CABINET OKAYS REHABILITATION PACKAGE FOR INDUSTRIAL UNITS IN GOINDWAL INDUSTRIAL COMPLEX

CHANDIGARH NOVEMBER 04:

The Punjab Cabinet today gave nod for the ‘revival and rehabilitation’ package for the industrial units located in the Goindwal Industrial Complex to settle their pending cases of loan taken from the Punjab Financial Corporation.

A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Mr. Parkash Singh Badal this evening. 
Disclosing this here today a spokesperson of the Punjab government said that the Cabinet also approved the draft of the Punjab State Commission for Minorities Act, 2011 for setting up the State Commission for Minorities to study and suggest social, economic, educational and cultural requirements of religious and linguistic minorities of the State with a view to equipping them to preserve secular traditions of Punjab and to promote national integration.
The Cabinet also gave approval to allot plot no.D-191 in Phase 8-B focal point, Mohali measuring 2500 sq.yds. to establish ‘Mohali Hi-tech Cluster’ to develop common facility centre under the Cluster Development Program of the Ministry of Micro, Small & Medium Enterprises (MSME) GoI.  This plot had been allotted to the Mohali Industries Association subject to the condition to return the earlier plot allotted to them in Industrial Area Phase 1 Mohali to the department of Industries & Commerce. 
The Cabinet also approved the requisite election staff for the newly created Pathankot and Fazilka districts besides the two new sub-divisions/Tehsils at Dharamkot and Guru Har Sahai.
The Cabinet also gave approval to enhance the existing scholarship amount of Rs.15000 to Rs.33000 per annum to the five cadets from Punjab, who had been pursuing training at National Indian Military Academy, Dehradun.   This step is aimed at motivating the youth from Punjab to pursue their career in the Armed forces.
The Cabinet also gave approval to the PEPSU Road Transport Corporation to convert its state capital contribution, state government loans and interest thereon amounting to Rs.107.39 crore into equity to make it financially viable. 
The Cabinet also approved to further engage the services of health and veterinary pharmacists working as service providers before 30.4.2011 under the pay package offered to them by the then rural Medical/Veterinary Officers in 1186 subsidiary health centers and 582 civil veterinary hospitals under the control of Zila Prishads, at a lump sum salary of Rs.7000 per month as stop gap arrangements till 31.5.2012 or the completion of the process of regular recruitment, whichever is earlier.   This decision has been taken in view of the larger public interest and to provide uninterrupted health and veterinary services to the people.  Likewise, the cabinet also approved to pay Rs.3000 per month to the attendant-cum-sweeper in health subsidiary centers and civil veterinary hospitals, as paid to them earlier.   
The Cabinet also approved the restructuring of the Information Technology department to improve delivery of services and increase efficiency in the government departments on one hand and to promote and disseminate information technology culture in the state on the other. 
The Cabinet also decided to entrust the maintenance work of the prestigious Khalsa Heritage Center (KHC) at Sri Anandpur Sahib, Chapar Chiri War Memorial in the memory of great warrior Baba Banda Singh Bahadur at SAS Nagar, Wadha Ghalugara Memorial at Kuppa Raheera in Sangrur district and Chota Ghalugara Memorial at Kahnuwan in Gurdaspur district besides Harpal Tiwana Center of Performing Arts at Patiala and Ishmeet Sangeet Academy at Ludhiana to the concerned urban development authorities.
The Cabinet also gave ex-post facto approved to slash the VAT from 20% to 5% on the aviation turbine fuel being used by the commercial airlines from International Airport, Amritsar. 
The Cabinet also gave approval to reconstitute the Board of Governors of the Beant College of Engineering & Technology, Gurdaspur and Shaheed Bhagat Singh College of Engineering & Technology Ferozepur besides giving green signal to hand over the Giani Zail Singh College of Engineering & Technology Bathinda to the Punjab Technical University Jalandhar to run it as its constituent institution.
The Cabinet also gave ex-post facto approval to Punjab State Power Corporation Ltd.  for additional guarantee of state government of Rs.500 crore for raising working capital loans during the current fiscal.     
The Cabinet also approved to relax the educational qualification in case of 25 employees of which 24 working as daily wagers and one on contract basis in the Hospitality department for regularization of their services.
The Cabinet also approved to upgrade the Kanugo Circle Mehalkalan in Barnala district as sub tehsil and also gave nod for the creation of eight posts in the newly created sub-tehsil.

CHANDIGARH/GURDASPUR, NOVEMBER 4: The World Anti Doping Agency (WADA) and National Anti Doping Agency (NADA) has distributed its book named ‘Anti Doping Standard’ amongst the Kabaddi players to make them aware against doping, with an aim, to make the international Kabaddi edition fully dope free. The duo agencies were not only taking the samples of players for dope tests but also making the players aware against the menace of doping.

            Dr. Munish Chander, Convener of Dope Control Committee for 2nd Pearls World Cup Kabaddi, said that with an aim to make this international Kabaddi edition fully dope free the agency have published ‘Anti Doping Standard’ book, which has also been distributed among players, coaches and manager of all teams for a cause of awareness. He said that WADA and NADA was not only concerning to identify the players using prohibited medicines but also to make all the games dope free. He said that the recently published 90 pages book against doping described all the bad effects on healthy players besides handing over the list of prohibited medicines since majority of players takes prohibited medicines due to lack of awareness. He said that the book also elaborate that how the samples for dope was taking and examine in the laboratory. Dr. Chander said that this book would also provide the prior information to the players about the action in case the test found positive.

I was astonished to observe the zest and zeal of Punjabis towards Kabaddi and their warm hospitality to Kabaddi players. It was beyond our expectations that Punjabis could have such a wistful longing for Kabaddi.”      

            Mr. Ricardo Akooha, coach of Argentina Kabaddi team, stated this during a special interview describing the ambit of Kabaddi in their country. Mr. Akooha said that it was maiden participation of Argentina that the team was playing in 2nd Pearls World Cup Kabaddi in Punjab and they will come with full preparation to the next edition of World Cup Kabaddi since they had started Kabaddi from ground level.
            Explaining the ambit of Kabaddi in Argentina, Mr. Ricardo said that presently there were 4 fully operational Kabaddi clubs in Argentina and this number would be increased in coming time. He said that to promote and expand this rustic game of Punjab in their country, Argentinean authorities were chalking out a strategy to invite international Kabaddi coaches from Punjab in future and give tough competitions to opponent teams. Disclosing about their nonparticipation in the previous edition of World Cup Kabaddi last year, Mr. Ricardo said that Argentinean players were hesitating, when they had got invitation from the Punjab Government for 1st World Kabaddi Cup but they have stunned to observe the warm hospitality of the state and its people for Kabaddi teams. “The people of Punjab love Kabaddi as the people of world love legendary footballer Diego Maradona,” he added.
            Mr. Ricardo said that they have experienced, powerful players with long stamina but due to lack of Kabaddi techniques, they have lost with a big margin from Italy but they did not lose their spirit to fight. He said that in coming matches Argentinean players would definitely come out with good results by giving extraordinary performance as they were not use to play Kabaddi on mud ground.

FINANCE MINISTER REVIEWS THE INAUGURAL ARRANGEMENTS

CHANDIGARH NOVEMBER 4:

          The Punjab Government is all set to inaugurate the world class Khalsa Heritage Centre (KHC) to showcase the rich legacy of the Sikh ideology and religion, which would be ever remembered by the future generations in the annals of the history of Punjab. The prestigious memorial would be dedicated to the nation by the Punjab Chief Minister Mr. Parkash Singh Badal on November 25.

          A decision to this effect has been taken at a high level meeting presided over by Punjab Finance Minister and Chairperson of  Sri Anandpur Sahib Foundation Dr. Upinderjit Kaur with the top brass of civil and police administration here today at Punjab Bhawan.
Taking part in the deliberations Dr. Kaur informed that it would be a great historic occasion for our government to organize such an International level mega-inaugural function of prestigious Khalsa Heritage Centre on the land of holy city of Sri Anandpur Sahib. She said that people from all the religions across the globe would participate in these functions with full enthusiasm. Reviewing various arrangements, she directed all the officers to make adequate arrangements in view of the large number of people expected to visit on the occasion.
She also gave in principal approval to invite country's legendry singers either Lata Mangeshker or Asha Bhonsle, who could be available on these dates.  It was also suggested to invite other eminent folk and Punjabi singers like Mrs. Jaspinder Narula and Mrs. Sukhwinder Bitti along with their troupes for a superb joint performance on the occasion. Besides, the meeting also approved the design and matter of invitation cards and other related material.
The Meeting also approved to constitute 14 committees like Organizing Committee, Event Management Committee and Reception, Transport, Boarding & Lodging, Press & Publicity, Site, Securities, Sanitation and other committees for the smooth and hassle free commemoration of this great event.    
          Prominent amongst those who were present in the meeting included Media Advisor to the Chief Minister Mr. Harcharan Bains, Advisor to the Chief Minister Dr. DS Cheema, Chief Secretary Mr. SC Agrawal, Financial Commissioner Revinue Mr. AR Talwar, Principal Secretary to the Chief Minister Mr. D.S. Punjab Chief Minister Mr. Parkash Singh Badal today slammed the Congress led UPA government at Centre over what he described as “a crushing and totally unjustified hike of Rs 1.82P per liter in the price of petrol”.
In a statement here, Mr. Badal said that the hike would unleash fresh inflationary trends, further jack up prices of all essential commodities and break the back of the common back.  Mr. Badal demanded immediate withdrawal of the unbearable hike, sixth time in quick succession during one year.   The hike, he said, would retard the pace of economic growth which is already in rough weather.  Mr. Badal said that the petrol price in India was already amongst the highest in the world despite alarming poverty amongst the masses.  Mr. Badal lamented that inflation had already touched double digit and was beyond the control of UPA government despite its tall claims to check it but in reality it had failed miserably to tackle the whopping price hike.     
The Chief Minister pointed out that the price of petrol had been hiked by Rs.1.82P liter at a time when the country was reeling under a spiraling food inflation which had remained untamed for the last three years and overall remains unabated.    He said that the hefty hike in the prices of Petrol has exposed the anti poor face of the Congress party which claims to be the votary of common man (Aam Adami).
Mr. Badal emphasized the need to evolve a transparent system to decide the prices of petroleum products in consultation with all the political parties rather playing into the hands of oil companies.

MEHALKALAN (BARNALA) NOVEMBER 04:

Punjab Chief Minister Mr. Parkash Singh Badal today lambasted at the Congress led UPA government at Centre for increasing the price of petrol by Rs. 1.82P per liter and demanded immediate withdrawal of this unbearable hike.    
Talking to the media persons during a sangat darshan program here, the Chief Minister said that the recent hike was the sixth one in quick succession within a year, as the Congress government was hand in gloves with the  country’s oil companies and recklessly recommending hike in the prices of the petroleum products time and again at their behest without showing the least concern for the common man (aam adami) contrary to its claim to be its votary, which had exposed the anti poor face of the Congress in true sense.  Mr. Badal asserted that rather than hastily increasing the price of petrol, the Union government must have taken an initiative to build consensus over the matter by discussing the issue with all the political parties of the country.  He said that the totally unwarranted hike in petrol prices will not only break the back of the already suffering common man but will also unleash new frightening inflationary trends which in turn would dampen the economy and further slow down the growth rate.    Mr. Badal lamented that the spiraling inflation had already touched double digit and was beyond the control of UPA government despite its hollow assertion to control it but in reality it had blatantly failed to tackle the massive price hike.   The Chief Minister also pointed out that reports of Centre's plan to hike the price of diesel and LPG would further make the life of peasantry unbearable besides adversely impact the middle class.
Slamming the former Punjab Chief Minister Mr. Surjeet Singh Barnala and PPP President Manpreet Singh Badal for betraying the mother party Shiromani Akali Dal, Mr. Badal said that they would never succeed in their nefarious designs as the people of the state were wise enough to teach them a lesson and would definitely show them a door in the next assembly polls.   The Sanjha Morcha would meet the same fate in coming assembly elections the way the Panthic Morcha tasted a humiliating defeat in the recently concluded general elections of Shiromani Gurudwara Prabhandak Committee (SGPC).
Referring to the dismal performance of the Congress party during its previous tenure as compared to unprecedented development during SAD-BJP’s present term in the state, Mr. Badal said that it would meet the same fate as Congress faced a worst ever debacle in recently concluded Hisar bye-election in Haryana.  Mr. Badal pointed out that it was ironical that for the first time in the history of politics of India the official candidate of the Congress ruling party in the state as well as in centre could not even save his security deposits and suffered a humiliating defeat, which was a testimony to the misdeeds of the Congress party, which had completely failed to check the rising inflation, unemployment, poverty, illiteracy and above all corruption. 
Referring to the deliberate and sustained discrimination by Centre against Punjab, Mr. Badal said that it had reduced the states merely to the level of dignified municipalities.  He said that states were at the mercy of Centre even for the petty issues like seeking sanction for link roads etc.  He said that SAD along with other likeminded political parties in India had been demanding a true federal structure since long for equitable sharing of financial resources between states and Centre.  He said that SAD had always opposed the unitary form of government which had posed a serious challenge to the basic structure of the democratic set up of our country.  He said: “Centre should give a serious thought to implement federalism in the true spirit which is the strong foundation of cordial Centre-States relations otherwise the day is very far off when the entire democratic system would crumble due to its wrong policies”.
On the occasion, the Chief Minister announced to accord the status of Sub Tehsil of Mehalkalan.  He also disbursed grant of Rs.9.14 crore for the execution of various on-going development works in 75 villages under the Mehalkalan assembly constitutency.     He also gave away 25 bicycles to the girls students studying in government schools under Mai Bhago Vidhya Scheme.
Prominent amongst others who were present during the sangat darshan included Member Rajya Sabha Mr. Sukhdev Singh Dhindsa, former Minister Mr. Gobind Singh Kanjla, MLA Badhur Mr. Balbir Singh Ghunas and former MLA Barnala Mr. Malkiat Singh Keetu besides several party leaders and workers of SAD-BJP and members of the SGPC. 


107.57  LAKH TONNES PADDY PROCURED IN PUNJAB
Chandigarh, November 04:
More than 107.57 lakh tonnes of Paddy   was procured by the Government agencies and private millers in Punjab till last evening against 106.62 lakh tonnes procurement of previous year.
                   An Official Spokesman here today said that out of total procurement of 107.57 lakh tonnes of paddy, Government agencies procured 103.82 lakh tonnes (96.5%) and private traders procured 3,74,736 tonnes (3.5%) of paddy till date.
                   He said that PUNGRAIN had procured 30.17 lakh tonnes (29.1%), followed by PUNSUP with 25.87 lakh tonnes (24.9%), MARKFED with 23.62 lakh tonnes (22.8%), PSWC with 12.07 lakh tonnes (11.6%) and  PAIC with 10.36 lakh tonnes (10.0 %) of paddy. The Central Government agency FCI had been able to procure 1,71,163 (1.6%) tonnes.
          Ludhiana District with 12.59 lakh tonnes of procurement was leading in procurement operations whereas Sangrur District with 11.51  lakh tonnes of procurement was at second slot and Patiala District with 10.79 lakh  tonnes of procurement ranked at third position, he added.   
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

BADAL GRANTS DEVELOPMENT PACKAGE OF RS.214 CRORE FOR KAPURTHALA DISTRICT

            Punjab Chief Minister Mr. Parkash Singh Badal today reiterated that the SAD-BJP alliance would contest the next assembly elections exclusively on the poll plank of development, peace and communal harmony. 

            Talking to the media persons here at local Guru Nanak Khasla College after inaugurating and laying foundation stones to several development projects worth Rs.214 crore, Mr. Badal said that the unprecedented development during the present regime of SAD-BJP had mounted lot of frustration amongst the rank and file of the Congress in general and its senior leadership in particular which was left with no other option except to indulge in mudslinging and unwarranted criticism of our party for the reasons best known to them.  Mr. Badal said that he always welcomed the healthy criticism from the opposition but ‘criticism just for the sake of criticism’ was not only undesirable but unethical also.  He advised Capt. Amarinder Singh not to use abusive and un-parliamentary language while addressing public gatherings rather he should focus on his party’s agenda but unfortunately he had no such vision and was also bereft of any political ideology and thus making funny statements sometimes equating him (for Badal) with the dictator ‘Gadafi’ and ‘Badalias’ which smacks of his arrogance and display of ‘cheapest’ politics at his end.  Mr. Badal mentioned with all humility that he hardly minds about Captain’s usage of abusive language but it was the people of Punjab who objected it. 
            Training guns at the Congress led UPA government; Mr. Badal said that it had no moral right to continue in office as it has completely failed to check the rising inflation, unemployment, poverty, illiteracy and above all corruption.  He said: “Had Congress serious about these social maladies then today our country had not figured below the countries like Pakistan, Bangla Desh and Sri Lanka in terms of poverty”.  He said Congress had also miserably flopped in controlling both the internal as well external aggression which was posing a serious threat to the security of the country.  He said that the admission by the Chief of the Army Staff about the positioning of the Chinese troupes including nearly 4000 soldiers besides the roads and railways developed along with the Indo-China border was nothing but a ‘slur on the intelligence of the country’.  
 
Replying to another question about the visit of Prime Minister to inaugurate Khalsa Heritage Complex at Sri Anandpur Sahib and lay the foundation stone of the terminal of the Mohali International Airport, the Chief Minister admitted that we have received a reply from PMO about inability of the Dr. Manmohan Singh to attend these functions due to his pre scheduled engagements.  He however, said that the inauguration of KHC would be as per schedule on November 25.  Mr. Badal said that it was unfortunate on the part of the Congress High Command Sonia Gandhi and PPCC President Amarinder Singh to dissuade Prime Minister from coming to Punjab in connection these prestigious projects for the sake of cheap politics.  He reminded both the Sonia Gandhi and Amarinder Singh that Dr. Manmohan Singh was not the Prime Minister of the Congress party but of the country.
            Asked to comment on the recent visit of Baba Ramdev to Punjab and his assurance to campaign against Congress in the next state assembly elections, Mr. Badal expressed his gratitude to him saying he would certainly welcome Baba Ramdev for his tirade against Congress’s rampant corruption and mal administration.  He also welcomed the announcement of social activist Anna Hazaare to campaign against Congress during the state assembly polls as he did in Haryana, Mr. Badal pointed out that it was ironical that for the first time in the history of politics of India the official candidate of any ruling party in the state as well as in centre could not even save his security deposits thereby facing a humiliating defeat which was a referendum against the misdeeds of the Congress party.  Mr. Badal even went to the extent of saying that such party meaning thereby Congress should not even allowed to caste its shadow over Punjab. 

            Asked to comment whether SAD would also make Anandpur Sahib Resolution one of its poll issues, Mr. Badal asked the media to decipher this sensitive issue in a right perspective rather confusing the same.  He reiterated that not only the   SAD but also the other political parties of India had been pleading for true federal structure to ensure level playing field to the states especially in the sharing of finances on equitable basis between states and Centre.  He said that SAD had always vehemently opposed the unitary form of government which had reduced the states to a level of dignified municipalities.  He said that even the senior BJP leadership had organized a national conclave on centre-state relations presided over by its national President Mr. Nitin Gadkari at Chandigarh demanding true federalism as the democratic system in the present setup was on the verge of collapse. 
            Replying to another query on the distribution of SAD party tickets to the aspirants, Mr. Badal said that these would be decided only at the party level at an appropriate time by considering the sole criteria of loyalty, winability and performance of the candidates.  He however, clarified that SAD was ready to tie up with any likeminded party in the coming assembly polls and said that our relations with alliance partners BJP were very cordial and there are strong feeling amongst the public that SAD-BJP would again come to power thereby showing door both to the Congress as well as the Sanjha Morcha.

Amarinder Singh on the great pomp and show at the inauguration of second World Cup Kabaddi Championship, Mr. Badal preferred to make no comments saying Capt. was cynic and always believed in negativity.  Mr. Badal quipped that best thing to judge Capt. Amarinder Singh’s true reaction was to reverse what he said.
            Earlier, the Chief Minister inaugurated Rs.122 crore Modern Jail at Kapurthala, University College at Mithra costing Rs.12 crore besides laying the foundation stones of ITI at Khirawali (Rs.2.50 crore), Food Craft Institute at Mithra (Rs.5 crore), GNDU Regional Centre, Fattu Dhinga (Rs.32 crore), Multi specialty Hospital, Fattu Dhinga (Rs.5.25 crore), Sub Tehsil Talwandi Chaudhrian (Rs.75 lac) and the widening of Sultanpur Lodhi-Kauprthala Babe Nanaki Marg (Rs.35 crore). 
During a public rally at Sultanpur Lodhi, Mr. Badal also disbursed grant of Rs.1.45 crore for the execution of various on-going development works in Sultanpur Lodhi.  He also handed over cheques of crop damage compensation due to floods worth Rs.1.20 crore to the farmers in the Mand area.  He also gave away 50 bicycles to the girls students studying in government schools under Mai Bhago Vidhya Scheme, 110 gyms and 174 sports kits to the various village sports and gymnasium clubs.

AMRITSAR, NOVEMBER 3: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that only winnable candidates would be fielded by Shiromani Akali Dal in ensuing Vidhan Sabha elections.

          Talking to media persons after dedicating Rs. 230 crore elevated road from G.T. Road to Golden Temple to the Humanity, Mr. Badal said that the Party was getting feedback for each constituency and based upon the feedback, perception of candidates in the constituency, their winnablity chances, the Political Affairs Committee would take a call at appropriate time. He said that we have more or less accomplished our development agenda laid before the public during year 2007 and now we are preparing ‘Vision Document’ for next five year that would be presented to the public as continuation of our development agenda.

When asked about abusive language used by Captain Amarinder Singh during his rally at Talwandi Sabo and Moga, Mr. Badal said that Captain has ‘No Agenda, No Mission and No Vision’. He said that he was only focusing on vendetta politics and abusing Patriarch of Politics Mr. Parkash Singh Badal. He said that increasing shrillness of his abuses with elections nearing, reflect his frustration and acceptance of defeat even before the sounding of war bugle of elections. He said that Captain has only negative agenda to offer that he would close refinery, thermal plants and all big industries if he comes to power and has nothing positive to offer to the public.

          On the allegations of alleged liquor mafia, Mr. Badal said that liquor vends auction sale by the present government was the most transparent procedure and lottery method resulted in substantial increase in revenue. He said that Captain himself was answerable to people of Punjab for allowing a particular liquor mafia to flourish and forcibly making others to flee from the state. He said that due to effective implementation, the revenue that reached to Rs 36000 crores figure during 62 years has doubled to Rs. 72,000 crores.

          Mr. Badal said that Captain was only focusing on negative agenda and working overtime to stall fund flow for Union Government project. He said that urban population of Punjab would not forgive Captain for deliberately stalling the release of Rs 830 crore for urban renewal of cities.

On a question regarding Sanjha Morcha, Mr. Badal said that addition of many zeroes would be equal to a zero and it can not translate to a single seat. When asked about delay in convening the first meeting of SGPC, Mr. Badal said that Union Home Ministry was answerable for this.

The Deputy Chief Minister said that his vision to link every important city with world class 4/6 lane roads has fructifying. He said that this elevated road to Sri Harmandar Sahib was humble tribute of SAD-BJP government to the humanity and it would facilitate the visit of pilgrims to the Golden Temple.

  Historic village Dhudike is all set to come on World Kabaddi map by hosting World Cup Kabaddi matches for the first time. Great martyr Lala Lajpat Rai , number of other patriots and Gaddari Babas'  native place Dhudike would be the first village of the state to witness such high level Kabaddi competition.

              The people of Dhudike and adjoining villages are excited to view the performance of International Kabaddi stars participating in 2nd World Cup Kabaddi.  The three matches of pool 'A' would be played here from 1.00 PM to 5.30 PM.
              After routing Germany in Faridkot Indian team was again set to be no match for Nepal team while in second match Afghanistan would have to face the English team's fury. Third match would be played between Canada and Australia and it seems to be pre-semifinal as it would decide to the semi final berth in group 'A'.

Chandigarh November 3: National Anti Doping Agency (NADA) has made fool proof arrangements for ensuring 2nd World Cup Kabaddi dope free.  During the inaugural day samples of 12 players' of 6 teams played at Faridkot have been taken and sent to National Dope Control Laboratory (NDTL) for thorough investigation. It may be mentioned here that this laboratory has been recognized from World Anti Doping Agency (WADA) and during last Delhi Commonwealth Games-2011 all dope tests had been conducted by this agency.  
          Disclosing this here today, Director Sports Punjab and Organizing Secretary of World Cup, Mr. Pargat Singh informed that the Punjab government has earmarked Rs. 47 lakh for doping tests and NADA was being paid Rs. 1000 for collecting each sample and NDTL was being paid 180 dollars  for each sample.  He said that in each match it was made mandatory that four players, two each from both playing teams, would go for dope test and the players would be selected on the spot.  He said that any player can be tested again.
                    He said that for this purpose a special five member dope committee has been formed and Dr. Manmohan Singh and Dr. Munish Chander have been made Chairman and Convener respectively. He said that both the teams have been stationed at Jalandhar and Bathinda and they have been collecting samples from the site of matches on the spot.  He said that at each place a doping station has been setup and the collected samples were being sent to Delhi immediately.

 

PUNAJB TO USE ISRAEL’S TECHNOLOGY TO TREAT BRACKISH WATER

AMRITSAR, NOVEMBER 3:
            Mr. Yitzhak Aharonovitch, Minister of Internal Security, State of Israel who was on one day personal visit, today called on Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal and discussed issues of mutual importance.

          Mr. Aharonovitch said that Israel was impressed by the success of Punjab’s green revolution that has made India self sufficient on food security front. He said that it was matter of great achievement that a state like Punjab with 1.7 percent geographical area of a country was contributing more than 60 percent in the national grain pool.

          Mr. Badal said that though Punjab was doing well on agricultural front but due to over exploitation of water resources the ground water table was depleting at very fast level. He sought Israel’s help in ‘Modern Micro Irrigation Techniques’ and also for conservation of water.

          Mr. Badal also sought Israel’s know how to treat brackish water to make it potable for drinking purpose. He said that Malwa belt and a pocket of Majha area was facing chronic problems of brackish water and Israel’s latest technology in this area could be helpful for the state of Punjab. The meeting between Deputy Chief Minister and Israeli internal security minister lasted for 45 minutes.

105.62  LAKH TONNES PADDY PROCURED IN PUNJAB
Chandigarh, November 03:
More than 105.62 lakh tonnes of Paddy   was procured by the Government agencies and private millers in Punjab till last evening against 103.20 lakh tonnes procurement of previous year.
                   An Official Spokesman here today said that out of total procurement of 105.62 lakh tonnes of paddy, Government agencies procured 101.94 lakh tonnes (96.5%) and private traders procured 3,68,411 tonnes (3.5%) of paddy till date.
                   He said that PUNGRAIN had procured 29.51 lakh tonnes (29.0%), followed by PUNSUP with 25.43 lakh tonnes (24.9%), MARKFED with 23.19 lakh tonnes (22.7%), PSWC with 11.89 lakh tonnes (11.7%) and  PAIC with 10.21 lakh tonnes (10.0 %) of paddy. The Central Government agency FCI had been able to procure 1,68,658 (1.7%) tonnes.
          Ludhiana District with 12.19 lakh tonnes of procurement was leading in procurement operations whereas Sangrur District with 11.16  lakh tonnes of procurement was at second slot and Patiala District with 10.56 lakh  tonnes of procurement ranked at third position, he added.   
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

            Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal specially came to Faridkot to cheer the team and expressed resolve to take Kabaddi to Olympic level. He said that during last 2 years alone Punjab Government has constructed 14 sports stadiums at the cost of Rs. 150 crore.

          Speaking to media persons before inaugurating India- Germany Kabaddi match here today, Mr. Badal said that Amarinder has a inherent aversion to visit villages and expose himself to the sun and sweating smell of ordinary masses. He said that Congress party has deliberately avoided Yatra fearing Zero response from the public besides saving their leader from heat and sweat of dusty lanes of Punjab villages. He said that S. Parkash Singh Badal loves to remain in villages interact with them and solve their problems but a leader who avoids villages has no moral right to govern Punjab.
          Describing the Talwandi Sabo rally of Congress party a total flop Mr. Badal said that people gather to listen positive agenda of a party and not the abuses. He said that rally has exposed the deep divisions in the party and party that cannot project it self united in a single rally, cannot dream of come into power with the fragmented base.
          When asked about the abusive language used by Captain in his rally, Mr. Badal said that increasing shrillness of abuses by the Congress camp reflect their increasing frustration, with seeing writing on the wall that Congress cannot come to power for next 25 years.           When asked about election strategy of SAD BJP Government Mr. Badal said that both parties would soon collectively chalk out the coalition agenda of next five years.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON    ANNOUNCED

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Rabi Season through Canal water from 06-11-11 to 13-11-2011. The channels of Sirhind Canal System would run on the priority basis from , Bathinda Branch, Bist Doab, Sidhwan Branch, Abohar Branch  and Patiala feeder arespectively.

Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.
The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilised in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.
The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water supplies available would be utilized in Lahore Branch, Kasur Branch Lower, Main Branch Lower with their distributaries respectively.

                        An Official Spokesman here today said that out of total procurement of 103.35 lakh tonnes of paddy, Government agencies procured 99.72 lakh tonnes (96.5%) and private traders procured 3,62,916 tonnes (3.5%) of paddy till date.
                        He said that PUNGRAIN had procured 28.79 lakh tonnes (28.9%), followed by PUNSUP with 24.91 lakh tonnes (25.0%), MARKFED with 22.66 lakh tonnes (22.7%), PSWC with 11.64 lakh tonnes (11.7%) and  PAIC with 10.05 lakh tonnes (10.1 %) of paddy. The Central Government agency FCI had been able to procure 1,65,460 (1.7%) tonnes.
            Ludhiana District with 11.69 lakh tonnes of procurement was leading in procurement operations whereas Sangrur District with 10.64  lakh tonnes of procurement was at second slot and Patiala District with 10.45 lakh  tonnes of procurement ranked at third position, he added.

Punjab Government has invited applications from reputed coaching institutions to provide caching to the Scheduled Castes and Backward Classes students for preparation of entrance examination of IAS, PCS, IIT, AIEEE and Bank competitions.
          Disclosing this here today a spokesman of the Social Welfare Department, Punjab said that an amount of Rs.1 core has been allocated for this purpose. He said that desirous reputed coaching institutions should have five years experience in coaching in the prescribed field and there turn-over should Rs.50 lac per annual. BATHINDA, NOVEMBER 1: The scintillating opening ceremony of 2nd World Cup Kabaddi has set the stage for 20 day long sports extravaganza as 14 countries for men section and 4 countries in women section upped their ante to put their claim on Rs 4.11 crore prize money kitty.

          As Mr. Parkash Singh Badal, Chief Minister Punjab, and Shahrukh Khan handed over baton to the players, the announcement of opening of World Cup Kabaddi by Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal set the pace for 20 day long nail-biting competition between 14 countries. The show began with light and sound show with famous satirist Gurpreet Guggi in his trademark lingo giving the background of the traditional game kabaddi and its journey from rural heartlands to Olympics. The countdown video shown on mega screen on all the four sides of stadium gave the background of the game as the aerial fireworks lit the sky.

          The welcome song ‘Jee Aayan Noon’ has resounded the stadium teams of 14 countries in men section and 4 countries in women section holding their national flags started marching in and taking up their positions in front of VVIP gallery.

          The whole Multipurpose Sports Stadium broke with applause as WWE wrestler Khali entered the stadium in open jeep with Bhangra, Giddha, Jhoomar, Luddi teams of 35 performers in each team trouping in the stadium and making a symmetrical pattern. As Khali moved from team to team captains of each team were introduced to Khali. Khali led the captains of all teams towards the stage at the same moment Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal appeared on the stage through hydraulic system. As Deputy Chief Minister presented ‘shawals and Phulkaris’ to the captains of playing nations a unique laser beam show lit the whole stadium.

          The dramatic launch of baton with Cold Pyros, Niagara, Fireworks, Laser Show and Intelligent Lighting illuminated the whole stadium as Pargat Singh, former Olympian entered the stadium and handed over baton to first athlete of the relay run. The athletes of the relay race handed over baton to Chief Minister Mr. Parkash Singh Badal and Bollywood icon Shahrukh Khan. As Deputy Chief Minister Mr. Sukhbir Singh Badal declared the games open, a firework dazzled the audience. Laser story board and audio-visual screens gave the total overview of show to audience sitting even in the remote corners of the stadium. The Kabaddi anthem marked the beginning of 2nd World Cup Kabaddi.
Speaking on the occasion Punjab Chief Minister Mr. Parkash Singh Badal today said that SAD BJP Government has allocated maximum budget to the sports. He said that maximum sports persons have got jobs in the government sector with Punjab Government issuing strict instructions to ensure to fill the backlog of 3% of Sports Quota. Praising Sukhbir Singh Badal Deputy Chief Minister for his passion for Sports, he said that he was happy that Sukhbir with his determination has been able to bring traditional game of Punjab Kabaddi on the International scene.
Addressing the jam packed stadium to a thunderous applause , Punjab Deputy Chief Minister S. Sukhbir Singh Badal who is bring behind World Cup Kabaddi said that he was happiest person on this earth with his dream getting fructified. He said that during last 2 and half years his Sports department has been able to complete construction of 13 World Class stadiums out of which 6 were flood lit and 7 were hockey stadiums with Olympic standards Astroturf. He said the new scheme of sports department to nurture the budding talent of sports from the villages and trained them as players of International level has been a great success. He said that 1st sports school at Gudha would be functional very soon and in next plan Punjab Government was contemplating sports school for every district of the State with compete sports infrastructure, coaches and boarding and residential facility for the trainee players. He thanked Bollywood icon Shahrukh Khan for agreeing to become Brand Ambassador for traditional sports of Kabaddi. He said that he was sure that a film like Chakk De theme on Kabaddi if contemplate  by Shahrukh Khan would give a big impetus to this game.   

          The opening ceremony concluded with a performance of famous playback singers Sukhwinder Singh, Nachattar Gill, Amarinder Gill and Miss Pooja and reached its crescendo with Shahrukh Khan giving performance on the famous song of Sukhwinder ‘Chak De India. As the show concluded with laser beam show and fireworks, Punjabis all over continent were ready to enjoy the Kabaddi feast for next 20 days.    

          Chief Minister of Sabaragamuwa Provincial Council of Srilanka Mr. Mahiepala Herath appreciated the initiatives of Sukhbir Singh Badal to bring traditional game of Kabaddi on International scene. He said that Kabaddi has become quite popular in Sri Lanka and he had requested S. Sukhbir Singh Badal to provide technical assistance and Kabaddi coaches to Sri Lanka. Representatives of Kabaddi Association of Iran , Afganistan, Nepal, Canada, USA, Turkmanistan, Germany , Norway, Italy , Pakistan also enjoyed the show.

National Secretary BJP kisan Morcha and PSIEC Vice Chairman Sukhminderpal Singh Grewal has accused Union Agriculture Minister Sharad Pawar of being biased against wheat and paddy-growing states of Punjab and Haryana.
Grewal said here today that Pawar had one yardstick for fixing the price for the cane growers of his home state and another for fixing the minimum support price of wheat and paddy.

National Secretary said wheat and paddy were primarily responsible for making the country self-sufficient in foodgrains as these two commodities constituted three-fourth of the grain production of the country. However, the government had adopted a "negative" attitude towards these crops as was clear from the MSP announced for various grains this year. While the MSP for the pulses and oilseeds was increased by 33 per cent and 35 per cent, respectively, for wheat the increase was less than 10 per cent.

The low MSP for wheat and paddy had made these crops unviable for farmers.
If the farmers stopped growing wheat and paddy, the food security of the country would be in peril.

Insisting that the MSP for wheat and paddy was less than the cost of production, Grewal  said the Congress led UPA Government had ignored the recommendations of the Swaminathan Commission, which had said that the MSP of wheat and paddy should be at least 50 per cent more than the cost of production
.
Grewal said his party would organise a two-day workshop of the farmers of North India under the Presidentship of Sh. Op Dhankar National President BJP Kisan Morcha at Panipat from November 26 to work out the actual cost of paddy. Representatives of the farmers from Punjab, Haryana, Himachal, Jammu and Kashmir, Uttarakhand, Uttar Pradesh, Delhi and Chandigarh would participate in the workshop. Grewal Said that similar workshops would be organised for the farmers of eastern and southern India.

PPP invites People’s Participation in manifesto formulation

Chandigarh : NOVEMBER 01

People’s Party of Punjab (PPP) has invited people to contribute towards the finalization of the party manifesto for the forthcoming 2012 assembly elections in Punjab. “This move is the first of its kind with people being invited to become a part of the decision making process”, PPP Chief Manpreet Singh Badal Said today.

While the broad framework of the manifesto has been formulated, and many aspects of the party manifesto have already been announced in various forums and meetings all over the state, it is time to convert the manifesto into a genuine People’s document.  “For too long, party manifesto have been formulated in a secret mode by isolated individuals and are forgotten after being released at press conferences”, Manpreet Singh Badal said.  We are a different party, and we seek to change this, he added.

The party stated that all individuals and organizations are invited to send their suggestions and recommendations for the party manifesto at their party office at this address MLA Flat No. 9, Sector-3, Opp. Punjab Bhawan, Chandigarh. They can also send their suggestions via email at this specially created email: mymanifesto.ppp@gmail.com

Further, PPP will approach organizations like the CII, PHDCCI and other groups and associations like ex-servicemen, senior citizens, women, agriculturalists, traders, IT personnel etc. and seek their wish list.  This will ensure that the manifesto reflects the aspirations of people of Punjab.

While all submissions cannot be acknowledged, PPP will endeavor to include as many suggestions as possible as long as they are in convergence with the party principles and ideology.

GIDDERBAHA (SRI MUKTSAR SAHIB) 1 NOVEMBER: - Chief Patron of the Shiromani Akali Dal and Chief Minister Punjab Sardar Parkash Singh Badal today bashed his nephew and former Finance Minister Manpreet Singh Badal, saying the latter had ditched the Shiromani Akali Dal and blemished the very prestige of the “Badal family” thereby betraying his own mother party, the Shiromani Akali Dal (SAD) merely for his vested interests. 

Addressing the gathering of SAD party workers here, Sardar Badal said his family has rendered  selfless services to the party so far but the PPP leader had solely had parted ways with the party to pursue his political ambitions for the reasons best known to him.  Sardar Badal said that notwithstanding SAD’s magnanimity to offer everything to Manpreet, the latter had joined hands with the Congress covertly to tarnish the image of the SAD but he would never succeed in his efforts.  He said it was SAD which made him Finance Minister but he stabbed in the back of the party by leaving us.  He said: “Manpreet is sadly mistaken that he could impact the electoral prospects of SAD in the coming assembly polls but the people of Punjab are wise enough to teach him a lesson.   The Chief Minister reiterated that any individual how mighty he may be was not above the party and none was in a position to make dent in the party. 

Sardar Badal pointed out that he had been confronted with several compelling circumstances in his political career spanning over more than fifty years where he had always ignored even  his family ties and personal relations in the interest of the party because party was supreme and if anybody enjoys the status in the ministry or unfettered powers in a party was only due to his unflinching faith and respect in the party to which he belonged.

            Later talking to the media persons, Sardar Badal slammed the former Punjab Chief Minister Amarinder Singh, the Chief Minister saying that his political stunts by launching such yatras would not bore any fruit as he and his entire leadership has been completely frustrated due to the unprecedented development in the present regime of SAD-BJP.  The Sanjha Morcha would meet the same fate in coming assembly elections the way the Panthic Morcha tasted a humiliating defeat in the recently concluded general elections of Shiromani Gurudwara Prabhandak Committee (SGPC).
Replying to another question on the Anna Hazaare’s anti-corruption campaign in Punjab, Sardar Badal said that Anna Hazaare factor would definitely work in the coming assembly polls by routing out Congress from the scene as it was neck deep in corruption and other mal practices. 

            Speaking on the occasion, President SAD and Deputy Chief Minister Sardar Sukhbir Singh Badal said the Party was above any individual and leaving the Party treating oneself wise than the organization is ingratitude.  Making an oblique reference to his cousin and former finance minister Manpreet Singh Badal, said the Chief Minister has done so much by offering huge financial grants for the overall development of Gidderbaha and its people but few thankless persons have never acknowledged the generosity of Sardar Badal.  The President exemplified the composition of Panthic morcha was nothing more than adding four zeros with a sum total of zero meaning thereby the performance of PPP, Akali Dal Longowal, CPI and CPM, being alliance partners would be worth naught in the forthcoming assembly elections.  He said the morale of the rank and file of SAD-BJP was very high and the alliance was all set to capture 80 to 90 seats as per a survey report conducted by the party thereby setting a new record in the history of Punjab by repeating the SAD-BJP government in the state through a landslide victory.  He said the Congress party could never match the unparalleled performance of SAD-BJP in the present term as compared to its rule of 30 to 40 years in the state and would be surely wiped out in the next assembly elections. 

            On the occasion, the party workers and the Faridkot Member Parliament Mrs. Paramjit Kaur Gulshan made an impassioned appeal to Sardar Parkash Singh Badal to give party ticket to one of his family members from Gidderbaha keeping in view of unbounded love and affection showered by the people of the region on the Badal family. 
            Speaking on the occasion, Bathinda Member Parliament Sardarni Harsimrat Kaur Badal also called upon the party workers to work with utmost dedication and zeal to give a debacle to the congress and sanjha morcha in the coming elections of the assembly so that the unaccomplished pro-people and pro-development agenda of SAD-BJP could be implemented in the next five years. 

SEARCH COMMITTEE FINALIZED GUIDELINES FOR APPOINTMENT OF THE CHIEF COMMISSIONER AND COMMISSIONERS OF RIGHT TO SERVICE COMMISSION
APPLICATIONS INVITED TILL NOVEMBER 11, 2011
CHANDIGARH NOVEMBER 01:

            The Search Committee constituted by the Punjab government finalized the guidelines for the selection of suitable candidates for appointment as Chief Commissioner and Commissioners of Right to Service Commission on the similar pattern as laid down by the Punjab & Haryana High Court for Chairman/members of the Punjab Public Service Commission. 

            Disclosing this here today, a spokesperson of the Punjab government said that the search committee comprising Chairman Punjab Law Commission Mr. Justice Amarbir Singh Gill (Retd.), Chief Information Commissioner Punjab Mr. RI Singh and Vice Chancellor Panjab University Prof. RC Sobti in its meeting held at Punjab Bhawan New Delhi on October 31, 2011 observed that there was no provision in the Punjab Right to Service Act, 2011, laying down any process for preparing of a panel.  The committee decided that in view of the need for fairness and transparency, it would be desirable to follow a process similar to that as laid down by the Punjab & Haryana High Court for appointment to Chairman/members of the Punjab Public Service Commission.  Therefore, the committee in principle decided to form a panel of three suitable candidates for appointment against the post of Chief Commissioner and another panel of suitable candidates equal to three times the number of vacancies of Commissioners.  The committee also decided that with a view to choose candidates for the said vacancies, it shall invite and consider the names of eminent persons of impeccable integrity, caliber and administrative/teaching experience as prescribed in the Right to Service Act, 2011. 
            The spokesperson further said that the Committee therefore, decided that, in order to widen the scope for search from all quarters, the requisite information should be widely brought in the knowledge of general public so that the eminent persons with aforesaid mentioned qualities could be considered for these appointments.
 
According to Section 13 (2) and (3) of the Punjab Right to Service Act, 2011 the Chief Commissioner shall be a retired officer in the rank and status of the Chief Secretary of the state of Punjab or Secretary to the Government of India and the Commissioners shall be retired officers of the Government of Punjab in the rank and status of a Secretary or its equivalent rank and status in any of the services of the state, including Officers of All India Services from the Punjab Cadre and/or expert in the field of Public Adminsitration or e-Governance with atleast twenty years of experience in teaching or administration or from amongst other eminent public persons.  Section 15 (1) also stipulates that the Chief Commissioner and Commissioners shall hold officer for a term of five years from the date on which they enter upon the respective officers, or until they attain the age of sixty five years, whichever is earlier and they will not be entitled for re-appointment. 
The search committee also decided that the names of eligible candidates with complete bio-data and other details for consideration may be sent to the Secretary Personnel, Govt. of Punjab, Room No.6, floor 6th, Punjab Civil Secretariat Chandigarh by November 11, 2011.

The spokesperson further mentioned that while preparing the panel, it shall specifically elicit from the candidates about the pendency of any Court litigation, civil or criminal, conviction or otherwise in criminal court or civil court decree or any other proceedings that may have bearing on the integrity and character of the candidate. 
The committee also asked the state personnel department to ensure wide circulation of the said information in all the departments of the state government, universities in the state, to the Director General Resettlement Army Headquarters, the Rajya Sainik Board and Govt. of India, Department of Personnel & Training as well.  The Establishment Officer, Department of Personnel & Training, GoI may also be asked to bring this information to the knowledge of all retired IAS officers in the rank of Secretary to GoI.  Likewise, the state Chief Secretary has also been asked to intimate the retired officers of the status/rank of Chief Secretary and Secretaries to Govt. of Punjab, added the spokesperson.

Punjab Chief Minister Mr. Parkash Singh Badal slammed the successive Congress led Union governments at the centre for not honouring the promises made with the Punjabis during the Punjabi Suba Agitation.
            In an informal interaction with the presspersons here after Sangat Darshan programme the Chief Minister reiterated that it was unfortunate that the Congress led Union governments had always meted out “step motherly treatment” with the state. He said that at the time the modern Punjab was formed after annexation followed by a long agitation the then Prime Minister and even the Parliament had made a numerous promises which were never kept.  Mr. Badal said that however Union governments of the Congress had always adopted a policy of discrimination towards the state thereby scripting a pathetic tale of unending woes.
He said that owing to the apathetic policies of the Union government the farmers of the state are on the brink of economic disaster. He also said that key sectors like Agriculture and industry have been ruined in state adding that even after more than 50 years the state was still deprived of the Punjabi speaking areas, its own capital and even from its due share of river water. “The worst part of the entire story to divest Punjab of its legitimate rights thereby nurturing a feeling of alienation” he added.
            Commenting on the ‘Punjab Bachao’ yatra being launched by the former Chief Minister and President of State Congress Captain Amarinder Singh, the Chief Minister said that in dearth of political issues the Congress leaders were absolutely disillusioned and were now resorting to such cheap tactics, which would not help them in any way in the coming polls. He said that people are very well aware of the dubious character of the Congress leadership and they would not get swayed with such tantrums and would certainly teach its candidates a lesson in coming assembly polls. Making a scathing attack on the Congress party Mr. Badal said that its leaders must know that the people were in the mood to show door to the Congress.
He said that the people of Punjab are in favour of “Congress Bhajao, Punjab Bachao” due to which the party would meet the same fate as that of its candidate in recently concluded Hisar Lok Sabha poll. He advised the state Congress party that rather than conducting such yatras they should focus on putting their house in order. “As the Congress leaders are falling scant of the issues against ruling SAD-BJP alliance so they are beating around the bush by taking such steps” he added.
            The Chief Minister also reiterated that the state government was fully committed to give due compensation to the farmers of the Malwa region, whose crop had been badly damaged recently due to the floods. He said that they have already started the process regarding it and the officers have been issued directions to duly compensate the farmers in a befitting manner.  
            Meanwhile the Chief Minister disbursed 19 bicycles to school going girls under “Mai Bhago Vidya Scheme”. Mr. Badal also gave a grant of Rs 90 lac for the developmental works in Dabwali Malkaan and Kangan Khera villages.   

               

100.88  LAKH TONNES PADDY PROCURED IN PUNJAB
Chandigarh, November 01:
More than 100.88 lakh tonnes of Paddy   was procured by the Government agencies and private millers in Punjab till last evening against 95.09 lakh tonnes procurement of previous year.
                   An Official Spokesman here today said that out of total procurement of 100.88 lakh tonnes of paddy, Government agencies procured 97.28 lakh tonnes (96.4%) and private traders procured 3,59,558 tonnes (3.6%) of paddy till date.
                   He said that PUNGRAIN had procured 27.95 lakh tonnes (28.7%), followed by PUNSUP with 24.34 lakh tonnes (25.0%), MARKFED with 22.10 lakh tonnes (22.7%), PSWC with 11.42 lakh tonnes (11.7%) and  PAIC with 09.83 lakh tonnes (10.1 %) of paddy. The Central Government agency FCI had been able to procure 1,61,867 (1.7%) tonnes.
          Ludhiana District with 11.31 lakh tonnes of procurement was leading in procurement operations whereas Patiala District with 10.27 lakh tonnes of procurement was at second slot and Sangrur District with 10.13 lakh  tonnes of procurement ranked at third position, he added.   
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

Meanwhile Sukhbir Singh Sarawan has been named Captain of Indian team while  Hardavinder Singh Dulla Surakhpuria would be his deputy.  

Five key players of last years champion Indian Kabaddi team namely Sukhbir Singh Sarawan, Hardavinder Singh Dulla Surakhpuria, Gulzar Singh Moonak, Mangat Singh Mangi Bagga and Narinder Kumar Bittu Dugaal have been retained while 9 new players including Gurlal Ghanaur would represent India first time World Cup Kabaddi.   

Disclosing this here today, Mr. Sikander Singh Malooka President Punjab Kabaddi Association, said that 14 member Indian Kabaddi team was comprising of seven each raiders and defenders while 4 more players have been retained as standbys. The coaching staff of Indian Kabaddi team includes Harpreet Singh Baba, Dalbir Singh Bittu and Harbans Singh while Gurdeep Singh Malhi has been made manager of the team. The members of Indian Kabaddi team were as under: Sukhbir Singh Sarawan, Hardavinder Singh Dulla Surakhpuria, Gulzar Singh Moonak, Gurlal Ghanaur, Sandeep Dirba, Gagandeep Singh Gaggi Khiranwal and Talwinder Singh Sonu Jump (all raiders), Mangat Singh Mangi, Narinder Kumar Bittu Dugaal, Sikander Singh Kanjhli, Ekam Hathoor, Narinder Nindi Benra, Jagdeep Singh Kaka Ghaniwal and Gurwinder Singh Kahlwan (all defenders).           Meanwhile, Indian Kabaddi team coach Mr. Harpreet Singh Baba today said that the main focus was on the fitness of the players during three week long training camp organized at Bathinda. He said that raiders Sukhbir Singh Sarawan, Dulla Surakhpuria and Gulzar Moonak besides defenders Bittu Dugaal and Nindi Benra were in great form and he was fully confident that the Indian team will defend its title. He further said that besides India and Pakistan teams from Canada, England, Australia, Spain and Italy were also in good form.

Chandigarh, October 31 : Sukhbir Singh Sarawan will lead Indian Kabbadi team in the World Kabbadi Cup being  organised by Punjab government from Novermber 1. This was disclosed by Secretary General of the organising Committee Mr. Sikander Singh Maluka. He also disclosed that Hardavinder Singh Dulla will be Vice Captain of the team. Team had already been announced earlier.

CABINET WILL TAKE A FINAL DECISION ON EMPLOYEES’ DEMANDS
ON NOVEMBER 2 - BADAL

CHANDIGARH OCTOBER 31:

          Punjab Chief Minister Mr. Parkash Singh Badal today announced that the report submitted by the Cabinet-Sub-Committee on the employees’ demands would be thoroughly discussed in the next Cabinet meeting slated to be held on November 2 before taking a final decision in this regard.    

 An assurance to this effect was given by Mr. Badal to a deputation of Punjab Mulazim Sangarash Committee led by its convener Mr. Ranbir Dhillon here at Punjab Bhawan this morning. 

Taking part in the deliberations, Mr. Badal also asked the Chief Secretary to bring a proposal for the regularization of remaining eligible work charged employees working in Punjab Health System Corporation, C-PYTE and Irrigation department as per the stipulated guidelines. 

The Chief Minister also assured the deputation that the advice relating to the accident claims involving the drivers of all the government vehicles to be borne by the state government in future, would be issued within a day.  This significant step would provide a major relief to the drivers across the state especially of Punjab Roadways, PRTC and other government departments as it would not be a personal liability of the drivers any more as it had been till now.   He also apprised the deputation that the demands raised by the Sangarsh committee relating to the Asha workers would also be implemented shortly.  Mr. Badal also conceded the demand of the deputation to abolish the system of outsourcing in Punjab Roadways and PRTC in future and informed that the process for the fresh recruitment in the PRTC had already begun and would be completed by the end of this November.   Meanwhile, the Secretary Transport also told the Chief Minister that the process to recruit drivers had also been initiated and would be completed at the earliest. 

Mr. Badal also asked the Chief Secretary to examine the demand to grant maternity leave to the women employees’ working on contract basis besides formulating uniform guidelines to allow leave to all the contractual employees working in different government departments, boards and corporations.

Badal must explain his double standards on promoting and shielding anti-sikh officers like Azhar Alam ex IPS and Sumedh Saini IPS, Chief Director Vigilance.

            When it is poll time in Punjab the SAD headed by the Badal duo leave no stone unturned to whip up sikh sentiments on sensitive issues of Operation Blue Star or Anti-sikh riots. Once in the saddle, Mr. Badal conveniently toes the RSS-BJP line and begins to promote and shield anti-sikh officers responsible for the genocide of sikh youth during the troubled times.
            Not only did Sh. Badal give a clean chit to the oppressive officer Sh. Azhar Alam infamously known for promoting black cats or ‘Alam Sena’, responsible for eliminating sikh youth in fake encounters but has gone a step further, by announcing him SAD candidate from Malerkotla. In his usual style Sh. Badal feigned ignorance about Sh. Alam’s cruelty although even foreign media had reported the saga of fake encounters of Sh. Alam in a US cable leakage in 2005.
            Similarly, the double facetted approach of Sh. Badal was recently exposed in the clemency matter of Prof. Davinderpal Bhullar case. On one hand during SGPC elections Sh. Badal raised the clemency issue and promised to bring a resolution in Vidhan Sabha and on the other hand he has not only promoted out of turn Sh. Sumedh Saini IPS, as Chief Director Vigilance but also filed an affidavit in Supreme Court of India in 2008, terming Prof. Bhullar a hardcore terrorist with international links. True to his self, Sh. Badal does a double by “running with the hare and hunting with the hound”. The whole world knows that Sh. Saini is responsible for eliminating the father and uncle of Prof. Bhullar in a fake encounter but yet Sh. Badal under RSS-BJP influence not only shields murderer like Saini but also promotes him out of turn.
            On the other hand the Junior Badal SAD President in his new found love for his politicized ‘Kabbadi’ forgot that 1st November is observed a black day by the Sikhs across the globe due to the anti-sikh riots of 1984. But Sukhbir Badal has chosen to indulge himself in the extravaganza of ‘Kabbadi’ by inviting bollywood stars like Shah Rukh Khan and Katrina Kaif by spending crores on them.
            Therefore, I urge both the Badals to publically clarify their position on my charges of promoting and shielding anti-sikh officers besides indulging in fun and frolic on 1st November. In case they fail to respond it would be presumed that both the Badals wear ‘Khakhi’ shorts of RSS instead of ‘Kachiara’ of the Sikhs.

CM GIVES NOD FOR ONE TIME GRANT OF RS.20 CRORE TO PRTC
CHANDIGARH OCTOBER 31:

            Punjab Chief Minister Mr. Parkash Singh Badal today approved to sanction one time grant of Rs.20 crore to the cash strapped Pepsu Road Transport Corporation (PRTC) to bail out from its staggering liability on account of pension benefits accrued to its employees’.

            A decision to this effect was taken by Mr. Badal in a meeting with PRTC Workers’ Action Committee led by its Convener Mr. Nirmal Singh Dhaliwal held here at Punjab Bhawan this afternoon.
            The Chief Minister asked the PRTC to utilize these funds to set off their mounting pension arrears due to its pensioners in order to ensure smooth functioning in an efficient and result-oriented manner.  He also called upon the Managing Director of the PRTC to evolve an action plan in such a manner that the existing resources could be optimally utilized to enhance its profitability with a sharpened focus on its economic viability.  Mr. Badal also gave in principle approval to the proposal to transfer the land under the control of the state government departments to PRTC on lease basis to generate additional funds to make the functioning of PRTC far more efficient besides achieving financial sustainability.
            The meeting was also attended by the Transport Minister Mr. Surjeet Kumar Jiyani, Chairman PRTC Mr. Ranjit Singh Ballian, Principal Secretary to Chief Minister Mr. DS Guru, Principal Secretary Finance Mr. KBS Sidhu, Secretary Transport Mr. Anurag Aggarwal and Managing Director Mr. Manvesh Singh Sidhu.   


97.51  LAKH TONNES PADDY PROCURED IN PUNJAB

Chandigarh, October 31:
More than 97.51 lakh tonnes of Paddy   was procured by the Government agencies and private millers in Punjab till last evening against 91.85 lakh tonnes procurement of previous year.
                   An Official Spokesman here today said that out of total procurement of 97,51,065 tonnes of paddy, Government agencies procured 93.97 lakh tonnes (96.4%) and private traders procured 3,53,070 tonnes (3.6%) of paddy till date.
                   He said that PUNGRAIN had procured 26.97 lakh tonnes (28.7%), followed by PUNSUP with 23.58 lakh tonnes (25.1%), MARKFED with 21.34 lakh tonnes (22.7%), PSWC with 11.05 lakh tonnes (11.8%) and  PAIC with 09.45 lakh tonnes (10.1 %) of paddy. The Central Government agency FCI had been able to procure 1,56,453 (1.7%) tonnes.
          Ludhiana District with 10.75 lakh tonnes of procurement was leading in procurement operations whereas Patiala District with 10.03 lakh tonnes of procurement was at second slot and Sangrur District with 09.36 lakh  tonnes of procurement ranked at third position, he added.   
The State Government has set up 1745 procurement centres and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

 
GS CHEEMA GETS ADDITIONAL CHARGE

              Mr. G.S.Cheema, Senior Deputy Advocate General, Punjab has been given the additional charge of the post of Administrator General and Official Trustee, Punjab in addition to his own duties of Senior Deputy Advocate General, Punjab with immediate effect in place of Smt. Charu Tuli Senior Deputy Advocate General, Punjab(retd.)
            This was disclosed by a spokesman of the Punjab Government.

TWO IAS AND ONE PCS OFFICER TRANSFERED
Chandigarh October 31:- The Punjab government today issued the posting and transfer orders of two IAS and one PCS officer with immediate effect.
                Disclosing this here today a spokesman of the Punjab Government said that Mr. Satish Chandra IAS Secretary to the Government of Punjab Department of planning and Special Economic Package and in addition Ex-officio Member Secretary of the Social Dev. And Governance Reforms Commission and in addition he will also assist  the Chief Secretary in the implementation of Right to Service Act would also hold the additional charge of Principal Secretary to the government of Punjab, Department of Local Government against vacant post.
              Mr. Satwant Singh IAS, Deputy Commissioner has been transferred and posted as Commissioner for persons with Disabilities relieving Mr. Gurkirat Kirpal Singh IAS of this additional charge and in addition Deputy Commissioner Tarn Taran.
             Likewise the services of Mr. Rajiv Kumar Gupta PCS Assistant Commissioner (General) Patiala are placed at the disposal of the Department of Housing and Urban Development for appointment as Estate Officer, GMADA, SAS Nagar in place of Mr. J.C. Sabbarwal.
