I.
Justification and environment of the project
The carrying
out of the government program of the president of the
Republic which aims to reforge the Ivory Coast in order
to put the country back on the path to growth and the
improvement if the quality of life of the people should
mobilise all the energy.
The BNETD
contribute fully to the realisation of this ideal by
carrying out the running of large building schemes identified
by the government among which figure prominently the
access to housing for the greatest number of people.
Indeed the
demand for housing in Ivory Coast has been steadily
increasing since the 80's ; this tendancy has been accentuated
with the state's disinvolvment with the direct production
of housing which has had as a consequence the disappearance
of an important section of the market that is to say
housing destined to be hire-purchased or simply rented.
Since this
period, all the housing produced ( including that by
Sicogi ) has been destinated to be bought outright directly.
Today the
need rises to 570,000 dwellings and the annual needs
are estimated at nearly 42,000 units in urban areas
of which only a half in the town of Abidjan which accounts
for only 19% of the population of Ivory Coast.
As the production
at the moment covers only a third of annual demand,
it would appear that there is a lack of housing in Ivory
Coast.more especially Abidjan. The disparity between
offer and demand is apparent at all levels of society.
This imbalance
is due, to an extend, to the mismatch between the offer
and the available funds of the would-be house owners,
this inspite of the financial support systems . Thus,
the low-income bracket families generally have recourse
to mediocre rented housing built by illegal and informal
means at the origin of the proliferation of precarious
and under-equiped quarters.
To remediate
this effect, the BNETD wishes to initiate two innovative
operations by integrating local materials ( géobéton,
géopavés etc
) and reach the hire-purchase
segment : one in the Cocody for the middle and upper
income families ( medium and economical standing housing
) ; the other in the commune of Abobo destinated for
the lower income families ( " council housing "
). The results of these operations will be transfered
to the housing sector and in particular to the Sicogi
with the support of the BNETD.
II. Object and description of the scheme
The project
aims to construct 3,966 dwellings for low and medium
income bracket families on two sites each with an area
of 50 ha which have been set aside to this effect. One
is situated along the route of Bingerville at Akouédo
in the commune of Cocody and the other in the commune
of Abobo on the road to Alépé opposite
Biabou quarter. These are sites set aside for the Abidjan
housing scheme " 12,000 dwellings " not attributed
which have been the object of a Declaration of Public
Utility by decree n° 98-561 of October 14th, 1998.
This operation
requires the infrastructure appropriate to provide scope
for the life of the quarter and to reply to the needs
of the population.
III.
The sites
3-1 Topography
- the site
of Akouédo
The project site is highly well ventilated. It is relatively
flat with a slight incline of between 2 and 5%. Nevertheless
on the south-west part of the slight one observes between
a 10% grade. On its north-east side, the land is very
uneven, with an incline of up to 25%. This zone has
been designated for a park ( see plan )
- the Alépé
site
This site is marked by ravines which surround its western
part which has grades of between 8 and 15% ( see plan
). The terrain of the axis Abidjan-Alépé
relatively flat with only a 2% variation in elevation.
3-2 Site
characteristics
The two properties
border on major paved roads which will make these two
neighbourhoods easily accessable.
IV Land development
The two sites
contain individual and collective parcels designed for
housing construction. Low and medium level houses are
planed on the parcels from 204 to 450 square meters.
The Alépé site will welcomed social and
lower income housing on parcels from 100 to 255 square
metres.Community installation are planed as well ; these
are :
-markets
-administrative areas
-primary schools -parks
-nursery schools -taxi stop
-shopping centers -bus stop
-sporting fields
-communities spaces

Indicative programme
5-1 Akouédo
site
Low and medium level houses are planed for this site.
The construction of 1410 houses is projected, including
710 duplexes and 700 apartments ( R+3 )
Base units
are 3 or 4 rooms, with expansion to 4, 5 or 6 rooms
on individual parcels of between 204 and 450 square
meters.
5-2 Alépé
site
Social and low-income houses are planed for this site.
The construction of 2556 dwellings is projected, including
1456 basis houses and 1100 apartments ( R+3 )
Individual houses planed for this site will have 2,
3 or 4 rooms. These apartments will have between 2 and
4 rooms.
VI- Project financing
The present
stage Government of Ivory Coast wants to build 100,000
(One hundred thousand) houses, 2, 3, and 4 bedrooms.
Blue print, Survey has been done. Government of Ivory
Coast will provide 20% cash and 80% Sovereign Guarantee.
The developer company must have strong financial back
ground and extensive experience in the field of construction.
V Project
schedule
- Identification
and training of enterprises ( SME ) responsible for
the work
- Use of paving stone to construct secondary and tertiary
roads
- Duration of the work : 12 to 15 months by site.

IVORY
COAST: map
In Ivory
Coast the requirement is that the construction company
builds a certain number of houses and the Government
Architect inspects the houses and the Government Mortgage
Bank pays the construction company at once. Then the
construction company continues building subsequent batches
of houses and gets paid as they finish construction
of each batch of houses till they complete the project.
The Government of Ivory Coast also offers 20% cash and
80% Sovereign Guarantee for the housing projects.
EQUATORIAL
GUINEA: map
The government
of Equatorial Guinea gives 30% (thirty percent) of the
cost of the houses in Equatorial Guinea, in CASH up-front.
The Construction/Developer Company comes up with the
rest of the 70% (seventy percent) finance against Sovereign
Guarantee or Government can provide 5 (five) million
barrel of crude oil each of every month till period
of one year to cover the coast.
LIBERIA-

The Government
of Liberia already has 100% funds from the European
Union Countries to take care of the housing projects
in Liberia. The construction company needs to put the
following information together as a package and
