Badal withdraws defamation cases against Sonia Amarinder

Chandigarh, Oct 30-- A local court here Saturday allowed a plea by Punjab Chief Minister Parkash Singh Badal to withdraw civil defamation cases filed against Congress president Sonia Gandhi and Congress leader and former chief minister Amarinder Singh.

Acting on a plea by Badal, filed early this month, Chief Judicial Magistrate J.S. Sidhu dismissed the defamation cases that were filed in 2002.

Badal had sought damages from Congress leaders accusing them of running a malicious advertisement campaign against him during the state assembly elections in 2002.

'Parkash Singh Badal and his son Sukhbir Singh Badal had filed a civil defamation case against Amarinder Singh and Sonia Gandhi and demanded Rs.5 crore compensation. A second civil defamation case was filed by Badal (senior) against Amarinder Singh, demanding Rs.5 crore (compensation),' S.P.S. Bhullar, Amarinder Singh's lawyer, told IANS.

'Court has allowed to withdraw both cases. Badal said that in a bid to create an atmosphere of cordial relations, he has withdrawn the cases,' said Bhullar.

Badal made the announcement to withdraw the case last month after he, his wife Surinder Kaur, and Sukhbir were acquitted in a case of disproportionate assets by a court in Punjab's Mohali town, 10 km from here.

Badal announced on the floor of the Punjab assembly that he would withdraw the case against Amarinder Singh to end the bitter political rivalry.

On Oct 16, a local court here allowed a plea by Badal to withdraw a criminal defamation case filed against Amarinder Singh.

This defamation case was filed by Badal claiming that he had written a letter to him in September 2001 listing 16 properties owned by him and his family.

The letter alleged that the Badal family owned properties in several places across India and in other countries like the US and Australia. The value of these properties was put at over Rs.35 billion. ......NRIpress/IANS

Punjab farmers end rail blockade protests to continue

Chandigarh, Oct 30-- Farmers in Punjab ended their rail blockade Saturday afternoon after thousands of passengers were stranded, but said protests against slow procurement of paddy by central and state government agencies will continue.

'Although our demands have not been met by the government, we have decided to lift the blockade from the railway lines, for the sake of the public. However, we would continue our protests from the grain markets across Punjab,' Sukhdev Singh, general secretary of Bharatiya Kisan Union (Ekta group), told IANS.

The farmers, who began the blockade Friday, are seeking relaxation of moisture and colour norms for procurement of their paddy, in addition to a higher minimum support price (MSP).

Heavy rains in September, when paddy is normally dried for harvesting, have led to higher moisture content and discoloration of the crop. Five procurement agencies of the Punjab government and the centre's Food Corporation of India (FCI) are engaged in the procurement process at 1,710 centres across Punjab.

The agitation call had been given by various farmers' bodies, including factions of the Bharatiya Kisan Union (BKU). In New Delhi, the BKU (Lakhowal) leader Ajmer Singh Lakhowal said the farmers will 'gherao' (surround) parliament Nov 8 to highlight their demands.

'If MPs can get big salary hikes due to inflation, what sin has been committed by poor farmers of this country that the government is not bothered about them,' Lakhowal said.

The blockade by farmers led to the cancellation, diversion and termination of several trains in Punjab, stranding thousands of passengers, many of whom were going for festival holidays to other states.

Earlier Saturday, nearly 50 trains were affected in Ambala and Ferozepur divisions of Northern Railway due to the protests.

'Our operations have been adversely affected due to this farmers' agitation. Yesterday, around 30 trains were either cancelled or delayed and Ambala division suffered a loss of over Rs.10 lakh,' G.M. Singh, commercial manager, Northern Railway (Ambala division), told IANS.

Local and inter-state trains were stopped by farmers in Bathinda, Jalandhar, Amritsar and Mansa districts Saturday.

'Yesterday, 24 trains were affected and today at least 30 trains have been hampered. We have to run the trains from alternate and longer routes to avoid any untoward incident,' Vishvesh Chaube, divisional railway manager (DRM), Northern Railway (Ferozepur division), told IANS Saturday.

Seeking prompt action on relaxation in quality specifications, Punjab Chief Minister Parkash Singh Badal Friday requested Prime Minister Manmohan Singh for his direct intervention in the matter.

Badal demanded that the moisture specification should be increased from 17 to 20 percent and discoloration of paddy up to 10 per cent.

EMPOWERED COMMITTEE APPROVES NINE MEGA PROJECTS OF
RS. 1171 CRORE




CHANDIGARH OCTOBER 29:

The Empowered Committee today approved seven Agri-mega projects and two Housing projects with an investment of Rs.1171 crore which would generate direct and indirect employment of nearly 23,500 persons
Disclosing this here today a spokesperson of the Chief Minister’s Office informed that empowered committee in its meeting held under the chairmanship of Punjab Chief Minister Mr. Parkash Singh Badal approved seven Agri-mega projects viz. Rice Milling Unit of M/s. Gurdaspur Overseas Ltd. at Village Tugalwala in Gurdaspur district with an investment of Rs.35.40 crore, fully automatic rice mill and a power co-generation unit of M/s. Amir Chand Jagdish Kumar (Exports) Ltd. at Rajasansi-Anjala Road, Amritsar (Rs.50 crore), an integrated rice processing, rice godowns and biomass based power co-generation plants by M/s. Sukhbir Agro Energy Ltd. at village Jhoke Hari Har, in district Ferozepur and village Khyala Kalan in district Mansa (Rs.225 crore), an integrated vegetable processing plant to produce frozen vegetables and frozen French fries by M/s. Pagro Frozen Foods Pvt. Ltd. at village Jalvehri gehlan near village Sadhugarh in district Fatehgarh Sahib (Rs.40 crore), M/s. Pioneer Industries Ltd., for the expansion of an existing distillery unit and to set up a new power co-generation unit at industrial growth centre, Pathankot (Rs.57 crore), M/s. Jyoti Threads (India) Ltd., for setting up a cotton yarn manufacturing unit at at vllage Bamnna Samana in district Patiala (Rs.33.99 crore) and M/s. BCL Industries & Infrastructure Ltd. setting up a grain based distillery unit to manufacture potable alcohol at village Sangat Kalan Dabwali Road Bathinda (Rs.90.60).

Apart from these projects, the empowered committee also gave green signal to two mega housing projects worth Rs.639 crore. These projects included Housing Township consisting of plots/villas/group housing at village Salamtpur, Dhode Majra, Rasulpur and Saini Majra in Mullanpur Planning area of GMADA over an area of 170 acre at a cost of Rs.350 crore to be developed as Joint venture by Great Punjab Officer Cooperative House Building Society Ltd. and Altus Space Builders Pvt. Ltd. and a Residential Township abutting Sidhwan Canal, located in village Birmi and Bains at a distance of 6.75 KM from Nanaksar Gurdwara Chowk (at the junction of Ferozepur Highway & Southern Bypass) towards Sidhwan at Ludhiana over an area of 120 acre involving a total investment of Rs.289 crore developed by M/s Janpath Estates Pvt. Ltd.

Punjab farmers stop trains Badal warns of unrest

Chandigarh, Oct 29-- Farmers blocked railway traffic at nearly half a dozen places in Punjab Friday to protest slow paddy procurement and Punjab Chief Minister Parkash Singh Badal warned the central government of unrest if procurement norms were not relaxed immediately.

The farmers, who had called for a railway and road blockade Friday (Oct 29), are seeking relaxation of moisture and colour norms for procurement of their paddy and also a higher minimum support price (MSP).

Local and inter-state trains were stopped by farmers in Bathinda and Mansa districts. Rail traffic was affected in Rampura Phul, Mansa, Jakhal and other places.

Railway officials cancelled a few long-distance trains as the agitating farmers blocked tracks on the busy Ambala-Amritsar section.

The New Delhi-Amritsar Swarn Shatabdi was stopped by railway officials at Jalandhar railway station. The train was terminated there as farmers blocked the track ahead at Beas town, 40 km from Amritsar.

The Shan-e-Punjab Express between Delhi and Amritsar was also terminated at Ludhiana railway station. The Amritsar Flying Mail was cancelled at Amritsar itself, railway officials said. The Tata-Muri Express was also cancelled at Amritsar.

Seeking a prompt action on relaxation in the specifications regarding discoloration and moisture content for procurement of paddy, Badal Friday reiterated his request in a letter to Prime Minister Manmohan Singh for his direct intervention to resolve the issue without any further delay.

Badal said any failure to take immediate corrective and remedial action could pose a grave threat to the law and order situation in the days ahead as farmers were getting restive.

Badal, who also wrote to union Agriculture Minister Sharad Pawar, said: 'The centre must realise the plight of the farmers and should bail them out in this hour of crisis as the paddy has been affected for reasons beyond their control'.

The chief minister said he would have come personally to Delhi to apprise the central government of the plight of Punjab farmers, who alone contribute over 60 per cent of the country's food grain production to the national kitty, but could not do so due to doctors' advice against travelling. Badal was injured in a fall earlier this month.

The chief minister again requested for relaxation in the specifications on damage, discoloration and moisture content for procurement of paddy.

Badal demanded that the moisture specification should be increased from 17 to 20 percent and discoloration of paddy up to 10 percent.

He also apprised the prime minister and the agriculture minister that the PUSA-44 variety of paddy had started arriving in the grain markets of the state in large quantities and if norms were not relaxed immediately, procurement of the crop would become difficult.

He added that thundershowers across Punjab Oct 22 have aggravated the situation with dried up paddy lying at grain markets being exposed to rain and its moisture content going up.

Seeking a prompt action on relaxation in the specifications regarding discoloration and moisture content for procurement of paddy, the Punjab Chief Minister Mr. Parkash Singh Badal today reiterated his request in a letter to the Prime Minister Dr. Manmohan Singh for his direct intervention to resolve the matter without any further delay. Mr. Badal said that failure to take immediate corrective and remedial action could pose a grave threat to the law and order in the days ahead.

Mr. Badal had also written simultaneously to the Union Minister for Agriculture Mr. Sharad Pawar saying that the Centre must realized the plight of the farmers and should bail them out in this hour of crisis as the paddy had been affected for reasons beyond their control.

In separate letters to the Prime Minister and the Union Minister for Agriculture, Mr. Badal mentioned that he would have come personally to call on them but for the doctor's advise against traveling in view of his injury and hoped that they would appreciate the seriousness of the problem and address it in all earnest. The Chief Minister again requested for relaxation to be given in the specifications on damage, discoloration and moisture content for procurement and the corresponding relaxation to be extended to rice also. He also sought their immediate intervention in the matter as it was a moral as well as a constitutional obligation of the Government of India to address the issue on top priority as it had a bearing on the lives of millions of farmers and consumers across the country.

The Chief Minister further stated that he was pained at the Center’s response to our pleas in this regard, which had met with a stone-wall so far. This had taken the problem to another level where the farmer and the state face imminent crisis, both on economic and law and order fronts. This indifference of the Centre towards what was essentially a national issue falling within the domain of the GoI had shocked us and the farming community across the country. This had also exposed the farmer to exploitation by vested lobbies and to panic sale.

Mr. Badal mentioned that the problem, which cuts across the state and affects all varieties was all the more acute in the case of PUSA-44, a late maturing variety duly approved by the Govt. of India, which has started arriving in heavy quantities in the Mandis now. Unfortunately, the rains and hailstorm on October 22 came at a time when the grain of PUSA-44 variety was at a pre-mature stage this year. This coupled with cloudiness had resulted in damage to the paddy by way of some blackening. This variety of paddy had started maturing but because of weather conditions, like low temperature and high humidity at maturity stage, the moisture was much more than the specification of 17%.

Mr. Badal impressed upon them for an immediate decision on top priority to be taken in view to avoid glut in the grain markets and consequent harassment of the farmers on account of non purchase of PUSA-44 variety. Mr. Badal further pointed out that he had already cautioned the Centre earlier also that this in turn, could lead to a serious law & order problem, which was clear in view of the call given by some Kisan Unions for ‘rasta and road roko’ and also for ‘rail roko’ on October 29.

Mr. Badal also apprised them that the farmers were already in a state of discontent following the refusal of the Center to announce a realistic raise in the MSP of their crop. This coupled with back-breaking hike in the prices of farm inputs as well a significant rise in the Overall Price Index, had caused a major set-back to the farmers and the farm sector.

Meanwhile, the State Chief Secretary Mr. SC Agrawal had also written to the Cabinet Secretary GoI Mr. KM Chandrasekhar to seek his personal intervention for immediate relaxation of the specifications to enable purchase of paddy by the FCI and the state procurement agencies. He also mentioned that if this was not done immediately there could be a situation of civil unrest in the state. Farmers’ organizations have already called for a “Rail Roko” on October 29.

GURDWARA ELECTION COMMISSION EXTENDS LAST DATE FOR FILLING OF OBJECTIONS & CLAIMS TO NOVEMBER 12, 2010

CHANDIGARH, October 29:

Keeping in view certain complaints from the public and after holding meeting with the Deputy Commissioners and assessing the overall situation, the Chief Commissioner, Gurdwara Election has ordered to extend the date of filing claims and objections regarding draft Electoral Roll up to 12.11.2010.
Disclosing this here today a spokesman of Gurdwara Election Commission said that the claims and objections relating to the inclusion or exclusion of any names from the electoral can now be presented to the appropriate Revising Authority uptil 12.11.2010. The persons who are interested in filling claims for inclusion of their names in the draft electoral roll or objections for exclusion there from of any names are advised to inspect the draft electoral rolls available at the specified places and file their claims and objections within the specified period.

The spokesman further said that no form has been prescribed for filling claims and objections which were to be made through a simple application. Whereas only one copy is to be filed in the case of a claim along with a declaration in form I duly signed by the claimant but an objection is to be lodged in triplicate giving all the particulars in electoral roll. Applications for claims and objections shall be presented to the appropriate Revision Authority personally by the claimant or the objector or by an agent duly authorized in writing or be sent by post so as to reach the Revising Authority within the specified period. Any claims or objections not lodged within the specified period will be liable to rejection, he added.

Gurdwara Election Commission has appealed to all political, religious and social organizations interested in the forthcoming election of the Shiromani Gurdwara Parbandhak Committee to come forward and assist the claimants and objectors in filling their claims and objections before the Revising Authorities up to 12.11.2010.

10 PPS OFFICERS TRANSFERRED

Chandigarh, October 29: The Punjab government has ordered the transfer/postings of 10 PPS officers with immediate effect.

According to a spokesman of Punjab government Mr. Shamsher Jung Bahadur has been posted as Additional Deputy Police Commissioner/Crime Amritsar, Mr. Gursharndeep Singh as SP (Detective) Roopnagar, Mr. Jagtar Singh as SP (D) the Barnala, Mr. Pritpal Singh Thind as SP(D) Sangrur, Mr. Bhupinder Singh as SP (H), Ludhiana (Rural), Mr. Gurmit Singh as SP(D) Fatehgarh Sahib, Mr. Kulwant Singh as Additional DCP (Special Branch Operations and Security) Amritsar, Mr. Chaman Lal as SP(Crime), Zonal Jalandhar, Mr. Gagan Ajit Singh as SP(D) Kapurthala and Mr. Lakhwinder Singh as ADCP (Traffic).

83.65 LAKH TONNES PADDY PROCURED IN PUNJAB`

Chandigarh, October 29: Government agencies and private millers procured more than 8365012 tonnes of Paddy till last evening.

A spokesman of Punjab Govt. said here today that out of total procurement in all the procurement centers of Punjab, Government agencies procured 8210756 tonnes (98.2%) whereas private traders procured 154256 tonnes (1.8%) of paddy. Till October 28, PUNGRAIN had procured 2440939 tonnes (29.7%) whereas MARKFED procured 1727065 tonnes (21%), PUNSUP procured 1955475 tonnes (23.8%), PSWC procured 995907 tonnes (12.1%) whereas PAIC was able to procure 731654 tonnes (8.9 %) of paddy.
The Central Government agency FCI had been able to procure 359716 tonnes (4.4%).
The spokesman added that District Ferozepur with 844450 tonnes of procurement was leading in procurement operations whereas district Patiala with 827354 tonnes of procurement was at second slot and District Ludhiana 726933 tonnes of procurement ranked at third position.

The State Government has set up almost 1700 procurement centers and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

SUKHBIR ASKS WOMEN CADRE TO EXPOSE THE ROLE OF CONGRESS IN ARTIFICIALLY RAISING THE PRICES OF ESSENTIAL COMMODITIES

Chandigarh, October 29

The Shiromani Akali Dal today finalized the plan to galvanize the women cadre so that they can take the message of development initiatives of SAD-BJP government to every house of Punjab. The party also concludes the plan to strengthen the Istri Akali Dal.

SAD President Mr. Sukhbir Singh Badal, Mrs. Paramjit Kaur Gulshan, President Istri Akali Dal and Party Spokesman Dr. Daljit Singh Cheema had a three hour long brain storming session with prominent members of Istri Akali Dal and elected members of PRIs and local bodies to discuss the future plan of action and directed them to chalk out individual plans to strengthen the party and wing at grassroots level. Addressing the meeting, Mr. Badal said that women constitute more than 50 percent of Punjab’s electorate and they should be educated regarding the economic policies of Congress led UPA government that caused steepest ever price rise of essential commodities disturbing the kitchen budget of every house wife. He said that we must expose the Congress party and its failure to check price rise. Mr. Badal said that women cadre must inform the masses that during NDA government sugar was available at Rs 12 per Kg whereas in Congress rule it touched Rs 50 mark.

In one to one meeting with grassroot members of Istri Akali Dal, Mr. Badal sought their feedback for restructuring the Istri Akali Dal and boosting its activities at state level. Mr. Badal also intended for early reorganization of Istri Akali Dal and asked Mrs. Gulshan to announce the office bearers of all the wings of Istri Akali Dal by November 30.

KAIRON BRIEFS CM ABOUT HIS MEETING WITH PAWARON PADDY PROCUREMENT ISSUE

today apprised the Chief Minister Mr. Parkash Singh Badal about his meeting with Union Agriculture & Food Minister Mr. Sharad Pawar at New Delhi on Wednesday seeking his personal intervention to resolve the issue of making relaxation in the specifications of paddy to ensure smooth, quick and hassle free procurement which had now been slowed due to high moisture content and discoloration due to rain and hailstorm across the state on October 22.

Disclosing this here today a spokesperson of the Chief Minister’s Office said that Mr. Kairon informed the Chief Minister that he had impressed upon Mr. Pawar to immediately announce relaxation in specifications to increase moisture from 17% to 20%, discoloration of paddy up to 10% and decreased the rice out turn ratio from 67% to 60%. He also pointed out that Mr. Pawar assured him that soon after receiving the report from the Ministry of Food on the basis sample collected by the Central team, the requisite relaxation would be announced forthwith.

Mr. Kairon also briefed the Chief Minister about the present status of the paddy procurement in the state and said that he had directed the Secretary Food & Civil Supplies to personally supervise the procurement operations in coordination with the deputy commissioners besides keeping a close tab on the situation by holding regular meetings with the heads of FCI and state procurement agencies. He also informed the Chief Minister that a Central team comprising Deputy Director Ministry of Food, GoI Dr. S.P Bansal along with GM (Quality Control) FCI New Delhi Dr. C L Ram and Deputy General Manager (Quality Control FCI regional office Chandigarh) Mr. Arunanchalam and Deputy Director Food & Civil Supplies Punjab Mr.
Jaswinder Singh had already visited the Mandis in the districts of Patiala, Ropar, Fatehgarh Sahib, Ludhiana, Sangrur, Mansa, Barnala and Bathinda and collected samples of the damaged paddy due to the inclement weather for its analysis.

It may be recalled that the Center responded immediately to the Chief Minister's letters to the Prime Minister Dr. Manmohan Singh and the Union Agriculture Minister Mr. Sharad Pawar for sending special teams to Punjab for recommending relaxation in specifications of discoloration and moisture content for paddy procurement by the FCI and state agencies. CHANDIGARH OCTOBER 28:
Punjab Chief Minister Mr. Parkash Singh Badal today declared that the entire work relating to the sewerage, water supply and roads would be completed

in all the towns and cities of the state positively by November 2011.
Presiding over a series of meeting with the senior officers of the state government and heads of the corporations, municipal councils and improvement trusts of Ludhiana, Jalandhar, Moga and Hoshiarpur to review the status of on going works of sewerage, water supply and construction of roads in these cities, Mr. Badal assured the Punjab Water Supply & Sewerage Board of adequate funds for the timely completion of these projects.

Meanwhile, the MD Punjab Water Supply & Sewerage Board apprised the Chief Minister that Rs.443 crore and Rs.486.33 crore had been earmarked for Ludhiana and Jalandhar for water supply, sewerage and roads. Giving the breakup he said that Rs.193 crore would be spent on sewerage, Rs.150 crore on water supply and Rs.100 crore on roads in Ludhiana while Rs.345.32 crore on sewerage, Rs, 27.01 crore for water supply and Rs.114 crore on roads in Jalandhar. Likewise, Rs.158.51 crore and Rs.79.42 crore would be spent for the sewerage, water supply and roads in Hoshiarpur and Moga.

Mr. Badal asked the deputy commissioners and commissioners of the municipal corporations of Ludhiana and Jalandhar to regularly monitor the progress of on going development projects so that these could be completed in a stipulated time schedule. He also directed the deputy commissioners of Moga and Hoshiarpur to hold regular meetings with the executive officers of the municipal councils to review the progress of these projects to ensure its quality as well as timely completion. The Chief Minister also said that the entire funding of these projects has been tied up and the nodal departments of local government and water supply & sanitation for the implementation of these projects had been asked to get these works executed under their direct supervision to ensure its quality as per the prescribed specifications.

Chandigarh, October 28: The Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal has today ordered an Magisterial inquiry into the unfortunate deaths of 12 persons, in sub- division Dasuya of Hoshiarpur district, who died after consuming hooch. Taking the issue seriously, the Deputy Chief Minister asked DGP Mr. P.S. Gill to order a separate independent inquiry by IG Zonal who would submit its report within 7 days. The Deputy Chief Minister has also directed DGP to take immediate and effective steps to curb illicit distillation of liquor and its sale.

Meanwhile on the directions of Deputy Chief Minister to book the culprits responsible for brewing and distributing illicit liquor in these villages the Dasuya police station have arrested Jaswant Singh and Kala, who were named by victims, from whom they said to had purchased the liquor. In the same time the Dasuya Police Station has registered an FIR under Section 304 IPC . Meanwhile, the raiding parties have been dispatched to various areas Gurdaspur District from where Jaswant Singh and Kala had said to had bought the illicit liquor. Meanwhile, special teams were also raiding possible places suspected of active in this illegal trade.

The Deputy Chief Minister has also directed Deputy Commissioner Hoshiarpur to provide immediate treatment to remaining victims, admitted in the hospital.

EDUCATION DEPARTMENT IN FOR REVAMP AS SEKHWAN CONSTITUTES STATE ADVISORY BOARD · DISTRICT ADVISORY-CUM- MONITORING COMMITTEES TO SUPERVISE WORKING OF DISTRICT UNITS

Chandigarh, October 28: Mr. Sewa Singh Sekhwan, new Education Minister has decided to constitute a state level Education Advisory Board to seek suggestions on revamping the working of Education department. Similarly, it has also been decided to Constitute District Advisory-cum-Monitoring Committees to take feedback on education reforms besides monitoring the working of DEO office and school and colleges in the respective district.

Disclosing this here today, the Education Minister said that the State Level Advisory Board would give representation to renowned educationists involved in reforms in education system, persons involved in education system right from Primary to University level. He said that Board would be totally non-political and constituted with the sole purpose of improving the working of education department. Similarly, District Level Committees would also give representation to people from education background in the respective district. Besides Advisory role, these committees would also act as watch dog body for respective district.
Mr. Sekhwan said that he would chair the meeting of State Level Board every fortnight and try to meet each district committees once in two months.

Giving the outline of proposed terms and reference for proposed Advisory Board, Mr. Sekhwan said that Advisory Board would suggest measures to reform Education System so that our students could compete in International job market. The Board would also suggest changes in curriculum right from Primary to University level. It would also suggest the changes in examination pattern, besides going into working of Punjab School Education Board. The Board would also suggest possible linkages between PSEB and CBSE and measures to be taken by the Board to take the standard of PSEB to the level of CBSE.
The Board would also explore the possibility for evolving continuous education programme for teachers and lecturers from Primary and University level to keep them at par with the latest education trends. The Board would also suggest an objective assessment system of teaching and non teaching staff of education department.

Mr. Sekhwan said that he was committed to upgrade the education standards of the government school and colleges, so that students from all strata of society should feel proud to take education from these institutes.

Summery revision Electoral Rolls Starts w.e.f. November 12 – Sidhu

Chief Electoral Officer Punjab Ms. Kusumjit Sidhu disclosed here today that the Election Commission of India has issued the programme for the special summary revision of Electoral rolls w.e.f. November 12, 2010. As per Schedule the draft publication of Electoral Roll will be published on 12-11-2010 and claims and objections will be filed from 12-11-2010 to 27-11-2010. Apart from that, BLOs will be present on polling stations for receiving of claims and objections on 14-11-2010 and 21-11-2010.
All citizens whose age is 18 years or above as on 01-01-2011 and who fulfill the condition to be registered as voters can submit Form No. 6 to the EROs/BLOs and Form No. 8 for correction and Form No. 7 for objections, she added.

All the eligible citizens are also requested to submit Form NO. 001- A affixed with passport size photo along with Form No. 6 to the BLO for enrollment as voter and to get EPIC.
Ms. Sidhu appealed to the general public and all the political parties to assist the concerned officers so that all eligible voters can be registered.

79.23 LAKH TONNES PADDY PROCURED IN PUNJAB`

Chandigarh, October 28: Government agencies and private millers procured more than 7923200 tonnes of Paddy till last evening.

A spokesman of Punjab Govt. said here today that out of total procurement in all the procurement centers of Punjab, Government agencies procured 7770110 tonnes (98.1%) whereas private traders procured 153090 tonnes (1.9%) of paddy. Till ctober 27, PUNGRAIN had procured 2312207 tonnes (29.8%) whereas MARKFED procured 1624543 tonnes (20.9%), PUNSUP procured 1849698 tonnes (23.8%), PSWC procured 944558 tonnes (12.2%) whereas PAIC was able to procure 695955 tonnes (9.0 %) of paddy.
The Central Government agency FCI had been able to procure 343149 tonnes (4.4%).
The spokesman added that District Ferozepur with 831569 tonnes of procurement was leading in procurement operations whereas district Patiala with 777083 tonnes of procurement was at second slot and District Ludhiana 653205 tonnes of procurement ranked at third position.

The State Government has set up almost 1700 procurement centers and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

Dismiss Surjit Singh Barnala……

Keeping in view the political statements being given by Mr. Surjit Singh Barnala in various Newspapers, the Shiromani Akali Dal requested the Honorable President of India to immediately dismiss Mr. Surjit Singh Barnala from the Gubernatorial post of Governor of Tamilnadu.

In a statement released from the party headquarters in Chandigarh today,the party Secretary and Spokesman Dr. Daljit Singh Cheema said that a decision to this effect was taken by the party after carefully analysing the recent activities of Mr. Barnala in the different functions at different places in the state. He said that the party felt that from his recent actions, it appears that Mr. Barnala is lobbying for a particular political group and using the highest office of Governor to re-establish his family in Punjab politics.

He said that Mr. Barnala has not only criticised the working of the state government, rather he has given personal, derogatory and politically motivated statements against the Chief Minister of Punjab Mr. Parkash Singh Badal. Apart from this , he has made critical comments on the internal working of the Shiromani Akali Dal as a party.

Dr. Cheema further said that from his actions as well as from his public utterances, it is ample clear that he is induldging into political activities and lowering the dignity of the high office of the Honorable Governor. So his continuation in this august office is undesirable and against the spirit of the Indian Constitution.
Therefore the SAD demanded that he should be immediately sacked from the post of the Governor of the state of Tamilnadu.

BADAL MOURNS THE SAD DEMISE OF PROF. RAHI

CHANDIGARH OCTOBER 27:
Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of an eminent Punjab poet Prof. Pritam Singh Rahi who died at Ludhiana on Tuesday after a brief illness. He was 74 and is survived by four daughters and a son. In a condolence message, Mr. Badal described Prof. Rahi as 'one of the stalwarts amongst the noted literary personalities of Punjab'. He portrayed the pangs of oppressed sections of the society viz. poor, labour and downtrodden through the medium of poetry to safeguard their rights and interests in the society. 'In the death of Prof. Rahi a void has been created in the literary circles of Punjabi which was difficult to be filed', said Mr. Badal.

The Chief Minister expressed his heart felt sympathies with the members of the bereaved family and prayed to the Almighty to give strength and courage to bear this irreparable loss and grant peace to the departed soul.

BADAL APPROVES RS. 130 CRORE PROJECT TO INSTALL 280 TUBEWELLS IN KANDI AREA

Chandigarh October 27

In a bid to ensure adequate irrigation facility in the scanty rainfall Kandi area of Punjab, the Chief Minister Mr. Parkash Singh Badal has given in principle approval to install 280 tubewells at a cost of Rs. 130 crore.

A decision to this effect was taken by the Chief Minister in a meeting of senior officers of the state irrigation department chaired by him here at chief minister’s residence late last evening. Taking part in the deliberations Mr. Badal said that to undertake this project at war footing, 40 tubewells would be installed with the departmental machinery whereas, the drilling work of 240 tubewells would to be allotted to different drilling agencies through e-tendering to accomplish the entire task by March 2012. The Chief Minister said these tubewells would irrigate an area of about 34500

acre un-irrigated (Barani) of distrect Gurdaspur, Hoshiarpur, Saheed Bhagat Singh Nagar, Ropar and Mohali. Provision of Rs. 60 croer for the year 2010-11 and Rs. 70 crore for year 2011-12 for this project had also been made, further added Mr. Badal. Referring to the on going projects of deep tubewells, Mr. Badal said that that the drilling work of 57 tubewells under three different schemes had been completed and after completion these tubewells would irrigate 7000 acre of un-irrigated land in Kandi area of distract

Hoshiarpur and Shaheet Bhagat Singh Nagar. It may be recalled here that presently out of total 695 tubewells of Punjab Water Resources Management & Development Corporation, 274 tubewells were installed during last three years by SAD-BJP government at a cost of Rs. 96 crore to providing irrigation facilities to 34000
acre (Barani) land in the Kandi area. BADAL GIVES APPROVAL FOR NCC ACADEMY AT ROPAR

CHANDIGARH OCTOBER 27:

Punjab Chief Minister Mr. Parkash Singh Badal today gave nod to set up a NCC academy for boys and girls at Ropar over an area of 7.5 acre at a cost of nearly Rs.25 crore.

A decision to this effect was taken by Mr. Badal in a meeting chaired by him at Chief Minister's Residence this morning.

Disclosing this here today a spokesperson of the Chief Minister's Office said that the state-of-the-art academy to be built at Ropar would offer best training facilities to the NCC cadets in the army, navy and air wings equipped with the latest infrastructure.

Taking part in the deliberations, Mr. Badal also asked the Additional Director General NCC, Punjab, Haryana, Himachal Pradesh and Chandigarh Maj. General Mohabat Singh Virk to expedite the process to establish NCC unit for girls at Danewal in Muktsar district over an area of 5.5 acre, the land for which had already been identified by the state government. He also asked ADG NCC to immediately finalize the requisite formalities for setting up of Remount & Veterinary (R&V) squadron at village Ghudda in district Bathinda at a cost of Rs.2.93 crore for which the Ministry of Defence, GoI had already given its approval. Mr. Badal also directed the Chief Architect Punjab to immediately prepare the site plans of the up coming academy at Ropar, R&V squadron at Ghudda and NCC unit for girls at Danewal in consultation with ADG NCC and coordinate with the PWD (B&R) department for the execution of these projects in a time bound manner.
The Chief Minister said that the underlying objective of these projects was to give impetus to the NCC training so that the unbounded energy of the youth could be channelized in a constructive manner thereby weaning them a way from the menace of drugs.

Meanwhile, the Group Commander of NCC Ludhiana Col. GPS Sawhney apprised the Chief Minister that at present 49000 NCC cadets from different educational institutions were being imparted training in the various camps organized from time to time under the supervision of group headquarters at Jalandhar, Amritsar, Ludhiana and Patiala across the state. He also urged the Chief Minster to allow additional funds of Rs.15 lac in state annual budget allocation for NCC activities besides setting up permanent installations of NCC group units at Jalandhar, Amritsar, Ludhiana and Patiala.

ADG NCC Mr. Virk assured the Chief Minister of all cooperation and support in accomplishing these projects in a time bound manner and hoped these would certainly boost the activities of NCC amongst the youth of the state.

CM ASSURES LINEMEN UNION FOR RECRUITMENT OF 5000 LINEMEN IN PSPCL WITH IN 10 DAYS

The Punjab Chief Minister Mr. Parkash Singh Badal today ordered the Punjab State Power Corporation Ltd. (PSPCL) to immediately recruit 5000 linemen on a contract basis at a lumpsum salary of Rs.10000 per month.

The Chief Minister directed the Chairman-cum-MD PSPCL Mr. KD Chaudhary to complete all the requisite formalities for seeking approval in the meeting of Board of Directors for the recruitment process positively within the next ten days.

CM ASKS PSPCL TO SIMPLIFY THE PROCEDURE FOR TRANSFER OF TUBEWELL CONNECTIONS IN CASE OF DEATH

CHANDIGARH OCTOBER 27:
Conceding the long pending demands of the Bharti Kisan Union Ekta (Sidhupur) Punjab, the Chief Minister Mr. Parkash Singh Badal today asked the Punjab State Power Corporation Ltd. to immediately simplify the procedure for the transfer of the tubewell connections to the next of kin of the deceased owner.

An assurance to this effect was given by Mr. Badal to the delegation of Bharti Kisan Union Ekta (Sidhupur) Punjab led by its President Mr. Pishora Singh in a meeting at Chief Minster's residence this evening.
Interacting with the representatives of the BKU Ekta, Mr. Badal also directed the CMD PSPCL Mr. KD Chaudhary on telephone to immediately issue detailed guidelines for the transfer of tubewell ownership in case of death on the priority to avoid undue harassment and inordinate delay caused due to the existing cumbersome process. He also asked the PSPCL to examine another demand to grant further extension of three months for the enhancement of the load sympathetically.

In response to other demands put forth by the delegation Mr.Badal assured them of full support and cooperation on behalf of the state government and said that their remaining demands would also be considered soon sympathetically.

Referring to the slow movement of paddy procurement in some parts of the state, the Chief Minister said that he was fully alive of their genuine problem of delay in the procurement of paddy due to recent rain and hailstorm for which he had personally taken up the matter with the Prime Minister Dr. Manmohan Singh and Union Agriculture Minister Mr. Sharad Pawar for seeking relaxation in the prescribed specifications of paddy procurement in terms of moisture content and discoloration. As a result of these efforts the Ministry of Food, GoI deputed a special team to visit the Punjab mandis to assess the damage caused to paddy due tot inclement weather. He also apprised the delegation that he had deputed Food & Civil Supplies Minister Mr. Adesh Partap Singh Kairon to vigorously pursue the case of paddy procurement with Centre and he was meeting today with Mr. Pawar to sought a permanent solution to safeguard the interests of our farming community. The Chief Minister reiterated the Punjab Government's commitment to continue to treat agriculture as a priority sector and safeguard the interests of the farming community in every possible manner. DIREC-2010 OPENS AS SUKHBIR PITCHES FOR INVESTMENT

Chandigarh, October 27; Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today said that Punjab was aiming to generate 1000 M.W power from agro –waste alone in next five years by ensuring that not a single straw of agro waste was burnt.

Inaugurating an International Conference on Biomethanation -Upscaling, Challenges and Opportunities as a part of Delhi International Renewable Energy Conference 2010(DIREC) organized by Ministry of New and Renewable Energy in collaboration with Swedish Embassy at Greater Noida today, Mr. Badal said that Punjab being the largest producer of grains in India is set to become the leading force in the field of biomass energy.

He said that Punjab produces 21 Million tons of rice straw annually in addition to other biomass and crop residues. He said that this massive quantity of rice straw was still to be utilized in an effective manner and could lead to generation of more than 1000 MW power generation. He said that Biomethanation technologies were more suitable for the state as in addition to power generation, these would produce bio-manure which can be utilized for a agro economy like ours. He said that with the commissioning of biomass plants the farmers were earning Rs. 3000-4000 per acre by selling agro residues.

Giving the details of renewable ventures in the state Mr. Badal said that PEDA which was the State Govt. nodal organization had implemented and facilitated the commissioning of total 318 MW capacity Renewable Energy projects comprising of 250 MW(24No.) of Biomass/Baggasse Cogeneration projects, 28 MW(3 No.) Biomass power projects, 37 MW of Mini Hydel projects, 2 MW(5 No.) Solar PV Power projects, 1MW Biomethanation based Cattle dung Waste to energy project at Heabowal Ludhiana (1 No.). This 1 MW Biomethanation plant set up in Sept, 2004 in the city of Ludhiana utilizes 235 tons of cattle manure to generate power and also 45 tons of organic manure. The Deputy Chief Minister said that more such projects of 132 MW capacity were under construction and slated for commissioning by December, 2010 out of which 100 MW was Cogeneration, 20 MW Biomass Power IPP’s, 11 MW Mini Hydro’s and Solar PV power projects. Mr. Badal said that by Dec, 2011, the total Renewable energy capacity would touch 700 MW .
Giving a call for improving national power grid system, Mr. Badal said that our grids were antiquated, fragile, and vulnerable to cascading failure. Power outages and defects in the current grid system cost the country more losses in terms of business and economic opportunities lost in a year, he said

Inviting international and national invertors to invest in renewable ventures in Punjab, Mr. Badal said that CERC tariff of Rs 17.91/KWh for the Solar Power projects to be implemented under the JNNSM programme and tariff for Bio-Energy Power Projects of Rs.5.05 per KWh was very attractive for new ventures .

Mr. Badal said that the State of Punjab, contributing 40% to the national crop and food basket, was rich in biomass and crop residues and was aggressively pursuing for conversion to clean and green power by installing Biomass and Biomethanation power plants all over the state.

73.87 LAKH TONNES PADDY PROCURED IN PUNJAB`

Chandigarh, October 12: Government agencies and private millers procured more than 7487384 tonnes of Paddy till last evening.

A spokesman of Punjab Govt. said here today that out of total procurement in all the procurement centers of Punjab, Government agencies procured 7336672 tonnes (98%) whereas private traders procured 150712 tonnes (2%) of paddy. Till October 26, PUNGRAIN had procured 2164452 tonnes (29.5%) whereas MARKFED procured 1533339 tonnes (20.9%), PUNSUP procured 1749377 tonnes (23.8%), PSWC procured 899736 tonnes (12.3%) whereas PAIC was able to procure 657967 tonnes (9 %) of paddy.
The Central Government agency FCI had been able to procure 331801 tonnes (4.5%).
The spokesman added that District Ferozepur with 815121 tonnes of procurement was leading in procurement operations whereas district Patiala with 720073 tonnes of procurement was at second slot and District Jalandhar 615444 tonnes of procurement ranked at third position.

The State Government has set up almost 1700 procurement centers and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON ANNOUNCED

The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the current Rabi Season through Canal water upto 2-11-2010. The channels of Sirhind Canal System would run on the priority basis from Patiala feeder, Abohar Branch, Sidhwan Branch, Bathinda Branch and Bist Doab Canal respectively.

Disclosing this here today a spokesman of the irrigation department said that Ghaggar link and its off taking channels i.e. Ghaggar Branch and Patiala Minor in Group 'B' being in the first preference will run to their indent. Balance water supplies available will be utilized in direct distributaries of Bhakra Main Line in group 'A' respectively.
The spokesman further said that Abohar Branch off-taking from Sirhind Feeder and distributries in Group "B" being in the First preference will run to their ident. Balance water supplies available would be utilised in direct distributaries of Group 'A'.

The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Lahore Branch with its distributaries being in the first Preference would run to their indent .Balance water supplies available would be utilized in Main Branch Lower, Kasur Branch Lower, Sabraon Branch, with their distributaries respect
