- Punjab Chief Minister Mr Parkash Singh Badal today assailed the Congress led UPA Government for mulling to give bailout package to Kingfisher airlines, terming it as  a sheer wastage of the tax payer’s money.

            Talking to the news men here during the Sangat Darshan programme for the Lambi assembly segment, the Chief Minister said that it was unfortunate that the government which had assumed power in the name of common man and was doing nothing for their welfare but was extending largesse to the private companies, at the cost of the agony of the poor man. Lamenting the UPA government he said that all the policies adopted by the Union government are pro-rich and have nothing to do with the welfare of poor. Mr Badal said that the centre government has no right to waste the public money in such a blatant manner adding that the sheer wastage of the money to benefit the MNC’s and private companies need to be avoided. “Its surprising that Union government was worried about the prospects of Kingfisher airlines but is not at all bothered about the woes of the common man due to massive hike in inflation” he added.  

            He further said that much to disadvantage of the common man the Union government has been helping the petroleum companies and in order to give undue benefit to them the prices of petroleum products were being hiked regularly. The Chief Minister said that the hike in fuel prices has broken the back of common man besides putting an additional burden on the farming community due to massive hike in the agricultural inputs but on the other hand the big petroleum companies are minting money due to the open patronization of the Union government and have been earning huge profits due to it. He also lambasted the Union government for its failure to control the inflation due to which the people of the county were reeling under the debt of massive price hike.  

            Mr Badal reiterated that the SAD-BJP alliance was committed to support the Anti graft yatra being taken out by veteran BJP leader Mr LK Advani in the state and no one would be allowed to disturb the law and order situation during it. The Chief Minister said that the alliance government was fully committed against the rampant corruption in the country and would welcome any such yatra against it. He said that they support all such moves which are aimed towards weeding out the rampant corruption from the country.
            The Chief Minister reiterated that it was unfortunate that the state Congress President and former Chief Minister Captain Amarinder Singh was vitiating the political atmosphere of the state by spitting venom on his political rivals. Mr Badal said that he had always been a votary of morality in political system but on the other hand the State Congress President had been regularly using the derogatory language against the leaders of the SAD-BJP alliance, which is against his ethics in politics. However the Chief Minister reiterated that he had full faith in the wise voters of the state who would not accept such leaders and would teach them a lesson by routing out the entire Congress leadership from the political arena of the state. 
            Earlier addressing the gathering during the Sangat Darshan the Chief Minister said that the third front floated by defectors of Shiromani Akali Dal (SAD) was maneuvering the plans to ensure the defeat of SAD in coming assembly elections by taking the help of the Congress in clandestine manner. Coming down heavily on the leaders of the Sanjha Morcha, Chief Minister said that leaders of the morcha like former Punjab Chief Minister Mr Surjeet Singh Barnala and Former Punjab Finance minister Mr Manpreet Singh Badal have betrayed their mother party for getting their vested interests fulfilled.
Mr Badal reiterated that the sole aim of these “defectors” was to get their interests fulfilled that too at the cost of party, which was not acceptable. He said that both these leaders have been honoured time and again by the party by giving plum postings but these leaders
stabbed their own party from back by joining hands with the Congress
in clandestine manner. Terming the morcha as a "pack of power starved opportunists", the Chief Minister said that the sole aim of these defectors was to grab power in the state by hook or crook. He exhorted the people to teach these people a lesson in the coming state assembly elections so that their plans to destabilize the development of the state could be checked.
            Meanwhile during the Sangat Darshan programme the Chief Minister disbursed a grant of Rs 4 crore to the eight villages falling in the constituency.

ELECTION COMMISSION ISSUED DETAILED GUIDELINES FOR PROXY VOTING


Chandigarh November 14:-

            The Election Commission of India today issued detailed guidelines for proxy voting by armed forces personnel in the elections.
            According to Ms. Kusumjit Singh Chief Electoral Officer (CEO) Punjab said that special provisions have been made in the law for facilitating registration of armed forces personnel and casting of votes by them. By virtue of provisions under R P Act, 1950 a member of the Armed forces and his wife, if residing with him, can be registered as service voters in the last part of the electoral of the constituency in which his native place is located. She said that members of the armed forces registered as service voters can vote either by postal ballot or by proxy. She said that a service voter, who opts to vote through proxy, is required to appoint a person who is resident of the area covered by the constituency, where he/she is registered as service elector, as his proxy.

            She clarified that the proxy should be of at least 18 years of age and shall not be disqualified for registration as an elector but need not be a registered voter. The appointment is to be made in Form 13F. A copy of the Form is attached herewith. An appointment for a proxy, once made, will be valid for all future elections so long as the person making the appointment continues to be a service voter or till the appointment is revoked by the service voter or the proxy dies.
            Giving the details of appointing proxy, she said that the service voter, who is in field, has the option to put his signature on Form 13F before the Commanding Officer of the unit and then send the Form to his proxy for affixing his/her signature before Notary/First Class Magistrate. Thereafter, the proxy can submit the Form to the Returning Officer concerned.
            She said that when the service voter is in his native place he along with his proxy can both sign the form before Notary/First Class Magistrate.
            Giving the procedure of revocation of proxy, she added that the service voter has the option to revoke the appointment at any time and appoint a new proxy on the death of earlier proxy or for other reasons. Such revocation of the appointment is to be done in Form 13G.
            The CEO added that the proxy can record the voter on behalf of the service voter at the polling station to which service voter is assigned, in the same manner as any other elector assigned to that polling station. The proxy will be entitled to vote on behalf of the service voter in addition to the vote that he/she may cast in his/her own name if he/she is a registered elector in the constituency, at the polling station to which he/she has been normally assigned.
            She clarified that a service voter who has appointed a proxy will not be issued a postal ballot paper.

Sukhpal Bhullar case: Cash was meant for Amarinder, SAD legislator Valtoha claims evidence to prove charge

Chandigarh November 14

– The SAD legislator Virsa Singh Valtoha said here today that there was enough ground to book Captain Amarinder Singh in the Rs. 3.64 crore black money seizure case in Patiala. "I have solid evidence to prove that the Hawala cash was a quid pro quo for a political favour from the PPCC chief to the Youth Congress leader, Sukhpal Singh Bhullar. Sukhpal, the son of the ex-Congress minister, Gurchet Singh Bhullar, is known to be close to Amarinder."

         "I can prove that the Youth Congress leader Sukhpal Singh Bhullar is telling brazen lies that the money did not belong to him. There is enough evidence to prove not only that it belonged to him but also that he had directed the carriers to deliver it to him in Patiala, instead of Taran Taran. The change of venue of delivery was made because the money had to be delivered at Moti Mahal and Sukhpal did not want to take the risk of carrying it from Taran Taran to Patiala," said Mr. Valtoha in a strongly worded statement here.
        The Akali leader asked Captain Amarinder Singh to explain the incident of “such huge Hawala money floating around in Congress leaders' hands in Punjab and that too in Patiala. Why did Sukhpal want the money to be delivered at the PPCC president's home town, instead of receiving it at his own house?" asked the SAD legislator.
        He said that the money was directed to be delivered in Patiala on the same day when Amaridner Singh made a public statement from the Congress stage at the party's rally in Taran Taran that Sukhpal would be rewarded with " big honour and responsibility" on November 11 at Patiala. The money was to be paid to Amarinder the same day at his royal residence. But things went wrong when the carriers were nabbed with the black cash by the police at Shambhu barrier hours before its delivery, said Mr. Valtoha, claiming that he can prove that Sukhpal Singh is lying about the ownership of the cash.
       Elaborating his charge, Mr. Valtoha said that Sukhpal Singh had received the bank drafts of Rs. 60 lakhs from the same Chennai-based company whose carriers had been caught with Rs.3.64 crore black money. The statements made by the carriers clearly showed that they were carrying it to Sukhpal Singh Bhullar.

     Mr. Valtoha said that the chain of events had clearly established that Amrinder Singh was the fountainhead of corruption in Punjab and he did not want to be left behind the big scamsters belonging to his party at the national level. The Akali leader demanded a full scale probe into the benami properties of Gurchet Singh Bhullar and Sukhpal Singh Bhullar, both of whom figured in shady real estate deals across the state as well as Chandigarh, Gurgaon and Chennai. Amaridner is a sleeping partner in all these shady deals, said Mr Valtoha.

BADAL CONDOLES THE SAD DEMISE OF IG (RETD.) MR. GIS BHULLAR IPS

CHANDIGARH NOVEMBER 12

Punjab Chief Minister Mr.Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of IG (retd.) Mr. GIS Bhullar IPS, who died yesterday at Mohali after a prolonged illness.

            Mr. Badal expressed his heartfelt sympathies with the members of the bereaved family and prayed to the Almighty to give courage to bear this irreparable loss to them and grant peace to the departed soul.
Later, Mr. Bhullar was cremated with full state honour at Sector-25 cremation ground. Many leaders and party workers of SAD attended the cremation.  People from different walks of life including the top brass of serving and retired Civil and Police officers, Journalists attended the cremation of Mr. GIS Bhullar. The Jawans of Punjab Armed Police reversed their arms and bugles were sounded to the last post, the pyre was lit by his son SSP Mohali Mr. Gurpreet Singh Bhullar.

SLAMS CONGRESS LEADERS FOR CREATING OBSTACLES IN DEVELOPMENT OF STATE

Rakhra (Patiala), November 12- Punjab Chief Minister Mr Parkash Singh Badal today dared the entire state Congress leadership to categorically issue a statement against the Congress led UPA government for immediately demanding roll back of the recent hike in prices of petrol.

            Talking to the media persons on the sidelines of the death anniversary of Subedar Kartar Singh, father of former MLA and Chairman SAD NRI Cell Mr Surjeet Singh Rakhra here, the Chief Minister slammed the Congress leaders for remaining mum over this vital issue concerning the common man. Mr Badal asked the PPCC President Captain Amarinder Singh and leader of the opposition in the state assembly Mrs Rajinder Kaur Bhattal that instead of advising the state government for slashing the local taxes levied on petrol in terms of VAT rather they should have mounted pressure on the national Congress leadership to refrain from effecting frequent price hikes in the petroleum products. Realizing the plight of the common man, Mr Badal however said that the state government was seriously contemplating to slash the rate of VAT on petrol to some extent to give some relief.  He mentioned that the UPA government had enhanced the prices of petrol six times subsequently in just one year. Mr Badal said that despite of blatant discrimination against Punjab the Congress leaders have always maintained stone silence over the constant excesses done to state. “Congress leaders are hypocrites in true sense as they are just shedding crocodile tears on the issues relating to Punjab but never bothered to solve them in the right earnest” said the Chief Minister.

            Slamming the state Congress leaders, Mr Badal said that they were more concerned to oppose the over all development in the state rather than appreciating it. He said that the obstacles created by the Congress leadership had already delayed the project of Bathinda refinery due to which its cost has increased by Rs 3000 crore. The Chief Minister also assailed the Congress leaders for dissuading the Prime Minister Dr Manmohan Singh from coming to the state for inaugurating the Virasat-E- Khalsa Cnetre at Sri Anandpur Sahib on November 25th. “Our government ardently wished that such a world class project of historic eminence should have been dedicated to the nation by a man of the stature not less than that of Prime Minister Dr Manmohan Singh. But unfortunately the Congress leaders due to their myopic outlook could not come out of the cocoons of vested political interests” he added.
            Mr Badal said that though he had always been a votary of morality in political system but it was disgusting that in absence of any major issues against the SAD-BJP alliance the State Congress leaders were habitual of using the derogatory language against him and his family. The Chief Minister said that during his long political career he had always utilized his precious time in raising the issues concerning the common man rather frittering it away in unwarranted political rivalry. He said that our government have conceptualized some prestigious historic monuments including Chota Ghalughara at Kahnuwan at district Gurdaspur, Wadda Ghalughara at Kup Rahira at district Sangrur and Chapparchiri Memorial at SAS Nagar (Mohali) from day one we assumed the office to perpetuate the rich legacy amongst the future generations. Mr Badal said that these projects would be dedicated to nation on November 28, 29 and 30 respectively with great enthusiasm and fanfare. “My sole focus is to ensure the development of the state but that of my rivals in the Congress is to criticize me and my development initiatives” he added.
            Asked to comment on the statement of Leader of opposition Mrs Rajinder Kaur Bhattal referring you as not a true Sikh, Mr Badal said that the people of Punjab knew me and are well aware of my credentials and he didn’t need any certificate from her in this behalf. On a query regarding the review of seat arrangements between the SAD and BJP in the coming assembly polls, the Chief Minister said that though the number of seats to be contested by each party would remain the same however the possibility of change in some seats would be explored in deliberations at the level of both the parties. Mr Badal also said that they would also see the possibility of alliance with like minded parties in order to ensure the defeat of Congress in these polls.

conferences would reduce the mutual trust deficit between different

AMRITSAR, NOVEMBER 12: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today reiterated the charge that PPCC President Captain Amarinder Singh and his son Mr. Raninder Singh Tikku have stashed more that Rs 400 crore in Swiss Bank and challenged that let Prime Minister Dr. Manmohan Singh deny existence of this account.

            Talking to media persons here today after laying the foundation stone of Rs 15 crore Sports Complex being built in Ranjit Avenue by the Improvement Trust, Mr. Badal said that everybody knows that Union Government has received specific information from Swiss Banks of Indian persons including Senior Congress leaders having accounts in Swiss Banks and these persons have been issued notice by the Income Tax department. He said that keeping in view ensuing Vidhan Sabha elections in Punjab and to save the skin of Captain, the Union Government was deliberately concealing these names as beside Captain and Raninder, names of many senior Congress leaders figured in that list. He challenged that instead of issuing hollow denials having no sacrosance, Captain should ask Prime Minister to make the list public that would clarify the whole situation.

            Deputy Chief Minister said that he along with all Akali Dal MPs would call on Prime Minister Dr. Manmohan Singh and Finance Minister Mr. Pranab Mukherjee, requesting them to make the list public and bring back Rs 400 crore money stashed in Captain's account to Punjab, so that it could be used for the development of the state. He said that the Party has sought appointment from Prime Minister and Finance Minister and were waiting for appointment.

            Launching a scathing attack on PPCC President, Mr. Badal said that people of Punjab are not going to forgive him for looting the treasury of the state. He said that besides City Center Scam, Intranet Scam, Captain Amarinder was answerable to the people of Punjab for denying them development of the state five long years. He said that it was matter of great regret that Captain himself denied the benefit of industrialization in the state by scuttling Rs 19,000 crore refinery project during his tenure and now he was threatening the investors not to invest in the state.

            Mr. Badal said that SAD-BJP government seek mandate on the plank of development besides exposing the collusion of UPA ministry in artificially raising the prices of essential commodities. SAD APPRISED ECI ABOUT CONGRESS PARTY’S ATTEMPT TO VITIATE ATMOSPHERE BEFORE ASSEMBLY ELECTIONS

Chandigarh, November 12 : The Shiromani Akali Dal on Saturday brought to the notice of the Election Commission of India (ECI)  the attempts being made by the Congress party to vitiate the political atmosphere of the state before the assembly elections and urged the commission to take serious view of the unhealthy propaganda being made by the Congress leaders.
          The two member delegation of the SAD which comprised of  the party General Secretary and Spokesman Mr. Maheshinder Singh Grewal and Secretary and Spokesman Dr. Daljit Singh Cheema met the ECI in Ludhiana today  and urged him to ensure that unnecessary fear of Model Code of Conduct should not in any way hinder developmental  activity in the state.
            In a written memorandum submitted to the ECI the delegation also apprised the commission of the statements  of the Congress party leaders particularly state Congress President Capt. Amarinder Singh exhorting his party workers “to pick up lathis against the Akalis” and said that these actions of the Congress party could create law and order situation before and during the forthcoming assembly elections in the state.

 The SAD also brought to the notice of the ECI the threats being given by the Capt. Amarinder Singh to the police officers to demoralize them in the performance of their official duties and said that such warnings to the police forces would prevent them from performing their bona-fide duties in a free and fearless manner. It urged the ECI to take cognizance of such intimidation being done by the Congress leaders.
          The SAD leaders reminded the ECI of the earlier suggestions made by the party on the ceiling of election expenses, simplification of procedures for seeking permission to conduct elections meetings and processions during the elections campaign. The delegation strongly opposed the menace of paid news and requested the commission to find a way out to stop this malpractice to which commission responded positively. The delegation also urged the ECI to check the entry of non-serious and dummy candidates in the elections and hoped that ECI would take concrete decisions to these issues before the Punjab Assembly elections.

FEROZEPUR, NOVEMBER 12: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that Shiromani Akali Dal would force Congress led UPA Government to make the names of Congress leaders having Swiss Bank accounts public.

            Talking to media persons after inaugurating World Cup Kabaddi match here, Mr. Badal reiterated the charge that PPCC president Captain Amarinder Singh and his son Mr. Raninder Singh Tikku have stashed more that Rs 400 crore in Swiss Bank and challenged that let Prime Minister Dr. Manmohan Singh deny existence of this account.

            The Deputy Chief Minister said that citizens of the country has a right to know that who are those Congress leaders who have looted their hard earned tax payers money and stashed it in Swiss accounts. Mr. Badal said that if United States can make the names of US citizens having Swiss Bank accounts Public, why Dr. Manmohan Singh was reluctant to reveal the name of Captain Amarinder Singh. Mr. Badal said that everybody knows that Union Government has received specific information from Swiss Banks of Indian persons including congress leaders having accounts in Swiss Banks and these persons have been issued notice by the income tax department. He said that to save the skin of Captain, keeping in view ensuing Vidhan Sabha elections in Punjab, the Union Government was delibrately concealing these names as beside captain and Raninder, name of many senior congress leaders figured in that list. He challenged that instead of issuing hollow denials having no sacrosense, Captain should ask Prime Minister to make the list public that would clarify the whole situation.

            Deputy Chief Minister said that he along with Akali Dal MPs would call on Prime Minister Dr. Manmohan Singh and Finance Minister Mr. Pranab Mukherjee requesting them to make the list public and bring back Rs 400 crore money stashed in Captain's account to Punjab so that it could be used for the development of the state. He said that the party has sought appointment from Prime Minister and Finance Minister and were waiting for appointment.

            Launching a scathing attack on PPCC President, Mr. Badal said that people of Punjab are not going to forgive him for looting the treasury of the state. He said that besides City Center Scam, Intranet Scam, Captain Amarinder was answerable to the people of Punjab for denying them development of the state five long years. He said that it was matter of great regret that Captain himself denied the benefit of industrialization in the state by scuttling Rs 19,000 crore refinery project during his tenure and now he was threatening the investors not to invest in the state.

            Mr. Badal said that SAD-BJP government seek mandate on the plank of development besides exposing the collusion of UPA ministry in artificially raising the prices of essential commodities. He said that people themselves were fed up of phenomenal corruption scandals being exposed everyday and now with the exposure of Captain's account in Swiss Bank the true of Maharaja has been exposed to the electorate of Punjab.

Gidderbaha, November 11- Punjab Chief Minister Mr Parkash Singh Badal today said that the leaders of the Sanjha Morcha should stop dreaming about making their own Chief Minister in the state as the voters of state would rout them from the political scenario in the coming assembly polls.

    Addressing the gathering during the Sangat Darshan programme here today, Mr Badal lashed out at the Sanjha Morcha leaders terming them as defectors who have betrayed their mother party. He said that ironically the leaders of Sanjha Morcha have projected their candidate for CM whereas the fact is that people are not going to elect even a single MLA of this morcha. Lashing out at former Finance Minister and his nephew Mr Manpreet Singh Badal, who had represented this
constituency thrice, the Chief Minister said that he has abandoned ideals to join hands with the Congress for his own vested interests.

He said that Manpreet had deliberately kept him isolated from the Gidderbaha constituency despite of the fact that he had started his political career from this constituency. However he said that out of his gratitude it was his moral duty to serve the people of Gidderbaha and he would continue to render service to people of area. Similarly he said that former Chief Minister Mr Surjeet Singh Barnala had also deceived the party for his own interests due to which the people would teach him a lesson. “Before speaking against the party Barnala must remember that it was the SAD who has nurtured his long
political career” he added.

Assailing the Congress led UPA government at the centre the Chief Minister said that it was hand in glove with petroleum companies to disadvantage of the common man. He said that it was irony of the fate that the government which had came into power in the name of the common man has today became their biggest enemy. Mr Badal said that more then 30% increase in the petroleum prices during the current regime of UPA speaks about the ideology of the government which claims to be votary of common man. The Chief Minister said that the hike in fuel prices has broken the back of common man besides putting an additional burden on the farming community due to massive hike in the agricultural inputs. However he said that on the other hand the big petroleum companies have been largely benefitted from this move and
they are earning huge profits due to it.

The Chief Minister said that the people were fed up due to the wrong
policies of the Congress and the recent defeat of the Congress
candidate in bye election held for Hisar Lok Sabha poll reflected the
mind of people. Mr Badal said that unprecedented developmental works
have taken place during the current regime of the SAD-BJP alliance
government in the state adding that for the first time their
government has formulated the master plan for developing the cities in
the state for which a fund of Rs 4000 crore has been earmarked. The
Chief Minister also said that the SAD-BJP alliance was pro poor and
every policy for the upliftment of the poor and the needy had been
framed only during their tenure.
Meanwhile the Chief Minister inaugurated the five newly constructed
rooms of the Primary School in the city. Likewise he also disbused 563
biucycles to the school going girls under “Mai Bhago Vidya Scheme”. Mr
Badal also gave a grant of Rs 4 crore for developmental works in city.

 AMRITSAR, NOVEMBER 11: Mr. Sukhbir Singh Badal, Deputy Chief Miniser Punjab today said that former Chief Minister Captain Amarinder Singh and his son Raninder Singh Tikku has stashed more than Rs 400 crore ill-gotten money earned from City Centre Scam and Intranet Scam in Swiss Banks and Congress led UPA Government was trying to save them by not the their names public.

            Addressing the media persons here today after inaugurating Rose Garden here today Mr. Badal said that Congress led UPA government was trying to conceal the names of Congress leaders and MPs, whose names have figured in Income Tax department survey showing the persons having Swiss Banks accounts illegally. He regretted that instead of adopting a transparent procedure to punish the guilty, Union government was going all lengths to keep these names under wrap. He said that Captain Amarinder Singh, who was just a pauper before assuming power, owes an explanation to the people of Punjab that how he could amass Rs 400 crore within five years. He said that everybody knows that a Public sector Bank had pasted a notice of attachment outside the residence of Captain Amarinder Singh, when he failed to pay bank loan. Mr. Badal said that Captain and Raninder must explain to the public the source of money for purchasing grand villa in Dubai. Mr. Badal said that if Captain Amarinder was opposing Swami Ramdev tooth and nail because he has launched a ‘Swabhiman Yatra’ to bring back ill-gotten money stashed in Swiss accounts. Mr. Badal said that as Captain Amarinder Singh directly and personally impacted by the Swabhiman Yatra of Swami Ramdev that’s why he was jittery and opposing him.

            Mr. Badal demanded that Union Finance Minister should make public all the names public persons having Swiss bank accounts as people have right to know the names of ‘Looters’ who have looted the tax payers hard earned money. Mr. Badal said that Congress led UPA government was the most corrupt government of the world and therefore it was dragging its feet in expediting the trial of 2G scam and CWG scam.

            Allaying the contention of Congress led UPA government, it can not get all the names of Swiss bank accounts holders, Mr. Badal said that if US Government can get the names and get the money transferred to US, why can not India do the same. He said that it was an alllibi to save the big fishes of congress party.

            Resolving to pin down Congress party on the plank of corruption, Mr. Badal said that Shiromani Akali Dal would bring before masses that how Punjab Congress leaders and its Congress high command have looted lakhs of crores from Indian treasury and deposited it in their own accounts in Swiss banks.

            When asked about the Rath Yatra of Mr. L.K. Advani, Mr. Badal said that this Yatra was against inflation and corruption and every party cadre would welcome this Yatra whole heartedly, when it enters in Punjab on November 13.

            Answering a query, the Deputy Chief Minister lashed at Captain Amarinder Singh for dragging holiest shrine of humanity Sri Harmandir Sahib, in petty political battle and said that Captain Amarinder Singh must seek forgiveness before Sri Akal Takht Sahib for deliberately misguiding Sikh community. He said that SGPC was doing commendable work in the area of Dharam Parchar, Education and Captain was deliberately denigrating Sri Harimander Sahib for petty political games.

            When asked about seat sharing with BJP, Mr. Badal said that talks were on with alliance partner on this issue.

AMARINDER SINGH TURNS INTO A POLITICAL MADCAP- JATHEDAR AVTAR SINGH

The Shiromani Gurdwara Parbandhak Committee President Jathedar Avtar Singh said here today that the PPCC Chief Amarinder Singh had fast turned into a political madcap , and his case on "the deficit in earnings of the Darbar Sahib" were based on unthinking and thick-skinned arguments. Even an average Chartered Accountant can educate him on the actual position and on the  clear distinction between expenditure, deficit and loss. But education is the last thing Amarinder is interested in.”
      "The PPCC chief is a man on a mission , and the mission is to fulfill the Congress agenda of either capturing or defaming the Sikh religious shrines and their management. But the just concluded general election to the SGPC had already delivered a resounding rebuff to the first part of these  designs and Amarinder would do well to respect that verdict of the Khalsa Panth."said the SGPC chief.
    The religious body president said that if Amaridner had any issues to be raised about the functioning of the SGPC, he should do so through one or two of his cronies in the General House. That is the right forum.”
    Jathedar Avtar Singh said that Amrinder had declared before these elections that he would work for the defeat of the SAD and the Sant Samaj candidates, and he had raised all these issues during that campaign. But the Sikh masses decisively rejected his charges and he had to lick dust there.”However, the ex- scion of the Patiala House has never been known to learn from history. He continues to be the regional satrap of a party that he had himself held responsible for Operation Blue star. His is a measure of his political morality.”
          Responding to Amarinder's statement that the SGPC should either prove him wrong or tender an apology,  Jathedar Avtar Singh said, " So long as Amarinder himself remains the accuser and the judge, how can anyone prove him wrong? The only answer to his charges were the actual fiscal figures based on bank records and budgetary details which I had presented in my statement yesterday. His statement today does not even answer any of the points raised by me. He can of course congratulate himself thinking that he has proved me wrong. But he must realise that he looks utterly ridiculous while doing so. Even a participant in a middle school debate talks more sense than Amarinder does these days. It is as if he was high on some intoxicant and certainly does not talk like a 'sober' man."
     
      Responding to Captain Singh's  statement in a section of the press today, Jathedar Avtar Singh said that Amarinder first talked "about a deficit in income" from Harmandar Sahib but, confronted with concrete figures, had now shifted to a fall in increase of offerings from devotees. "Even here, he is indulging in brazen lies. The statement I had issued yesterday was based on actual bank records. All evidence points not only to rise in the offerings but also in a much greater outlay on religious and educational projects undertaken by the religious body.But Amarinder had deliberately chosen to ignore these facts and has quickly raced on to a new ground, even where he is reluctant to share actual figures on income with the Sikh masses."
 
  The SGPC chief said that Amarinder could not be unaware of the difference between deficit and loss and must know that capital expenditure incurred on increasing infrastructure assets of the religious body does not count as 'loss'.Amarinder purposely puts his Congress blinkers on and does not consider Dharam Parchar or educational and other social and religious projects of the SGPC as legitimate areas of  moral and constitutional activity.

JUNIOR ENGINEER TO RESUME WORK ON 12TH NOVEMBER

Pursuing the directions of Chief Minister Mr. Parkash Singh Badal his Principal Secretary Mr. Darbara Singh Guru held a high level meeting with the Union of Junior Engineer's. Chief Minister Mr. Parkash Singh Badal has scheduled a meeting with the Junior Engineer's on November 17 at 6 p.m. Considering this the Junior Engineer's Union announced to resume work on 12th November.

Disclosing this here today an official spokesman said that a high level delegation of Junior Engineer Union today met Mr. Darbara Singh Guru for their demands. He said that Mr. Guru Sympathetically considered the demands put forward by the Union. He also took a view of the concerned department on the demands of Junior Engineer's.
Spokesman further said that considering the gesture of the Government by scheduling a meeting of the Junior Engineer Union with the Chief Minster Punjab on November 17 at 6 p.m. Junior Engineer Union announced to resume their work on 12th November.
Prominent among those who were present at the meeting includes ADGP Intelligence Mr. Suresh Arora, Principal Secretary PWD Mr. S.K.Sandhu and Secretary Finance Mr. Jaspal Singh. 

TWO  PPS OFFICERS TRANSFERRED

Chandigarh, November 11: The Punjab government has transferred two PPS officers on administrative grounds with immediate effect.
According to a spokesman of the state government, Mr. Gursharan Singh, PPS has been posted as  AIG Police /CID Amritsar and Mr. Simratpal Singh Dhindsa as AIG/ Headquarter,  Intelligence Punjab, Chandigarh.

DEPARTMENTAL EXAMINATION FROM NOVEMBER 21, 2011 

Chandigarh, November 11:

Central Committee of Examination, Punjab is organizing the next departmental examination of certain categories of Officers/Officials from November 21 to November 25, 2011 at local Lajpat Rai Bhawan in two shifts i.e. from 9.00 A.M. to 12:00 noon and 2:00 to 5:00 P.M.
Disclosing this here today a spokesman of the Punjab Government said that these categories includes Assistant Commissioners/ Extra Assistant Commissioners, I.P.S officers, Civil Judges (Junior Division), Tehsildars/ Revenue Officials, Officers of Forest Department I.F.S., Officers of the Agriculture/ Soil Conservation Services/Horticulture Services, Animal Husbandry & Fisheries department, Wardens/Inspectors of Wild Life Preservation department, Officers/Officials of the department of Jails, Excise and Taxation department, Cooperation, Dairy Development, Block Development and Panchayat Officers, Lady Circle Supervisors of Rural Development and Panchayat Department and Officers of Labour & Employment Departments.
The spokesman further said that those IAS/IPS/PCS (Executive Branch), PCS (Judicial) and other officers who intend to appear in the said examination should send their applications to the Additional Secretary to Government Punjab, Department of Personal and Secretary, Central Committee of Examination (PCS Branch), Punjab Civil Secretariat, Chandigarh, through their Departments in the prescribed Performa by 15th November, 2011. No direct application will be entertained under any circumstances. Incomplete applications will be rejected and no Roll No. will be issued. The candidate, who does not get his Roll No. by 20th November, 2011 should contact the Central Committee of Examinations, the spokesman added.

114.91  LAKH TONNES PADDY PROCURED IN PUNJAB

Chandigarh, November 11:

More than 114.91 lakh tonnes of Paddy   was procured by the Government agencies and private millers in Punjab till last evening against 120.81 lakh tonnes procurement of previous year.
                   An Official Spokesman here today said that out of total procurement of 114.91 lakh tonnes of paddy, Government agencies procured 110.93 lakh tonnes (96.5%) and private traders procured 3,97,797 tonnes (3.5%) of paddy till date.
                   He said that PUNGRAIN had procured 32.31 lakh tonnes (29.1%), followed by PUNSUP with 27.64 lakh tonnes (24.9%), MARKFED with 25.35 lakh tonnes (22.9%), PSWC with 12.74 lakh tonnes (11.5%) and  PAIC with 11.08 lakh tonnes (10.0 %) of paddy. The Central Government agency FCI had been able to procure 1,78,519 (1.6%) tonnes.
          Ludhiana District with 13.88 lakh tonnes of procurement was leading in procurement operations whereas Sangrur District with 13.22  lakh tonnes of procurement was at second slot and Patiala District with 11.21 lakh  tonnes of procurement ranked at third position, he added.   
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.
