B.S. Thind, Additional Director General
of Police, human rights commission, has been suspended
by Central Bureau of Investigation (CBI) in charges
of a land transaction case in Punjab.
Other case are pending:
- Punjab: He is accused of grabbing
land of a Non Resident Indian on a fake power of
attorney.
- Himachal Pradesh: he is facing
charges of cheating, conspiracy and intimidation.
- Chandigarh: a businessman registered
a first information report (FIR) against Thind in
June last year.
- Parwanoo: Ashok Mittal, gave
an audio CD to the police allegedly having taped
evidence against Thind demanding Rs.600,000 for
getting his shop vacated from tenants at Parwanoo.

Rajpura court has issued a non- bailable arrest warrant
for Bhupinder S Thind, Himachal Pradesh IPS officer
for grabbing NRI's property by giving
false cheques & forged power of Attorney.
He was also investigated by the CBI for embezzlement
of banks.
Last year he was arrested for illegal land deals
and defrauding banks by securing loans. The state
govt. suspended him from the job but after 5-6 months,
the suspension orders were revoked. It is also confirmed
that he is very close to politicians

Thind's lawyers say DGP Ashwani Kumar behind conspiracy
ADGP, Bhupinder Singh Thind was today denied bail
by a Special CBI court, after his counsel pleaded
that Thind was innocent and had been dragged in by
the CBI as part of a conspiracy. Taking up the bail
plea of ADGP Thind moved by Thind's counsel under
Section 437 of the CrPC, the court of special judicial
magistrate Harinder Sidhu denied him bail as offences
against him were serious, some of which (under Section
467 IPC) were even punishable with a life term.
The prosecution had earlier strongly objected to
the granting of bail to Thind, on the plea that since
Thind was an influential and senior police officer,
with a political clout, his coming out of jail could
amount to influencing the witnesses and tampering
with the records. Thind was also charged of not cooperating
with the CBI during the investigation in the case
and he kept evading the CBI on one pretext or the
other, before being finally arrested on October 27.
Thind's lawyers earlier charged the present Himachal
Pradesh DGP Ashwani Kumar of being behind the conspiracy
against Thind, for preventing him from taking over
the top post in the Himachal Pradesh police. Ashwani
Kumar, who is senior to Thind in the IPS, had pipped
Thind for the DGP's post in August. The defence counsel
argued that since Ashwani Kumar was earlier serving
as Additional Director CBI, he had hatched the conspiracy
against Thind, as the CBI had once written to the
Himachal Pradesh government for initiating action
against Thind had earlier been remanded to judicial
custody for 14 days up to November 11 by the court,
after his arrest by the CBI on October 27 from his
Chandigarh residence. An IPS officer of the 1974 batch,
Thind is currently lodged in the Patiala Central Jail
and has since been suspended from his post of ADGP
(Law and Order and CID) in the Himachal Pradesh police.

CBI (The central Bureau of Information) arrested
Himachal Pardesh Additional Director General of Police
(ADGP) Bhupinder Singh Thind IPS on Friday in a Rs.3.50
crores fraud as loan against single property, mortgaged
to various banks by submitting forged documents and
misrepresenting facts, and misutilised the loan amount
for other purposes.

Police said, according to the complainant, NRI Pritpal
Kaur had handed over a general power of attorney (GPA)
of her 46-kanal land in Chaparchiri near Mohali to
the ADGP for taking care of the property. According
to the complainant, the ADGP, in turn, made a special
power of attorney and sold the land to his father,
Dhan Singh, who in turn sold the property to one Devinder
Bir Singh. Dhan Singh passed away at few years ago.
Inquiry revealed that the special power of Attorney
made by the ADGP was forged. He said after this, the
ADGP bought the land and gave two cheques of Rs 50
lakh and Rs 40 lakh to the woman, but both the cheques
were dishonoured by the bank for no availability of
funds.

loans worth Rs 3.45 crore against four plots by getting
a separate deed registered every time without citing
plot numbers at the Shalimar Land project at Himmatgarh

THE Punjab Police will follow the
legal procedure and will arrest Additional
Director General of Police (Himachal Pradesh), Bhupinder
Singh Thind, after procuring warrants for his
arrest, said Patiala SSP A S Rai.
A case was lodged against the ADGP and his father
on charges of forgery committed against a US-based
NRI woman. The SSP said others involved in the case
will also be arrested.
The case was lodged against ADGP Thind and his father
Dhan Singh on the complaint of the womans relative,
Aninder Jawanda, the SSP added. Dhan Singh passed
away at few years ago.
The SSP said according to the complainant, NRI Pritpal
Kaur had handed over a general power of attorney (GPA)
of her 46-kanal land in Chaparchiri near Mohali to
the ADGP for taking care of the property. According
to the complainant, the ADGP, in turn, made a special
power of attorney and sold the land to his father,

The SSP said when the NRI woman learnt about this,
she reported the matter to the Punjab Police officials.
Inquiry revealed that the special power of Attorney
made by the ADGP was forge. He said after this, the
ADGP bought the land and gave two cheques of Rs 50
lakh and Rs 40 lakh to the woman, but both the cheques
were dishonoured by the bank for nonavailability of
funds.
SSP said on the complaint of Aninder Jawanda, the
case was registered at Police Station Dera Bassi.
He said the police will demand the arrest warrant
of the ADGP from the court and then take action.
