BADAL MOURNS SAD DEMISE OF NOTED PUNJABI SINGER KULDEEP MANAK

 CHANDIGARH NOVEMBER 30: 

            Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of the noted Punjabi Singer Mr. Kuldeep Manak, who passed away at local hospital in Ludhiana today after a prolonged illness. 

            In a condolence message, the Chief Minister described Mr. Kuldeep Manak as a ‘legendary Punjabi Folk singer with the qualities of head and heart, who regaled the millions of Punjabi music lovers with his emotionally powerful high pitched voice and unique style for about four decades. He said that Manak’s death has created a void in the Punjabi music world which was difficult to be filled. 

            The Chief Minister also shared his heart-felt sympathies with the members of the bereaved family and prayed to the Almighty to give courage and strength to bear this huge loss in this hour of distress and grant peace to the departed soul.

            The Punjab Chief Minister Mr. Parkash Singh Badal today called upon the Punjabis to carve out an egalitarian and harmonious society on the model of socialism propagated  by the legendary Sikh Warrior Baba Banda Singh Bahadur, who fought a decisive battle against the Mughal forces on the personal directions of Sri Guru Gobind Singh ji in May 1710 to establish the ‘first Khalsa Raj’. 

            Addressing a mammoth gathering after dedicating the Baba Banda Singh Bahadur War Memorial to the humanity, Mr. Badal said that the great Sikh martyr Baba Banda Singh Bahandur was a true socialist who abolished the Jamindari system of land under the control of Mughals and made the tillers and cultivators, the actual owners of the land and issued coins and seals in the name of Sri Guru Nanak Dev ji and Sri Guru Gobind Singh ji. He said: “People who forget their history are forgotten by history”.

Adding Mr. Badal pointed out he was dismayed that only half hearted efforts had been made in the past to preserve the rich legacy of one of the most glorious chapters in the history of mankind and the progress of the ideas which the founding of Sikh religion and subsequent Khalsa traditions represent.  He said even the 90% of Sikhs were not aware of the heroic deeds in the Sikh history, what to talk of other communities in the country.  He said that as a community, the Sikhs have been keener on making the history than preserving it and therefore, humble efforts were made by our government to set up symbols of our history and heritage as a part of the noble mission which we undertook from the day one after assuming office of SAD-BJP alliance government in 2007. 
Dedication of historic Virasat-e-Khalsa at Sri Anandpur Sahib, Chhota Ghallughara at Kahnuwan Chhamb, Wadd Ghallughara at Kup Rohira and Baba Bandha Singh Bahadur War Memorial at Chhapar Chiri to the humanity was an outcome of our efforts with the blessings of Almighty and the great Gurus besides the unstinted support and cooperation of people across the globe, added Mr. Badal.   
            The Chief Minister said: “I am grateful to the God that the gigantic task of preserving the heritage of Sikhism and Khalsa Panth was assigned to me and the same had been completed with the blessings of Him and the enormous love and affection of the people”. He said he would be ever unable to repay the debt of the Akal Purkh (God) for bestowing countless blessings upon him and sought more blessings to give far more strength to spend his rest of life also in service of the mankind. 
Slamming the opposition, Mr. Badal stated that cutting across the political affiliations, he extended personal invitation to the Prime Minister Dr. Manmohan Singh to participate in the historic dedication ceremony of Virasat-e-Khalsa to the humanity and ardently wished to get this world class project inaugurated by an eminent Sikh personality of PM's stature but he stayed away from the function for the reasons best known to him and it was a God sent opportunity for him to dedicate this memorial to the nation. 
In his address, former BJP National President and Ex Chief Minister of Uttar Pradesh Mr. Rajnath Singh appreciated the tremendous contribution of Khalsa Panth in keeping the Hindu culture and Indian civilization intact. He said Sikh religion was replete with saga of unparalleled sacrifices which had been a source of inspiration for all of us to strengthen the ethos of patriotism, nationalism and communal harmony.  Mr. Singh further said that the dignity and self respect must be maintained by everyone and Sikh religion has rightly preached this concept through the teachings of great gurus.  He said that there was hardly any exaggeration in saying that Sikhs were the elder brothers to the Hindus, realizing the exemplary contribution of Khalsa panth in the enrichment of social values. 
   Mr. Rajnath Singh announced that he on behalf of BJP and the Punjab Chief Minister on SAD would mount pressure on the Prime Minister to include the history of these memorials in the contents of syllabus prescribed for various classes in the educational institutions.  He said that atleast the chapters on these historic memorials must be included in the NCERT and CBSE text books so that our present generations must be made aware of rich legacy of Khalsa Panth.  He also commended the role of the Chief Minister and Deputy Chief Minister in erecting these memorials to showcase the rich religio-cultural heritage for our coming generations and hoped that it would also boost the tourism prospects in the state.
In his address Deputy Chief Minister and President of SAD Mr. Sukhbir Singh Badal said that it was the endeavour of SAD-BJP
government to preserve the rich legacy of Sikhism and Khalsa Panth through these memorials in order to commemorate the supreme sacrifices of the martyrs who laid down their lives for the Sikh panth.  He said: “Nations who forget their martyrs or heroes are bound to vanish with the passage of time”. He said that these memorials were a dream project of the Chief Minister which had been ultimately
cherished and accomplished by the grace of God within a record time period. He said: “I bow my head in reverence to the great saints, religious and spiritual leaders who had specially come from different parts of the state to grace the occasion”.  He said that the Baba Fateh Singh, the great Grand Father of his mother Late Sardarni Surinder Kaur Badal, be headed Wazir Khan, the Subedar of Sirhind to avenge the martyrdom of the younger Sahibzadas of Sri Guru Gobind Singh ji. 
The Deputy Chief Minister further said that the Sikh history was
full of selfless sacrifices and this legacy of our great gurus and martyrs would ever be a source of inspiration for us.  He appealed the youth to take a vow to abstain from the menace of drugs and apostasy (patit) as befitting tributes to our great Gurus, Saints, Seers and Martyrs.    
Earlier, the Chief Minister honoured few eminent personalities associated with Baba Banda Singh War Memorial including Senior Vice President of L&T Mr. SN Roy, Architect Ms.Renu Khanna and Chief Engineer PWD (B&R) with a Shawl and a replica of Fateh Bhurj at the memorial site. 
Later, Mr. Badal also laid the foundation stone of District Administrative Complex and Judicial Court Complex in Sector 76 to be constructed over an area of 7.25 and 7 acre at a cost of Rs.74 crore and Rs.51 crore respectively.

Nation today saluted Baba Banda Singh Bahadur, the first Sikh warrior, having distinction of establishing Sikh Raj in India defeating Mughal Governor Wazir Khan, taking a revenge for killing Guru Gobind Singh Ji’s four sons, mother and massacring thousands of Sikhs and Hindus as Singh Sahibans and Punjab Chief Minister Mr. Parkash Singh Badal dedicated ‘Fateh Burj’ to the humanity.

As Singh Sahibans and Punjab Chief Minister dedicated the tallest victory tower in the country, perpetuating the memory of Baba Banda Singh Bahadur, General JJ Singh, Governor Arunachal Pradesh and Former Army Chief led over 20000 decorated ex-servicemen, 300 Lt Generals and Generals, all gallantry award winners of Punjab to pay homage to the Sikh Warrior on the battleground of Chappar Chiri that created history of defeating Mughlas on the India soil and establishing ‘Khalsa Raj’.
          Firstly Punjab Chief Minister accompanied by Singh Sahibans Jathedar Sri Akal Takht Sahib Giani Gurbachan Singh, Jathedar Sri Kesgarh Sahib Giani Tarlochan Singh, Damdami Taksal chief Baba Harnam Singh Khalsa, former BJP Chief Rajnath Singh, Uttrakhand Chief Minister Major General B.C. Khanduri (Retd), Governor of Arunachal Pradesh Gen JJ Singh, Deputy Chief Minister Punjab Mr. Sukhbir Singh Badal unveiled the inaugural plaque after the ardas by Giani Tarlochan Singh.

          Mr. Badal took the salute from full contingent of Punjab Armed Police and then the Chief Minister accompanied by Singh Sahibans in an open gypsy had a round of war memorial constructed on a piece of 20 acres of land. Firstly, Chief Minister along with Singh Sahibans and General J.J. Singh unveiled the statue of Bhai Fateh Singh and Bhai Ram Singh. Former BJP Chief Mr. Rajnath Singh and Arunachal Pradesh’s Governor Gen JJ Singh unveiled the statues of Bhai Aali Singh and Bhai Maali Singh whereas Mr. Sukhbir Singh Badal unveiled the statue of Bhai Baaj Singh, lastly Chief Minister and Singh Sahibans unveiled the statue of Great Sikh Warrior Baba Banda Singh Bahadur and dedicated 328 feet tall, the tallest victory tower of India, ‘Fateh Burj’ to humanity. It was a fitting tribute to Banda Singh Bahadur who abolished the Zamindari system of land prevailing under the Mughals, and made the actual cultivators owners of land. It was a perfect homage to a man who realized Guru Gobind Singh Ji’s dream of political sovereignty within one year of the death of the Great Guru.
          As Mr. Badal dedicated the Fateh Burj, the whole sky was filled with fireworks and flower petals were showered on the congregation. There was a spectacular display of martial arts by various teams of Nihangs and Gatka teams and a mock war scene of Chappar Chiri war was created to educate the audience to emphasise the point that how difficult it was to defeat Mughals.

This memorial is built on 20 acres of land in Chapparchiri Sector 91 in SAS Nagar, Mohali.  Chapparchiri was the place where actual war was fought.  The main theme of the project is to inculcate a feeling of pride in the youth of Punjab.  The cost of the construction of the project is Rs. 35.40 Crores excluding the cost of land. The construction of the project was completed in a short period of 11 months.

The height of the victory tower is 328 feet. There are three decks at 20.4 Metre, 35.40 Metre and 66.00 Metre. On the top of this Victory Tower, there is a dome having the spire of Khanda in stainless steel.  The 8 sides of Victory tower having beautiful arches in increasing order towards the Sikh side depicting (Chardi Kala) “ON THE RISE”. The internal core shell of victory tower rising vertically high up to 82.40 Metres. and the curvilinear side walls sloping upwards with arches on each side.
          Six shell structures along the water body and towards south east side of land have been constructed, which are similar to the mounds and have statues of Baba Banda Singh Bahadur and his 5 Generals namely Bhai Fateh Singh, Bhai Aali Singh, Bhai Mali Singh, Bhai Baj Singh and Bhai Ram Singh on the top. Out of these six shell (Mound), four no are build with the earth and two shell (Mound) are designed with RCC and executed with a special formwork.
The Victory Tower is lit in two parts. The Khanda and Dome is lit by High intensity 8 Nos Flood light. The rest of tower is lit in three stages by 20 Nos Color Reach light, controlled by DMX Controller and I – Player to give color changing effect.
Three skywalks of Fateh Burj will take you 300 years back and give proud feeling of victory looking at the statues of Baba Banda Singh Bahadur and his 5 Generals atop tibbas as they might have stood at that time.

Foundation is supported on 269 piles 35 metre deep. Using the slip form technology the centre core was raised from ground level to the dome level in just 40 days span.
Tibbas have been created by RCC domed strcutures having statues of the generals on top and facilities like 360O projections immersive experience and restaurant underneath.

The complex also has an Open Air Theatre with a capacity of 1200 people for various activities and functions to promote the culture of Punjab and attract tourism.  This theatre also has small cafeteria for day to day refreshment under the sitting area.

The Information centre has been designed to look like a Quila with big arches, minarets and huge wooden doors with iron nails.  Small details like having smaller door in the bigger door have also been catered for. While the information centre has been created at the entrance, the gift shop is positioned near the exit.

Inspiration of having tibbas / hills was also taken from Lohgarh Sahib where Baba Banda Singh Bahadur established his first Sikh capital. In the centre is the Quile wali Pahari having a huge river in the front so that it could be difficult to the enemies to enter the Quila. It has five different Hills/ Pahari at the back so that even if the enemy somehow entered they could go and hid in any one of the Hills / Pahari namely Gurudware Wali Pahadi, Nagade wali pahadi, Taksal wali Phaadi, Jyoti wali pahadi

At the entry of complex, structure called  information centre has been constructed and has best historic aesthetics including 4 Nos. minarets.  To go to all the places of complex, path ways have been constructed. There is parking very near to information centre.  To give aesthetics view, rest part of the complex is covered with landscaping including on mound. 
Under one dome, there would be a theatre in which audience would be able to get emersion experience of war. On weekends there would be light and sound show about the life and achievements of Baba Banda Singh Bahadur.

BRIEF DETAILS ABOUT BABA BANDA SINGH BAHADUR’S 5 GENERALS

Bhai Aali Singh, who hailed from Singh’s Salodi village, was Fauzdar of Wazir Khan’s territory, Sirhind. When Baba Banda Singh Bahadur reached Punjab, he along with his soldiers quit and joined Baba Banda Singh Bahadur’s army and was also executed along with Baba Banda Singh Bahadur on 9th June 1716.

Bhai Maali Singh was the brother of Bhai Aali Singh.  He also joined Baba Banda Singh Bahadur’s army along with his brother. Baba Banda Singh Bahadur had deputed him as the commander of troop of soldiers; he was also executed along with Baba Banda Singh Bahadur on 9th June 1716.

Bhai Fateh Singh from Malwa headed the troop of Sikh soldiers and was mainly responsible for the Chaparchiri victory. The village Chak Fateh Singh wala was named after him.

Bhai Ram Singh was brother of Bhai Baaj Singh he also played a great role in the war of Chapparchiri.  Baba Banda Singh Bahadur had deputed him as the commander of troop of soldier and was also executed along with Baba Banda Singh Bahadur on 9th June 1716.

Bhai Baaj Singh from Mirpur Patti was the right hand of Baba Banda Singh Bahadur. After the victory of Chaparchiri he was deputed as the first governor of Sirhind.  He was also executed along with Banda Singh Bahadur on June 9, 1716

SUKHBIR CONDOLES LEGENDRY FOLK SINGER KULDEEP MANAK’S DEMISE

Chandigarh, November 30: Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today expressed shock over the untimely demise of legendry folk singer Kuldeep Manak, who died today after brief illness.
In a condolence message, Mr. Badal said that Kuldeep Manak gave a distinct identity to Punjabi folk singing and popularized it outside the shores of the country also. He said that a real tribute to Kuldeep Manak would be to maintain the original richness of Punjabi folk singing.

Expressing heartfelt sympathies with the bereaved family, Mr. Badal prayed to Almighty to grant peace to the departed soul and strength to members of the family to bear this irreparable loss.

US AMBASSADOR CALLS ON CM

CHANDIGARH  NOVEMBER 30:

          The Ambassador of USA Mr. A. Peter Burleigh today called on Punjab Chief Minister Mr. Parkash Singh Badal. Taking part in the deliberations during a meeting with Mr. Badal at Chief Minister’s residence this morning, Mr. Peter  appreciated the entrepreneurship for which Punjabis were known world over.   He also presented a philosophical book of United States to Mr. Badal. Mr. Badal apprised the Ambassador that Punjab’s economy was basically an agrarian with less than 2% of entire land of the country and was a major contributor of food grains to the national pool with 42% and 50% of share in rice and wheat respectively. SAD-BJP government as an alliance had created a congenial atmosphere for the growth of Industrial sector also, added Mr. Badal. Mr. Badal said that their government had not only given the good governance but effectively achieved higher economic growth and improved the fiscal situation of the state, besides initiated the process to establish new Power plants to over come the acute shortage of Power supply in the state, which would make Punjab as a Power surplus state by next year.

          On the occasion, the Chief Minister honoured the visiting envoy by presenting him a Siropa, Sword and a Plaque as a token of love and affection on behalf of the Punjabis.

          Principal Secretary to the Chief Minister Mr. DS Guru and Special Principal Secretary to the Chief Minister Mr. Gaggandip Singh Brar were also present in the meeting.

KAHNUWAN CHHAMB (GURDASPUR) NOVEMBER 28:

            Punjab Chief Minister Mr. Parkash Singh Badal today dedicated the state-of-the-art ‘Chhota Ghallughara Kahnuwan Chhambh Shaheedi Memorial’ to the nation for perpatuating the rich legacy of Sikhism for our coming generations.
            Addressing a mamoth gathering here after dedicating it amdist chanting of ‘Bole So Nihal Sat Sri Akal’, the Chief Minister said that he was passionate to erect Virasat-e-Khalsa, Chhota Ghallughara, besides Wadda Ghallughara at Kup Rahiran depicting the hollocost of 35000 Sikhs and Fateh Burj at Chhapar Chiri to commemorate the supreme sacrifice of the legandry Sikh warrior Baba Bandha Singh Bahadur who established the Khalsa Raj in India. Both these memorials were ready and would be dedicated to mankind on November 29 and 30 respectively. 
It may be recalled that the Chhamb Kahnuwan memorial commemorates the untold sufferings faced by thousands of innocent Sikh men, women and children at the hands of the Mughals and their satraps (Governors) like Diwan Lakhpat Rai in June, 1746 in and around Kahnuwan.  As many as Seven thousand Sikhs attained martyrdom while fighting the Mughal army in just two and half months, while another three thousand were taken to Lahore where they were tortured to martyrdom. To commemorate this tragic but heroic chapter in the history of the Sikhs, the Punjab government decided to set up a befitting memorial at Kahnuwan Chhamb over an area of 10 acres of land at a cost approximately Rs.12.59 crore.
           
Mr. Badal further said: “People hardly remember these important events in the history.  It is the bounden duty of the government to preserve them in the form of memorials for our futuer generations who were completely obvilious of our rich curlutral heritage”. 
                       
            The Chief Minister further said that the Sikh history was
replete with numerous selfless sacrifices and we have inherited this
legacy from our great Gurus and Martyrs.  He called upon the people to join hands to further strengthen the Sikh Panth rising above the narrow and vested interests by deriving inspiration from the supreme sacrifices of martyrs in Chhota Ghallughara.  Mr. Badal said that it was the need of the hour to showcase these golden moments in the Sikh history to our future generations also so that they could be apprised of heroic deeds of Sikh martyrs. 
            The Chief Minister regretted the Prime Minister Dr. Manmohan Singh’s inability to attend the inauguration of Virasat-e-Khalsa at Sri Anandpur Sahib despite his personal request to grace the occasion but unfortunately the Prime Minister at the behest of state Congress leadership preferred to stay away from these celebrations.  Mr. Badal said that it was his keen desire that an eminent personality of PM’s stature should have inaugurated this world class monument.  
Slaming the opposition, Mr. Badal further said that he was
dismayed that despite of extending personal invitations to all
the Congress MLAs and Members of the Parliament but they did not participated in these important functions implying they have virtually bycotted it.  Mr.Badal said that these leaders owe an explanatin to the public for their unbecoming behaviour and asked “Had they bycotted my invitation or these monuments by showing sheer disrespect to the great martyrs.   
Training guns at Congress, Mr. Badal said: “Atrocities faced by Sikhs during the pre-independence era at the hands of Mughal emperors and later by the Britisher were still unforgetable but the excesses done by Congress to Sikhs in the post-independence era are far more humilating as they inflicted deep wounds on the Sikh pshyce because they are perpetrated by ones to whom we consider our own”.  
Striking an emotional chord with the public, Mr. Badal said that the Almighty had bestowed upon countless blessings on him and he would ever remain indebted to Him and pray for giving enormous strength to further serve the Khalsa Panth, Punjab and its people.
While addressing Rural Development & Panchayat Minister Mr. Ranjit Singh Brahmpura said that prior to the SAD-BJP government nobody had ever bothered to preserve this rich legacy adding that it was the result of untiring efforts of the alliance government under the able leadership of Mr. Parkash Singh Badal that such monuments would reflect the magnificent heritage of the state.
Conducting the proceedings of the stage, the local MLA and the Education Minister Mr. Sewa Singh Sekhwan emphasized the need of such monuments adding he said that it was one of the biggest contribution of the state government to diseminate our rich cultural heritage which would be ever remembered as  memoir to the golden pages of our history.
            In her address the former Chief of Shiromani Gurudwara Prabhandak Committee and former Punjab Minister Bibi Jagir Kaur while appreciating the efforts of the state government said that these memorials were a befitting tribute to the great martyrs who lost their lives for panth and the nation while fighting against dictatorial foreign rule.
            Agriculture Minister Mr. Sucha Singh Langah in his address said that the Chhota Ghallughara memorial would be instrumental in keeping the memories of this great historic event afresh in the minds of the people.  He also congratulated the Chief Minister for giving due recognition to the historical contribution of the state in freedom struggle by erecting such memorials.
            In his address SGPC President Mr. Avtar Singh described the Chhota and Wadda Ghallughara as the watershed moments in the history of the Sikhism and the commemoration of these two great events by erecting suitable memorials in the memory of thousands of martyrs who laid down their lives was a step in the right direction to perpatuate our rich legacy for our younger generation. 
In his address the former Minister and President of Youth Akali Dal Mr Bikram Singh Majitihia lauded the unique initiative taken by the Chief Minister to preserve the heritage of sacrifices made by the numerous martyrs in different phases of the Sikh history.  Terming the day as historic moment, he said that these memorials were infact a real tribute to those people who have laid down their lives while fighting against the tyranny unleashed by the Mughal emperors on the Sikhs.  Recalling the supreb sacrifices made by the Punjabis against the foreign invaders since times immemorial, Mr.Majithia said that it was a matter of pride for us that despite of 2% population the state has contributed in 90% sacrifices during the freedom struggle.
            Earlier, the Chief Minister paid obesiance at the Gurdwara Sri Ghallughara Sahib and listened to the Gurbani Kirtan for an hour.   He laid the foundation stone of a high level bridge over river Beas at a cost of Rs.70 crore.  He also also laid the foundation stone for the widening and strengthening of the road connecting the site of memorial and Gurdwara Sri Ghallughara Sahib at Kahnuwan Chhamb with Gurdaspur-Mukerian Road at a cost of Rs.8.75 crore. Likewise Mr Badal also laid the foundation stone of 100% water supply and sewerage porject for the Gurdaspur city at a cost of Rs 3.77 crore.

Punjab Government directs to stop honor killings

Chandigarh, November 28:
           
            The Punjab Government has issued directions to stop honour killings in the state.

            Disclosing this here today a spokesman of the Punjab government said that the fresh directions and guidelines have been sent to the Deputy Commissioners, Magistrates and Senior Superintendent of police for strict compliance.
            According to the spokesman the threatening attitude of the parents/relatives in the wake inter-caste marriages by their children and subsequently disrupting the law and order situation would be dealt with firmly. The security would be extended to such couples till they feel safe.

            Adding further he said that the protection centers set up would facilitate the young married couples with boarding and lodging for a period of six weeks after their marriage. Such couples would be given protection after submission of an application in the court of district Registrar. The SSP would ensure adequate security to the couples concerned.
            As per the fresh guidelines, the mediation/counseling cells would be set up in the offices of commissioners/SSPs. Gram Panchayats in villages and special cells in the cities be cancelled to prevail upon the parents/relatives to reconcile to the married couples and not to take their step of marrying out of caste as a threat to their or family's honour.
            The spokesman further said that the respect of their decision of marrying out of caste and region to life and liberty of such couples would be ensured failing which could give rise to create turmoil in the society. False cases should not be registered at the behalf of the parents/ relatives u/s 363/366/376 of IPC against such couples who are adults and can take their own independent decisions. However, the police should strictly handle the cases where involved couples were minors, he added.
            It was also directed that the cases of threats given to such couples prompting them to separate would be strictly curbed and action would be taken against the guilty.
            Clarifying further, he said that though the liberty of citizens is to be respected but at the same time virtues like morality, law, justice and common good should not be overlooked for the orderly progress and social stability.
            The issue of forms and necessary registration of all marriages is under active consideration of the government.
            It is worth mentioning that the fresh guidelines in this regard had been given after the directions of the hon'ble Punjab and Haryana High Court in the CWP Asha v/s State of Haryana and others regarding honour killing.

 Punjab government has today ordered the transfer/posting orders of 4 Tehsildars/Naib Tehsildars with immediate effect.  Disclosing this here today a spokesman of Punjab government  said that Mr. Sarojs Aggarwal has been posted at Sangrur, Mr. Harphool Singh has been posted at Nangal, Mr.Sukhjinder Singh Tiwana has been posted at Samana and Mr. Madan Mohan Naib Tehsildar  has been posted at Moga.
The spokesman said that this Naib Tehsildars Mr. Narinder Singh Saini has been posted at Nihal Singh Wala, Mr. Jaswinder Singh Tiwana has been posted at Amloh, Mr. Harbans Singh Sekhon has been posted at Sunam and Mr. Parkash Singh Mahal has been posted at Tharkalan against the post of Tehsildars. He further said that all these Naib Tehsildars have been given the current duty charge of Tehsildars in their own pay scales without giving any additional benefits. They have been given this charge for six months. This period would not be included for their seniority, experience as well as any financial benefit.
        He said that during their current duty charge all the officers would exercise all the duties/ powers related to the post of Tehsildars according to the instructions/rules.

Sahnewal (Ludhiana), November 27

            Punjab Chief Minister Mr Parkash Singh Badal today dared the state Congress Chief and Former Chief Minister Captain Amarinder Singh to list out  one  achievement or contribution throughout his political career, aimed towards welfare of the people and development of the state.

            Talking to the media persons after laying down the foundation stone of Railway Over Bridge to be constructed on Sahnewal- Kohara Road and after inaugurating the newly built grain market here today, the Chief Minister said that in reality the entire Congress leadership have never done anything for the development of state but have rather always opposed it for their own vested interests. He said that it was very unfortunate that rather than contributing for the progress of the state the Congress leaders have always manoeuvred to vitiate the atmosphere of the state by irrelevantly meddling in the social, political, economic and even the religious affairs of Punjab. Mr Badal said that facing dearth of the issues against the SAD-BJP regime, which has ushered an era of unprecedented development in the state, Congress leaders are now endorsing the ideas of SAD-BJP government, a testimony to which was that they are even promising the continuance of Atta-Dal scheme despite of the fact that they had opposed it earlier. "Instead of spiting venom on us the Congress leaders should apprise the people about their single action which was aimed towards the welfare of state" added the Chief Minister.
Earlier addressing a mammoth gathering during the rally organised by former MP Mr Sharanjeet Singh Dhillon, Mr Badal assailed the Congress leadership for hatching conspiracies for opposing the development of the state. Lamenting the way in which the entire Congress leadership of the state dissuaded the Prime Minister Dr. Manmohan Singh from participating in the function to inaugurate the Virasat-e-Khalsa at Sri Anandpur Sahib, Mr Badal said that it was his keen desire to get this world class project dedicated to the nation by an eminent personality of Prime Minister's stature but the Congress leaders played a spoilsport in it. However he urged the Prime Minister to rise above the political considerations and visit the Virasat-e-Khalsa heritage centre to observe how the Punjab government had taken a path breaking initiative to preserve our historical legacy.

Assailing the Congress led UPA government at the centre, the Chief Minister said that neck deep in corruption and misdeeds the Union government has virtually became a synonym of scams and scandals, which have become the order of the day. He said that while on the one hand through the scams like 2G Spectrum and CWG the Congress leaders had looted the tax payers money and on the other hand by not disclosing the names of people who have stashed their money in foreign banks the UPA government was shielding the guilty. Mr Badal said that due to the Union government's policy of gross discrimination and apathy towards Punjab, the farmers of state are on the brink of economic disaster adding that the wrong policies of UPA government have virtually ruined them. He further said that due to exorbitant rise in the agricultural inputs and callous attitude of centre in providing adequate rates to their produce, the farmers of the state who had made the country self sufficient in food are now on the verge of starvation. The Chief Minister reiterated that it was irony of fate that though Congress had always claimed itself to be votary of common man but today due to its wrong policies the maladies like unemployment, illiteracy, poverty and inflation had enormously affected their life.  
Mr Badal further said that unprecedented development of the state during the current regime of the SAD-BJP along with communal harmony and peace would be the main poll plank of the alliance in the coming assembly polls. Listing the achievements of SAD-BJP government the Chief Minister said that unparalleled development had taken place in the state especially in sectors of Health, education and Infra structure adding that due to untiring efforts of their government the state would soon become a power surplus state. He also said that the for the first time in the history of state a whopping budget has been kept for giving facilities under the social security to them. The Chief Minister also exhorted the people of state to rise above the narrow and parochial values of groups and political considerations for extending support and vote to SAD-BJP alliance for continuity of an era of unprecedented development in the state.

Shiromani Akali Dal  welcomed the decision of the Jathedar Sri Akal Takht Sahib to confer ‘Panth Ratan Fakhar-e-qoum’ award to the Punjab Chief Minister and SAD Patron S. Parkash Singh Badal and said that his unparalleled contribution and service to the Khalsa Panth, Punjab, Punjabi and Punjabiat is unmatched in the history of the state.

Badal,  Dr. Cheema said that their act is   nothing less than a challenge to the authority of Sri Akal Takht Sahib. He said that these personss are puppets in the hands of the Congress party who has always tried to degenerate Sri Akal Takht Sahib which is a source of great inspiration to the sikh community. He said that their opposition to the decision of Jathedar Sri Akal Takht Sahib is direct attack on the principles of  Gurmaryada and Sikhism. By doing so these leaders are trying to appease the Congress party.
 He asked these leaders as what was their own contribution to the sikh cause and in what capacity they are issuing statement challenging the supreme authority of the khalsa panth ?
            The SAD leader further said that the statements opposing the decision are coming from those parties which  unsuccessfully contested the SGPC elections with the direct support of the Congress party.             Punjab Chief Minister Mr. Parkash Singh Badal today described the state-of-the-art Virasat-e-Khalsa as ‘one of the wonders of the world’ to showcase the history of Sikhism and Khalsa Panth for our future generations. 


            Addressing a religious congregation here after dedicating the prestigious Virasat-e-Khalsa to the humanity by the Head Priests of five Takhats in his presence and the President Shiromani Akali Dal & Deputy Chief Minister Mr. Sukhbir Singh Badal, the Chief Minister said that it was his sheer passion to erect such memorial to perpetuate the rich legacy of 550 years of Sikhism right from Sri Guru Nanak Dev ji till partition in 1947 amongst our youth to enable them to become ideal citizens of the society.  Mr. Badal was exteremly humbled while dedicating this prestigious project to the mankind saying that he alone could not accomplish this gigantic task without the blessings of the Almighty and unstinted support and cooperation from the masses. 
Mr. Badal lamented the way the entire Congress leadership of the state disuaded the Prime Minister Dr. Manmohan Singh from particiapting in today’s historic function as it was his keen desire to get this world class project dedicated to the nation by an eminent personality of his stature.   
Taking a dig at the opposition, Mr. Badal further said that he was pained  to note that despite of extending personal invitations to all the MLAs and Members of the Parliament they did not participated in today’s function meaning thereby they have virtually bycotted it.  Mr. Badal asked “Had they bycotted my  invitation or Virasat-e-Khalsa, adding Mr. Badal said that these leaders owe an explanation to the public for this unsavory behaviour”.   Mr. Badal in an emotive gesture said that the God had bestowed upon countless blessings on him and his family and he would ever remain indebted to the Almighty and pray to God to give him strength for serving the Khalsa Panth, Punjab and its people till his last breath. 
Expressing gratitude to the world aclaimed architect Mr. Moshe Saifde who concepulaised and designed the Virasat-e-Khalsa, the Chief Minister said that he met him at Jerusalem in Isreal 13 years ago and asked him to construct a monument of grandeure on the pattern of  one constructed in the rememberance of martyrs of Isreal.  He said his dream has been fulfilled today with Mr.Moshe’s hard work and dedication.  Mr. Badal honoured Mr. Moshe Saifde and his wife who were present on the occasion.
Mr. Badal said that it was the bounden duty of the government to construct such memorials to connect the past moments in the format of history with present in today’s relevance and this wonder in form of Virasat-e-Khalsa was a right step in this direction.  He said that his government would also dedicate Chhota Galughara Memorial in Khanuwan Chamb in Gurdaspur district, Wadda Galugharsa at Kup Rahera in Sangrur distrct and Fateh Burj as Baba Bandha Singh War Memorial at Chhapar Chiri in Mohali district on November 28, 29 and 30 respectively. 
On the occasion, Jathedar Sri Akal Takhat Sahib Giani Gurbachan Singh announced to confer the title of Panth Rattan Fakhar-e-Quam on the Punjab Chief Minister Mr. Parkash Singh Badal for his outstanding contribution and services for the welfare of Sikh panth on December 5 at Sri Akal Takhat Sahib. 

In his address the President of SAD & Deputy Chief Minister Mr. Sukhbir Singh Badal said that it was the endeavour of SAD-BJP government to construct these memorials to commemorate the supreme sacrifices of the martyrs who laid down their lives for the Sikh panth. He said that nations who forget their martyrs or heroes were bound to vanish with the passage of time. He said that the Virasat-e- Khalsa was a dream project of the Chief Minister which has been cherieshed by the grace of God. He said: “I bow my head in reverence to the great saints, religious and spritual leaders who had specially come from different parts of the country to grace the occasion”. 
The Deputy Chief Minister further said that the Sikh history was replete with numerous selfless sacrifices and we have inherited this legacy from our great Gurus and Martyrs.  He appealed the youth to take a vow to abstain from the menace of drugs to ensure a harmonious and prospers Punjab as a befitting tributes to our great Gurus and martyrs.
National BJP President Mr. Nitin Gadkari in his address highly appreciated the initiative of Mr. Badal for dedicating this world fame project to the mankind.  He said that it was unfortunate that Prime Minister did not attend the function despite being inivited by the Chief Minister personally.  Mr. Gadkari hoped that the Virasat-e-khalsa monument would go a long way in imbibing the spirit of communal harmony, national integration, brotherhood and peace as showcased by it in the right perspective as per the tenets of Sikhism.
