided by the department.
Introducing a new concept of honouring highest tax payers in every city, Mr. Badal said that he has asked the department to organize the function to honour highest tax payers in specially organized functions so that other people would be motivated to pay their taxes honestly.
In a novel scheme to motivate consumers to seek bill of every purchase to safeguard their rights, Mr. Badal said that he has asked the department to put up drop boxes in all 143 towns of the state in which consumer after purchasing goods from any shop, can drop the bill after writing his name, address and mobile number on the overleaf of the bill. He said that from the bills collected in each city a monthly draw would be conducted and lucky consumers would be given attractive prizes.
Seeking cooperation of general public to check the sale of illicit liquor in the state, Mr. Badal said that Excise & Taxation department would start a 24x7 toll free number in which anybody could complain about sale of illicit liquor and department would take deterrent step to check that.
Stressing upon the need for proper compliance of tax, Mr. Badal said that with 100% compliance we can increase the base of tax payers thereby reducing the tax rate.

JOSHI PROVIDES MAJOR RELIEF TO INDUSTRIAL PLOT HOLDERS OF JALANDHAR FOCAL POINT
CHANDIGARH, DECEMBER 13:
The Punjab Industries and Commerce Minister Mr.Anil Joshi today give a major relief to industrial plot holders of Focal Point Jalandhar Extension seeking transfer of their plots by 31.12.12 upon making payment of prescribed transfer fee.
In a meeting held here today Mr. Joshi announced that those allottees who have already made part payment of enhanced land cost should also be covered under the facility subject to their applying upto 31.12.12 along with payment of balance dues of enhanced land cost. This has been done to mitigate the long pending grievance of the allottees.
Mr. Anil Joshi further said that a new policy for allotment of industrial plots/land in different focal points/industrial estates/colonies would be notified by the Government in due course of time. After finalization of new allotment policy, plots available in different areas should be advertised and made available to the entrepreneurs for setting up their units. He urged upon the prospective entrepreneurs to bring fresh investment in Punjab and take benefit of the conducive industrial environment prevailing in the state.
PUNJAB DECIDES TO RECRUIT ONE THOUSAND DRIVERS AND CONDUCTORS ON CONTRACT
CHANDIGARH, December 13:
Punjab State Bus Stand Management Company Ltd. (PUNBUS) has decided to recruit 1000 drivers and conductors on the contractual bases.
Disclosing this here today, a spokesman of PUNBUS informed that PUNBUS has decided to recruit 500 drivers and 500 conductors for its different depots on the contract bases and for the same the process has already been started. The drivers and conductors would be paid lump sum Rs. 7500 and Rs. 6500 per month respectively along with other allowances, he added.
The spokesman further informed that detailed information for the recruitment could be obtained from the website http//recruitment.cdacmohali.in from December 19, 2012 and candidates could apply for these posts from December 20, 2012 till January 20, 2013.

PUNJAB EDUCATION DEPARTMENT STARTS BASELINE EVALUATION OF MATHEMATICS, ENGLISH, SCIENCE AND SOCIAL STUDIES
Chandigarh, December 13: The Punjab Education department has initiated a special programme for baseline evaluation of Mathematics, English, Science and Social Studies subjects of all the students studying in 6th, 7th and 8th classes in the government schools of the state.
Disclosing this here today, Mr. Kahan Singh Pannu, Director General School Education said that the Punjab Education Minister Mr. Sikander Singh Maluka has approved this project and it was aimed to bring qualitative improvement in the education of students studying in upper primary classes. He said that the basic purpose of this evaluation is to access the knowledge, information and maturity of the students regarding these important subjects so that required corrective steps could be taken.
The DGSE informed that evaluation letter of these four subjects were made available on SSA Punjab website and concerned teacher has to prepare schedule at his own and would keep record of subject wise evaluation of each student. He directed the teachers to make concerted efforts for those students who were lagging behind in evaluation in next two months along with their regular syllabus. He said that after two months the education department through subject teachers would ensure post evaluation of those subjects and after studying the results new targets and methods would be chalked out for improvement in education in near future. He said that the subject experts DRP (Math), DRP (Science), DRP (English) and DRP (Social Studies) would monitor the evaluation process.

It has been announced by Dr. Mohammad Abassi, Sports and Youth Affairs Minister of Iran, at Bathinda. He was here to watch the semi final match between India and Iran.
Mr. Abassi was hopeful that sports are very effective medium to spread love and peace and to bring countries closer. He praised the Punjab Government for organizing such a splendid world class sports competition. Mr. Abbasi urged Mr. Sukhbir Singh Badal to lead the Asian Kabaddi Federation for the betterment of this game. He expressed hope that it is mere a matter of time when the Circle Style Kabaddi would be part of Asian Games.
“The ties between India and Iran are getting stronger with the organization of such sports events. We have accepted the offer of Punjab Government to participate in the three nation Indigenous Wrestling Competition going to be organized next year”, he added.

6 NEW RAILWAY OVER BRIDGES TO BE DEDICATED TO PUBLIC IN MARCH 2013: DHILLON
· 3 RAILWAY OVER BRIDGES ALREADY COMPLETED
CHANDIGARH, DECEMBER 13:
The Punjab government would dedicate 6 new Railway Over Bridges constructed at the cost of Rs. 101.9 crore to the public by March 2013.
Disclosing this here today, PWD Minister Mr. Sharanjit Singh Dhillon said that with the completion of these projects, the dream of linking all cities with 4/6 lane roads would reach near realisation. He said that these 6 Railway Over Bridges would be thrown open to public by March 2013, included ROB in Barnala(Distt. Barnala) near SD College constructed at the cost of Rs 23.81 crore, second at Gurney (Distt. Sangrur) with the cost of Rs 16.28 crore, third at Sahnewal(Distt. Ludhiana) with the cost of Rs 17 crore, fourth on Khanna-Lalheri road at Khanna (Distt. Ludhiana) with the cost of Rs 10.17 crore, fifth at Mukerian(Distt. Hoshiarpur) with the cost of Rs 16.95 crore and sixth one at Chajli (Distt. Sangrur) on Sunam-Lehra road with the cost of Rs 14.35 crore.
He further said that work on all these projects is on the verge of completion and by March 2013 all these bridges would be opened for public. He said that Punjab Government has earlier opened 3 new Railway Over Bridges for transportation in 2012, which included a very important bridge at Morinda bypass, at Chawapail on Samrala-Bija road and at Bhikhi on Bhikhi-Bhudladha (Mansa) road. Punjab Government has also sanctioned a bridge on Jalandhar-Kaputhala road near Khojewala which would be built with the cost of Rs 34 crore,he added.
The Minister also added that SAD-BJP government was committed to provide world class roads, bridges, which is the base of transportation sector. Minister said that the state government has already constructed Bathinda-Badal road with the cost of Rs.29 crore at Bathinda, construction of RoB at Bahadurgarh-Ghanaur-Shambhu highway with the cost of Rs.17 crore, whereas Rs.21 crore has been invested on the construction of railway under bridge (RuB) on Bathinda-Talwandi Sabo highway at Bathinda.

“CORNUCOPIA”- a Book on Teaching English through Activities Released by SSA Punjab
Chandigarh December 13:- In order to eradicate fear and phobia for English language among the school students of Punjab and to inculcate self-confidence among them, a state-level one-day teacher-training workshop was organized, in which the English DRPs and BRPs of all the districts of Punjab participated with their interactive, knowledgeable and interest-creating activities. Ultra-modern techniques of teaching were demonstrated with working models, charts, big flash cards and children’s play material in a beautiful manner, by teams of each district. More interesting fact was that all the teams of various districts seemed to be better than one another during their performance.
Under the able guidance and aegis of Education Minister Mr. Sikander Singh Maluka, all present in the hall including DGSE Mr. Kahan Singh Pannu, Additional SPD Mrs. Parampal Kaur and teachers of various districts enjoyed these activities very much and simultaneously many new ideas and techniques of teaching evolved out of healthy discussions among all present. While releasing the book “Cornucopia” representing all these activities, DGSE Mr. Kahan Singh Pannu said that the joint effort made by all the DRPs and BRPs of English Cell was highly praiseworthy. While congratulating all the English teachers present on the occasion, he expressed his hope that the day seemed not far away when all the urban and rural students of Punjab would speak this foreign language without any fear or phobia and would be able to stand in competition with the rest of the world.
While expressing their gratitude to Mr. Pannu and Mrs Parampal Kaur, ASPD (English) Dr Ginni Duggal and Mr Kanwaldeep Singh Sohi inspired all the DRPs and BRPs to ensure that all such activities are practically applied in the schools and real classroom situations. CHANDIGARH, DECEMBER 13:
The two day state level training program for 6th Economic Census in Punjab has been started today at Mahatma Gandhi State Institute of Public Administration (MAGSIPA). Mr. Satish Chandra, Principal Secretary (Finance and Planning) and Census Commissioner, Punjab inaugurated the workshop by lightening the lamp.
Mr. Chandra, while delivering keynote address to the District Economic and Statistical Advisors (DESA) and District In-charge and other related staff, said that the arrangement for the census have been completed. He said that around 30,000 employees from different departments have been assigned as census officers, supervisors and in-charge officers. He appealed the staff to work with full dedication to execute the census work in stipulated time period. Mr. Chandra said that special kits have been provided to the relevant officers for census, which would be conducted in the month of January and February, 2013 in the state.
Mr. V.K. Arora, Additional Director General-cum-Chief Census Commissioner from Government of India, also addressed the workshop. He invited suggestions from the officers to further streamline the census work.
While addressing the gathering, Mr. Mohan Lal Sharma, Economic Advisor, Punjab and Additional Census Commissioner said that the State of Punjab has become the first state in country, where economic census has been started in its true spirit. He said that State Level Steering Committee has been constituted and other arrangements for the census have also been completed. He further said that for the smooth conduction of Economic Census, District Level Monitoring Committees have also been constituted. Deputy Commissioners concerned would be the chairman of these committees, who would also work in the capacity of Ex-Officio District Economic Census Commissioners. Similarly, Deputy Economic & Statistical Advisors of District Statistical Offices have been deputed as Nodal Officers, who would also be Assistant Economic Census Commissioners.
He said that the District Level Training Workshop would be conducted on December 17, which would be completed till December 21 whereas Block/Town Level Workshop would be conducted from December 24, 2012 to January 10, 2013. He said that regional census work would be commenced from January 16, 2013 and would be completed till February 16, 2013. During the workshop a book titled ‘Domestic Product of Punjab (2004-05 to 2009-10)’ has also been released.

PUNJAB CONSTITUTES COMMITTEE FOR FORMULATING CULTURAL HERITAGE POLICY
CHANDIGARH, DECEMBER 13: The Punjab Government has constituted a State Level Coordination Committee to formulate the Cultural Heritage Policy of the state.
Disclosing this here today, an official spokesperson of the state government said that the committee has been constituted with the UNESCO assistance, to ensure support and active involvement of all the Departments of the State Government. He said that Chief Secretary will be the Chairman of Committee.
He said that Financial Commissioner(D), Financial Commissioner(R), Principal Secretary, Tourism, Principal Secretary, Cultural Affairs Archaeology & Museums, Principal Secretary, Finance, Principal Secretary, Technical Education and Ind. Training, Principal Secretary, Industries and Urban Development, Principal Secretary, Public Works, Principal Secretary, Local Government, Principal Secretary, Employment Generation and Training, Principal Secretary, Information and Public Relations, Principal Secretary, Irrigation, Principal Secretary, Power, Principal Secretary, Education, Principal Secretary, Legal and Legislative Affairs, Principal Secretary, Planning, Principal Secretary, Rural Development and Panchayats, Principal Secretary, Social Welfare(Women & Child Development), Chief Conservator of forest(Forest & Wildlife Preservation) would be the members of the committee while Director, Cultural Affairs Archaeology & Museums will be the Convener.
The spokesman said that an Apex Committee has also been formed to further expedite the matters relating to the formulation of Cultural Heritage Policy on day to day basis.

Disclosing this here today, Mr. Sursh Arora, Chief Director-cum-DGP Vigilance Bureau Punjab said that Bureau has put up its best efforts to eradicate corruption amongst public servants and others in every sphere in the State. In this direction, the Vigilance Bureau caught Sukhwinder Singh, ASI (49/Patiala) posted at Police Station Sadar Samana district Patiala, demanding and accepting bribe from the complainant of Dharm Singh of village Paharpur, block Samana, district Patiala.
He added that the complainant approached the Bureau and alleged that ASI Sukhwinder Singh was demanding a bribe of Rs. 10,000 for not arresting him in a case registered against him despite the fact that he has got an anticipatory bail from the Punjab High Court. After finding the veracity of facts a vigilance team led by Mr Randhir Singh Inspector Vigilance Bureau Flying Squad-2, laid a trap and the accused was nabbed red handed in the presence of two government officials as witnesses. The tainted money was recovered from him. In this regard a vigilance case under FIR No. 29, u/s 7, 13 (1) read with 13 (2) of Prevention of Corruption Act 1988 at Vigilance Bureau Police Station Patiala and further investigation was under progress.

CHANDIGARH, DECEMBER 12: The Punjab today became first state in the country to launch 24X7 citizen portal besides a toll free phone to seek suggestions and feedback from the common citizen, who has been denied fair treatment by the police.
The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal launching the portal in the presence of DGP Mr. S.S. Saini and top brass of the police said that he has initiated this system to remove the impression that complaints at the lower level in the police were not being attended and some citizens were not satisfied with the progress or investigation of the police in their cases. He said that this system would not replace the police station as first line of complaint would be the Police Station and complainant not getting justice can always approach us through e-mail or 24 hours toll free number. He said that complainant would get reply within 21 days and in urgent case even instantly. Mr. Badal said that ADGP Law and Order and his team would constantly monitor all complaints and sent him daily report. Mr. Badal said that anybody can go on website www.punjabpolice.gov.in and click ‘Citizen Portal’ to register their complaints or on toll free phone 1800-180-2082, which has been started with four lines that would be increased as per pressure on the system.
Speaking about the new feed back channel Mr. Badal said that this would be his humble attempt to get unfiltered feedback from the citizens living in the rural areas and he would be able to monitor the functioning of the police and every Thana located in Punjab.
Interacting with the media Mr. Badal said that the second decision he has taken was to separate investigation and policing wings. He said that investigation wings would focus on investigation of cases and they would be equipped with latest techniques and they would be provided training in the scientific methods of investigation. Mr. Badal said that the ending of duality of role of police besides strengthening the policing system would bring transparency and effectiveness in the investigation system.
Announcing the launch of first ever Rapid Rural Response System with a three digit toll free number, Mr. Badal said that by January Punjab would get 700 motorcycles for Rural Policing and 245 fully equipped motorcycles for Urban Policing and PCR motorbikes would reach within 20 minutes of dialing the complaint on the pattern of 108 Ambulance. He said that a central control room was being setup for Rapid Rural Response System and he would personally monitor its functioning.
Expressing concern over accidents due to over speeding, Mr. Badal said that he has ordered to put speed radars at every important road to check overspeeding. He said that orders have been issued that every commercial vehicle would have install reflectors to increase their visibility during nights.
Answering the question about present Law and Order situation Mr. Badal charged Congress Party for politicizing every minor issue in the state as they were devoid of any issue. Mr. Badal said that earlier the public gave them a strong rebuff on their repeated rants of 40,000 vendetta cases and they could not produce even four. He said that we have to appreciate the fact that the speed and effectiveness with which police had arrested the accused within six hours of crime and exemplary punishment meted out to the erring police officers. Mr. Badal said that law and order situation in the state was better than any state in the country. He said that during last five years we had made record seizure of RDX and Explosives, made preemptive arrests of hardcore ultras preventing many tragedies, maintained strict vigil on law and order situation, acted with alacrity on every issue. Mr. Badal said that those who were seeking my resignation have been rejected by the public. Mr. Badal said that before asking for my resignation they should seek resignation from Prime Minister under whose tenure India suffered major bomb blasts including attack on Mumbai.
Mr. Badal announced that ADGP Law and Order was personally monitor the investigation of ASI murder case, in which SHO has been dismissed and one more has been suspended. He said that the girl Robinjeet Kaur has been appointed as Naib Tehsildar by the Cabinet today.
Denying the reported reinstatement of DIG Paramraj Singh Umranangal, Mr. Badal denied that no orders have been yet issued in this regard.
Advising Congress leaders to stop the competitive politics to mark their attendance in Congress high command, Mr. Badal said SAD-BJP government has acted promptly in every case and not issued “Clean Chits” like him.
Mr. Badal said that he was very satisfied with the recruitment of 20000 constables in Punjab Police during last six years as Punjab Police has got best talent in the most transparent recruitment process in the state.
On the issue of fake license to Sukhdev Singh Namdhari, Mr. Badal said that he has ordered recheck of all arms licenses besides lodging a FIR against Namdhari.
Expressing full confidence in the functioning of DGP Mr. S.S. Saini, Mr. Badal said that he was fully empowered to take whatever action he deemed against anyone and he was very effectively handling the situation.

CHANDIGARH DECEMBER 12:
The Punjab Cabinet today gave approval to link SAS Nagar (Mohali) with Chandigarh Metro Rail Project at a cost of Rs.1427 crore.
A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Mr. Parkash Singh Badal this morning.
Disclosing this here today a spokesperson of the Chief Minister’s office said that the total length of the metro rail covering the tricity i.e. Chandigarh, Panchkula and Mohali was 37.57 KMs to be completed at a cost of Rs.10,900 crore. Two corridors would be developed one from Capital Complex Chandigarh to Gurdwara Singh Shaheedan Sector 70 in Mohali having a length of 12.49 KMs, of which 3.97 KM in Mohali city. Likewise, the second corridor would be from Mullanpur (Punjab portion) to Grain Market Panchkula (Haryana) having a length of 25.07 KMs, of which 3.87 KM would be in Mullanpur.
In order to strictly regulate the profession of travel agents besides checking their illegal & fraudulent activities and mal practices of the persons involved in the organized human smuggling in Punjab, the Cabinet also gave approval for the enactment of Punjab Prevention of Human Smuggling Bill, 2012. The Bill stipulated whosoever contravenes the provisions of the law and indulges in activities which result in sending people abroad illegally shall be punished with imprisonment for a period not less than three years, which may extend to seven years and with fine. Whoever, having been convicted of an offence under any provision of this Bill, is again convicted of an offence under the same provision, shall be punishable, for the second, and for each subsequent offence, with double the penalty, provided for that offence. The SDMs/DSPs have also been given power to search the premises of such violators with the prior approval of the District Magistrate. It would be mandatory for all travel agents to get licenses from the competent authorities for doing business.
To ensure compulsory registration of marriages solemnized under any law governing the parties irrespective of their religion, caste, creed or nationality in the state, the Cabinet also okayed the enactment of the Punjab Compulsory Registration of Marriages Bill, 2012 which would include NRIs also.
The Cabinet also approved the amendment in the Punjab School Education Board Act, 1969 to declare the Board as sole body to discharge the functions of the Board. This decision would empower the board to check the malpractice of issuing bogus certificates/degrees which were not approved for employment in the government as well as other organizations.
In another significant decision, the Cabinet also approved to slash the rate of VAT on Timber and Scaffolding from 13% (plus surcharge) to 5.5% (plus surcharge). The reduction in VAT would help in preventing the flight of timber and scaffolding trade and industry from Punjab to the neighboring state.
Acting swiftly on the written requests from farmers, the Cabinet also gave go ahead to return those lands leased to the Citrus council for which the farmers had made requests besides allowing to return such lands for which a written request would be received from the land owner in future also.
To ensure quick dispensation of justice to the people of the state, the Cabinet also approved the creation of 37 posts of Civil Judge (Junior Division)-cum-Judicial Magistrates besides entrusting the work of selection of 71 posts of PCS (Judicial Branch) to the Punjab & Haryana High Court by taking these posts out of the purview of Punjab Public Service Commission. The said posts would be advertised by the Punjab Public Service Commission and thereafter the selection would be made by the recruitment committee of Punjab & Haryana High Court.
The Cabinet also approved the amendment in the Punjab Lokpal Act by making provision for appointment of one Uplokpal.
The Cabinet also gave approval to grant extension in the service contract of Health/Veterinary Pharmacists and Class-IV employees working as service providers @ Rs.7000 and Rs.3000/- per annum w.e.f. December 1, 2012 up to May 31, 2013 or till regular recruitment (whichever is earlier) as a stop gap arrangement in 1186 rural dispensaries and 582 veterinary hospitals functioning under the Zila Parishads.
The Cabinet also approved the repealing the Pension Scheme of 1996 for the grant of pension and gratuity to the teaching and non-teaching staff of the Punjab Privately Managed Recognized Affiliated Aided Colleges.
The Cabinet also approved the re-designating of 84 associate professors of the government colleges in the state as professors, who were getting Rs.9000 as academic grade pay and are having qualification of PhD as per the notification issued by the University Grants Commission.
While condemning the ghastly murder of Punjab Police ASI Ravinderpal Singh at Chheharta in Amritsar district and expressing heart-felt sympathies & solidarity with the bereaved family, the Cabinet decided to appoint her daughter Robinjeet Kaur, who is M.Sc in Computer Science, as Naib Tehsildar.
The Cabinet also decided to constitute two cabinet sub committees comprising four cabinet ministers each for rural and urban areas respectively to review the situation where the government land was under unauthorized possession. These committees would be assisted by the Chief Secretary and other concerned officials and would also make recommendations to the cabinet to tackle with this situation effectively besides suggesting measures that such situation does not recur in future.
To ensure better citizen centric services to the people and smooth functioning of the Pathankot and Fazilka district administration, the Cabinet gave approval for the creation of 239 and 228 posts in various departments of Pathankot and Fazilka district respectively. Likewise, the Cabinet also approved the creation and filling of 28 posts in blocks of Bhagtan Bhai Ka in Bathinda, Raikot in Ludhiana, Sujanpur and Dorangla in Gurdaspur district.
The Cabinet also approved the amendment in Rule 42-A of the Punjab Motor Vehicles, Rules, 1989 for the allotment of fancy registration marks of choice at a price determined through e-auction. The implementation of this scheme would mop up additional funds of nearly Rs.17-18 crore annually to the state exchequer.
The Cabinet also gave approval for the conversion of Punjab Institutions and other Buildings) Tax (amendment) Ordinance 2012, into Bill in the larger public interest.
The Cabinet also approved the conversion of Punjab Municipal (Second Amendment) Ordinance, 2012 and Punjab Municipal Corporation (Second Amendment) Ordinance, 2012 regarding the introduction of unit area based Property Tax in the State into Bills in the forth coming session of Punjab Vidhan Sabha.
The Cabinet also gave approval for the enactment of Punjab Safety Measures for Prevention and Control of Fire Act, 2012 through conversion of Ordinance into a Bill in the coming winter assembly session.
The Cabinet also gave green signal to amend Section 60 of the Punjab Town Improvement Trust, 1922 by converting the said Ordinance into an Act in the next assembly session, to pave a way for making a single member Tribunal with a president to be appointed by the state government, who would either a judge of High Court of Punjab or an officer of the state government not below the rank of a Financial Commissioner.
The Cabinet also approved the conversion of the Punjab Agricultural Produce Markets (Amendment) Ordinance, 2012 into Bill in the ensuing Vidhan Sabha session wherein all the committees, constituted by way of nomination under section 12 as it existed immediately before such commencement shall stand superseded.
With a view to protecting and safeguarding the interests of minority communities in the state, the Cabinet also gave approval for the conversion of the Punjab State Commission for Minorities Ordinance 2012 into a Bill in the forth coming winter session to constitute a Commission for Minorities in Punjab.
To check the illegal use and theft of canal water, the Cabinet also approved the conversion of the Northern India Canal and Drainage (Punjab amendment) Ordinance 2012 into Bill in the forthcoming winter session of Punjab Vidhan Sabha. Under section 12 of clause 70 of the Act, the amount of penalty for the theft of canal irrigation water had been enhanced from Rs.1000 to minimum Rs.5000 up to maximum Rs.50,000 or imprisonment up to 6 months or both. After that a provision to debar such defaulters from getting canal irrigation water for two years had also been incorporated in the Act.
The Cabinet also accorded approval for conversion of Punjab VAT amendment Ordinance No.17 of 2012 into Punjab VAT Act (amendment) through a Bill in the forthcoming session of Punjab Vidhan Sabha.
The Cabinet also decided to present a Bill before the Punjab Vidhan Sabha relating to enhancement of 1% Social Infrastructure Cess levied in addition to stamp duty at the time of registration of sale deeds.
The Cabinet also gave nod to bring the Punjab Motor Vehicle Taxation Act (amendment) Bill, 2012 in the coming session.
The Cabinet also approved the conversion of Ordinances of self financed Universities namely DAV University Jalandhar and Desh Bhagat University Mandi Gobindgarh in district Fatehgarh Sahib into Bills in the forthcoming winter session of state assembly. Likewise, the Cabinet also approved the conversion of “The Punjab State Board of Technical Education & Industrial Training (amendment) Ordinance 2012” into a bill to enable the Punjab State Board of Technical Education & Industrial Training to utilize its funds.

The Punjab Cabinet in its meeting held under the Chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal today deeply mourned the sad demise of former Prime Minister of India Mr. Inder Kumar Gujral and observed two minute silence in the memory of departed leader.
Disclosing this here today a spokesperson of the Chief Minister’s office said that the Punjab Cabinet unanimously passed a resolution expressing profound grief and sorrow over the passing away of Mr. Inder Kumar Gujral – a great leader adored by every Indian especially the people of Punjab. Mr. Gujral as a diplomat, parliamentarian and the Union Minister of Information & Broadcasting and Foreign Affairs was a perfect blend of rare qualities like simplicity, humility, probity in public life, which would ever act as a beacon for the countrymen.
After the partition, Mr. Gujral had faced numerous hardships but he never gave up his honest approach. At a time when the entire world was in the grip of cold war and was on the brink of another disaster of world war, Mr. Gujral exhibited his rare skills as a seasoned politician and formulated a comprehensive foreign policy popularly known as ‘Gujral doctrine’ aimed at creating peace between two World Powers but also played a pivotal role in ushering in an era of global peace.
The resolution also mentioned that Late Mr. Gujral had played an instrumental role in strengthening the communal harmony and brotherhood amongst the people. He had worked relentlessly for the upliftment of down trodden section of the society. During the tragic era in Punjab he had always advocated a liberal policy to safeguard the interests of Punjab and Punjabis at the national level to heal the wounds of the Sikh community. People of Punjab would never forget the daring and decisive role played by Gujral for waving off the Special Term Loan of Rs.8500 crore on the state that was incurred in fighting the nation's battle during the days of militancy.

BADAL OFFERS FREE HIGHER LEARNING OPPORTUNITIES TO DESERVING STUDENTS OF NORTH-EASTERN STATES

In the wake of inadequate educational opportunities for the youth in the North-Eastern states of the country, Punjab Chief Minister Mr. Parkash Singh Badal today offered to provide free quality higher education facilities to the deserving bright but underprivileged students hailing from North-Eastern states in the state universities.
An announcement in this effect was made by Mr. Badal during a meeting with a delegation of 27 students from North-Eastern states of Arunachal, Mizoram and Assam, who were on their visit to Punjab under a Cultural Exchange program - ‘Students Experience in Inter State Living’ (SEIL), being organised by ‘Akhil Bharatiya Vidyarthi Parishad’ (ABVP). This program was regularly organized since 1966 to acquaint our youngsters with the diverse and rich cultural of our motherland.
Mr. Badal asked his Special Principal Secretary, Mr. KJS Cheema to chalk out the modalities for arranging some seats in the private universities of Punjab for the students of these North-Eastern states to provide a level playing field to them to face the challenges and compete in the modern world.

Disclosing this here today a spokesman of Finance Department Punjab said that Chief Secretary would be the chairman of this committee. Principal Secretary Finance would be its permanent member whereas Administrative Secretary of the concerned department and Managing Director of concerned PSU would be its members.
The spokesman further said that this committee would review the action taken by various departments of the state related to Audit Reports/Audit Para of Comptroller and Auditor General of India.
He said that Budget Officer would be the nodal officer of the committee and he would organize committee's meeting twice in a year with the consent of Chief Secretary, Punjab.
This committee would submit its recommendations to Chief Accountant General (Audit) Punjab, Chandigarh.

A Kabaddi player of visiting Canadian team has been found guilty of consuming banned drugs. It was disclosed in the report of National Anti Doping Agency (NADA) to the organizing committee of 3rd World Cup Kabaddi 2012.
This report has been reaffirmed by Mr. Shiv Dular Singh Dhillon, Director Sports. He said that Canadian player Varinder Singh Dhanoa has been found guilty and he was banned from the World Cup and the fine would be deducted from the prize money of the Canadian team. It is noteworthy that the teams of NADA had till date collected 88 samples of players from different teams.

TRAINING FOR ECONOMIC CENSUS FROM DECEMBER 13
- DHINDSA TO INAUGURATE TWO DAY PROGRAM
CHANDIGARH, DECEMBER 12:
The two day state level training program for 6th Economic Census in Punjab would start from December 13. While disclosing this here today, an official spokesperson of the Finance Department said that Mr. Parminder Singh Dhindsa, Finance Minister, Punjab would inaugurate the training program at Mahatma Gandhi State Institute of Public Administration (MAGSIPA).
The spokesperson further said that Economic Census would be conducted in the month of January and February, 2013 in the state. He said that to conduct this census successfully, this training program has been organized, in which District Economic and Statistical Advisors (DESA) and District In-charge and other related staff would participate besides Director, Deputy Director and Research Officers from Headquarter. Mr. V.K. Arora, Director General-cum-Chief Census Commissioner from Government of India is also participating in the inaugural session.

Vigilance to conduct surprise checking at tax collection barriers-Arora
Chandigarh December 12-The Vigilance Bureau Punjab has conducted a surprise checking at tax collection barrier Boha in district Mansa and detained a vehicle entering in Punjab without paying tax for further verification thereby causing evasion of tax.
Disclosing this here today, Mr. Sursh Arora, Chief Director-cum-DGP Vigilance Bureau Punjab said that the Bureau would continue joint checkings by Excise and Taxation Department at other entry points of Punjab border to crack down of alleged corruption in connivance with the department officials causing evasion of tax by goods vehicles. He added that during the past intervening night of Tuesday December 11, a surprise checking was conducted at barrier Boha in district Mansa by a joint team of Excise and Taxation Department, Punjab consisting of ETO Mobile Wing Punjab, Mr. Sandeep Goyal, SP/EOW, Vigilance Bureau, Jalandhar, Mr. Davinder Singh, DSP/Vigilance Bureau Barnala and Mrs. Namrata Noorpuri, AETC, Vigilance Bureau, Punjab and detained a goods truck entering in the state without paying tax.
MR Arora further added that there were complaints that goods vehicles were entering Punjab area without paying requisite taxes in connivance with the officials of Excise and Taxation Department. He said that several goods vehicles were checked during the night and one vehicle was detained for further verification.

PUNJAB CONSTITUTES COMMITTEE FOR FORMULATING CULTURAL HERITAGE POLICY

The Punjab Government has constituted a State Level Coordination Committee to formulate the Cultural Heritage Policy of the state.
Disclosing this here today, an official spokesperson of the state government said that the committee has been constituted with the UNESCO assistance, to ensure support and active involvement of all the Departments of the State Government. He said that Chief Secretary will be the Chairman of Committee.
He said that Financial Commissioner(D), Financial Commissioner(R), Principal Secretary, Tourism, Principal Secretary, Cultural Affairs Archaeology & Museums, Principal Secretary, Finance, Principal Secretary, Technical Education and Ind. Training, Principal Secretary, Industries and Urban Development, Principal Secretary, Public Works, Principal Secretary, Local Government, Principal Secretary, Employment Generation and Training, Principal Secretary, Information and Public Relations, Principal Secretary, Irrigation, Principal Secretary, Power, Principal Secretary, Education, Principal Secretary, Legal and Legislative Affairs, Principal Secretary, Planning, Principal Secretary, Rural Development and Panchayats, Principal Secretary, Social Welfare(Women & Child Development), Chief Conservator of forest(Forest & Wildlife Preservation) would be the members of the committee while Director, Cultural Affairs Archaeology & Museums will be the Convener.
The spokesman said that an Apex Committee has also been formed to further expedite the matters relating to the formulation of Cultural Heritage Policy on day to day basis.

He said that the Punjab government has incurred Rs. 200 core in 3 years for the construction of 14 new stadiums. He said that after the commencement of World Cup Kabaddi in the year 2010, fourteen new ultra modern sports stadium have been built, out of which 6 are multipurpose stadiums decorated with flood lights and 6 other stadiums are world class Astroturf Hockey stadiums. He also made an announced in the years to come, every district headquarter in Punjab would be decorated with ultra modern multipurpose stadium.
He further said that the adventure of playing and watches matches under the milky white beams of flood light always ignites the excitement of Punjabis. “It was a distant dream for the youth of Punjab to play under at night under flood lights, they could have only satisfied their excitement by watching cricket matches Kabaddi matches at night under flood lights because massive crowd has been sitting before their TV screens”added Mr. Badal.
He said that he felt the pulse of people of Punjab and presented before them a dream of night matches in ultra modern stadiums under flood lights. He said that now not only the Punjab but the whole world is watching live kabbadi matches being played at Punjab under flood lights. He said that the scarcity of flood light stadium in Punjab is now a thing of history.

CHANDIGARH, December 11:
The Punjab Government today started a Placement Portal for the benefit of students of various ITIs, Polytechnic and Engineering Colleges in the state to provide more and more employment opportunities to the students in the state.
The Principal Secretary of the Technical Education Department Mr. S.S. Channi today said that the portal would provide information about the alumni, their achievements, career services, alumni facilities, seminars and guest lectures/workshops and the trade wise positions available in industries. He said that to motivate more and more alumnus to join this portal and for their working as brand ambassadors, awards for the Alumni of the year and Legend Alumni would be introduced in due course of time. He said that it has been mandatory for all the technical educational institutions to upload all the information about the admission and placement of students. He said that each and every student would have a unique portal address which would also be helpful in creating a data base of technical education students in the state. He further said with the launch of this portal, it would become easy for department to collect the information about the placed students as well as the job seekers studying in all technical educational government institutions.
He further said that at the same time, the department has also launched the TEQIP-II (Technical Education Quality Improvement Programme). The project aims at improving faculty development, training to technical staff, purchase of equipment and machinery for imparting training to the students on the latest machinery, civil work, and scholarship/stipend to students of the state.
The funds sanctioned under this project are Rs. 60 crore at the moment and are likely to be increased further in the coming period. The first installment of Rs. 10.40 crore has already been received by the Technical Education Department. He said that today a grant of Rs. 2 crore each has been distributed to Beant College of Engineering and Technology Gurdaspur, SBS College of Engineering, Ferozepur, GZS Campus, Bathinda, Guru Nanak Dev Engineering College, Ludhiana and Thapar University, Patiala as initial amount to start the programme. Besides that Rs. 32 Lakh has also been given to CEC Landran as first instalment. He said that Rs 8 lakh has been given to state project facilitation unit for the upgradation of technical education in the state, he added.

: The Shiromani Akali Dal today took strong notice of the attempts by the Congress party to politicise every issue in the state and said that its demand for President's rule in Punjab is derived from the lust of the congress party which wants to enjoy proxy powers in the guise of the President rule.
In a statement released from the party head office here today, the party Secretary and Spokesaman Dr. Daljit Singh Cheema said that it was most unfortunate that the principal opposition party in the state was glorifying the perpatrators of the crime and condeming the administration instead of condeming the criminals.He said that by glorifying the crime it was contributing to social problems for the victims of the crime. He said that it had become a habit of the Congress party to try to get political mileage out of every incident in the state. Dr. Cheema said that in all the recent incidents the police has registered cases against the criminals, arrested them without any delay, chased the weapons and the vehicles used in the crime then what else Congress proposes to do as per the law ? He further said that apart from taking all these actions even those police officers who have shown laxity in the performing of their duties have been summarily dismissed from service. Even senior officers of the rank of SPs have been suspended which is unprecidented in the history of Punjab police. This all shows that the state government intends to deal with any law and order situation in the state with an iron hand.
He asked the Congress party that before demanding President rule in the state it should first look into the crime record of 10 year dark period of President rule in the state that had ruined the economy of Punjab.He also reminded the state Congress leadership that the social and law and order situation in the Congress ruled states in the country including that of Haryana was far worse than the Punjab.
Dr. Cheema further said before demanding President rule in the Punjab, the Congress led UPA should first come clean on its complete failure to check terroritst attacks in various parts of the country and stopping infiltration in the border states. He said that it was time for UPA to monitor the crime situation of Congress ruled state's that which has crossed all records.
The SAD leader urged the Congress leadership that instead of the contributing to worsen the scenario in the Punjab, it should think twice before politicising every issue and weigh the pros and cons of the 'so called agitations' of the Congress party.

PUNJAB LAUNCHES DOOR TO DOOR CAMPAIGN
FOR CANCER AWARENESS
Chandigarh December 11. Madan Mohan Mittal, Health and Family Welfare Minister, Punjab while releasing the progress of the state wide door to door campaign for cancer awareness and symptom based on early detection of Cancer informed that more than 45% of the population has been covered during the first week of the campaign and 26, 40,777 houses have been visited by more than 40000, field workers as per the compiled data by evening of 10th December. The Minister further expressed that the progress of the Campaign was as per schedule and was to his entire satisfaction. This Campaign not only first in India but all over the globe where each house was being visited for a single disease and is important for further planning and service to the community.
Mrs. Vini Mahajan, Principal Secretary Health and Family Welfare, Government of Punjab, added that the field workers have been specially trained to introduce the hand out in simple language. The 12 symptoms that are the symptoms of chronic diseases and are also indicative of the suspicion of cancer are given in detail to each house hold and then the information given by the house hold is filled in the Performa. The field workers are to explain only the multicolour handout, which is also given to each house, and the symptoms given in which are expected to be understood by each individual so as to contact the health functionaries when such symptoms appear. There is no technical terminology in the hand out. No field worker is to either examine the patient or make any diagnosis or even suspect the cancer. They are only to fill in the information given by the house hold.
Mrs. Mahajan further informed that this is an exercise to assess the number of cancer cases, or suspects of cancer or deaths due to cancer as per perception of the people whether literate or illiterate or whether a villager or a city dweller. The figures that have come out so far are encouraging. In the First Phase till date the data suggests that only 80,984 persons in a population of 1.33 crore feel that either they are suffering from cancer, or there has been a death in the family due to cancer in last 5 years or someone in the family is having some symptom that may occasionally come out to be cancer after medical examination and investigations and the same is only 0.6% of the population.

Education Department is committed to uplift the level of Mathematics amongst the students studying in the levels 6th, 7th and 8th was stated by Education Minister Punjab.
The Minister said that the students are not even aware of divisions, multiplications basic need tables was a great concern that the students of level 6th, 7th and 8th are lacking in basics of mathematics. Education Department has directed the teachers of middle/high/Sr. Secondary schools in the state to access the basic knowledge of the students studying in 6th, 7th and 8th level in mathematics and to prepare proper timetable for this.
The Minister further said that teachers have been directed to complete the syllabus from 15th December, 2012 to 15th February 2013 and make the students work hard. After this post baseline assessment would be done so that it could be assessed whether students of 6th, 7th and 8th level are competent in mathematics.
The Minister also informed that to know the ability of the students sample papers have been loaded on the website of the Sarv Sikhya Abhiyan in the sets of ten which would be downloaded by the teachers and they will give it to the students to solve it and they will keep the record of this with them.

SAD CORE COMMITTE MEETING: DEFMATION SUIT AGIANST DELHI GOVERNMENT
Chandigarh December 8 - The Shiromani Akali Dal will file a defamatio suit against the Delhi state government for defying the orders of the Supreme Court on holdig elections to the Delhi Sikh gurdwara Management Committee ( DSGMC) positively beforeDecember 31 this year.
A deicision to this effect was taken at a meeting of the Core Committee presided over by the Patron in Chief and Punjab Chief Minister Mr. Parkash SInghand attended among others by the party president and Punjab Deputy Chief Minister Sukhbir Singh Badal.
Earlier , the meeting passed a resolution payng glowing tributes to the late Prime Minister Mr. Inder Kumar Gujral and observed a two minute silence in prayer for peace to the departed soul.

The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today categorically said that the law and order situation was under total control and nobody would be allowed to vitiate the atmosphere of state.
Mr Badal was interacting with the media persons after presiding over concluding ceremony of PITEX-2012 here today. Replying to a query, the Deputy Chief Minister said that Punjab police was fully vigilant against any mischief by anti social elements and instructions have been issued to strictly handle the rowdy elements. He said that he had already ordered to register case against Sukhdev Singh Namdhari for getting weapon license by filling wrong declaration and police would seek his production remand after filling a case in Mohali police station.
Mr. Badal announced to set up a World Class permanent trade centre within next two years to boost the trade activities in the region as setting up of such trade centers have become imperative to provide the platform to the industrialists, traders and manufacturers to showcase their products. Citing the examples of Dubai and Singapore, the Deputy Chief Minister pointed out that the economy of these World Class cities revolves around the trade promotion activities going on there. He said that within two year Amritsar and Mohali, both would have permanent trade centers. He said that with the most likely permission of trading of 6000 items through Attari Border by the end of this month, the border district of Amritsar would become a hub of large scale trade activities between South Asian countries. He said that for the smooth trading activities we have to further upgrade our present infrastructure at ICP Attari. He said that the Punjab Government has already requested the Union Government to set up a container Depot to boost the export of fresh vegetables, fruits and flowers as these were the perishable items which need air conditioned containers. He said that during his recent Pakistan visit, the Pak Punjab Chief Minister Janab Shahbaz Sharif had assured him to take up the issue of up-gradation of infrastructure at Wagha Border for smooth trading activities between the neighboring countries. He said that Pak Punjab Chief Minister led delegation comprising of members of his cabinet besides prominent traders and industrialists would visit Punjab from 14 to 16 December.
He said that in the fast changing scenario, Punjab was all set to become the centre point of trading activities between South Asian countries. He said that being a land route, it would not only limited to the trading between India, Pakistan and Afghanistan but also cover the Russian provinces.
Earlier, addressing an impressing gathering of traders, the Deputy Chief Minister said that SAD-BJP Government is determined to attract investment and for this purpose the overall infrastructure of the state was being upgraded. He said that the State was all set to become first power surplus state of the country by the end of year 2013. Besides this, every city and town of the state would have 4/6 lane express way connectivity within two years. He said that the State Government has also launched Rs. 8750 crore project for up-gradation of civic infrastructure in the cities and towns of the state.
Mr. Badal appreciated the initiative taken by PHD Chamber towards the successful organization of International Trade Fair in Amritsar consecutively for 7 years. He said that their efforts will hopefully be rewarded with sweet fruit soon.

Punjab Chief Minister Mr. Parkash Singh Badal today sought personal intervention of Prime Minister Dr. Manmohan Singh to advice the Union Ministry of Human Resource Development to formulate a scheme for opening special boarding schools for poor and talented students, who have passed out of government schools with 80% and above pass percentage in the 12th Five Year Plan.
In a letter to the Prime Minister, Mr. Badal impressed upon the Prime Minister that initially one such special school per district could be opened in the state on pilot basis. Mr. Badal requested the Prime Minister to make adequate provisions in the 12th plan for opening such special schools for these students.
The Chief Minister apprised Dr. Singh that he had come across numerous cases of poor but academically talented students studying in purerly government schools who have scored above 80% marks in their board or other qualifying examinations. Unfortunately, due to their economic conditions, most of these bright students get dropped out after matriculation or 10+2 classes, revealed Mr. Badal.
The Chief Minister was of the firm opinion that given the conducive and encouraging environment, these students would not only excel for themselves but also proved to be a great asset for the nation.

RAMPURA (AMRITSAR), DECEMBER 10:
Mr. Sukhbir Singh Badal, Deputy Chief Minister, Punjab today asked Deputy Commissioner of Police Amritsar to conduct a thorough enquiry into the unfortunate incident of killing of ASI Ravinder Pal Singh and list out policemen including guard accompanying ASI, who were present on the scene and ran away from the scene and also make a list of policemen, who were present in the Chehratta Police Station nearby the scene of incident. The Commissioner of Police Amrtisar would finalise this report by 9 am tomorrow and erring policemen would be straightway dismissed from the service for running away from their duty.
Mr. Badal issued these instructions after visiting the family of slain ASI Ravinder Pal Singh and listening to the sequence of events narrated by victim girl Robinjit Kaur, daughter of slain police officer, and said that laxity would not be tolerated and erring policemen would not be spared.
The Commissioner of Police has also been asked to probe the conspiracy angle in the killing of ASI as the victim girl complained she was deliberately targeted by accused Ranjit Singh Rana, as she was daughter of ASI. She complained when her scooter was hit by them on the first instance they had uttered that she is a daughter of Thanedar and on second occasion also they pointed out that she is the same daughter of Thanedar. The Deputy Chief Minister said that the Commissioner of Police would examine the fact that whether there was a conspiracy to eliminate ASI and real motive for eliminating the concerned ASI.
Condoling the unfortunate death of ASI Ravinder Pal Singh, Badal said that it was the most tragic incident and whole Punjab Government was standing firm with the family in this hour of grief. He said that the Punjab Government has already decided to enlist Robinjit Kaur as Sub Inspector in Punjab Police keeping in view the exemplary bravery shown by her. He said that he has already issued orders to provide two security guards permanently to the family.
Mr. Badal said that as a Party President he has already issued instructions to the District President of SAD to probe that who recommended the induction of Rana in the SAD fold and strict action would be taken against that person. He said that Punjab Government was fully committed to maintain law and order in the state and nobody would be allowed to take law in his hands.
Mr. Badal said that to tackle such incidents, he has already ordered the constitution of Deputy Chief Minister Complaint Cell and one IG Police would monitor such complaints and attend to them promptly.

A team from Kenya led by Mr. Francis Meja, Registrar of motor vehicles, Kenya alongwith officials from police and revenue department today called on Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal. The team is in Chandigarh to study e-Governance initiatives undertaken by Transport Department so that it could be replicated in Kenya.
Explaining about the concept of citizen centric reforms, the Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal said that this whole exercise was to eliminate interaction between general public and authorities by making the process total online. He said that computerization of Transport Department was not only restricted to one or two services but also included registration at dealer’s desk, online payment of fee and taxes, licenses at educational institutes etc. He said that since Kenya and Punjab faced similar types of challenges in the transport sector, it would be apt for Kenya to adopt Punjab model.
In the meeting Secretary Transport Punjab Mr. Mandeep Singh welcomed the delegates who are in a two day visit in Punjab in which they would also be visiting various site offices and interact with officials of the Transport department to learn and understand the implementation methodologies utilized by the department. The address was followed by a presentation on various functions of the department and the live demonstration of systems undertaken by the department.
Secretary Transport mentioned that introduction of e-Governance in department has enabled Punjab to become a leading state in the country to simultaneously introduce Smart Card facility for Driving Licenses and certificate Registration of vehicles along with introduction of other citizen convenience services for facilities like, learner licence issuance by college Principals, Web based anywhere/anytime payment of tax and fee for vehicle owners and an Online system for vehicle registration at dealer point. Department introduces paperless office concept in all the field offices by scanning of the all the applicant’s documents pertaining to learner licence, Driving Licence, certificate of registration and permits. These scanned images will be kept for future usage. Help desks are established at each of District Transport office and Regional transport Authority for conveniences and facilitation of citizen.
Mr. Mandeep Singh Thanked Mr. Harjeet Singh, State Transport Commissioner Punjab, Mr. Harmail singh Sra, Additional State Transport Commissioner Punjab and other officers of the department who have worked night and day for making this department as one of the best Transport Departments of India and helping it to reach stellar heights.
Mr. Mandeep Singh also thanked M/s PrincewaterhouseCoopers Pvt. Ltd. consultants for the e-governance and HSRP projects for department of Transport Punjab for the tireless efforts put in by them to enable the success of various initiatives of the department. He made a special mention on the work done M/s Smart Chip Ltd. (BOOT operatoer for the e-Governance project) for their proficient and proactive approach for making it successful and helping it to become a state of art project. While disclosing this here today, an official spokesperson said that on the first day the session i.e. on December 17, the session would assemble at 2 pm and it would be an obituary session. On December 18, the session would assemble at 10 am and it would conduct financial business. On December 19 (Wednesday) there would be double sitting it would conduct Legislative Business. On December 20 (Thursday) the session would assemble at 10 am and it would conduct non-official business. On December 21 (Friday) the session would assemble at 10 am to conduct legislative business.

More teeth have been provided to the umpires to maintain discipline in the field, who are now equipped with green, yellow and red cards. PUNJAB INITIATES THE PROCESS OF FIXING THE SPEED GOVERNORS IN VEHICLES
Chandigarh, December10-:
The Punjab Transport Department has initiated the process of fixing the speed governor (speed controlling device) in all the registered vehicles.
Disclosing this here today, a spokesman of the State Transport Department said that a notification in this regard had already been issued according to which speed governors have been made mandatory for all the medium/heavy passengers and goods vehicles. Only the speed governors of the authorized testing agency specified under rule 126 of the Central Motor Vehicles Rules, 1989 would be installed in the vehicles for this authority would be given by the state transport commissioner Punjab. The spokesman further said that for authorizing of testing agencies, the office of state transport commissioner has started the process. Within few weeks manufactures and dealers would be authorized for the fixing of speed governors in the vehicles, he said.

JOSHI TiGHTENS SCREW ON ILLEGAL MINING- 217 F.I.R’s REGISTERD IN ONE MONTH
CHANDIGARH, DECEMBER, 10:
Mr. Anil Joshi, Industries & Commerce Minister, Punjab informed that the State of Punjab has initiated stringent measures to contain illegal mining out of quarries. The Minister informed that Mining Officers have been directed to initiate immediate legal action against all offenders.
He informed that special drive against the illegal miners was launched in the last one month whereby 217 FIR's have been got registered in various districts. The District wise detailed is Amritsar-26, Taran Tarn-3, Batala-9, pathankot-18, Bathinda-2, Faridkot-8, Ferozepur-17, Hosiarpur-13, S.B.S-3, Jalandhar-19, Kapurthala-8, Ludhiana-35, Sangrur-1, Barnala-5, Moga-16, S.A.S Nagar-5, Ropar-9, Fazilka-5 and Patiala-15. He further informed that with along with aforesaid F.I.R's, as many as 100 number of vehicle including Trucks, Trolleys, Tipper & J.C.B indulging in illegal mining have also been impounded in the State. The Minister said that strict action shall continue unabated against illegal mining involved in mining of brick earth, sand, gravel & ordinary earth.
The Minister also informed that to strengthen the enforcement, S.D.M's has also been delegated the powers of Sub Divisional Mining Officer who would be assisted by S.D.O's & J.E's of Department of irrigation, P.W.D and Water, Supply & Sanitation.
The Minister requested the public to lodge their complaints in this regard with the S.D.M-cum-Sub Divisional Mining officer or General Manager-cum-Mining Officer of the concerned district.
Brief summery of criminal conduct of Sukhdev Singh Namdhari in procuring arms licences and obtaining duplicate licences by giving false addresses
Sukhdev Singh s/o Roor Singh applied for issuance of an arms licence to DM/Roop Nagar 20.9.1994. The residence proof submitted was a ration card having address of Master Colony, Kurali. The application for grant of licence was moved on 20.9.1994 by Sukhdev Singh to DC Office, Ropar which was forwarded to SSP, Ropar on the same day and further marked to SHO, PS Kurali by SSP, Ropar also on the same day, which is quite uncommon in normal practice and depicts the use of some influence to give priority to the applicant.
Gross irregularities are apparent in the police verification report, where ASI Gurcharan Singh recorded the statement of one Sh. Satpal s/o Charanji Lal r/o Ward No. 11, Kurali and verified the same as I/c City Kurali on 4.10.1994. He forwarded & recommended the file for issuance of fresh arms licence of the applicant to the MHC PS Kurali for verification of the antecedents of the applicant on the same day. On the basis of report of MHC Bhajan Singh dated 12.10.1994, the same person ASI Gurcharan Singh recommended the case signing as SHO PS Kurali to the office of SSP, Ropar. It is apparent that right from the verification of the statement of Sh. Satpal, the same official moved the file as Incharge City Kotwali as well SHO PS Kurali and no other I/O was deputed.
In addition to Sukhdev Singh four other applicants including his real brother were issued arms licences. A complete investigation of the licences issued to other four accomplices of Sukhdev Singh is required as it is felt that a nexus could be established between all the five applicants who may not be residents of Punjab and may be acting as henchmen of the Sukhdev Singh in Bazpur, Uttranchal.
Sukhdev Singh purchased three weapons over the years viz one 315 bore Rifle, one DBBL Gun and a Pistol. Subsequent renewals were carried out by DM/Roop Nagar and DM/SAS Nagar. The licence is valid till 1.3.2013.
Sukhdev Singh Namdhari misused his weapon for seizing disputed property in Undham Singh Nagar In a speaking order dated 29.12.2005 passed by DM Udham Singh Nagar, Uttranchal under Section 17 of the Arms Act, 1962, the arms licence of Sukhdev Singh s/o Roor Singh r/o Talli Farm, PS Bazpur bearing number 276/PS Kurali/DM/Ropar was ordered to be cancelled. The licensee was found misusing his weapon in an incident dated 6.3.2005, wherein the .315 Bore Rifle bearing no.94-AB-2811 was handed over to one Navtej Singh for taking illegal possession of a disputed property. The weapon was impounded and deposited in Police Station Kashipur. The order was appealed against with Commissioner, Kumaun Mandal, Nanital who turned down in the appeal on 2.4.2008.
The order of DM Udham Singh Nagar however mentions the communication of the cancellation of licence to DM, Patiala, which further raises doubts whether the original copy of the licence was deposited in the case. The complete information needs to be verified to understand the facts regarding misuse of the licence by Sukhdev Singh. It is pertinent to mention that a duplicate licence had been got issued from DM Amritsar on 22.3.2001 and another duplicate licence was issued by DM/SAS Nagar on 17.5.2007.
Sukhdev Singh s/o Roor Singh applied to DM Amritsar for issuing a duplicate license and for renewal of his licence no 276/PS Kurali/DM Roop Nagar in March, 2001. The applicant gave a fake address - 4657 Ranjit Pura, Amritsar. A duplicate licence book was issued by DM/Amritsar on 22.3.2001and the licence was renewed upto 1.3.2004. Further the new Licence No. 17980/OD/DM/ASR with area validity of State of Punjab, Chandigarh, U.P. Haryana, H.P. Weapons endorsed included NPB 315 Bore Rifle AB -94-2811 and 12 Bore DBBL Gun No.95/20689 and an open endorsement for purchase of NPB Revolver/Pistol as per the records obtained.
The purpose of obtaining a duplicate copy from DM/Amritsar indicates that the licence was got issued with ulterior motives by the licensee Sukhdev Singh. The DM/Amritsar issued the duplicate copy without surrendering the original licence issued by DM/Ropar, which was found in the records of DM/SAS Nagar where another duplicate copy was issued on 17.5.2007.
The chain of events points out towards the criminal intentions of Sukhdev Singh in using duplicate licence books for some illegal motives which need to be unearthed at the investigation stage.
The licensee applied for addition of Revolver/Pistol in 1995 and in 1996 also but did not purchase any Rev/Pistol. He again applied in 2007 and procured the 7.62 mm Pistol No. M-18130 in December, 2008.
Perusal of the report prima facie leads to the conclusion that Sukhdev Singh Namdhari resorted to illegal means to provide fake residence proof(s) to obtain the arms licences and Passport in the State of Punjab.
It is recommended that a criminal case be lodged against the fugitive at State Crime Police Station, Mohali and the accused be brought on production remand for investigation

FURTHER STEPS REQUIRED IN INVESTIGATION:
- Verification of the issuance of Ration Card to Sukhdev Singh;
- To find out the antecedents of Sh. Satpal, who had given statement to ASI Gurcharan Singh at the time of verification of application of fresh arms licence to Sukhdev Singh;
- Custodial interrogation of ASI Gurcharan Singh, since retired and now residing at Village Fatma, Mullanpur Kurali Road, Kurali.
- Issuing standing instructions to all the DMs in Punjab to mandatorily carry out the police verification at the time of all subsequent events related to the arms licences involving renewal, addition, deletion, sale, change of address etc. as stipulated by the Arms Act, 1959.
- Sukhdev Singh has mentioned his Mobile No. 94174-93311 in an application filed in 2007. The documents filed to obtain this mobile number may throw light on his residential address in Punjab at that time.
- In an affidavit filed in 2007, Numberdar Harchand Singh of Bandala has verified the antecedents of Sukhdev Singh. It needs to be verified and in 2010 Panch Kulwinder Singh of Naglian has verified the antecedents of Sukhdev Singh;
- From time to time Sukhdev Singh has procured ammunition from Bazpur; Rudarpur;Moradabad and other places in UP/Uttranchal as per stamps on the licence. Consumption of cartridges needs to be verified.
- The prevalent practice in Punjab over the years has been to carry out the renewals without police verification and inspection of weapons. This has resulted in the systemic failure, whereby the licensees are never asked to prove the existence of weapons and their antecedents with local addresses. It is apparent from the documents procured that DM/ Ropar and SAS Nagar also did not carry out any Police Verification at the time of subsequent renewals and renewed the licence in routine. The practice followed in Punjab is in violation of the Arms Act, 1962, wherein every renewal application is to be treated as an application for fresh arms licence under Section 15 and it is mandatory to follow the procedure as stipulated in Section 13 for grant of licences, wherein police verification is mandatory. Any such subsequent police verification could have proved the genuineness of the address and antecedents of the licensee.
- Further, to plug the loop holes in the system at macro level to avoid recurrence of such events in future, recommendations are being made to devise Standard Operating Procedures (SOPs) for police verification across the state wherein the detailed questionnaire incorporating all the important particulars should be standardized. In addition, all the DMs/SSP/Commissioners be instructed to conduct a time bound verification of all the arms licensees and the weapons endorsed on their licences. Further DMs be instructed to resort to police verification for all activities relating to arms licences including renewal, addition/deletion/sale of weapons and change of address etc. after issuance of new arms licence.

PASSPORT ISSUANCE – FILE NO. 13519/06
- Sukhdev Singh s/o Roor Singh applied for issuance of his Passport to the C.P.O. Jalandhar . The residence proof attached to the application has been found to be a Ration Card No. 7502, wherein he has shown to be a resident of Village Janian, P.O. Kang Khurd, Tehsil Shahkot, District Jalandhar. The Ration Card is signed by Inspector, Food & Civil Supplies, Lohian Khas, Jalandhar. It was attested by Lehember Singh, Member, Panchayat, Village Janian, who is still a resident of the village.
- The said Ration Card has been found to be fake as per inquiry conducted by the District Food & Supply Officer, Jalandhar and confirmed by SSP (Rural) Jalandhar. The said Ration Card was attested by Notary Public S.R. Khurana (Regd No. 303/89), Jalandhar on 15.2.2006
- The complete set of documents for the Passport application was filed with the Passport Office, Jalandhar through Aero Toursims Private Limited, 6 A, 1st Floor, Dilkusha Market, Jalandhar and signed by the director of the said company Mr. Rakesh Seth on 8.3.2006.
- The affidavit filed by Sukhdev Singh s/o Roor Singh was attested by Advocate Raghbir Singh Dhillon, District Courts, Jalandhar and Executive Magistrate Jalandhar on 17.2.2006.
- The Police Verification Report issued by Investigating Officer ASI Jarnail Singh of Police Station Lohian Khas has confirmed the photograph of the applicant and that the applicant has been living at the given address given during the preceding one year. MHC Mohinder Singh of PS Lohain Khas has also verified the contents. The report was sent vide no. 858-PE on 16.5.2006 by SSP Jalandhar to Regional Passport Office for necessary action.
- The applicant Sukhdev Singh s/o Roor Singh had declared himself to be an illiterate person who could sign in hindi by practice. However documents are on record that he had failed in class XII in Uttranchal as per migration certificate signed by the Principal, Inter College, Bazpur, Shaheed Udham Singh Nagar.
- The applicant misstated in his application that no criminal cases were pending against him in 2006, i.e. at the time of filing of application for Passport. However, the following cases were registered against him, for which the latest status report has been filed by SSP Jalandhar (Rural):

It is therefore manifest from the findings that Sukhdev Singh s/o Roor Singh adopted illegal means to obtain a fake ration card to obtain the Passport. In addition he did not disclose the factual position about the place of his residence and educational qualification. He also misstated his non involvement in criminal cases in Uttranchal. Accordingly he has committed criminal offence in wrongly obtaining the Passport from the Regional Passport Authority, Jalandhar. Prima facie a criminal case be lodged against him to bring him on production remand for investigation purposes under the Indian Penal Code and the Passport Act.

- For procuring arms licences from Punjab
Perusal of the report indicates that Sukhdev Singh Namdhari resorted to illegal means using fake residence proof to obtain arms licences. While 13 FIRs had been registered against him under serious sections of the IPC, he did not disclose these facts during his various applications for procuring/renewal of arms licences. More than that, Sukhdev Singh Namdhari obtained duplicate arms licences both from Amritsar and Roopnagar with a criminal intention to hoodwink the authorities on matters relating to the internal security of the nation.
In the year 2005, the District Magaistrate, Udham Singh Nagar revoked the licence of the Sukhdev Singh Namdhari finding him involved in misusing the licenced weapon (315 bore Rifle) for taking illegal possession of a disputed property. For some reason, the information for this was forwarded to the District Magistrate, Patiala which creates a doubt that Sukhdev Singh Namdhar may have more than 2 duplicate arms licences in his possession.
It is recommended that a criminal case be lodged against Sukhdev Singh Namdhari at the State Crime Police Station, Mohali and he be brought on production remand for investigation.
- Obtaining a passport from Punjab:
Sukhdev Singh Namdhari applied for a passport claiming to be a resident of village Janian in Jalandhar district on the basis of a fake ration card. He misstated in his application that no criminal cases were pending against him whereas in the year 2006 at the time of filing of the application for passport, as many as six cases were pending against him in Bazpur and Milk Khanam.
He committed a criminal offence in wrongly obtaining a passport from the Regional Passport Authority, Jalandhar. Prima-facie, a separate criminal case needs to be lodged against him to bring him on production remand for investigation purposes under the IPC and Passport Act.

Taking cognizance of media reports regarding the issuance of arms license and passport to Sukhdev Singh Namdhari, an accused in the murder of Chadha brothers, Ponty Chadha and Hardeep Chadha, an enquiry is ordered into the facts and circumstances of the issuance of passport and arms licenses to Sukhdev Singh Namdhari from Punjab. The enquiry will be conducted by the Principal Secretary (Home) Sh. D.S. Bains
The Principal Secretary Home is advised to submit the enquiry report positively within a fortnight so as to prevent the issuance of arms licenses and fake verifications of unscrupulous and anti-social elements.
The Principal Secretary (Home) is also advised to suggest concrete measures to check the recurrence of such lapses on the part of State administration.

The second nation after Iran, which secured place in Semi Final of 3rdWorld Cup Kabaddi 2012, is Pakistan, who storms into semis by defeating Italy with margin of 60-20 points. Three matches were played today at the Shri Guru Arjun Dev Stadium of Chohla Sahib in which Sierra Leone in men category and England in women category emerged victories apart from Pakistan. With the victory of England in the women category in Pool ‘B’ the situation become interesting as three teams in this Pool now rested at same footing by winning one game each.
Mr. Sukhbir Singh Badal, Deputy Chief Minister was the chief guest whereas Mr. Sikander Singh Maluka, Education Minister and Mr. Ranjit Singh Brahmpura, Former Cabinet Minister Punjab were the guest of honor.
The thrilling moment of the day was the victory of heavy weight Pakistan over Italy. Pakistan gave extraordinary performance and got the thumping entry into the semi final by decisively beating Italy with an impressive margin of 60-20 points. Pakistan on its way to semi final played three matches and remained invincible. Pakistan’s raiders Safeek Butt, Vikas Butt and Akmal Doger scored 15, 12 and 9 points respectively whereas stoppers Sujad Doger, Mansa Gujar and Musharf Janjua bagged 5, 4, 4 and 3 points respectively.
In another match of men section Sierra Leone opened its account by defeating Scotland with the margin of 73-24 points. Raiders of Sierra Leone A. Buga and Sulieman Kunara got 11 points each and Hasan Kroma scored 8 points whereas its stopper William bagged 7 points.
Match in women category between England and USA got much applaud from the spectators as it was cut through battle for scoring each point, it ended up in the victory of England. British women Kabaddi team out smarten USA women Kabaddi brigade with the margin of 50-28 points. England’s raider Shellttidswal, D. Ford and Louis Redmand scored 6 point each while its stoppers Ashley Hunter and Rosy Heig got 6 and 5 points respectively. Although USA lost the match but its raider Guramrit Kaur had stolen the show by her daring and impressive performance who bagged 17 points.

Punjab Chief Minister Mr. Parkash Singh Badal today said that the present farm crisis, if un-attended forthwith could turn out to be a grave issue having serious implications likely to cause social turmoil and law & order problem in the country.
Showing deep concern over the plight of the Punjab farmers, Mr. Badal in his address on the Golden Jubilee Convocation here at PAU presided by the Prime Minister Dr. Manmohan Singh, said that they were totally demoralized due to heavy debt to the tune of Rs.35000 crore. He said that agriculture was a no longer a remunerative profession as it faced the crisis of slow growth, declining farm income and the dwindling the resources, as many small and marginal farmers had already left agriculture and their number gradually declined from 5 to 3 lakh.
Mr. Badal pointed out that now the fate of farmers was in the hands of Government of India as all the powers like fixing cost of agricultural inputs i.e. fertilizers, pesticides, diesel etc. and even the Minimum Support Price (MSP) was solely vested in it and states had hardly any say in these crucial decisions. He said that the farmers were totally demoralized as there was no encouragement to them from the Centre, except the power subsidy of nearly Rs.6000 crore being provided by the state government. "Even, then we are subjected to sharp criticism from all quarters for giving free electricity to the farmers whereas it is an acknowledged fact that the major countries like USA, Australia heavily subsidized on the agriculture to encourage the farmers", asserted Mr. Badal. He also impressed upon the GoI to provide adequate subsidy to the farmers to boost their morale and enhance farm productivity.
The Chief Minister lamented that the Centre has paid no heed to our repeated requests to grant package for recent drought like conditions in the state, despite this natural calamity our hard working farmers produced record yield in paddy even the heaviest shortfall in rains about 42 percent across the state. He said even a group of ministers led by the Union Agriculture Minister Mr. Sharad Pawar visited the Punjab and promised a package but it never came.
On the issue of promoting farm diversification in the state, the Chief Minister urged Dr. Manmohan Singh to immediately set up a a technology mission for 'Diversification of Agriculture with an allocation of Rs.5000 crore "Diversification Mission for the Green Revolution States" in Northern India on the lines of Rs.4000 crore already sanctioned under 'Bringing Green Revolution to Eastern India'.
Lauding the enormous contribution of Punjab farmers in making our country not only self-reliant but surplus in food production, Mr. Badal recalled those unfortunate days when India faced acute shortage of food grains and was bagging from other countries. At that crucial juncture only the Punjabi farmers accepted the challenge to ensure country's food security. He however, said that this all had been achieved at a huge sacrifice of our natural assets land fertility and water in the national interest. Mr. Badal said that now it was a pay back time for Centre to acknowledge the services rendered by our farmers by giving them their share overdue since long.
Expressing gratitude to the Prime Minister for sanctioning Borlaug Institute and the Directorate of Maize Research (DMR) to Punjab, Mr. Badal demanded a Center of Excellence for Research in Soyabean to be set up in the state to boost farm diversification in the big way. Besides, he also requested the Prime Minister to sanction another Center of Excellence for Research Fisheries in the state as fisheries had a vast scope to give a fillip to the allied farming in the state. Mr. Badal apprised the Prime Minister that the Punjab government had already hiked the state's contribution from Rs.103 crore to 270 crore approximately to the Punjab Agricultural University – the mother of the Green Revolution. He however, urged Dr. Singh that the Central government should also to provide liberal annual grant of Rs.100 crore for the university to intensify research in modern farm practices. Apart from this the Chief Minister also congratulated the Dr. Singh for being honored with Doctor of Science (Honoris Causa).
Earlier, the Chief Minister was awarded the Doctor of Science D.Sc (Honoris Causa) degree by the Punjab Governor and Chancellor of the University Mr. Shiv R. Patil alongwith three other recipients including the Prime Minister Dr. Manmohan Singh, Dr. Jaswant Singh Kanwar and Dr. RS Paroda both eminent farm scientists and researchers.
In his convocation address Punjab Governor and Chancellor of PAU, Mr Shivraj V. Patil,said that the Prime Minister has done his best to strengthen the economy of the country, and to see that the production in all fields, including agriculture, is increased.
The Governor said that, Dr. Prakash Singh Badal, the Chief Minister of Punjab, a senior politician of the country who could contribute towards the creation of harmony in the state of Punjab and its society, who could contribute towards the development of agriculture, by encouraging the farmers to use the land, the water, new varieties of seeds, fertilizers, insecticides and new knowledge, was the second honorable recipient of the doctorate. He said the Prime Minister and the Punjab Chief Minister have enhanced the prestige of the degrees and deserved all appreciation.
Punjab Governor said the land was limited and the water was not unlimited. But the knowledge was limitless which could help in all areas of human activities. He said, new sciences and technologies have appeared at the horizon of cosmos of knowledge. Genetic, electronic nano-sciences and technologies, ocean and space sciences and technologies, the communication science and technologies could help human beings to use the natural resources in the best possible manner. He said Educational institutions, universities, and national laboratories could play a significant role in discovering new knowledge, new sciences, and new technologies. While the knowledge acquired in the past should be protected, preserved and used, the new knowledge only can help it to do more effective and relevant in future. "Let us hope that this university would traverse in this direction and remain as it has been up to this time. Nothing is as effective and powerful as knowledge can be. So, all policies and efforts should be put in the exercise of acquiring it, separately and also in a co-operative manner, by the governments, enterprises and individuals", said Mr. Patil.
The Punjab Governor further said that research and development should be given more importance, funds and all other things needed for its sources. He said the new knowledge and technologies discovered and developed should reach the farmers and other users. Extension was something which needed more attention and facilities. It can be done in a better manner by using the print and electronic media and adopting new methods of communication. He said existing channels could be hired and used. Transponders on the satellite can be dedicated for this activity. He said in future dedicated satellites can be launched and provided to take knowledge to the students, farmers, individualists and other users also.
Congratulating all those who have been connected to the activities of the university in the last fifty years and wishing all the best in the years to come, Mr Patil said that the Golden jubilee gives the University, occasion to take stock of what it has done in the past, and to plan and decide as to what it would do in the next fifty years.
The Chancellor further said that Dr. R.S. Paroda, former Secretary, DARE and Director General, ICAR, Dr. J.S. Kanwar, Former Deputy Director General, ICRISAT, Hyderabad, are the well known scientists, administrators and experts, who have added to the fund of new knowledge and provided new norms for better administration and cooperation between the farmers, the scientists, industrialists and governments. He said the university has conferred the doctorates on them, to indicate that their talents and knowledge is respected by it.

Chandigarh, December 8:
In an abrupt and surprise action, the teams of National Anti Dope Agency (NADA) collected samples of 81 players belongs to all the teams participating in 3rd World Cup Kabaddi 2012. The teams of NADA acted swiftly by serving a short notice and collected all the samples on a single day on the sidelines of league matches being played at Rupnagar, yesterday. It was disclosed by Mr. Sikander Singh Maluka, Senior Vice Chairman, Organizing Committee of 3rd World Cup Kabaddi 2012.
Mr. Maluka said that the Indian Kabaddi players (both Men and Women) gave samples for the second dope test, as their first dope test was conducted during the trails. He said that the teams of NADA yesterday served a short time notice to the organizing committee of the World Cup to summon the rest of teams at Rupnagar so that their samples for the dope test could be collected.
He further said that the NADA team randomly selected minimum 4 or 5 players of each Men team and 2 players of each Women team for the samples. “The samples would be tested in the laboratories duly recognized by WADA”, Mr. Maluka added. He said that the samples for the dope test for the rest of players would also be collected in the due course of time during the 3rd World Cup Kabaddi 2012.

The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that the state sports department is all set to organize special camps for various sports like Football, Volleyball, Wrestling, Hockey and Athletics to ensure inclusion of Punjabi players in National teams representing country in international events.
Addressing a mammoth gathering of Kabaddi fans thronged local Nehru Stadium to witness Kabaddi matches of 3rd world cup kabaddi, Mr. Badal said that the SAD-BJP government was fully committed to encourage sports in a big way to channelize the youth energy for sports thereby saving them from falling prey to drugs. He said that the state government has already implemented a sports policy aimed to create world class sports infrastructure besides taking number of initiative for the welfare of sports person. He said that the special camps would be organized under the supervision of expert coaches and former renowned players to increase the representation of Punjabi players in various national teams. He said that the state government had already constructed/renovated 14 multipurpose/hockey stadiums at the cost of Rs.200 crore and announced to construct a world class floodlit stadium in Rupnagar to give a big boost to the sports activities in the area. He said that he was overwhelmed by the encouraging response to the Kabaddi as more and more countries were vying for taking part in world cup Kabaddi. He said that his top most priority was to include Kabaddi in Common Wealth and Asian Games before making a claim for Olympic and he was quite confident that this target would be achieved with in next 6 years. He said that the prize money for women’s world cup Kabaddi would be further increased next year as more and more countries were coming forward to become the part of this sport.
Earlier, Iran scripted the first major upset of 3rd world cup Kabaddi by defeating USA with a margin of 45-41 points and became the first team to qualify for semi finals. At the end of first half, both the teams were on the same footing with 21-21 points. Iran’s raider Mustafa Hussein scored, Syan got 7 points, whereas its stopper Ali Raza and Asgar Aizm bagged 5 and 3 points respectively. USA’s raider Inderdeep Singh, Baljinder Singh, Kanwar Sandh clinched 16, 5 and 3 points respectively, whereas its stopper Jaskaran, Sandeep Singh and Kulwinder Singh got 4, 3 and 2 points respectively.
The first match of the day in Pool ‘D’ was played between Argentina and Kenya. Punjab Health Minister, Mr. Madan Mohan Mittal inaugurated the match by having introduction with the Players. Argentina beat Kenya with the margin of 55-42 and registered its first victory in the World Cup. At the end of first half, Argentina was leading with the difference of 28-21 points. Argentina’s raiders Yuri Mair, Alexandro and Evan got 17, 11 and 6 points respectively, whereas its stoppers Kristiyan and Sebba got 6 and 4 points respectively.
The second match in the women category was played between USA and Malaysia. Mr. Mittal and Dr. Daljeet Singh Cheema had introduction with the players. Match was won by Malaysia with the difference of 47-18. USA’s team was leading at the end of first half with 23-9, but Malaysia’s team played splendid game in the second half and embraced the victory. Malaysia’s raider Manpreet Kaur, Parmajit Kaur and Amandeep Kaur scored 9, 8 and 8 points respectively, whereas its stoppers Mandeep Kaur, Rekha and Liza got 10, 7 and 3 points respectively. USA’s raider Guramrit Kaur scored 9 points whereas stopper Meena Devi and Babli Devi bagged 3 and 2 points respectively.

Chandigarh, December 7: Punjab Revenue Minister & President of the Youth Akali Dal today strongly hit out at the Congress and its leadership accusing the party of being a parking lot for criminals and hooligans.
Reacting sharply to Capt. Amarinder Singh’s statement accusing him of patronizing criminals and rewarding them with party posts, Mr. Majithia said that Capt. and the Congress party should self introspect and they will see for themselves the kind of patronage the Congress party had given to criminal elements. He said that he did not need advice and sermons from a person who has brought the worst kind of morals and ethics into politics. Hitting out at Capt. Amarinder, Mr. Majithia said, “You can preach a better sermon with your life than with your lips”. He advised Capt. to first set his own house in order and then go out and preach.
Commenting on CLP leader Sunil Jakhar’s demand seeking the CM’s resignation on the murder of ASI Ravinder Pal Singh, Mr. Majithia said that it was the most unfortunate and sad incident which we condemn in the strongest possible term and that the entire government was with Ravinder Pal’s family. He said that the police officer who had failed in his duty has been dismissed from service and the persons who had committed such a heinous and cowardly act shall be punished and an example shall be set so that such acts never happen in future. He further said that Jakhar first go and seek Sonia Gandhi’s resignation for patronizing and rewarding people and families with criminal records. Like Vinod Sharma (Manu Sharma’s father),Gurkirat Kotli, Vithal Radadia Congress MP from Gujrat, Sushil Sharma the then Youth Congress President who brutally murdered his wife Naina Sahni. Manu Sharma who shot dead an innocent girl without any provocation just for the fact that she refused him a drink in Delhi and Gurkirat Kotli who brought shame and disgrace to the country by allegedly molesting French National who had come to visit India where our tradition and culture teach us that guests should be treated as gods.
The hands of Congress leaders and of the family of Mrs Sonia Gandhi are coloured with the blood of innocent Sikhs who were brutally killed by mobs led by Congress leaders Sajjan Kumar and Jagdish Tytler in 1984 in Delhi. All these leaders have been rewarded with important positions in the Congress party. “Let Mr. Jakhar first ask Sonia Gandhi to resign and then come and talk to us”, said Mr. Majithia. He advised both Capt. and Jakhar to practice what they preach. Quoting Mahatma Gandhi, Mr. Majithia said, “An ounce of practice is worth more than tons of preaching”.
Mr. Majithia further said that the leadership of Congress party instead of playing the role of constructive opposition is trying to vitiate the atmosphere of the state by giving baseless and false statements. He said that though he had been in politics long enough to expect criticism and hostility from political opponents but he wondered if these two leaders will ever grow up and start saying things which actually means something.

The delegation of USA Kabaddi Team Management today called on Dr. Charnjit Singh Atwal, Speaker, Punjab Legislative Assembly under the leadership of Mr. Harinder Singh Harry Gill, Chairman, USA Unit of Shiromani Akali Dal.
The management of USA Kabaddi Team expressed their gratitude to Deputy Chief Minister Mr. Sukhbir Singh Badal for showing an overwhelming interest in the sport and for his efforts towards elevating the mother game of Punjabis at the International level. They were highly thankful to the Punjab Government for all the support and arrangements. The manager of USA Kabaddi team apprised Dr. Atwal about their forthcoming encounters in the 3rd World Cup Kabbadi. The delegation was hopeful of the capacity of USA Kabaddi Team and fully assured of a medal in the tournament.

EDUCATION DEPARTMENT ISSUES DETAILED GUIDELINES TO CHECK PHYSICAL HARASSMENT AND EMOTIONAL TORTURE OF LADY TEACHERS-MALUKA
Chandigarh, December 7: The Education department has issued detailed guidelines to all schools and District Education Officers to take preemptive steps to check physical harassment or emotional torture of teachers working in various schools especially in remote rural areas.
Mr. Sikander Singh Maluka, Education Minister said that the department has issued a detailed circular, as in the education department large number of female teachers have to work in schools located in remote rural areas especially as single teacher in primary schools. He said that it becomes our added responsibility to check physical harassment or emotional torture of such teachers and such incidents have to be tackled with iron hand. Instructions have been issued that in remote rural villages efforts should be made not to post lady teachers in such schools and priority should be give to male teachers for such postings. He said that if in a village primary school, single lady teacher was posted, it should be located in Aanganwari Center and if such schools were away from Aanganwari Centers, village Panchayat should be requested to shift the school to a suitable location. The instructions have said that lady teacher should not be asked to sit in the office in the odd hours before or after school timings for filling reports. It has been suggested that it should be ensured that no single lady teacher be posted in such school where all male teachers were working. It should also be ensured that members of management committees or panchayats do not pass any objectionable comments on lady teachers and at the time of time of closing of school principal and school management would exercise vigil that outside youth did not harass lady teachers by passing comments.
The Education Minister said that it has been noticed that Block Resource Person or District Resource Persons do harass lady teachers during their inspections. He said that whenever BRP or DRP visits a school, he should be made to sign on visitor book otherwise it would be considered that he had visited the school with objectionable intent.
Advising lady teachers to immediate report any case of physical or mental assault to respective inspection team, block primary officer, District Education Officer or headquarter and in no case such acts should be tolerated. He said that tolerating such acts would further boost the morale such elements.
Director General School Education, Mr. Kahan Singh Pannu, said that all Block Primary Education Officers have been asked to appoint one lady as nodal officer, who would listen to the grievances of lady teachers and note these plaints on register. After getting such complaints of physical or mental harassment, she would reported to DEO or DGSE on email and a five member committee would be constituted with minimum three lady members to probe such complaints. The office of DGSE has already a sexual harassment committee. The DGSE advised BPEOs and DEOs to report such cases with police and get such elements arrested immediately. The instructions have given details of various sections of IPC that could be invoked according to the facts of the case.
All schools and authorities have been instructed to ensure compliance of these instructions so that no lady teacher could be victimized physically or mentally.

BADAL URGES PM TO IMMEDIATELY TAKE UP THE MATTER OF DEMOLITION OF SRI RAM PIR MANDIR WITH PAK GOVERNMENT

Taking cognizance of the media reports regarding the demolition of Sri Ram Pir Mandir at Soldier Bazaar, Karachi in Pakistan by certain miscreants, the Punjab Chief Minister Mr. Parkash Singh Badal today urged the Prime Minister Dr. Manmohan Singh to immediately take up this issue at the appropriate level with Pakistan authorities.
In a letter to the Prime Minister, Mr. Badal said the sentiments of the Hindu community have been gravely hurt due to this unfortunate incident and thus the violence erupted against Hindus in Pakistan by some mischievous elements.
The Chief Minister sought personal intervention of Dr. Singh to take up this matter with the Government of Pakistan so as to ensure that necessary legal action be initiated by it against these acts of vandalism and violence and to provide security of the life and faith to the Hindus, Sikhs and other minorities in Pakistan.

CHANDIGARH, DECEMBER 7: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today fine-tuned an ambitious Rs. 29781.55 crore plan for time bound integrated development of all 12673 villages within next five years.
Accompanied by Mr. Surjit Singh Rakhra, Rural Development and Panchayats Minister and Mr. Bikram Singh Majithia, Revenue Minister, Mr. Badal today fine-tuned the ambitious program drawn up by the department that included underground small bore size sewerage system, concrete lanes and pavements, surface drains, cleaning and renovation of village ponds, construction and renovation of ‘Panchayat Ghars’ besides strengthening the existing assets of Panchayats. Mr. Badal said that SAD-BJP Government was committed to improve quality of life in Rural Areas to check growing migration of Rural People to Urban Areas. He said that his focus was targeting development for the benefit of deprived population including marginal farmers, landless labourers besides Scheduled Castes and Backward Classes. He said that this plan has been drawn up for focused approach encompassing development of physical and economic infrastructure ensuring accelerated delivery of quality services in Rural Areas besides guiding their development to next state of integrated development. He said that this plan and envisaged provision of concrete streets up to Firnis, provision of low costs small bore size sewerage system in every village and renovation and rejuvenation of village ponds. He said that 62.51% of population of Punjab estimating 2,77,04,236 were living in rural areas and all 12673 villages in 145 blocks have been divided into five phases and integrated development of one village would be ensured in one go.
Mr. Rakhra participating in the meeting informed that according to the initial estimation on the basis of state-wide survey conducted by the department, it has been calculated that Rs. 13680000 per village would be required for small bore size sewerage system, whereas Rs. 6840000 per village would be needed for making all lanes of villages with concrete and providing surface drains. He said that as per estimated drawn by the department Rs. 2.35 crore would be required for every village of the state and 12673 villages would be covered at the cost of Rs. 29781.55 crore.
Stressing upon the need for fine tuning the estimates of Rural Development Department from a professional infrastructure company, Mr. Badal suggested that expert civil engineers be associated to recheck the estimates in select blocks and services of private infrastructure companies be utilised for laying concrete lanes with the help of premix automatic concrete plants to ensure total quality control of the project.
Emphasising the need for financial and performance audit of every village panchayat after every six months, Mr. Badal asked Mr. Satish Chandra, Principal Secretary Finance to tie up with professional audit companies and submit the proposal within 30 days. He said that the suggestion of hiring charted companies and consultants could also be studied by department.
The meeting also discussed the projects being executed under NABARD, BRGF, BADP, Kandi Area Development Program, NREGA, Total Sanitation Campaign, NRI Mission Program, MPLAD Program, One Time Additional Central Assistance Program and World Bank Aided Rural Water Supply and Sanitation Project.
The meeting also discussed the funding pattern of this ambitious Rural Development Project besides phasing of the project in five years. The flow of funds for every village was worked out in the meeting. Speaking on the sidelines of the 3rd National Conference of Dalit Organizations (NACDOR) in FICCI-Auditorium at New Delhi and terming USA President Barak Obama’s philosophy similar to that of Baba Saheb Dr. Bhimrao Ambedkar’s, Dr. Atwal said, “Mr. Barak Obama came out of the same University with the same degree 70 years later, with the same Mantra on his lips-'Change”, the philosophy which Dr. Ambedkar adopted during his study in the same University in 1913.” It seemed that the philosophy and outlook of Mr. Obama is identical to the ideas of Dr. Ambedkar, which he preached throughout his life, he added by saying that both the leaders had similar concern and pain for the upliftment of the downtrodden sections of the society and they are more vocal and courageous to express their views openly. He further said that both the leaders were deeply inspired by the philosophy of Abraham Lincoln.
He said that it is for us to learn that nurturing such thoughts requires knowledge and knowledge has no short cuts. Let us rise and stand to the call of time and educate ourselves to follow the Pugmarks of our great leader Dr. Ambedkar, who enshrined his name in golden letters in the history of India through his literary prowess by providing us the Constitution.

The minimum support price for wheat for the coming rabi crop should be Rupees 2100/ per quintal and not Rupees 1285/- as decided by the Central Government’ Advisory Body on farm pricing policy , says Grewal.
He further said that the UPA Government at the Centre has been adopting anti farmers policy since its inception. Recently this Government has raised the price of diesel being used by the farmers frequently in order to get good return . The members of the farming community of the country had to purchase daily need items/ goods at much higher prices than the previous years . NEW DELHI/CHANDIGARH, DECEMBER 6:
“Instead of narrowing down, the caste and class divide is widening day by day. It is a sensitive issue, which is ruthlessly being handled by insensitive people, who don’t want this gap to be filled for their own selfish interests.” These views were expressed by Dr. Charnjit Singh Atwal, Speaker Punjab Legislative Assembly while addressing the 3rd National Conference of Dalit Organizations (NACDORs) at FICCI Auditorium, New Delhi.
Addressing the gathering, Mr. Atwal said that there is need to educate not only our own kith and kin but to educate the masses so as to bring a revolutionary transformation in the society, which has been a victim of this devilish divide. To achieve this we have to lay special emphasis on the primary education, which is the basis of formulating a strong base of the society and without primary education no nation can think of becoming great, he added.
He further said, “Although a lot is being done to provide free primary education through various government programs and schemes, however, many difficulties are being faced to enforce them effectively due to economic disparity and social conditions of the weaker sections of the society. He said that due to shortage of resources and lack of political will, this system suffers from massive gaps including shortage of infrastructure, high pupil to teacher ratio and poor levels of teacher training. He said that I appeal to all government agencies, NGOs, NRIs and big business houses to extend their whole hearted support for the effective implementation of primary education especially to the weaker sections of the society.
Mr. Atwal said that we need to participate in the social processes and activate ourselves for our social economic and political development for which we have gathered here today. He further said that the basic idea behind the reservation policy was to provide proportionate representation to the people who had long been deprived, suppressed and victimized by the caste and class ridden society, but these job quotas and reservations are facing a great opposition socially as well as politically. Dalits, which form about one fourth of India's population, and make 4 per cent of the world's population have the poorest socio- economic human development indicators. They also pose a daunting developmental challenges and that is why all the efforts have failed to bridge the gap between the socially excluded dalits and the others in the society. Socially excluded dalit communities are least able to participate in developmental processes and are not considered accountable as others.

Four league matches were played at the War Hero Stadium of Sangrur in which India and Canada registered impressive victories over their opponents whereas Canada outclassed New Zealand. Two women league matches were also played in which India thrushed Denmark by 60—17 points and USA registered victory over Turkmenistan by a margin of 44-27 points.
Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab came down to see the matches as a Chief Guest whereas Mr. Sukhdev Singh Dhindsa, Member Parliament formally inaugurate the first match of the day by having introduction with the teams of Canada and New Zealand. Mr. Parminder Singh Dhindsa, Finance Minister Punjab and Mr. Sikander Singh Maluka, Education Minister were also participated in the event as guest of Honours.
The first match was played between the teams of Canada and New Zealand in which Canada defeated New Zealand by 62-31 points. At the end of the half time Canada team was leading by a margin of 32-19 points. Canada’s raiders Laddi Parasrampur, Ravi Sarai and Tejinder Singh Terry Purewal scored 10, 7 and 6 points respectively whereas its stoppers Daljinder and Sere Malleana got 5 points each. New Zealand’s raider Manjot Singh and Dilawar Singh got 6 & 5 points respectively whereas stopper Sukha Raju clinched 5 points.
In women’s category first battle was between the India and Denmark which was inaugurated by Mr. Sukhbir Singh Badal, Deputy Chief Minister by having introduction with the players. Mr. Parminder Singh Dhindsa was accompanying Deputy Chief Minister. The match was easily won by the Indian women Kabaddi team by an impressive margin of 60-17 points. PUNJAB TO ENACT TWO NEW LAWS FOR NRIs IN VIDHAN SABHA SESSION-MAJITHIA
· ORDERS TO GIVE PRIORITY TO THE CASES OF NRIs PENDING IN REVENUE COURTS
CHANDIGARH, DECEMBER 6: The Punjab Government is all set to enact two new laws for the welfare of NRIs including ‘Compulsory Registration of Marriage Act’ and ‘Punjab Prevention of Human Smuggling Act’ and the both acts would be passed in the ensuing Vidhan Sabha session.
Mr. Bikram Singh Majithia, Minister for NRIs Affairs, disclosing this in a high-level meeting said that to save the youngsters of the state from the illegal network of unauthorized travel agents, the newly formed ‘Punjab Prevention of Human Smuggling Bill’ would be produced in the ensuing Vidhan Sabha session. He said that after enactment of the Act, the travel agents would have to register themselves with the competent authority of Punjab Government. He said that Punjab would be the first state in the country, which would introduce such a stringent law against the illegal practices of unauthorized travel agents. He said that the new act would encourage the youngsters to go abroad through a proper and legal channel.
Informing about the second proposed law namely ‘Compulsory Registration of Marriage Act’, which would also be brought in the ensuing Vidhan Sabha session, Mr. Majithia said that this first of its own kind law would also tighten the noose of grooms against fraud marriages as it would be mandatory for NRIs to register their marriage with the Registrar of Marriages along with their full details of abroad and their address in India.
Mr. Majithia, who is also holding the portfolio of Revenue Minister, Punjab said that Punjab Government was fully committed to resolve the long pending property disputes of NRIs and the state has taken several initiatives in this regard. He said that fresh orders have also been issued to all the Revenue Courts to redress the cases pertaining to NRIs on priority basis to save the precious time and energy of NRIs.

The Indian Women Kabaddi brigade, consisting of 19 players, cleared the dope test whereas out of remaining two men kabaddi player, one player also passed this test. It was disclosed by Mr. Sikander Singh Maluka, President, Punjab Kabaddi Association (PKA) and Senior Vice Chairman, Administrative Committee of 3rd World Cup Kabaddi-2012.
Divulging the details of the dope test, Mr. Maluka said that the samples of 27 men Kabaddi players of India were taken for dope test, the result of 25 players have been announced a day earlier. “It is matter of Pride and great relief for India that all the Indian Kabaddi Players including Men and Women cleared the dope test”, he added by saying that the result of only one men player is awaiting.
PKA President said that it was the decision of Deputy Chief Minister, Punjab that only those players would be allowed to play in Indian team, who would clear the dope test. Working on this resolution of Punjab Government, the samples of Indian men and women Kabaddi players were taken for the dope test, he added. Mr. Maluka further said that the dope test regime would be strictly implemented on rest of the sports in Punjab so as to realize the motto of this World Cup Kabaddi-2012, “Kabaddi Nu haan, Nasheyaan Nu Naah” (Yes to Kabaddi, No to Drugs), in true spirit.

Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of Assistant Sub Inspector Mr. Ravinderpal Singh who was shot dead by the miscreants in a firing incident at Chheharta in Amritsar district on Wednesday.
Disclosing this here today a spokesperson of the CMO said that, the Chief Minister has already directed the Information Public Relations & Revenue Minister Mr. Bikram Singh Majithia along with DGP Mr. Sumedh Singh Saini to visit the bereaved family and share condolences with them in this hour of crisis. Mr. Badal categorically said that nobody would be allowed to take law in his own hands, whosoever high or influential he may be.
Meanwhile, the Chief Minister also directed the Commissioner Police Amritsar to probe into the entire matter to ascertain the circumstances which led to this unfortunate incident and also to fix responsibility of the delinquent officials. CHANDIGARH, DECEMBER 6:
The Punjab Government has issued instructions to complete the survey on out-of-school-youth between 6 to 14 years of age till December 22, 2012. The survey would be commenced on December 12. It was disclosed by Mr. Sikander Singh Maluka, Education Minister, Punjab. He said that objective behind this survey is to provide basic education to all the out-of-school-youth in the state.
Mr. Maluka said that it is the mandate of the Punjab Government to provide free and compulsory education to all the children up to class-VIII. He further said that during the survey, the teams of Education Department would go in all the distant and de-marginalized areas like; brick-kilns, railway stations, slums and the inhabitations of migrant labourers. Education Minister said that the information thus collected through the survey would be incorporated in the annual report of the year 2012-13 of the state government.

Punjab suspends 3 SPs
Chandigarh, December 5:
The Punjab government, cracking a whip against errant police officers, today suspended three SPs for indiscipline with immediate effect. Disclosing this a spokesman of the Punjab government today said that three SPs namely Jaskirat Singh Chahal, PPS, SP/Operations, Gurdaspur, Paramjit Singh Grewal, PPS, SP/Detective, Batala and Rachpal Singh Ghuman, PPS, SP/Hqrs., Tarn-Taran have been placed under suspension today for indiscipline on the part of these officers on the recommendation of IGP/Border, Amritsar and they have been directed to report to Punjab Police Headquarters.
The Spokesman said that there were many complaints against Sh. Paramjit Singh Grewal, PPS, SP/Det., Batala that he often consumes liquor and creates nuisance in the Police Stations. He was also not discharging his official duties properly and has not made efforts to control or trace crime. Due to his behaviour, the general public was feeling harassed. His actions have brought a bad name to the Police Department which is unbecoming of a police officer.
He said that Sh. Jaskirat Singh Chahal, PPS, No. J/5, SP/Ops., Gurdaspur does not take any interest in official work. He does not even put on his uniform. He attends his office as per his own whims and fancies and was not punctual in his duties. He takes liquor even during day time. These acts constitute grave misconduct on his part.
The spokesman further said that Sh. Rachpal Singh Ghuman, PPS, SP/Hqrs., Tarn-Taran is not serious about his job despite being warned repeatedly. Recently he had shown slackness in the security duty of Hon’ble President of India by pretending to be sick. He also did not perform other important security duties at Amritsar. These lapses on his part led to serious security and other problems for police.
Departmental action has been initiated against these three officers, he added.
Earlier, on August 31, 2012, Six most undeserving police officers , two each from Commissionerates of Amritsar, Ludhiana and Jalandhar namely Gurcharan Singh, ACP Central, ASR, Karamjit Singh , ACP Traffic, Asr, Naresh Kumar, Additional DCP/Crime , Jalandhar, Rajinder Singh Cheema, ACP/Crime, Jalandhar, Manjit Singh Dhesi, Additional DCP Ludhiana, Gurmeet Kaur, ACP/Crime , Ludhiana-were removed from active field duties.
Further, Mr. SK Asthana, IGP was suspended for having manpower more than the authorized strength and misusing them.

PUNJAB SUSPENDS VIMAL SETIA, PCS, DTO AMRITSAR

The Punjab government today placed the services of Mr. Vimal Setia, PCS, District Transport Officer, Amritsar under suspension with immediate effect.
According to an official spokesman, Mr. Setia has been placed under suspension for failure to discharge his duty to check plying of illegal buses in the district Amritsar. He said that this amounted to grate indiscipline and taking serious note of this the Punjab government has decided to place him under suspension with immediate effect.

The Punjab Government has decided to organize Chief Minister’s Kabaddi Cup, which would be contested by the teams of Civil and Police Officers, with a view to further promote this traditional and mother game of the Punjab.
Announcing the Chief Minister’s Kabaddi Cup here today while addressing the massive gathering of spectators, Mr. Sukhbir Singh Badal, Deputy Chief Minister said that in view to promote this traditional game and making aware and educate the young generations about mother game of Punjab, the Punjab Government has decided to organize another Kabaddi Tournament before March 2013. He said that matches in the Chief Minister’s Kabaddi Cup would be played at Zonal Level and officers in the rank of IG would lead the police team while Divisional Commissioners would be the captain of Civil Administration team, whereas at Punjab Level competitions DGP Punjab and Chief Secretary, Punjab would lead the teams of Punjab Police and Civil Administration respectively.
Talking about a big change in the people of Punjab for their mother game Kabaddi, Mr. Badal said that the initiative of Punjab Government to organize annually World Cup Kabaddi has brought the Kabaddi to the new heights and he hope that constant efforts of Punjab Government would get the Kabaddi included in Olympics.
Disclosing his plan to promote other traditional games besides Kabaddi, Mr. Badal said that the Punjab Government is going to promote other traditional games by holding international tournaments. He said that under this unique program, the Punjab Government has decided to organize a ‘Traditional Wrestling Tournament’ between India, Pakistan and Iran. He said that this traditional Wrestling in mud was still playing in Pakistan and Iran. He said that Pakistan Punjab Chief Minister has already given his approval for this international event. Hot favourite Indian Kabbadi team today initiated its hunt for the world Kabbadi title by decisively defeating Canadian team with a margin of 57-28. In the women Kabbadi tournament, Denmark’s stopper teressa set a new world record by scoring 17 points in a single match. These were the thrilling moment of the day on the fifth day of the third world Cup Kabbadi. Three league matches were played at the Stadium of village Doda in District Sri Muktsar Sahib.
Mr. Parkash Singh Badal Chief Minister Punjab formally inaugurated the match between teams of Denmark and Afghanistan. Denmark won the match by a margin of 55-33 points. At the end of the first half Denmark’s team was leading with point difference of 30-15. Denmark’s raiders Daljinder pal Singh, Jaspes Emil scored 1 3 and 11 points respectively whereas stopper Dhannraj Singh, Jasraj Toor and Jaswinder Bhola got 8, 5 and 5 point respectively. From Afghanistan’s side its raiders Saifulla and Nazib Alla Garzeji clinched 7 point each and raiders Parvaiz Sakhizada and Sapiulla scored 6 and 2 point respectively.
Second match of the day was played between women teams of Denmark and Canada. Mr. Sukhbir Singh Badal, Deputy Chief Minister Punjab inaugurated the match by having introduction with the players of both the teams. Denmark easily won the match by crushing Canadian team with the point difference of 47‑16. Denmark’s raider Ree was Successful in scoring six points where as its stopper Tressa set a new world record by successfully detaining 17 Canadian Players.

CHANDIGARH, DECEMBER 5: The Punjab State Commission for Scheduled Castes today strictly asked all Departments of Punjab Government to implement Scheduled Castes Welfare Schemes in true spirit so that SCs can avail the full benefits of initiatives taken by the government for the betterment of SCs.
Presiding over a review meeting participated by Secretary Welfare Mr. R. Venkatram, ADGP (Crime) Mr. Jasminder Singh, Mr. Parkash Singh Gardhiwala, Mr. Dalip Singh Pandhi, Mrs. Bharti Keneddy, all members of Commission, Mr. A.K. Kansal, Chief Vigilance Officer, Mr. H.S. Nanda, Director Welfare Department and Mr. G.S. Ghuman, Special Secretary Welfare, Mr. Bagha said that it has come to the notice of commission that the welfare schemes were not being implemented at ground level. He said that all the departments have been asked to implement welfare schemes for SCs and no laxity in this regard would be tolerated.
Reviewing the status of Post Matric Scholarship Scheme, Mr. Bagha said that Commission has also received scores of complaints in this regard, where some educational institutions in the state were being forced to the students from the families having less than Rs. 2 lakh annual income. He said that fresh directions have been issued to the Welfare Department to look into the issue besides highlighting the Post Matric Scholarship and other welfare schemes for SC students in prospectus of institutions and through notice boards by e boards in the institutions highlighting the post matric scholarship and other welfare schemes in education sector. He said that the erring institutions would not be spared.
Seeking reports on the pending cases in all departments especially in police department, Mr. Bagha said that he has also asked the Punjab Police Chief to issue fresh directions to the police officers in districts to early resolve the pending issues. The Chairman also said that the officers in the rank of DGP should reinvestigate the cases pending in enquiry for a long time. He said that Commission has also issued orders to cancel the fake SC Certificates issued by various authorities.
Asking the Welfare Department to expedite the functioning of Roaster Committees, Mr. Bagha sought the detailed report of roaster committees before the next review meeting of Commission, which is scheduled for December 18. He also asked Welfare Department to early release the monetary help to the applicants pending in more than 500 cases of inter-caste marriages.

DEPARTMENTS ASKED TO FINALIZE SERVICE RULES
Chandigarh, December 5: The Punjab government has directed all the departments to finalize their service rules to check unwanted litigation. According to an official spokesman, it has been noticed that lack of service rules resulted in undue litigation thereby creating various administrative and legal hurdles.
The spokesman said that it has also been noticed that number of departments have not yet finalized their service rules and there were also some departments which have no service rules. The spokesman informed that each department has been sent a performa to submit existing service rules in their departments besides mentioning the date of updation as well as the reasons for not updating the service rules yet.
The spokesman further said that all the Financial Commissioner, Principal Secretaries and Administrative Secretaries have been asked to ensure the finalization of required service rules.

KAHNA DHESIAN (JALANDHAR), DECEMBER 5: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today issued directions to all Deputy Commissioners and District Authorities to intensify drive against illegal hoardings in the cities and said that any violation of Municipal bylaws would not be tolerated.
Talking to media persons after paying obeisance on the 38th anniversary of Sant Tarlok Singh here today Mr. Badal said that Punjab Government was a firm view that it was the responsibility of district administration to ensure latest outdoor advertisement policy passed by the State Cabinet was implemented in true spirit and they should ensure that no illegal hoarding was allowed in any city. He said that to give more teeth to the law against illegal hoardings the Cabinet would soon approve a bill providing for criminal proceedings against persons responsible for erection of illegal hoardings. Mr. Badal said that according to the new advertisement policy, electronic billboards would dot all the cities and illegal hoardings defacing the planned look of city would not be allowed.
Seeking cooperation from Saint and Seers in launching concerted drive against drug addiction in the state, Mr. Badal said that Punjab was paying dearly for being border state and porous Indo-Pak border. He said that the kind of seizures made by security agencies during last three years indicate that Union Government must ask BSF to strengthen its vigil to check the inflow of drugs and narcotics from across the border. He said that he has issued directions to Punjab Police to strengthen the case against drug lords and initiate proceedings for the attachment of their properties. Mr. Badal said that with the guidance of Saint and Seers, we would be able to control the menace of drug addiction in the state and channelise the energy of our youth in the fruitful tasks.
Reiterating the resolve to hold dope free Kabaddi Tournament, Mr. Badal said that dope test report of Indian Team (Men) has already been received and no dope positive player would be allowed to play in the tournament. He said that his aim was to take Kabaddi to Olympic level and before that he was proposing an exhibition match of circle kabaddi in ensuing Commonwealth Games.

Kabaddi India is now envisaging constituting International Kabaddi Committee on similar lines with other international acclaimed games keeping in view the success of 3 edition of World Cup. This was disclosed by Mr. Sikander Singh Maluka, Senior Vice Chairman of World Cup and President of Punjab Kabaddi Association.
He said that India has sought suggestions from other Kabbadi playing nations for the formation of this International Kabaddi Committee. He said that other technical aspects like rule and regulation, code of ethics, gradation of coaches and umpires is also being worked upon by a technical sub group. He said that to match the set international professional standard of other games, umpires from other nation have also been invited for umpiring in this World Cup Kabaddi.
Mr. Maluka further said that Iran has responded to India’s this invitation and have sent two umpires. These two Iranian umpires are doing umpiring in this 3rd World Cup Kabaddi 2012 He said that once the International Kabaddi Committee is constituted efforts would be initialed to train umpires and other technical staff on set procedural guidelines. Mr. Maluka reiterated India has openly announced to send Kabaddi coaches to any other nation who would ask for it.
He said that India has already provided a Kabaddi coach to Kenya who has trained Kenyian Kabaddi team which is playing this World Cup. Refresher courses for the umpires and other technical staff would be conducted, he added.

All players of Indian Men Kabaddi team have cleared the dope test. The officials of NADA have declared the result in this regard where as result of Women Indian Kabaddi team would be announced soon.
Disclosing this here today Mr. Sikander Singh Maluka, President of Punjab Kabaddi Association, said that 27 Indian Kabaddi players gave the samples for dope test. Out of which results of 25 players have been received and all these players successfully cleared this dope test. He further said that result of the remaining two players is yet to receive. Mr. Maluka said that this is reaffirmation of India’s resolve to keep games dope free. He further said that India has strictly implemented the conduction of dope test on every player who went through trails for getting entry to the Indian Kabaddi team.
Mr. Maluka said that to keep this 3rd World Cup Kabaddi 2012 totally dope free India has set example by deciding conducting compulsory dope test on all the players who are playing Kabaddi. He further said that results of Indian women Kabaddi players was awaited as soon as result is received from NADA it would be declared there and then. He said that the samples for these dope tests were taken before the commencement of this tournament and now samples for second dope test of the players would be taken during the matches so as to ensure the complete aloofness of the players from the drugs.

PUNJAB EXTENDS MAJOR RELIEF TO RICE MILLERS
- MONTHLY POWER CHARGES SLASHED DURING MILLING SEASON
CHANDIGARH, DECEMBER 5:
The Punjab Government today extended a major relief to the rice millers in the state by deciding to slash the limit of monthly power charges used by millers during milling season. The government has allowed the millers to pay for 100 KW per month during milling season instead of previously fixed payment for 330 KW per month for the whole year, which would provide direct benefit to more than 3900 millers in the state.
According to an official spokesman, now the millers can monthly deposit the charges for 100 kilowatt, which is approximately Rs. 3.50 lakh for the nine months of the milling period at the rate of Rs. 40,000 per month. He said that if the power consumption of any miller would be less than Rs. 3.5 lakh in nine months, he would also have to deposit the fixed Rs. 3.5 lakh while the consumption of any miller would cross Rs. 3.5 lakh, they would also pay for the extra power used by them. He also informed that if any miller uses the quota of power before nine months, they would pay the bill for the extra usage of power.
Meanwhile, Mr. Tarsem Saini, President of Rice Millers Association, Punjab welcoming this decision of Punjab Government extended thanks to Chief Minister Mr. Parkash Singh Badal and Mr. Adaish Partap Singh Kairon, Food and Civil Supplies Minister, Punjab for taking this decision as it was the long pending demand of millers to fix the minimum charges of power. He said that this decision would provide benefit to more than 3900 millers as earlier they had to pay for 330 KW per month.

Out rightly rejecting the proposal of CAPC to freeze the Minimum Support Price (MSP) of wheat and in addition Rs.40 per quintal as bonus on it during Rabi 2013-14, the Punjab Chief Minister Mr. Parkash Singh Badal today slammed the Congress led UPA government for its anti-farmer stance and immediately demanded the MSP of wheat to be fixed at Rs.1800 per quintal against the last year Rs.1285.
In a statement, the Chief Minister said that the apathetic attitude of Congress led UPA government towards peasantry stood exposed by this decision, which would have far reaching repercussions on the farming community that was already reeling under heavy debt due to the wrong policies of the Union government. Mr. Badal categorically said that the ostensible move of Centre to give Rs 40 per quintal bonus to the farmers on wheat amounted to rubbing salt into their wounds rather than bailing them out in this hour of crisis. He further said that Congress should have rewarded the farmers especially of Punjab for their major contribution in making country self-reliant in the food grain production at the expanse of their only two precious resources i.e. water and soil. He bemoaned that the Congress was habitual of shedding crocodile tears on the issues pertaining to the farmers and denial of adequate hike in MSP on Wheat despite assurance from the Union Agriculture Minister was a testimony to this fact.
Making a scathing attack on the UPA government, the Chief Minister said that before taking such irrational decisions the leaders of UPA government must have looked at the entire agriculture scenario in a holistic manner and should have searched their conscience sincerely to ascertain who was responsible for this entire imbroglio pushing the beleaguered peasantry of the state on the brink of economic disaster by recklessly hiking the cost of agricultural inputs. Mr. Badal said that the UPA leaders owe an explanation to the farmers regarding the ever widening gap between the agricultural costs of inputs and squeezed margin of profit due to stagnated MSP to the farmers in their regime since 2004. He reiterated that denial of hike in MSP on wheat spoke volumes of Congress led UPA government’s complete insensitivity and anti-farmer tough posture adopted by it thereby accentuating their woes. Mr. Badal asked the Centre to be honest and fair while deciding the issues relating to peasantry rather than politicking them.
Training his guns against the Congress led UPA government, the Chief Minister said that the denial of hike in MSP on Wheat at a time when the prices of the agricultural inputs, especially the DAP and Urea had touched the sky attributed Centre’s deliberate approach to wean away the farmers from the agriculture profession which was no more a profitable proposition now due to its anti-farmer policies. Mr. Badal said that as per an estimate the escalated prices of agriculture inputs had put an additional burden of Rs 1000 crore on the beleaguered peasantry.
Reiterating his demand to fix the MSP of wheat at Rs 1800 per quintal to offset the recent massive increase in the farm inputs, the Chief Minister said that the MSP of Rs.1285/- per quintal on wheat for the current Rabi marketing season was much below the expectations of the farmers, which would further slow down the agricultural growth.
Justifying the rationale behind the demand of Rs.1800 per quintal as MSP of wheat, Mr. Badal said that it was a paradoxical situation that the country had been importing wheat from Australia at much higher price than this and there was hardly any justification to deprive the local producers of the same price. He cautioned the Union government to desist from these anti-peasant policies lest they would jeopardise the country’s food security thereby putting the entire farming community especially that of Punjab in quandary. He asked the Centre to implement Dr MS Swaminathan’s formula to hike MSP by providing a margin of 50% over the cost of production to the farmers to ensure remunerative prices of their produce to them rather than recklessly importing wheat at much higher prices.

DHINDSA ANNOUNCES 12 PER CENT DA HIKE FOR EMPLOYEES/PENSIONERS OF UNREVISED PAY SCALES
CHANDIGARH, DECEMBER 3:
The Punjab Government today announced to hike Dearness Allowance (DA) by 12% for the state government employees/pensioners who are getting their pay on the basis of unrevised scales,.
Disclosing this here, Finance Minister Mr. Parminder Singh Dhindsa said that the rate of DA has been enhanced from 139 to 151 per cent of the unrevised basic pay with effect from 1st July, 2012.
Mr. Dhindsa said that the whole amount on account of enhanced dearness allowance due for the period from 1st July, 2012 to 31st August 2012 would be credited to the General Provident Fund account of employees. He said that this amount would be deemed as additional amount in the GPF accounts and the interest on this amount would be payable from the 1st Day of the next month. He said that from 1st September, 2012, enhanced dearness allowance would be paid in cash.
The Finance Minister said that in case of pensioners, the entire amount on account of enhanced dearness allowance would be paid in cash with effect from 1st July, 2012. He said that other conditions for the payment of dearness allowance would remain the same.

PUNJAB CREATES NEW RECORD IN PADDY PROCUREMENT DESPITE 42% DEFICIENT RAINS
CHNADIGARH, DECEMBER, 3:
Punjab has created a new record in the paddy procurement; beating the previous year procurement of 118 Lakh MT by a big margin despite 42% deficient rains this monsoon. Till December 2, paddy procurement in the state crossed 133 Lakh MT (13320113 MT) during current Kharif marketing season.
A spokesman of the Punjab Government today said this could be possible as farmers of Punjab nurtured the crops this season with their hard work and incurring extra expenditure of Rs 900 crore on diesel to save the paddy, besides the efforts of Punjab Government that provided free electricity of Rs 5200 crore to farmers.
He said that till now PUNGRAIN has secured the top position in procurement with 29.6 %, followed by PUNSUP 22.8 % and MARKFED 22.8%. He further said that state agencies has procured 95.4 % paddy and only 4.6% paddy has been procured by the millers.
The spokesman added that district Ludhiana with 1573880 tones of procurement was leading in procurement operations whereas district Sangrur with 1559036 tones of procurement was at second slot and district Patiala with 1239714 tones of procurement ranked at third position.

Armed forces flag day would be observed on 7th December, 2012 to pay tributes to all those known and un-known soldiers who sacrificed their lives guarding the frontiers of our country.
According to an official spokesman this day is observed to salute the velour of Soldiers both serving and veterans, who fought for unity and integrity & sovereignty.
The spokesman appealed to the public to contribute liberally for armed forces Flag Day fund. The ceremonial pinning of Flags on VIPs and all citizens of India would take place on 7th December, 2012. All Departments and the District Administration would give a lead in honoring the soldiers and in pinning Flags on students and citizens.
The spokesman further said that the financial contributions were to be collected by the Department/District Administrations in honour of the Flag. These funds are utilized for a number of welfare programmes instituted by the Kendriya and Rajya Sainik Boards. The contributions provide benefits to widows, disabled soldiers, ex-servicemen and serving personnel. The total number of people who would be benefited by this fund was over a crore. The contributions to the Armed Forces Flag Day Fund are exempted from the Income Tax as per Government of India, Ministry of Finance (Revenue Division), New Delhi dated 26 March, 2007.

IIT/POLYTECHNIC AND ENGINEERING COLLEGES AUTHORIZED TO HOLD DRIVING TEST
Chandigarh, December 3:
The Punjab Government has authorized the instructors of government I.T.Is , Polytechnics and Engineering colleges to take “competency test to drive” (Driving test) for issuing the permanent driving license to the aspirants.
Disclosing this here today, a spokesman of Transport Department said that department has given the authority to the Govt. I.T.Is, Polytechnics and Engineering colleges to take the driving test through a notification earlier. Now the department has asked the aspirants holding the permanent licenses after obtaining the learning license, to contact the instructors of these institutions for Competence test to drive.
The spokesman further said that after passing the test aspirants should deposit their file to the concerned district transport officer or concerned sub divisional magistrate for the permanent driving license.

NABARD TO SPEND RS. 400 CRORES
IN PUNJAB ON DAIRY SECTOR---------PHILLAUR
Chandigarh December 3: National Bank for Agriculture and Rural Development (NABARD) would provide a credit flow of Rs 400 crore to Punjab's dairy sector during the next three years to boost milk production and promote dairy farming in the state.
Stating this here today, Mr. Sarwan Singh Phillaur, Animal Husbandry Minister Punjab said that NABARD has identified three districts namely Ludhiana, Jalandhar and Ropar for modernization and capacity building in the dairy sector. "NABARD was in the process of redefining the concept of dairy sector as commercial activity rather than calling it as allied agriculture activity," he said.
Adding further, he said that milking machines would be provided to dairy farmers,milk coolers would also be given to both farmers and societies, under the project. Punjab's dairy farming has 9 percent share in country's milk output with less than 2 percent livestock, he said. Per capita availability of milk in the state stood at 931 gram, which is highest in the country, he added.
For Cheaper and economic milk production, resources of green fodder would be further developed in the state for sustainable dairy farming, said the Minister. The Government would provide about 30000 quintals fodder seeds to the farmers annually for enhancing green fodder production, added Mr. Phillaur.

It is undoubtedly a matter of pride for us as the guest teams are highly satisfied with the arrangement made by the state government for the 3rd World Cup Kabaddi-2012. It was disclosed by Mr. Sikander Singh Maluka, President, Punjab Kabaddi Association and Education Minister, Punjab. He was presiding over a meeting with the administrative committee of World Cup Kabaddi and Team Managers of various teams.
Mr. Maluka further said that the government is inviting suggestion from the guest teams for further up-scaling the arrangements. He said that the participant teams were also apprised about the new rules pertaining to the Kabaddi matches. The teams have been told that a raider could raid the opponent team for maximum ten times and three raids for each raider are imperative for the raider, he added. For maintaining discipline, rules have also been framed like; green card would be shown for warning, whereas yellow card could restrict the player for playing match for five minutes and a red card could barred the player for the whole match.
During the meeting, Mr. Pargat Singh, Chairman, Technical Committee of World Cup and MLA, Mr. Shiv Dular Singh Dhillon, Administrative Secretary and Director Sports and Mr. S.P. Shivdev, Director Tournament was also present.

The efforts of the Punjab Government to elevate the mother game of Punjabis-Kabaddi, at the global map, born fruits as the Government of Denmark has accorded recognition to Kabaddi. Government of Denmark included Kabaddi in the list of recognized games. With this, Denmark has become the first non Asian country to embrace this game, which originated in India.
Speaking to the media persons, a key player of Denmark team Mr. Thomas Kluzer said that Kabaddi is getting popular day by day in Denmark. He added, “In the men team, seven players are the local natives of Denmark, whereas the women team totally comprised of local players.” Denmark played its first match at Yadwindra Public School Stadium, Patiala against England. Denmark was considered as dark-horse in the competition, which played its match against the mighty English team, enthralled the Patialvis with their valiant fighting spirit. The Danish team was thoroughly cheered on by the full house stadium at Patiala. Although, Denmark lost its match against England by a margin of 25-58, but they were successful in making their presence felt in the World Cup Kabaddi.

It was saddening to note the extravagant, pomp and show displayed by the CM and his Dy.CM son at Bathinda last night, on the occasion of opening ceremony of World Kabbadi Cup. As we are aware Sh. I.K.Gujral Ex-Prime Minister of India had died on 30.11.12, Govt. of India had declared a seven day mourning to express grief over his death. Unfortunately, Sh. Badal a seasoned, veteran politician and long time friend of Sh. Gujral chose to inaugurate the Kabbadi Cup at Bathinda amidst jubilation, fireworks and dancing by Bollywood stars including Mr Akshay Kumar. By doing so, the Badal duo has not only humiliated and undermined the contribution of Sh. Gujral towards India but have also rubbed salt on the wounds of fellow colleague Sh. Naresh Gujral, who also happens to be an Akali Rajya Sabha MP.
On account of the death of Sh. Gujral, the opening ceremony should also have been either postponed or kept a low key affair, as a mark of respect to the departed soul. It only goes to show the scantiest respect that the Akali Dal has for Sh. Gujral, who was instrumental in waiving off the Rs 8500 cr term loan of the militancy days.
The congress terms the Kabbadi Cup an image enhancement event for the Badal family. The whole show is politically motivated aimed at garnering votes and popularity rather than promotion of Kabbadi as a game. As per information sought by an RTI activist of Ropar, there are only 11 Kabbadi coaches in the 22 districts of Punjab. The govt. spent Rs 15.56 cr last year of which Rs 5.67 cr was spent on cultural programmes alone. Even yesterday the actors including Mr Akshay Kumar, Ms Asin, Ms Pooja etc. have charged crores of rupees from the govt. Tax payers money cannot be squandered for such flamboyant actors who were actually promoting one of their forthcoming commercial films.
In case the govt. is serious to promote kabbadi, they should organize league tournaments beginning from village level, then block level to district and finally the state level, so that thousands of our players can participate. At the moment only a few dozen Punjabi boys or girls get an opportunity to play, while rest is all a fun gala programme for the audiences. Capt Amarinder lashes out at govt over dance, fireworks at Bathinda during state mourning
CHANDIGARH, December 2:
Punjab Pradesh Congress Committee President Capt Amarinder Singh today lashed out at the Chief Minister Parkash Singh Badal and his Deputy Chief Minister son Sukhbir Badal for presiding over a music and dance show and fireworks at Bathinda on Saturday when the entire country, including Punjab, was in a state of mourning over the death of the former Prime Minister Mr Inder Kumar Gujaral.
In a statement issued here today, Capt Amarinder said, it was an act of extreme impropriety and utter shamelessness when the Chief Minister Badal had himself announced state mourning across Punjab that he not only allowed the show of celebrations, festivities, dance and fireworks, but presided over it. “Was Mr Badal mourning or celebrating the death of the former Prime Minister who happened to be the first Punjabi Prime Minister of the country and a great friend of Punjab?” he asked.
He ridiculed Mr Badal’s crocodile tears over Mr Gujaral’s death. He said, on the one hand the Chief Minister was wailing and whining over the loss of the great son of the soil, while at the same time he was gleefully enjoying the dance show and fireworks to mark the inauguration of the Kabbadi tournament that his son has been claiming to be the world cup, which actually it is not.
Punjab Congress president said, his party will be complaining to the Punjab Governor about such an impropriety on part of the Punjab government. “The governments do not announce state mourning for the sake of formality which Mr Badal has tried to make it”, he observed, while asserting, “it is out of grief and respect for the departed leader”. But, he added, Mr Badal and his son have actually shown no grief and respect for the departed leader and have rather celebrated it.
Capt Amarinder asked, what was the great deal about the dance show of a Bollywood actor? “They could always have waited for the mourning period to pass”, he observed, while remarking, “instead, Mr Badal took a straight flight from the cremation of Mr Gujaral to the celebrations of his son, which is quite unfortunate and unbecoming of a Chief Minister”.
Congress seeks Valtoha’s resignation over fake FIR
AMRITSAR/CHANDIGARH, December 2:
Congress leaders from district Tarn Taran today sought the resignation of Chief Parliamentary Secretary Virsa Singh Valtoha for his role in the registration of a false FIR in police station Khalra aimed at protecting two murder accused from Uttrakhand.
Addressing a press conference today senior Congress leaders including former minister Gurchet Singh Bhullar, Tarn Taran district president Dharampal Agnihotri, PCC secretary Harminder Gill and the vice president Punjab Youth Congress Sukhpal Bhullar said that the matter be probed by the Central Bureau of Investigation as has already been demanded by the PCC President Capt Amarinder Singh.
The Congress leaders alleged that the Khalra police station SHO had registered the case of having confiscated liquor form the murder accused in order to shield them by creating false evidence at the behest of Valtoha only. They said, now the police officials have been made scapegoats in order to protect Valtoha.
They maintained that as long as Valtoha remains the CPS there was no chance of an independent probe since the dismissed police cops can never reveal the truth fearing reprisal from the CPS. The Congress leaders said, only a CBI probe and removal of Valtoha as the CPS can help in establishing the truth about the registration of a false FIR to protect the murder accused.
The issue relates to the alleged seizure of five crates of liquor by Khalra police from two people belonging to Uttrakhand. Later it turned out that the two were accused of murder that took place just half an hour before they were shown to have been nabbed with liquor at Khalra in Tarn Taran district.
This was apparently done to create false evidence that they were not present at the scene of the crime. The Congress leaders said, the police had shown them arrested at the behest of Valtoha which makes him part of the conspiracy for which he should be booked and removed from the post of CPS.

The traditional game of Punjab Kabaddi today announced its determined arrival on World Sports Scene as 23 teams, 16 men and 7 women, from all the six continents, descended on the heartland of Malwa as Punjab witnessed biggest ever sports extravaganza in the gala but somber opening of 3rd World Cup Kabaddi.
The Punjab Chief Minister Mr. Parkash Singh Badal and Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal paying homage to Former Prime Minister Mr. Inder Kumar Gujral reiterated their resolve to make Punjab most literate in scientific temperament that also excelled in sports as visualized by former Prime Minister. Chief Minister dedicated the 3rd World Cup Kabaddi to former Prime Minister to Mr. Inder Kumar Gujral and nurturing sports talent amongst Punjabi youth would be the befitting tribute to him.The Chief Minister said that he had cancelled all the events during the mourning period of Former PM but third world Cup Kabaddi being the International event could not be cancelled and rescheduled.
The originally scheduled four hour long opening extravaganza was curtailed to one hour 45 minutes in view of demise of former PM. It was also decided to do away with 15 minute long firework program in the ceremony. It was also decided not to hoist the flags of participating countries in view of mourning period.
The Multipurpose Sports Stadium that was all decked up to welcome players from 18 countries gave a befitting show showcasing the rich culture and history of the pious land of Punjab, showcasing the progress made by the state during last six years and also reflecting the vision of the present government for next 25 years. As world famous DJ Nitin begun the show with the somber note, a two minute silence was observed to pay homage to former Prime Minister Mr. Inder Kumar Gujral. A voice over recalling the contribution of first Punjabi Prime Minister towards country in general and Punjab in particular resounded the stadium; every eye of the participants as well as audience became moist in his fond remembrance.
The show that started on somber note captured everyone’s imagination at the end with Bollywood Superstar Akshay and famous Bollywood Ghajni fame starlet Asin and Claudia (German Actress) in their true style performing on the sound track of his upcoming film Khiladi 786, the Akshay and Asin duo surprised everyone as they entered the stadium on a decked up truck as the truck moved on the periphery of the stadium Akshay, Asin and Claudia won the hearts of pre-dominant Punjabi audience by waiving on them and doing ‘Sat Sri Akal’ with the elder ones. The much enthused audience were trying to storm in much barricaded stadium but Akshay on the slow moving truck tried to please everyone in the audience. As the background music track switched to the latest song of Khiladi 786, Akshay, Asin and Claudia moved to the center stage and gave their spirited performance along with a troupe of 49 dancers. As the show reached its crescendo, the troupe of dancers froze on the stage with Akshay, Asin and Claudia moving out of stadium in a convertible car wishing a grand success to the 3rd Edition of World Cup Kabaddi.
Earlier Taz from Stereo Nation and Miss Pooja mesmerized the audience with their chart buster numbers with hundreds of dancers beautifully choreographed setting a stage for mega show.
The opening ceremony began with the cadets of NCC march past in the stadium on the beats of Army Band. The visual snippets gave an overview of first two editions of World Cup Kabaddi that has brought the traditional game of Punjab on the center stage of world’s sports arena. As the show began the famous compere Joy Bath and Satti took the center stage and Joy in his famous style energized the audience preparing them for a live two hour star studded show that would make the beginning of 15 day sports carnival. As Satti spoke about the rich cultural heritage of Punjab and importance of Kabaddi in Punjabi Culture, the countdown began for a musical show with 22 drummers announcing the determined arrival of traditional Punjabi game on International scene.
The show began with 24 Zorbing Balls show in which dancers in 8’ transparent zorbing balls created a choreographed spectacle as they moved in ground into various patterns and forms beautifully assisted by colourful LED lights. The show performed first time in India transformed the total environment of the stadium.
The second act of the colourful evening began with the show ‘Hindustan Dee Shaan-Punjab’, in which 1200 children with frames depicting to create five rivers of Punjab interspersed with water screens and laser lights with voiceover giving the rich cultural history of Punjab and also underlining the vision of present Government to meet the challenges of future. As the puppets joined the children on the stage and on the ground the act concluded with huge colourful GOBOS on the ground.
The Punjabi masculinity was on full scene as Captains of 23 teams entered the stadium riding on the pillion bullet motorcycles, each bullet tagged with the country they belonged to. The Kabaddi Teams entered the stadium in a geometrical order and took position on the stage against the respective flags of their country. As the players lined-up, the whole stadium was lit up with a laser show. As the third group of children made a choreographed pattern on the ground and flip their calesthenic boards to create the face of Deputy CM Mr. Sukhbir Singh Badal, at that moment the Deputy Chief Minister appeared in the ground on a hydraulic lift. As he reached the stage and shook hands with Captains of each team on the stage the voiceover spoke about the initiatives of Mr. Sukhbir Singh Badal in popularizing the traditional game of Kabaddi.
The moment introduction ceremony was over the ‘JAANBAAZ’, the mascot of the game appeared dramatically on the hydraulic with a baton on his hand. The Jaanbaaz hands over baton to first athlete in the VIP Box and baton passes on from first athlete to second waiting athlete and so on in anti clockwise direction and where it is finally handed over to Chief Minister Mr. Parkash Singh Badal and Deputy Chief Minister Mr. Sukhbir Singh Badal and Chief Minister declared the 3rd Edition of World Cup Kabaddi Open. As the games were declared open Captains of all the teams step forward to take a oath that they would play the game in the true spirit of sportsmanship.
Speaking on the occasion Punjab Deputy Chief Minister said that it was his dream to take traditional game of Kabaddi to Olympic level. He said that an humble beginning has already been made with Director of Sports of International Olympic Association sending a communiqué to him wishing the 3rd Edition of World Cup Kabaddi a grand success. He said that the first edition of World Cup Kabaddi that started with 9 nations has reached a level in which 23 teams, 17 male and 6 female from 18 nations descended in Punjab to participated in this game. Mr. Badal said that he was happy for the fact that teams of 8 nations have no player of Indian origin and Kabaddi has now become a truly international game.
Striking an emotional chord with the people, the Punjab Chief Minister Mr Parkash Singh Badal dedicated this world Kabaddi Cup to the late former Prime Minister of India Mr Inder Kumar Gujral, who was a true son of Punjab. In his inaugural address the Chief Minister said that the World Kabaddi Cup was a real tribute to the late former Prime Minister Mr Inder Kumar Gujral as it was his mission to promote brotherhood, goodwill and peace in the Indian Subcontinent, a work that was being ably done by this tournament. He hoped that this event would go a long way in accomplishing the mission of friendship and harmony between the participating countries especially between India and Pakistan, which was a cherished dream of Mr Gujral. Mr Badal further said that to pay homage to the departed leader he had cancelled all his official programs till December 6 however as this prestigious event was an international affair so it could not have been cancelled on the spot.
Terming the day as a ‘Red letter day’ in the history of the state, the Chief Minister congratulated the team of Deputy Chief Minister Mr Sukhbir Singh Badal and his team for organizing this gala event aimed towards recognizing the Kabaddi at international level. He said that as the people of state regard Punjabi as their mother language in the same manner they consider Kabaddi as their mother sport however unfortunately it had been ignored since long. However Mr Badal said that owing to the stupendous efforts made by the Deputy Chief Minister the game has been recoginesed not only in the country but in Asian, African and even the European countries. “I am sure that the day is not far when this popular game of the Punjabis will be included in the Olympics also” added Mr Badal.Has he declared vthe game open the stadium lit up with colourful lights.

BADAL CANCELS ALL PUBLIC FUNCTIONS IN VIEW OF STATE MOURNING TILL DECEMBER 6

Chandigarh, December 1 –
In view of the seven day state mourning declared by the Punjab Government to pay tributes to the late former Prime Minister Mr Inder Kumar Gujral, the Punjab Chief Minister Mr Parkash Singh Badal today canceled all his pre-scheduled public functions across the state till December 6.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that these functions included inauguration of CII’s Agro Tech Fair on December 2. However the light and sound program on the legendary Sikh warrior Baba Banda Singh Bahadur by Sikh Virsa Vihar, Amritsar would be organized at Chapparchiri War Memorial in Mohali as per schedule tomorrow but the Chief Minister would not participate in the function. Likewise, the Chief Minister has also cancelled the inauguration of various development projects in Bholath Assembly segment on December 3 besides his two-day Sangat Darshan program in Lambi assembly segment on December 4 and 5. Meanwhile the Chief Minister has also cancelled the inauguration of PHD Chamber’s annual International Trade Expo (PITEX)-2012 at Amritsar on December 6.
But the Chief Minister would attend the inaugural function of Indian School of Business (ISB) at Mohali to be inaugurated by the Union Finance Minister Mr P Chidambaram tomorrow. The fresh dates of these functions which had been either postponed or cancelled due to the state mourning in the respect of departed leader would be announced later on by the Chief Minister’s Office, the spokesperson added.

The Scottish Kabaddi team adoring in their traditional attire of skirt shape dress today captivated the audience when they entered the ground to participate in the World Cup Kabaddi-2012.
This team, from the north-end of globe, has descended for the first time to participate in the mother game of Punjabis-Kabaddi. The entire stadium resounded with claps to welcome the guest Scottish team.
Speaking with the media, the captain of the Scottish team Mr. Biair Hawthorn said that they are surprised to see the love of Punjabis for the game of Kabaddi. He said that the passion of Punjabis for Kabaddi is the same as scottish people love the football game.
Mr. Hawthron further said, ‘the game of Kabaddi caught the attention world-wide, when the Punjab Government had successfully managed to launch the Kabaddi at the world platform by conducting World Cup Kabaddi in 2010 first time”. He said that under the motivation and insipration of Punjabis living in Scottland, they mastered the techniques of Kabaddi in a very short span of time. He eulogized their coach Mr. Prem singh (Jalandhar based NRI) for his efforts in the constitution of Scottish Kabaddi team.

Kenya has become the first nation of the African Continent, which has descended down to the heartland of the Malwa to participate in World Cup Kabaddi. Two teams from the African Continents are participating in this 3rd edition of World Cup Kabaddi, besides Kenya second entry from African Continent is Sierra Leone.
Visually enthralled Captain of the Kenyan Mr. Johan Khakame, while speaking to the media, said that Kenya is known for its passion for Martial Art sports. He added, “Now, the game of the Kabaddi has become the ‘new love’ of the Kenyans”. He said that the Kenya has produced the universally renowned players of Tai-Kwando, Rugby and Kick Boxing. Kabaddi has caught the attention of top international sports authority as International Olympics Committee (IOC) sent facilitations to the Punjab Government for the success of World Kabaddi Cup-2012. Disclosing this here today, Mr. Sikander Singh Maluka, President, Punjab Kabaddi Association said that Kabaddi is fast marching forward for getting berth in the arena of Olympics. He said that the Punjab Government has received greetings from the IOC, Wishing state government for the success of World Kabaddi Cup-2012.
Education Minister further said that there is no iota of doubt that Kabaddi has now caught the attention of the world. He said that the participation of 23 teams from the six continents of the world is the manifestation of popularity of this game world over. He said that in the third World Kabaddi Cup, teams from African continent (Kenya and Sierra Leone) and Australian continent (New Zealand) are also participating. Mr. Maluka further said that the Punjab Government has resolved to work tirelessly till the time this mother game of Punjabis is inducted in to Olympics.

Disclosing this here today a spokesman of Punjab Government said that teams in men section England, Afghanistan, Denmark, Canada, New Zealand, Norway, India, Scotland, Italy, Iran, Kenya and USA have arrived in Punjab and in women section teams of India, England and Malaysia have also arrived today. Warm welcome was showered to the visiting teams by the Punjab Government. The teams who are scheduled to land tomorrow included Pakistan, Sierra Leone and Argentina.

The state of Punjab is all set to imbue with the fervour of their mother game Kabaddi with the thumping start of 3rd World Cup Kabaddi at Multipurpose Stadium of Bathinda. This Kabaddi extravaganza would commence under the whitish flood lights amid colourful and cultural showcase of Punjabi culture on December 1, 2012. Deputy Chief Minister, Punjab Mr. Sukhbir Singh Badal has today purposely descended to the stadium to inspect the final preparedness of the administration and the sports authority. He was accompanied by Mr. Sikander Singh Maluka, President Punjab Kabaddi Association and Education Minister and Mr. Saroop Chand Singla, Chief Parliamentary Secretary.
After the surveillance of the stadium, Mr. Badal said that all the preparations for conducting this international event have been concluded. He said that Kabaddi is very dear to the Punjabis, which consider it as their mother game. DCM said that it is matter of proud that Kabaddi has progressed leaps and bounds, which is evident from the fact that in the first World Kabaddi Cup only 9 international teams participated, whereas in third edition of the World Kabaddi Cup, 23 countries from all the six continents have come down to play.
Mr. Badal further said that a new sport revolution has whirl-winded the state. He announced that the Punjab Government has decided to induct sports as compulsory subject in school curriculum. He said that the contents of this subject would be at par with international standards. Deputy Chief Minister said that Kabaddi is also getting popularity in the fairer sex as the number of woman teams participating in this international event has increased from four to seven. He said that 250 women sportspersons have given trials to get birth in Indian women Kabaddi team.
Mr. Badal said that elaborate arrangements have been made to keep this international Kabaddi extravaganza drugs free. He said that for this purpose, National Anti Dope Agency (NADA) has deputed teams for conducting dope test on the players. He said that the samples of dope would got be tested from the laboratories duly recognized by World Anti Dope Agency (WADA). He said that anyone found guilty of taking drugs would be banned for two years, besides curtailment of prize money. Mr. Badal said that Rs.40 lakhs has been spared for dope tests.
He said that teams of men section have been divided in four pools. Pool A would consist of India, Afghanistan, England and Denmark, while Canada, New Zealand, Sri Lanka and Norway would be in Pool B, Pool C would consist of Pakistan, Sierra Leone, Scotland and Italy whereas Pool D would contain Argentina, Iran, Kenya and USA. He said that there would be two pools in women category, India, Canada and Denmark would be in Pool A while the teams of England, Turkmenistan, USA and Malaysia are in pool B.
Divulging details of matches to be played between teams at different stadiums, Deputy Chief Minister said that on December 2 matches of men teams would be played at Patiala from 6:30 pm onwards between England Vs Denmark, New Zealand Vs Norway and India Vs Afghanistan, On December 3 matches would be held at Hoshiarpur from 1pm onwards between Argentina Vs Iran, Scotland Vs Italy and Pakistan Vs Sierra Leone, on December 4 matches would be played at Amritsar from 6:30pm between Argentina Vs USA, Iran Vs Kenya and Pakistan Vs Scotland, on December 5 Doda (Mukatsar) would witness the matches from 1pm onwards between Afghanistan Vs Denmark, Canada Vs Denmark (Women), Sri Lanka Vs Norway, on December 6 Sangrur would witness the matches from 12:30pm between England Vs Afghanistan, India Vs Denmark (Women), Turkmenistan Vs USA (Women), Canada Vs Sri Lanka, on December 7 the matches would be played at Roop Nagar from 1pm between Argentina Vs Kenya, USA Vs Malaysia (Women) and Iran Vs USA, on December 8 the matches would be played at Chohla Sahib (Tarn Taran) from 1pm between Sierra Leone Vs Scotland, England Vs USA (Women), Pakistan Vs Italy, December 9 would be witnessed the matches at M.R. The Dy CM said that the competitions for 3rd and 4th position of men category would be held at Jalandhar on December 13 from 6:30pm onwards between loser of I Vs loser of II followed by competitions of women category for 3rd and 4th position between Loser of I Vs Loser of II, while the Final of Women category would also be played on the same day at 8:30 pm.
Mr. Badal said that only final of men category would be played on December 15, 2012 on the closing ceremony of 3rd World Cup Kabaddi at Ludhiana. He said that all the matches in both categories would be played on league-cum-knock out basis. He said that in men category top one team of each pool will qualify for the semis. PTC will telecast live Pearls 3rdWCKP-2012 matches, opening and closing ceremonies.
