BADAL FELICITATES PEOPLE ON THE EVE OF  DIWALI  & BANDI CHHORH DIWAS

CHANDIGARH NOVEMBER 4:

Punjab Chief Minister Mr. Parkash Singh Badal today greeted all the Punjabis living across the globe on the auspicious occasion of Diwali- the festival of lights and prosperity and Bandi Chhor Diwas.

In a message on this occasion, Mr. Badal said that sparkling lights of Diwali also symbolized the peace and communal harmony amongst people.

"May this Diwali further strengthen our resolve to serve mankind with selfless commitment and a missionary zeal", said Mr. Badal.

The Chief Minister said, “this occasion has special relevance and significance for the mankind in general and Sikhs in particular”. On this day the Sixth Guru Sri Guru Hargobind Ji liberated 52 exiled Rajas (Kings) from the Gwalior fort. Because of this, the Sixth Guru is known as ‘Bandi Chhorh’-liberator of the enslaved, added the Chief Minister.

Mr. Badal further appealed the people to celebrate this festival with traditional fervour and gaiety rising above the petty considerations of caste, creed and colour thereby cementing the bonds of communal harmony, national integration and universal brotherhood.

PUNJAB RANKED 4th IN INDIA IN ACHIEVING TARGETS

UNDER TWENTY POINT PROGRAMME-DR UPINDERJIT KAUR

Chandigarh November 4: The Punjab State has been ranked 4th in the overall performance and the ranking among all the States in respect to successful implementation of twenty point programmes in the State. This was disclosed by Dr Upinderjit Kaur Finance, Planning and Programme Implementation Minister Punjab here toady.

She said that the performance of all the states was reviewed recently at New Delhi by the Statistics and Programme Implementation Ministry, Govt. of India on important points varying from 14 to 18 under the twenty point programmes and 16 parameters were taken into account for Punjab during this review.

The Minister further added that each item was given a score under the prescribed criteria and the States were ranked as per the achieved total scores. "The Punjab State has got overall 38 scores by 79 percent achievement and the performance of Punjab for 11 items ranked 'Very Good' getting 33 scores", she said.

Dr Upinderjit Kaur also said that the State had already achieved the yearly targets in some of the parameters like Integrated Child Development Schemes (ICDS) and Anganwadi programmes. She affirmed that with better economic planning, the State was making rapid strides on the development front. "The Gujarat State has been ranked on the top whereas Karnatka and Jharkhand achieved 2nd and 3rd positions in this ranking", she added.

The Finance Minister said that the Punjab would lay more emphasis on creation of better infrastructure and envisaging a faster pace of development in the next year. "The Government was committed to provide the best governance with people's participation, the quality of life, best healthcare and quality education through a rapid economic growth", she emphasised.

BADAL FELICITATES NIKKI RANDHAWA FOR CREATING HISTORY IN US

 CHANDIGARH November 4:

           Punjab Chief Minister Mr. Parkash Singh Badal today felicitated Mrs. Nikki Randhawa, the daughter of Punjab for creating history on foreign soil by winning the Governorship of South Carolina (US).

 In a congratulatory message, the Chief Minister complimented Nikki Randhawa of Punjabi origin and her family for achieving this rare feat and bringing laurels to the Punjabi community across the globe. Mr. Badal said that the huge margin with which Nikki had won this election clearly shows the acceptability of Punjabis all over the World. He further said that it was an established fact that Punjabis were progressive and enterprising by nature in every sphere, who always contributed immensely for the development of any country where they settled.

106.62 LAKH TONNES PADDY PROCURED IN PUNJAB

Chandigarh, November 01: Government agencies and private millers procured more than 10662964 tonnes of Paddy   till last evening.

                        A spokesman of Punjab Govt. said here today that out of total procurement in all the procurement centers of Punjab, Government agencies procured 10502800 tonnes (98.5%) whereas private traders procured 160164 tonnes (1.5%) of paddy. Till October 03, PUNGRAIN had procured 3229814 tonnes (30.8%) whereas MARKFED procured 2203490 tonnes (21.0%), PUNSUP procured 2468423 tonnes (23.5%), PSWC procured 1247257 tonnes (11.9%) whereas PAIC was able to procure 922962 tonnes (8.8 %) of paddy.

                        The Central Government agency FCI had been able to procure 430854 tonnes (4.1%). 

            The spokesman added that District Ludhiana with 1155637 tonnes of procurement was leading in procurement operations whereas district Patiala with 1054355 tonnes of procurement was at second slot and District Sangrur   990148 tonnes of procurement ranked at third position.    

The State Government has set up almost 1700 procurement centers and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

SUKHBIR FELICITATES PEOPLE ON THE EVE OF DIWALI

Chandigarh, November 4:

           Punjab Deputy Chief Minister Mr. Sukhbir Singh Badal today extended his warm felicitations to the people of Punjab on the eve of Diwali- the festival of lights.

          In his message, Mr. Badal said that Diwali, one of the most colorful and captivating festivals of India, is celebrated with great enthusiasm and gaiety by every section of the society. He said that Diwali marked the return of Lord Rama to Ayodhya after victory in the battle with Ravana and it symbolized the ultimate victory of virtue over vice and triumph of good over evil. Sikh Sangat celebrates Diwali to mark the safe return of the sixth Guru, Guru Hargobind Sahib along with 52 other kings from Mogul detention from Gwalior Fort in the year 1619.

          Mr. Badal said that people traditionally celebrate this festival by illuminating their homes to dispel darkness and to venerate the blessings of Goddess Lakshmi for peace and prosperity. The illumination of Golden Temple on Diwali every year makes it a rare spectacle.

          Joining the people of Punjab in the celebration of the festival, the Deputy Chief Minister hoped that it would herald a new era of peace, harmony and prosperity in the State

CABINET GIVES APPROVAL TO RESTORE FREE POWER ON TUBEWELLS

CHANDIGARH NOVEMBER 03:

            In a significant decision, the Punjab Cabinet today approved the proposal of Deputy Chief Minister Mr. Sukhbir Singh Badal to restore the facility of free power to the farmers for the agricultural tubewells across the state with immediate effect. 

            A decision to this effect was taken at a meeting of the Cabinet chaired by Punjab Chief Minister Mr. Parkash Singh Badal here in the Chief Minister's residence this evening.

                Disclosing this here today a spokesperson of the Punjab government said that the proposal was not a part of the agenda of the cabinet meeting and was brought up by the Deputy Chief Minister towards the end of the cabinet meeting.   The cabinet took this conscious decision in the larger interest of the farming community as they were now being paid productivity bonus in lieu of the free power for agriculture tubewells.  A majority of the farmers were facing great difficulty in getting the payment of productivity bonus from the Powercom as most of the tubewell connections were in the name of their ancestor viz. father or even grandfather.  Besides, the farmers were also put to lot of inconvenience for depositing their bills and even Powercom had to made extra efforts in the disbursement of productivity bonus to the farmers which was too a cumbersome process.  In view of these practical hardships, the cabinet decided to revert back to the old system of free power for agriculture tubewells.  With this decision, the government would now make the payment of subsidy to the Powercom directly to compensate it for providing free power to the farmers rather than getting the payment of electricity bills from them.  However, the farmers who had already made the payment of their electricity bills would not be deprived of their productivity bonus due to them. The cabinet also reiterated its commitment to pay state bonus on paddy during the drought year 2009 amounting to Rs.300 crore in two equalant installments.

            The Punjab cabinet also approved the implementation of Integrated Child Protection Scheme (ICPS) in the state for the overall development of children and the protection of their rights.   Under this Centrally Sponsored Integrated Child Protection Scheme, Juvenile Justice Board in all the districts would be constituted to undertake the matters related to the juvenile in conflict with law.  Besides, the Cabinet also gave approval for 1055 posts for state project support unit, state child protection society, state adoption resource agency, district child protection society, juvenile justice board and child welfare committee at a cost of Rs. 43.04 crore.

            The Cabinet also gave ex-post facto approval to levy entry tax on marble, ceramic tiles, cement, lubricants, D.G. sets, plywood, transformers, de-oiled cake and rice barn, wheat flour, vanaspati/refined oils, diesel and furnace oil with effect from February 1, 2010 and the respective notifications to this effect had already been issued by the Excise & Taxation department. 

            The Cabinet also approved to implement the recommendations of high powered committee regarding the appointments of honour and gratitude to the dependents of war heroes/disabled soldiers in various operations after 1.1.1999 in the state education department. 

            The Cabinet also approved the transfer of 60 Kanal and 1 marla land of village Khakat and Nandpur in Ludhiana district to Airport Authority of India for the upgradation of Civil Aerodrome Ludhiana. 

            The Cabinet also approved policy for purchase of land for compensatory afforestation on account of non-availability of degraded forest land in the state and procedure for purchase of land for compensatory afforestation by Punjab State Forest Development Corporation (PSFDC).  As per this policy the PSFDC would invite offers for the purchase of non-forest land in the state which was suitable for afforestation. 

            To provide medical facilities/treatment to ex-servicemen, the Cabinet has given approval to provide 1 Kanal 3½ marla land in village Bir Sarkar of Muktsar district on lease for 20 to 30 years at Rs.1200 per annum to Ministry of Defence for the setting up of Ex-servicemen Contributory Health Service (ECHS) polyclinic. 

            The Cabinet also gave approval for the restructuring of dental wing in the health and family welfare department with the revival of 96 posts of Medical Officer Dental in the existing pay scale of Rs.15600-39100 plus Rs.5400 grade pay.  The department would carryout recruitment process to fill 48 posts during the current financial year and remaining 48 in 2011-12 before September 2011. 

             The Cabinet also approved the creation of 427 posts of medial and paramedical staff in the department of Health & Family Welfare under a special programme to revamp the new allopathic medical institutions in the state. 

            The Cabinet also approved the draft of the Punjab (Institutions of other Buildings) Tax Bill, 2010 for its conversion into Ordinance.

            To promote sports in the state, the Cabinet also gave approval for the creation of ten posts of group-A in the grade of Rs.10300-34800+5000 grade pay to generate employment opportunities for Olympics, Asian and Commonwealth Games medalists. 

The cabinet also gave in principle approval to hike the prize money of the awards for the Commonwealth Games medalists from Rs.7 lac for gold, Rs.5 lac for silver and Rs.3 lac for bronze to Rs.16 lac, Rs.11 lac and Rs.6 lac respectively. 

With a view to provide relief to the loanees of PSIDC, PAIC & PFC, the Cabinet also approved the amendments in One Time Settlement (OTS) Policy, 2009 and to further extend it for 90 days from the date of the issuance of the notification.

            The Cabinet also gave nod to delete the section 19 of Punjab Panchayati Raj Act, 1994 meaning thereby the sarpanch once elected could not be removed by the panches. 

            The Cabinet also gave green signal to the enhancement of salary allowances and other facilities to the Speaker, Deputy Speaker and Leader of the Opposition in the Punjab Legislative Assembly.

            The Cabinet also gave approval to revive 214 different posts in the department of technical education & industrial training including two posts of deputy director/principal senior scale, 12 assistant director/principal junior scale, 44 group instructors, 29 senior assistants, 37 junior assistants/clerks and 90 workshop attendants and others. 

             The Cabinet also approved the operationalization of emergency response services in the state with deployment of 90 ambulances for five years to be renewed after one year and increase its number upto 240 or less depending upon the requirement after review in a phased manner.  Besides, the Cabinet also gave ex-post facto approval for signing of Memorandum of Understanding/ Agreement on October 30, 2010 with M/s Ziqita Healthcare Limited, Mumbai. 

            The Cabinet also approved the enhancement in facilitation fee on sale deeds of Rs.1000 on the value of documents upto Rs.10 lac, Rs.2000 from Rs.10 lac to Rs.30 lac and Rs.3000 on more than 30 lacs, besides, enhancement in facilitation fee on power of attorney from Rs.500 to Rs.2000 to fund the construction of workstations for patwaris, SDM & sub-tehsil complexes and three administrative complexes at SAS Nagar, Tarn Taran and Barnala. 

            The Cabinet also gave go ahead to transfer the ownership of provincial government lands/Nazool lands situated within the limits of Municipal Corporations of the State to the Punjab Municipal Infrastructure Development Company, which is fully owned by the Punjab government and constituted under section 25 of the companies Act.  The sale proceeds of such land would be utilized only for providing civic amenities like sewerage system, solid waste management system, water supply, street light, slum development etc. in the municipal towns. 

            The Cabinet also gave approval for the revision in the physical norms for planning/development tourism infrastructure under eco tourism policy. 

The Cabinet also approved the re-inclusion of nine villages namely Mianpur, Kasel, Kasel Hawelian, Harbanspura, Sarai Amant Khan, Manakpura, Dhand, Ganganagar and Bhuse of block Attari district Amritsar to block Gandiwind in Tarn Taran district.

CABINET URGES CENTRE FOR QUICK PUNISHMENT TO THE GUILTY OF 1984 MASSACRE

CHANDIGARH NOVEMBER 3:

            The Punjab Cabinet today called upon the Government of India to take immediate and effective steps to ensure that there was no further delay in the dispensation of justice to the bereaved families of gruesome anti Sikh massacre in November 1984.

            A resolution to this effect was moved by the Deputy Chief Minister Mr. Sukhbir Singh Badal in the Cabinet meeting chaired by Punjab Chief Minister Mr. Parkash Singh Badal here at the Chief Minister's residence this evening. 

The Cabinet expressed grave concern and disappointment that even 26 years after the most heinous crime against humanity, mass killers, their instigators and accomplices continued to roam freely and even enjoy privileged places in corridors of power.  The Cabinet also expressed solidarity with the members of the bereaved families.  The resolution prayed for peace to the departed souls and early justice for their families facing distress for more than two-and-a-half decades.

PUNJAB ALL SET TO BRING POWER REFORMS - BADAL

CHANDIGARH NOVEMBER 3:

            Punjab is swiftly marching ahead to attain its target of being a surplus Power Generation State by 2011-12.

            An assurance to this effect was given today by Punjab State Power Corporation Limited (PSPCL) to the Punjab Chief Minister Mr. Parkash Singh Badal during a high level review meeting chaired by Mr. Badal at his official residence.

            Taking part in the deliberations, Mr. Badal asked the officers of PSPCL to gear up its machinery in such a manner to meet the target within time frame.  It was informed by Chairman-cum-Managing Director, PSPCL Er. K.D. Chaudhary that present generation installed capacity through Thermal, Hydel and BBMB was 6634.25 MW out of which share of PSPCL was 5025.92 MW which would be enhanced by 800 MW in 2011-12, 1608 MW by 2012-13 and 1630 MW by 2013-14 through getting power from Punjab’s share in central projects, Mukerian Hydel stage 2, Talwandi Sabo Power Ltd, GVK and Nabha Power Ltd. power units.

            Referring to the present power generation scenario in the state Mr. Chaudhary said that Rs. 159.023 crore has been spent by the end of September out of Rs. 618.622 crore outlay on realistic basis for the power generation (Capital Projects) Shahpurkandi Hydro Electric Power (HEP), Mukerian HEP-II, GHTP State-II Lehra Mohabbat, Hydel & BBMB besides Repair and Maintenance cost of GNDTP, GGSS TP, GHTP.  The Punjab State Power Corporation has also prepared the annual plan for year 2011-12 on the same pattern with an outlay of Rs. 725.328 crore.

            On the Power Distribution Reforms Mr. Chaudhary apprised the Chief Minister that 19.0 lac meters in urban areas and 31.88 lac meters in the rural areas would be shifted to pillar boxes by the end of December 2010 and March 2011 respectively and it would save about 400 MW of power.

            To improve power distribution system and save Rs. 34 crore in terms of replacement of damaged transfers during paddy season, the PSPCL has planned a project to de-load distribution transformers which were 100% over loaded. Giving the details of the Rs. 28.44 crore project, Er. Chaudhary said that there were 4,13771 distribution transfers out of which 34,822 were over loaded by more than 100% load, he further informed that 5000 such over loaded distribution transfers had been de-loaded by September 30, 2010 and rest would be de-loaded by end of March 2011.

            Under the Bachat Lamp Yojna scheme to reduce power loss from .5% to .75% PSPCL would cover 48 lac domestic consumers and replace incandescent lamps with CFLs. PSPCL would provide 4 CFLs at subsidized rate of Rs. 15 per tube to each consumer by the end of year 2011. It would save 125 MW power of approximately Rs. 135 crore per year.

            Besides this, PSPCL was also working on the projects of de-loading of over loaded feeders and replacement of worn out conductors in urban areas.

            Prominent amongst those who were present in the meeting included Chief Secretary Mr. S.C. Agrawal, Principal Secretary Power and Irrigation Mr. Arun Goel, Principal Secretary Finance Mr. K.B.S. Sidhu, Addition Principal Secretary to Chief Minister Mr. Gaggandip Singh Brar and Secretary Expenditure Mr. V.K. Singh. Besides, Chairman-cum-Managing Director Punjab State Transmission Corporation Mr. Anurag Aggarwal, Director Distribution PSPCL Er. A.K. Verma, Director HR Er. H.K. Seth, Director Commercial Er. Surinder Pal, Director Finance Sh. A.K. Arora, Director Generation Er. G.S. Chabra and Director Administration Sh. G.S. Bachi were also present in the meeting.

PUNJAB GOVERNMENT REVISES ALLOWANCES OF VARIOUS CATEGORIES

 

Chandigarh, November 03:

To implement the 5th Pay Commission recommendations, the Punjab Government has revised the Scooter/Motor-Cycle allowance of Assistant Sub-Inspectors, Sub-Inspectors, Inspectors and Cycle allowance to the Head Constables and Constables posted in the Police Department & C.I.D. Punjab besides Drivers working in the various departments/offices except Secretariat Offices and other certain posts in various departments would get special allowance. All allowances revised from October 01, 2010. In this regard notifications has been issued.

Revealing this here today a spokesman of the Punjab Government said that Assistant Sub-Inspectors, Sub-Inspectors, Inspectors would be now entitled Scooter/Motor-Cycle allowance for Rs.180/- instead of Rs.90/- pm whereas Head Constables and Constables would be entitled Cycle allowance for Rs.40/- instead of Rs.20/- pm. He further said that revised Scoter/Motor Cycle allowance would be given to CID Punjab as per above mentioned categories.

The spokesman further said that special allowance admissible to drivers working in departments/offices other than secretariat offices now would get Rs.600/- instead of 300/- pm. He further mentioned that staff car drivers posted in projects where project allowance is admissible would not be granted this allowance.

The spokesman said that special allowance admissible to certain posts has also been revised. Head Teacher, Centre Head Teacher and Head Master Middle School of Education (Elementary) would get the special allowance Rs.200/-,Rs.300/- and Rs.400/- pm respectively whereas Science Master/Mistresses of Education (Schools) would get Rs.400/-. Nurse (working in special unit like major operation theatre ICU/CCU/Dialysis unit etc.) of Health & Family Welfare Department would get the special allowance Rs.240/- pm whereas Head Signallers and Canal Signallers of Irrigation & Power Department would get  special allowance Rs.400/- pm. Likewise Professor (holding the charge of the posts of Principal of Medical Colleges) of Research & Medical Education would get Rs.1200/- pm whereas District Kanungo & Inspector Registration of Revenue Department would get special allowance Rs.400/-, Rs.240/- pm respectively. Watch and Ward Staff of Social Security Women and Children Department would special allowance Rs.400/- pm, added the spokesman.

Chandigarh November 03: Mr. Sukhbir Singh Badal, President Shiromani Akali Dal today reiterated the resolve of the Party to continue its sustained struggle on every available forum till Sajjan , Tytler and all those responsible for massacre of thousands of innocent Sikhs are put behind the bars and exemplary punishment  was meted to them.

       Leading the Nation to offer "Ardas" (collective prayer) at Gurudwara Amb Sahib at Mohali today, Mr. Badal said that all members of Sikh community all over the world and all right thinking Punjabis and Indians were offering prayer today in the memory of those 7000 Sikhs, who were butchered on the roads of National Capital and other cities by the Congress goons led by Sajjan and Tytler 26 years ago. Mr. Badal said that they were offering Ardas, praying to God to give strength to them to sustain this struggle till every guilty was punished.  He said that Congress party was creating hurdles in judicial process because they fear that custodial interrogation of Sajjan and Tytler would reveal the 'real hand' behind this worst ever  genocide on this planet. Mr. Badal said that what to talk of punishing, Congress awarded Sajjan and Tytler with party posts, and other responsible positions so that they could terrorize the witnesses.

       The Akali Dal President said that Congress kept sitting on this issue till our Member Parliament Mrs. Harsimrat Kaur Badal shook the conscience of Nation by raising this issue in the Parliament on 25th Anniversary of massacre. He said that despite assurance of justice by Leader of the House in the Parliament, government refused to arrest Sajjan for 25 days despite High Court directions.

       Vowing to continue struggle on every available forum in the country and if need be at international forum, Mr. Badal said that it was commitment of Shiromani Akali Dal to ensure justice to families of 7000 victims.

       Earlier Mr. Badal arrived in Gurudwara Amb Sahib to participate in Ardas. He listened to Kirtan for 45 minutes. Gaini Parvinder Singh and Gaini Davinder Singh offered Ardas on this occasion. The Deputy Chief MInister was also presented robe of honor (Siropao) on this occasion.

Addressing a huge rally at Jorre Chatran, the Deputy Chief Minister lashed at Congress for denying justice to the families of 7000 innocent Sikhs butchered at the instance of congress party , Mr. Badal said that in the largest democracy not a single culprit has been punished for this mass murder. “ what to call of punishing Sonia is awarding Sajjan and Tytler with party tickets and posts, sprinkling salt on the wounds of Sikhs”. Mr. Badal said that no true Punjabi would ever vote for such congress party that was responsible for largest ever massacre on this earth.

Coming down heavily on leaders proposing abolition of subsidies MR. Badal said that SAD BJP was committed to continue all welfare programmes including Atta Dal Scheme , Shagun  and 200 unit power to SC families. He said that even congress led UPA was offering subsidies to the people and no body has any right to preach us on this issue.

WIPRO APPOINTED AS NEW SYSTEM INTEGRATOR FOR ETTSA

 

CHANDIGARH NOVEMBER 02:

          The Governing Council of Excise & Taxation Technical Services Agency (ETTSA), an undertaking of the Punjab government today appointed M/s Wipro Ltd. as System Integrator for the next 5 years at a cost of Rs.231.56 crore. 

          A decision to this effect was taken by Punjab Chief Minister Mr. Parkash Singh Badal in a meeting of the governing council of ETTSA under his chairmanship at Chief Minister's residence this morning. 

          Disclosing this here today a spokesperson of the Chief Minister's Office said that the time period envisaged in the Request for Proposal (RFP) for roll out of the new solution was 11 months after appointment of the new system integrator, which was likely to be completed by November 2011.  Till that time, the governing council also gave approval to extend the contact of the present system integrator i.e. M/s CMC Limited upto November 30, 2011 or till new system integrator was in place which ever was earlier, added the spokesperson.

BADAL APPROVES NEARLY RS.70 CRORE FOR WATER SUPPLY, SEWERAGE AND ROADS IN MOGA

CHANDIGARH NOVEMBER 02:

            Punjab Chief Minister Mr. Parkash Singh Badal today gave nod for the projects of sewerage, water supply and roads at a cost of Rs.69.97 crore in Moga city.    

            Presiding over a meeting with the senior officers of the departments of Local Govt., Water Supply & Sanitation and PWD (B&R) here at Chief Minster's residence this afternoon, Mr. Badal directed them to complete these works positively by November 30, 2011 and assured of adequate funds. 

            Meanwhile, the MD Punjab Water Supply & Sewerage Board apprised the Chief Minister that Rs.69.97 crore had been earmarked for water supply, sewerage and roads in Moga.  Giving the breakup he said that Rs.63.62 crore would be spent on sewerage, Rs.4.35 crore on water supply and Rs.2 crore on roads in Moga city.   

            Mr. Badal asked the deputy commissioner Moga to regularly monitor the progress of the on going development projects with the executive officer of the local municipal council to ensure its quality as well as timely completion.  The Chief Minister also assured the former Minister Mr. Tota Singh who was also present in the meeting that the entire funding of these projects has been tied up and the nodal departments of local government and water supply & sanitation for the implementation of these projects had been asked to get these works executed under their direct supervision as per the prescribed specifications to achieve the best quality of construction.

BADAL ANNOUNCES TO SET UP PAY ANOMALIES COMMITTEE WITH IN A WEEK

  CHANDIGARH NOVEMBER 02:

Punjab Chief Minister Mr. Parkash Singh Badal today announced to set up a pay anomalies committee under the chairmanship of the senior bureaucrat in the rank of Financial Commissioner within a week. 

An assurance to this effect was given by Mr. Badal to a delegation of Mulazam Wing of Shiromani Akali Dal led by its President and Chairman of the Punjab Mulazam Bhalai Board Mr. Surinder Singh Pehalwan in a meeting at Chief Minister's residence this morning. 

            Conceding the demands of the Mulazam Wing of SAD, Mr.Badal asked the Finance and Personnel Departments to jointly examine the demands pertaining to regularization of the adhoc and work charged employees with in the parameters of the laid down guidelines of the Supreme Court. He also asked his Principal Secretary Mr. DS Guru and the Principal Secretary School Education Mr. C Roul to finalize the modalities for the promotion of school teachers to headmasters to ensure these promotions to be effected positively by February 28, 2011.  He also asked the Chief Secretary to get the demand of 20 years service for the benefit of full retrial benefits to the employees examined on the pattern of GoI.

The Chief Minister also asked the Chief Secretary to look into the issue of special pay scale and revision of allowances to be given to the staff nurses of the Health Department as per the recommendations of the Fifth Punjab Commission and resolve this issue at the earliest.   Mr. Badal also assured the employees that their long pending issue of the Assured Career Progression (ACP) scheme of 4-9-14 would be resolved soon in the next cabinet meeting.

Mr. Badal reiterated that the state government was committed to safeguard the interests of its employees at all cost as they were the backbone of the state administration. He also said that the government was ready to resolve all pending employees' issues with an open mind and positive approach and asked the Chief Secretary to expedite the process for the payment of pay arrears to the employees as per the recommendations of the Punjab Fifth Pay Commission.

BADAL ASKS INDUSTRIALISTS TO MAKE CETPs FUNCTIONAL POSITIVELY BY NOVEMBER 2011

  CHANDIGARH NOVEMBER 02:

            Punjab Chief Minister Mr. Parkash Singh Badal today categorically asked the dyeing industry of textile and knitwear to make the Common Effluent Treatment Plants (CETPs) with total installed capacity of nearly 150 MLD at Tajpur road and Bahadur ke in Ludhiana functional positively by November 2011 as per the prescribed norms and guidelines of Punjab Pollution Control Board (PPCB) for an effective treatment of untreated effluents discharged from these industrial units. 

          A decision to this effect has taken by Mr. Badal while presiding over a high level meeting with the Chairman of the Central Pollution Control Board (CPCB) Dr.SP Gautam in the presence of the key-players of the Ludhiana based dyeing industry of textile and knitwear. 

Taking part in the deliberations, Dr.SP Gautam asked these industrialists to opt for a technology which was best suited for the treatment of the effluents in such a way that it could be utilized not only for the irrigation but also for drinking purposes.  

Dr.Gautam directed the State Board to ensure the efficacy and effectiveness of these CETPs by exercising their direct supervision from the initial stage of installation till its completion.   He also asked the Chief Minister to convene a special meeting of the agriculture department and the representatives of the PAU Ludhiana to ensure the requisite Sodium Absorption Ratio (SAR) for the crops in case of treated water was to be used for irrigation purposes in future.   He also asked the IL&FS the appointed consultants for the installation of these CETPs to revise its study thereby incorporating the recommendations of the agriculture experts. 

Mr. Badal asked the Director Industries to convene a meeting on November 10 to solicit the views of agriculture department and PAU experts to ensure the usage of treated water for irrigating crops in a result oriented and meaningful manner.  The Chief Minister thanked Dr. Gautam for personally taking pains in guiding the state to combat the menace of pollution from time to time.

Mr. Sukhbir Singh Badal Deputy Chief Minister Punjab today said that a SAD BJP Government believes in doubling the revenue to accelerate development rather than in stopping subsidies to decelerate the economy.

 Addressing a strong crowd of 20,000 people including 106 Sarpanches of all Panchayats , Zila Parishad  and SGPC member reflecting the total rejection of local ‘ deserter and traitor’ MLA after inaugurating Rs. 16 crore Railway over Bridge on Jalandhar-Jammu National Highway , Mr. Badal said that these leaders are speaking the language of Congress led UPA Government that does not want development in Punjab to continue . He expressed surprise that how we can stop subsidies including Atta Dal Scheme, Free power , Subsidized fertilizers, Shagun Scheme when Union Government itself was offering subsidized food to more than 75% population of the country.

Rejecting the phobia of debt trap be created by the vested interests, Mr. Badal said that with the debt of Rs. 64000 crore Punjab was much below at a comfortable 9th position with UP  2.21 Lac Crore, Maharashtra 2.05 Lac Crore , West Bengal 1.92 Lac Crore, Andhra Pradesh 1.26 Lac Crore , Gujrat 1.05 Lac Crore , Rajasthan 90000 crore , Tamilnadu 74000 crore , Karnataka 65000 crore debts.

Coming down strongly on the local MLA for backstabbing Mr. Parkash Singh Badal by going against the basic policy of the Party , the Deputy Chief Minister said that the Chief Minister gave that MLA love and affection more than given to me and he has ‘repaid ‘ that by acting as traitor of the party. He said that Chief Minister envisioned a development plan of 50 crore, including Rs. 32 crore for adjoining villages, to facilitate pilgrims coming to Holy Place Baba Bakala and assured that Punjab Chief Minister himself would oversee the development of this region and would not let this region feel as “orphaned”.

 Reiterating resolve to serve the people of Punjab for next 25 years, Mr. Badal said that electorate would bless and support SAD BJP Government for its development agenda. The Deputy Chief Minister said that he was fortunate to lead the Party at such a young age.

Resolving to decimate Congress in ensuing elections Mr. Badal thundered that “I have led the war against oppression and political vendetta of then Congress government for five years and led the party to form government with the blessings of S. Parkash Singh Badal. The party is focused on ensuring victory again in Feb, 2012 elections, proving the theories of anti incumbency wrong”. Mr. Badal said that elections in other states have proved that people these days vote for development and growth rather than on political notions as development leads to prosperity of all.  

Mr. Badal  said that this government was moving with the focused approach of development and 32 ROBs including Baba Bakala ROB having been completed at the cost of Rs. 700 crores in last three years. He said that  by  June 2011 major road projects  including  4-laning of Zirakpur – Patiala (NH-64) road ( Rs. 460 crore ), 4-laning of Patiala – Bathinda road (Rs. 1400 crore )  and 6-laning of Sher Shah Suri Marg (NH-1) from Panipat to Jalandhar (Rs. 2700 crore) would change the face of the State. He said that in one of unique project of its own kind this 6-Lane National Highway would have access control with Flyovers to be constructed in all cities falling along this road and underpasses to be constructed to cross the main roads. He said that 4-laning of Dhilwan to Amritsar Wagha Border ( Rs. 470 crore ), 4-laning of 102 km long Pathankot-Amritsar (NH-15) with an estimated cost of Rs.800 crore , 4-laning of 45 km long Kurali to Kiratpur Sahib (NH-21) road ( Rs. 309 crore ), 4-laning of 92 km long Ludhiana – Talwandi ( Rs.480 crore )  would make an important contribution in easing out the traffic on these routes.

Later speaking to media Mr. Badal said that Punjab was aiming to touch the figure of Rs. 13000 crore by April 2011 in VAT collection. He said that this debt burden of 64000 crore was mainly because of expenses incurred during president rule in maintain law and order and paying salary to the central forces. Mr. Badal blamed Union Government norms for slow lifting of paddy and said that he has sought appointment from Prime Minister and would seek revision of norms to expedite lifting. When asked about discontinuation of Amrtisar – Toronto Flight of Air India he said that this reflected the discriminatory attitude of Union Government towards Punjab. He questioned that why congress unit of Punjab was not presurrising their party in the centre not to stop this flight.

PUNJAB TO IMPLEMENT PENSION SCHEME FOR THE PRIVATE AIDED SCHOOL TEACHERS 

CHANDIGARH , NOVEMBER 1:

            The Punjab government would implement pension scheme for the Private Aided School Teachers w.e.f. 1st. April, 2011.

A in principle decision to this effect has been taken by Punjab Chief Minister Mr. Parkash Singh Badal in a meeting with an 11-member delegation of ‘Punjab State Aided School Teachers & Other Employees Union’ led by its President Mr. Gurcharan Singh Chahal here today at Chief Minister’s residence.

It was also decided in the meeting that the arrears to the retired teachers would be given in 5 installments over a period of 5 years and first installment would be paid on Ist. April, 2011.

Mr. Badal also directed the finance department to work out all the modalities in consultation with the representatives of the union to resolve this issue amicably and accordingly withdraw the case pending in the Supreme Court.

Taking part in the deliberations Finance Minister Dr. Upinderjit Kaur said that new pay scales would also be implemented for aided school teachers from April, 2011 and the respective arrears would also be cleared later on.

BADAL ASKS CENTRE TO AWAKE FROM SLUMBER

 ENSURE SPEEDY JUSTICE FOR 1984 RIOT VICTIMS

CHANDIGARH NOVEMBER 01:

          Punjab Chief Minister Mr. Parkash Singh Badal today called upon the Centre to immediately initiate bold steps to ensure quick dispensation of justice without any further delay to the victims of 1984 genocide of the Sikhs, terming it as, “a blot on the world’s largest democracy and mockery of the human rights even after 26 years of ruthless Sikh carnage".

          In a statement, Mr. Badal asked the Congress led UPA government to awake from the deep slumber to fulfill its moral as well as constitutional obligations to punish the guilty and perpetrators of the worst ever pre-meditated crime against the Sikhs allegedly encouraged and abetted by the then ruling Congress, who were still moving freely which had not only demoralized the entire Sikh community in general but the riots affected families in particular who had been left in lurch without even a ray of hope in the trail of over past 26 years to seek justice but of no avail.   Mr. Badal said, “Justice seems to be a distant dream for these hapless victims as the justice delayed was justice denied.”

          The Chief Minister ridiculed the Centre which had been apathetic and insensitive towards the victims of the Sikh carnage through out their long ordeal and had miserably failed to assuage their bruised feelings. The Chief Minister assailed the Centre for making tall claims and false promises for rehabilitation of such families; in reality it had done 'too less, too little' than what was actually required. 

          Making a dig at the Indian democratic system, Mr. Badal said that Constitution of India guaranteed justice to the people whereas victims of the genocide of the Sikhs had been eluded from the very justice, which did not auger well it's functioning. Mr. Badal said, “It is a high time to take stock of the entire situation to initiate remedial steps to mitigate the sufferings of the victims which had undergone a long tribulation of 26 years facing trauma and fear psychosis still now. He impressed upon the rulers of the Centre to take hard decisions with political will to ensure speedy justice to these beleaguered families to win over their confidence in the Indian system of judiciary as well as the democratic values.  Mr. Badal asked the Centre to act swiftly to reassure their faith who feels not only dejected but also ditched as justice seems to them as a mirage even after an endless wait of 26 long years.

INDONESIAN ENVOY CALLS ON BADAL

SHOWS KEEN INTEREST IN SETTING UP OF JOINT VENTURES IN AGRO-PROCESSING AND FARMING

CHANDIGARH NOVEMBER 01:

            A high powered delegation led by Indonesian Ambassador Lt. Gen. (Retd.) Andi M.Galib today called on Punjab Chief Minister Mr. Parkash Singh Badal here at Chief Minister's residence this morning and evinced keen interest in setting up joint ventures in agro-processing, agriculture besides power from non-conventional sources of energy. 

Taking part in the deliberations, Mr. Badal said that Punjab had a diversified agricultural economy as it was the major producer of food grains contributing more than 60% in the national food pool besides producing quality vegetables, fruits and flowers.  He hoped that our economy could be immensely benefited through Indonesian rich experience and expertise in the field of agro-processing and hi-tech farming.   The Chief Minister looked forward for forging an alliance with the major Indonesian industrial units to add value addition to agriculture produce to ensure better returns to our farmers.

              The Chief Minister assured the visiting Indonesian ambassador of full support and cooperation for setting up joint ventures in the state, as Punjab was fast emerging as an investment destination and our industrial policy has a special dispensation for mega and super mega projects. 

Apprising the Chief Minister about the bilateral ties between Indonesia and India, Mr. Galib said that the closeness of economic, trade and investment relations are indicate that bilateral trade rose from US$4 billion (2005) to USS $10,55 (2009) within span of four years after signing the strategic partnership and a lot of investments have come from India to Indonesia.  We need to diversify and grow our trade and it is a two-way process.  He said, "India is Indonesia's largest buyer of crude palm oil and an importer of its mining, petroleum and paper products.  India exports refined petroleum products, wheat, rice, sugar and steel to Indonesia".  The fact is Indonesia and India are neighbours and Indonesia is the biggest economy in the association of Southeast Asian Nations.   

The visiting Indonesian envoy appreciated the enterprising skills of the Punjabis who had made significant contribution to the economy of Indonesia and has made its present felt almost in every sphere especially in the film industry. He urged the Chief Minister to find out modalities in consultation with GoI to directly export wheat and rice to Indonesia from Punjab and also showed keen interest in the handicrafts, handloom besides gems and jewelry. 

Indonesian Ambassador was accompanied by First Secretary Leonard F.Hutabarat and Commercial Counselor Imbang Listiyadi of Embassy of the Republic of Indonesia.

Central Committee of Examination, Punjab is organizing the next departmental examination of certain categories of Officers/Officials from November 29 to December 03, 2010 at local Lajpat Rai Bhawan in two shifts i.e. from 9.00 A.M. to 12:00 noon and 2:00 to 5:00 P.M.

Disclosing this here today a spokesman of the Punjab Government said that these categories includes Assistant Commissioners/ Extra Assistant Commissioners, I.P.S officers, Civil Judges (Junior Division), Tehsildars/ Revenue Officials, Officers of Forest Department I.F.S., Officers of the Agriculture/ Soil Conservation Services/Horticulture Services, Animal Husbandry & Fisheries department, Wardens/Inspectors of Wild Life Preservation department, Officers/Officials of the department of Jails, Excise and Taxation department, Cooperation, Dairy Development, Block Development and Panchayat Officers, Lady Circle Supervisors of Rural Development and Panchayat Department and Officers of Labour & Employment Departments.

The spokesman further said that those IAS/IPS/PCS (Executive Branch), PCS (Judicial) and other officers who intend to appear in the said examination should send their applications to the Additional Secretary to Government Punjab, Department of Personal and Secretary, Central Committee of Examination (PCS Branch), Punjab Civil Secretariat, Chandigarh, through their Departments in the prescribed Performa by 12the November, 2010. 95.09 LAKH TONNES PADDY PROCURED IN PUNJAB

Chandigarh, November 01: Government agencies and private millers procured more than 9509739 tonnes of Paddy   till last evening.

                        A spokesman of Punjab Govt. said here today that out of total procurement in all the procurement centers of Punjab, Government agencies procured 8959856 tonnes (95.8%) whereas private traders procured 157646 tonnes (1.7%) of paddy. Till October 31, PUNGRAIN had procured 2834193 tonnes (30.3%) whereas MARKFED procured 1960817 tonnes (21.0%), PUNSUP procured 2219194 tonnes (23.7%), PSWC procured 1122388 tonnes (12.0%) whereas PAIC was able to procure 823264 tonnes (8.8 %) of paddy.

                        The Central Government agency FCI had been able to procure 392237 tonnes (4.2%). 

            The spokesman added that District Patiala with 957136 tonnes of procurement was leading in procurement operations whereas district Ludhiana with 946063 tonnes of procurement was at second slot and District Ferozepur   861961 tonnes of procurement ranked at third position.   

The State Government has set up almost 1700 procurement centers and activated its total machinery to ensure smooth procurement of paddy, the spokesman added.

Sukhbir SIngh Badal would meet Prime Minister Dr. Manmohan SIngh to relax paddy procurement norms

 Chandigarh October 30 - The Shiromani Akali Dal president and Punjab Deputy Chief Minister Mr. Sukhbir SIngh Badal said here today that he would meet Prime Minister Dr. Manmohan SIngh  "soon after the latter's return to the capital to press for an immediate and positive decision "to relax paddy procurement norms and specifications on damage, discoloration and moisture content in the produce.

            Mr. Badal would head a delegation of party MPs and seniors and would also impress upon the Prime Minister to put in a place a 'permanent and structured policy from the Center to deal with such emergencies in future too.' "Why is there such an ad hoc and knee-jerk response from the government of India to the farmers' problems every time there is an emergency? Can't we have a permanent, long term policy to deal with such emergencies? Is it not possible to factor problems like unseasonal rains, inclement weather, hailstorms or other natural calamities into our overall long term policy on food and agriculture? Why should the farmers have to beg or agitate for relief every time they face a natural calamity? Are they not a part of the Congress vision of "Aam Admi"? He asked, adding that "farm and defence sectors must be treated at par as both pertain to the issue of our survival." He said that in such a policy, there should be a provision for an automatic response, without waiting for fresh governmental instructions. The center he said, must put in place a permanent and in-built mechanism for damage-assessment." There should be no need for teams of experts to be ordered on ad hoc basis. There should be a permanent Experts Committee, comprising farmers and farm experts,  to report to the government about the state of the weather and its impact on crops every season without having to be asked to do so. The government must be under an obligation to respond to the Committee's assemen of the crisis

       Meanwhile, Mr. Sukhbir SIngh Badal, in a statement here this afternoon, urged the Government of India to expedite procurements operations in the state and "even accept the affected crop, pending a final decision in line with the government's declared policy of treating 'agriculture as "a key and critical sector." He said, "The issue must be treated as a "national economic crisis with serious long term ramifications for the people, both producers and consumers. We need to step away from a cold and heartless bureaucratic approach and address the problem as an extraordinarily critical human issue, requiring an extraordinary governmental response."

             The Deputy Chief Minister   has sought an appointment

with the Prime Minister's Office through the PMO, and " he was "hopeful that the Prime Minister would accord the highest priority to the issue and that he would listen to us immediately after his return from abroad. In fact, we want the PM to pass instructions straightaway "as Prime Ministers are always briefed on such emergencies even during their trips abroad, and Dr Singh must be fully aware of the acute problems being faced by the entire peasantry in Punjab."

          Mr. Badal would impress upon the Prime Minsiter the need to treat agriculture sector at par with the defence. That would be in keeping with the slogan of "Jai Jawan Jai Kisan," which the government

keeps swearing by. He is also of the   view that if the government

could go in for subsiding other sectors like civil aviation, even writing off debts of operating companies, there is no reason why it can not follow suit in the case of agriculture and food. "

 Mr. badal drew the attention of the Union Government to the "serious threat to law and order int estate in the wake of discontent among the farmers." "Both the Chief Minster Mr. Parkash Singh Badal and the state Chief Secretary Mr. S C aggarwal  have, in separate communications, conveyed their perceptions about the threat to law and order here in the wake of the center's slow and lackadaisical approach to the sensitive issue. We expect the center to treat these timely cautions with the requisite seriousness. The Food and Civil Supplies Minister Mr. Adesh Partap Singh Kairon has personally gone over to convey nthe concern of the state government over the issue. "

         He appealed to the the Prime Minister to issue necessary directions "tonight itself" to the concerned ministry in his government to expedite procurement operations.

   The Punjab Governor Mr. Shivraj V. Patil, while presiding over the 50th Annual Conference of National Academy of Medical Sciences (India), said that Nano-technology will play an important role in healthcare treatment as it can monitor heart function as cellular level to help physician in timely diagnosis and treatment of diseases. He said that technologies can immensely help the healthcare system and he made a point about the importance of innovations and the needs of synergy between the researchers and medical professionals to propose effective and affordable healthcare. He said that the heads of the medical institutions should have meeting with the directors of scientific and research institutions like CSIO, to get their latest know-how regarding the research so that it can be used in their medical professional to provide better and timely health services to the people.

   Mr. Patil also advocated the need for restructuring and integrating our healthcare network, for ensuring quality health services to poor and needy people. He said we have a vast healthcare infrastructure and we need to consolidate our programmes and support system to deliver effective and affordable medical care to our citizens. He said that the dream of the evaluation of a new India could be realized only if our people get timely treatment and medical assistance.

        Appreciating the objectives of the National Academy of Medical Sciences, promotion of knowledge of medical sciences in India and its practical application towards the problems of national welfare, Mr. Patil said that the need of the hour is to secure coordination between medical and other scientific academics, societies, associations institutions and government medical and scientific departments and services. He said that alongwith allopathy, other pathies like ayurveda, unani should also be considered to provide better health services. He said that every pathy has some specialization and we should make use of those specialization.

        Mr. Patil said that the stimulating thoughts emerging from fruitful discussions and deliberations during this conference would be proved useful for the participants to achieve excellence in their respective fields.

Giving awards of travel grants to senior scientists for their outstanding contribution would certainly help them to visit centres of excellence to improve their knowledge and skills.

        Mr. Patil said that such Annual Conferences will contribute to benefit the medical colleges of Punjab and also helps in promoting knowledge of medical sciences in India. The Government of India has recognized the national academy of medical sciences (India) as nodal agencies for contributing education for medical and allied health professionals and also helps in advising the Government of India in several matters of national health policy and planning.

        Mr. Patil said National Academy of Medical Sciences has made concerted efforts to improve the outreach of CME Programme by establishing tele-linkages between medical colleges so that more medical colleges can participate. Mr. Patil said that private medical collage should reserve seats for the poor students also.

   Mr. Patil also presented roles of honours and awards to meritorious doctors who excelled in various fields of medical sciences. He also presented medals to orators.

        Earlier, Mr Patil lighted the ceremonial lamp to mark the inauguration of 50th Annual Conference of NAMS. He also released a souvenir of the Academy.        The Principal of Government Medical College Patiala, Dr. Surinder Singh welcomed the Chief Guest and read the annual report.

Prominent among others who spoke on the occasion included Prof. J.S. Bajaj, President of the Academy, Prof. KK Talwar, Immediate Past President, Dr.Prema Ramachandran, Chairman, Organising Committee and Prof. Ajmer Singh.  OPERATIONALIZATION OF EMERGENCY RESPONSE SERVICES IN THE STATE OF PUNJAB.

Chandigarh, 30th Oct:

             The Department of Health & Family Welfare, Government of Punjab under National Rural Health Mission (NRHM) here today signed a MoU with Ziqitza Health Care Ltd, Mumbai for providing Emergency Response Services in the State of Punjab. MoU was signed by Sh Satish Chandra, Principal Secretary, Health on behalf of Health Department and Ms. Shweta Mangal, CEO of Ziqitza Health Care. Punjab’s Health & Family Welfare Minister, Prof Laxmi Kanta Chawla was present on the occasion. 

Giving detail in this regard, Prof Laxmi Kanta Chawla said that under the Emergency Response Services, 240 Ambulances will be positioned in the State in a phased manner. She said that earlier in the year 2008, department had initiated the process for finalization of the Emergency Response Service and on 1st Jan 2009, an agreement with the Emergency Medical Response Institute was signed. However, due to fallout of Satyam Group (key stakeholder in EMRI) in Jan 2009, the agreement was cancelled with the company. She said Ziqitza Healthcare Limited Mumbai has been now shortlisted after following the due procedure again. A total of 240 ambulances will be put across the roads of state. During Phase-I, 90 Basic Life Saving Ambulances will be positioned by March 2011. She added that services of these Ambulances will be provided 24 hours through Emergency Response Centre three digits Toll Free Number. These Ambulances will operate in urban and rural areas. These Ambulances will shift the trauma cases and other emergency in the designated earmarked health institutions. Ambulances will provide services in case of road side trauma, suicide, cardiac emergency, neonatal paediatric emergency, diabetic emergency, respiratory emergency, maternal emergency, epilepsy emergency, animal bite, burns, fever / infection etc.

 Sh Satish Chandra, Principal Secretary Health informed that these Emergency Ambulances will response and will reach the place in 20 minutes in Urban areas and in 30 minutes in Rural areas.  The Control Station would be set in Amritsar in vacant building of Training Institute. He said the Capital cost of 90 Ambulances is  Rs 11.20 crore i.e. for 90 Ambulances @ 12.45 lac per ambulance and the company has quoted the recurrent cost/ operational cost of 12.75 crore @ 1.18 lacs per Ambulance per month for 1st year for 90 Ambulances.  This cost includes staff salaries, Ambulance personnel costs, care personnel costs, fuel costs, repairs & maintenance, medical consumables, medicines, ambulance mobile phone expenses, uniforms, vehicles  insurance, Training, annual maintenance, support staff salaries, marketing expenses, traveling costs, administration expenses. 

Smt Raji P Srivastava, Managing Director, Punjab Health Systems Corporation,  Sh B. Purusartha, Mission Director, NRHM, Punjab, Dr J.P. Singh, Director Health, Dr Ashok Nayyar, Director Family Welfare, Punjab, Dr Rakesh Kumar, Director Ayurveda, and Sh Vipin Sharma, General Manager, PHSC were present during the signing of MoU.

           Earlier, the CEO of Ziqitza Health Care gave an elaborate presentation on the management of the company and other factors related to trauma management and relevance of golden hour (1st hour) of a trauma case. The company is already operating such service in states of Maharashtra, Kerala, Rajasthan, and Bihar.
