BADAL SEEKS PROMPT INTERVENTION OF PM AND FM TO SAVE HOSIERY & TEXTILE INDUSTRY BY INTRODUCING OPTIONAL EXEMPTION TO BRANDED GOODS

CHANDIGARH MARCH 07

:In order to save the hosiery and textile industry in the state, Punjab Chief Minister Mr. Parkash Singh Badal today urged the Prime Minister Dr. Manmohan Singh and Union Finance Minister Mr. Pranab Mukherjee to immediately reintroduce optional exemption under Notification No. 30/2004-CE dated 09.07.2004 as amended to branded goods falling under Chapter 61, 62 & 63 of Central Excise Tariff Act, 1985

A deputation of hosiery and textile Industry led by Chairman Punjab Small Scale Industry Development Board Mr. Inderjit Singh Pardhan called on Mr. Badal this afternoon here at Chief Minister's Residence and submitted a detailed representation urging him to take up this matter with the Prime Minister and Union Finance Minister to immediately sought relief in terms of reintroduction of optional exemption on all products and textile industry cleared under a brand name. The Union Budget 2011-12 has withdrawn exemption under the Notification cited above to all goods bearing a brand name or sold under a brand name falling under Chapter 61, 62 & 63 of Central Excise Tariff Act, 1985 vide Notification No. 12/2011-CE dated 01.03.2011, thus putting the entire industry in a tight spot which has resulted in levy of excise duty @ 10.30% (B.ED 10% + Education Cess @ 2% + S&H Education Cess @ 1%) on all products of hosiery and textile industry cleared under a brand name. The excise duty has been levied on 60% of MRP, thus giving abatement of 40%.
In two separate letters to the Prime Minister and Union Finance Minister, Mr. Badal pointed out that the main raw materials of garment industry were yarn and fabrics and pointed out there was an optional excise duty on these both products under Notification cited above as amended and which was retained in Union Budget 2011-12. Almost all the manufacturers of yarn and fabrics were not registered with central excise department as have not opted for excise duty scheme. In such a situation, there was no cenvat credit available on main raw-material of our industry resulting that whole new levy of excise duty @ 10.30% would directly add to costing of their finished goods. This would result in increase in cost of branded garments and made ups textiles by more than 10%. In such a case, if the industry would increase its prices of goods, it will make its product non-competitive in the market in comparison to manufacturer producing unbranded goods or availing SSI exemption benefit under Notification No. 8/2003-CE dated 01.03.2003 as amended in respect of clearances of branded goods up to rupees 1.50 crore. To avoid closure of units, these units would either have to reduce their sales below rupees 1.50 crore or to start job-work only for big brand houses. This would result in negative growth of industry and huge un-employment and no government would able to reap any benefit from such levy.

Mr. Badal further apprised the Prime Minister and Finance Minister that the industry was already facing big threat from garments imported from China, Bangladesh and Sri Lanka. Due to huge scale of production in China and support form government, their products were much cheaper compared to our products. In such a case, it was not possible for our industry to increase price of its products and the industry based at Ludhiana would be slowly wiped out and would loose its identity as hosiery cluster.

Moreover, industry at Ludhiana was mainly a small scale industry having unprofessional base. The manufactures were not well qualified to know the technicalities of excise law. It is not feasible to maintain up to date records. Further, the industry was already reeling through crisis due to increased input cost, labour shortage the industry was dependent on migrant labour and has to pay good salaries to attract the labour, strict norms of various Government departments with no corresponding increase in price of finished goods. In such a situation, the industry would not be able to bear the huge burden of excise duty. If the units would shut down, then it would lead to huge unemployment and further hundred of ancillary units would also shut down. Cycle and sewing Machine manufacturing Industries comes under the 1% excise duty. Both were poorest man consumables and common use by this poorest man was affected and should be exempted completely, added Mr. Badal.

Congress party unequivocally condemns the brutal use of force

Sukhpal Singh Khaira MLA,
Bholath

Congress party unequivocally condemns the brutal use of force in the shape of ‘lathi’ charge on protesting paramedical contractual Employees Union yesterday at V. Lambi. Police rained ‘Lathi’ blows on protesters and assaulted women and did not even spare the physically challenged. One protestor Ms. Sunita Rani fell unconscious to the blows of the police and is admitted in the hospital. The police did not stop here but followed the agitators into the houses of local people, dragged women and other protesters out of the houses and mercilessly beat them up.

Yesterday’s in human beating up and ‘lathi’ charge on multipurpose health workers is gross violation of human rights and tantamount to curbing the fundamental right of expression of speech, as enshrined in our constitution alleges the congress party. It is a clear attempt to muzzle the voice of the people, intimidate them by misusing the police force.

The incident of yesterday at V. Lambi once again vindicates the off repeated stance of the congress party, that there is complete breakdown of law and order in Punjab and that the present Badal regime is working unconstitutionally using draconian measures to browbeat public opinion in the state.

Daily protests across the state by various organizations including employees, farmers, Dalits and traders hollows the so called claims of Punjab being prosperous, as being shown through daily advertisements being inserted in newspapers at the cost of public exchequer. There is a strong undercurrent of discontent amongst all sections of the society, which would culminate into a storm in the 2012 elections.

The congress calls upon the Chief Justice of the High Court, the Hon’ble Governor and the Human Rights commission to take suo-moto cognigence of brutal use of force, by the police against unarmed peaceful agitators particularly women and to take to tasks the political-police nexus responsible for these arbitrary and unconstitutional orders.

Congress urges SAD-BJP govt. to bring loss of precious human lives due to road accidents on its immediate agenda.

Sukhpal Singh KhairaMLA, Bholath

It is a matter of great shame for the govt. that a leading state like Punjab continues to lose precious human lives, due to avoidable road accidents in the 21st century. It only goes to show the apathy and non serious attitude of the present govt. towards such an alarming public issue. While the CM, Dy CM, Ministers and other VIP’s move in huge convoys protected by police escorts breaking all rules, the common man is victim in scores daily in Punjab due to rash, negligent, drunken in cell phone driven vehicles.

As reported today 6 people were killed and 22 injured in a minibus-truck collision in Ferozpore yesterday, similarly negligent and rash driving took the life of two young boys crushed by a private bus operator at V. Dalam near Ajnala Distt. Amritsar.

The cause of both accidents of yesterday is lack of fear in the minds of rash drivers, no control of police or any other authority on the roads. In the case of Ferozpore accident the driver of mini bus was busy on his cell phone besides loud music blaring in the bus, similarly the accident at V. Dalam where two young boys were crushed is over speeding by bus operators backed by a big wig politician of the ruling party. The congress and other oppositions parties have been shouting from roof tops and raking up the issue of road accidents for the past many years, outside as well as in the Vidhan Sabha but the govt. continues to turn a blind eye.

The SAD-BJP govt. has got its priorities totally wrong, like ignoring the primary sectors of education, health, increase of cancer in state, the ruling alliance does not have regulating traffic and controlling accidents on its agenda. More than 4000 human lives are lost due to road accidents in Punjab and 5000 are left permanently handicapped annually, but this is not enough for the govt. to open its eyes.

Congress urges the SAD-BJP govt. to wake up from deep slumber and shun feudal agenda to focus on issues of the ordinary people and save precious human lives being lost due to avoidable road accidents.

Congress proposes to bring stringent legislation and make amends to the existing section 304 death due to rash and negligent driving which is a bail able offence, to make it punishable by atleast one year of imprisonment and heavy penalty. Like wise people caught with drunken driving should be kept in jail for minimum of one week, drivers caught with talking on cell phones should be fined Rs. 2000 on the spot. Other such preventive strict measures if taken can go a long way to save many human lives. We also need to set up a strict traffic regulatory force which should not spare any VIP,s including the CM or Ministers for traffic related violations. Lastly, I once again urge the CM to personally bring the control of road accidents on his agenda or else we will keep looking our human resource to this menace, which can be controlled on the pattern of developed countries.

He said that first Tytler was given ticket for the lok sabha elections and after the public outrage he was pulled out of the race but now party has bestowed him with the important post of the Incharge of Orissa state along with Congress Sewa Dal which vindicated the stand of the SAD that anti sikh riots were a well planned conspiracy to eliminate Sikhs in the country and were carried out at the instance of Congress high command.

Dr. Cheema said that appointment of Mr Tytler has come at a time when the country was already in shock and deep anguish over exposure of the Hond Chillar carnage. He said that at this time people were expecting that the Prime Minister will order a CBI or high level Judicial enquiry into the Hond Chillar carnage but the Prime Minister and Sonia Gandhi have instead choosen to reward Jagdish Tytler
