Illegal sale of drugs in Punjab

Chandigarh, 29 Dec

Prof Laxmi Kanta Chawla Health & Family Welfare Minister here today took a meeting of Officers of the Health Department wherein she directed that all efforts be made to check and curb the Illegal sale of habit forming drugs in the state. She assured people that Punjab Government is committed to curb the misuse of habit forming drugs. She added that drug control officials are active and owing to the concerted efforts of the department, habit forming drugs worth Rs 2.50 Crores have been seized during the year 2010. In month of December alone, drugs valuing Rs 36 Lakh have been confiscated. Health Minister made an appeal to the people to put in their active contribution in the drive against illegal sale of habit forming drugs by informing the district health authorities about sale of illegal habit-forming-drugs in their area. Prof Chawla further informed that such information can also be given directly on the telephone no of the officers of the Head Office at 9872665192, 9815827687 and 9815872275. The identity of any person giving such information will not be revealed.

GOVERNMENT MEDICAL INSTITUTES BARRED FROM REFERRING PATIENTS TO PRIVATE LABS

Chandigarh December 29
Mr. Tikshan Sud, Medical Education & Research Minister Punjab today issued strict instructions barring medical institutes and government colleges from referring patients to private labs and diagnostic centers.

In a meeting held here today, Mr. Sud took exception to the reports of certain medical colleges referring patients to 'favorite labs and diagnostic centers' who were fleecing. Mr. Sud said that all medical tests and other investigations of the patients have to be done by the laboratories of the government medical institutes and any doctor found referring patients to private labs would have to face the music. He also said that if any of the patients is referred outside then the principal himself would be liable to serious departmental action even the suspension could be ordered. He further revealed that these instructions be prominently displayed at various points of indoor and outdoor for the knowledge of the patient.
Mr. Sud has directed the officers concerned to immediately take stock of the obsolete machinery lying in the hospitals and medical institutes and get the faulty machinery replaced at the earliest.
Adding further he said that MRI units, Mammography and other latest equipment would be installed in all the medical colleges of the state by 2011.

While addressing the principals of the medical colleges Ms. Anjali Bhawra, Secretary Medical Education asked them to give utilization information of diagnostic units by the 7th of each month to the head office. She has also asked them to ensure their presence in the colleges/institutes in the larger public interest. She also said that biometric system would be introduced in all the government medical institutes in the state, by the next year.

CM condoles the sad demise of his peon bhag singh

CHANDIGARH DECEMBER 23:
Punjab Chief Minister Mr. Parkash Singh Badal today expressed profound grief and sorrow over the sad demise of Mr.Bhag Singh, Peon posted at the Chief Minster's Residence, who died in a fatal road accident last week. He was 54 and is survived by his wife and a daughter.
The Chief Minister prayed to the Almighty to give strength and courage to the members of the bereaved family to bear this irreparable loss and grant peace to the departed soul.
Meanwhile, the personal staff of the Chief Minster also deeply mourned the passing away of Mr. Bhag Singh.
According to the family sources, Bhog and Antim Ardas would be held at Gurdwara Nanak Darbar Sahib, Mullanpur Garibdass in district Mohali at 1.00 pm on December 29, 2010 (Wednesday).

PUNJAB CM WRITES TO ALAGIRI TO ENSURE INTERRUPTED SUPPLY OF 3 LAC MT OF UREA

Also asks Department of Fertilizers to Allot Balance Quantities from Manufactures/Ports away from Rajasthan

CHANDIGARH DECEMBER 28:
Punjab Chief Minister Mr. Parkash Singh Badal today urged the Union Minister for Chemicals & Fertilizers Mr. MK Alagiri to immediately direct the department of Fertilizers, GoI to allocate the balance quantities from manufacturers/ports away from Rajasthan in wake of disrupted rail movement there due to ongoing agitation. He also impressed upon Mr. Alagiri to plan the supply of Urea in such a manner to ensure uninterrupted supply of 3 lac MT of Urea during January to the state in the interest of the national food security.

In a letter to Mr. Alagiri, the Chief Minster pointed out that Wheat was a major Rabi crop in Punjab and was sown over an area of approximately 3.5 million hectares. The total requirement of urea for sowing of Rabi crop was approximately 12.50 lac MT. Mr. Badal also mentioned since urea was an essential input for ensuring optimum production of wheat and its second dose was being applied now along with the 1st irrigation to the crop.

Mr. Badal further stated since the application of second dose of urea was limited to a small period i.e from mid December to third week of January, it was therefore, necessary to ensure the availability of urea in different parts of the State during this period to avoid any shortage and panic buying by the farmers.
Showing deep concern being felt in the State about the likely shortfall of this crucial input during the current Rabi season, Mr. Badal said that our State agencies i.e. Markfed and Punjab Agro were in touch with major suppliers/manufacturers, however, the supplies were not being received as per supply plans due to the agitation affecting the rail movement in Rajasthan. A major part of the imported urea to the state was being supplied from Mundra and Kandla' ports but the railways were reluctant to spare racks for movement to the stations on the route likely to be affected by the agitation in Rajasthan.

PUNJAB TO LAUNCH CAMPAIGN TO RESOLVE ALL CONTESTED CASES OF MUTATIONS

BKU (RAJEWAL) GROUP CALLS ON PUNJAB CM

CHANDIGARH DECEMBER 28:

The Punjab Government would soon launch a special campaign to resolve all the pending contested cases of mutations in different revenue courts of the state.

A decision to this effect was taken by the Punjab Chief Minister Mr. Parkash Singh Badal in a meeting with a 5-member delegation of the Bhartiya Kisan Union (BKU) led by its President Mr. Balbir Singh Rajewal here at Chief Minister's residence this morning.

Emphasizing the need to initiate a statewide vigorous campaign to streamline all the revenue record, the Chief Minister directed the Revenue Department to chalk out an action plan for regular and compulsory updating of land record to resolve mutation cases in future to avoid undue harassment and inconvenience to the general public on one hand and cutting short the procedural delays on the other.
Referring to the issue of encroachment of abundant canal land raised by BKU leader, Mr. Badal asked the Irrigation department to strictly monitor such cases otherwise SDOs of particular area would be held responsible. He further ordered the proper cleaning of distributaries and minors to be undertaken on the top priority to ensure sufficient supply of canal irrigation water at the tail ends especially in the far-flung areas.
The Chief Minister also assured the delegation that their all other demands related to power sector would also be taken care of. Mr. Rajewal thanked the Chief Minister for redressing their grievances promptly.
Later in another meeting with a deputation of unemployed Linemen Union, Mr. Badal directed MD & Chairman of Punjab State Power Corporation Ltd. Mr. KD Chaudhary to expedite the recruitment of Linemen as per the norms.

CM WRITES JUSTICE MUKUL MUDGAL TO CONSIDER SUB DIVISIONAL BAR ASSOCIATIONS' DEMAND SYMPATHETICALLY NOT TO INCLUDE SUB DIVISIONAL FAMILY COURTS IN DISTRICT TOWNS

CHANDIGARH DECEMBER 28:
Acting swiftly on the representation from the Presidents of Sub-Divisional Bar Associations of Punjab requesting that the areas of Sub-Divisions not to be included in the Family Courts being established in the District towns, the Punjab Chief Minister Mr. Parkash Singh Badal urged the Chief Justice of Punjab & Haryana High Court Justice Mukul Mudgal to consider their long pending demand sympathetically.

In a letter to the Justice Mukul Mudgal, Chief Minister mentioned that at present some cases under the Hindu Marriage Act were being dealt by the Civil Judges at Sub Divisional level. In case this work was transferred to the proposed family courts at district level, it would cause undue hardship to the litigants including women and children, who would have to travel long distance to seek relief in such matters.

Sud seeks resignation of Manmohan for its failure to protect interests of Hindus

Punjab Chief Minister Mr. Parkash Singh Badal today ridiculed the UPA led Congress at Centre for rampant and unprecedented corruption besides complete failure in controlling the spiraling prices thereby shattering the faith and confidence of the people especially the common man (Aam Admi) as it had utterly failed at every front in deliverance of clean and transparent governance.
Paying rich tributes to the younger Sahibzadas Baba Zorawar Singh and Baba Fateh Singh of Tenth Master of Sikhs Sri Guru Gobind Singh ji and Mata Gujri ji during a state level Shaheedi Samagam on the historic occasion of 306th martyrdom day here, Mr. Badal said that Congress and corruption were the real brothers or we could say that these were the two sides of the same coin. He said; "Congress is even worst than termite which had eaten up the entire democratic system of administration through illegal and unlawful practices thereby paralyzing the governance at all levels". Citing the examples of infamous alleged scam of Rs.1.75 lac crore 2G spectrum, Common Wealth Games scandal worth Rs.8000 crore and the Adarsh Housing scam, Mr. Badal said that scam after scam in the Congress led UPA government had exposed its real face as its allies had also accusing it for the rampant corruption. The Chief Minister also hinted for a mid term poll at Centre as the Congress was gradually losing the faith of its alliance partners.

Mr. Badal further said that the Sikhs would not tolerate any sort of high handedness in their religious affairs by the Congress as its leadership had always instigating the Sikh community to divide them to take over the control of SGPC. He even unequivocal terms said the Congress party would never succeed in its nefarious designs to capture the SGPC. Mr. Badal said; "It is not only astonishing but also ironical that Congress which claimed to be a secular party was deliberately encroaching upon the jurisdiction of Sikh religious matters by indirectly lending support to Sarna & Co. in the SGPC elections”.

Mr. Badal squarely blamed the Congress Party for shielding the culprits responsible for the 1984 anti Sikh riots and dared the Congress leadership to be sincere and honest to bring the guilty to the book immediately, who perpetrated the heinous crime against the Sikhs to assuage the tormented psyche of the victims of the genocide. He said the Congress party had always betrayed the Sikhs whenever it got a chance to win over them for instance; it was the Congress which attacked Sri Harmandir Sahib, Amritsar in 1984 and by not giving the Chandigarh and not including Punjabi speaking areas in Punjab. He said, "None could suppress the indomitable spirit of the Sikhs as this community had been blessed with unique quality of valour and courage by our great Gurus and is a part of our precious legacy".
Lashing at the Congress for instigating people for disturbing peace in the state and its indulgence in divisive politics, Mr. Badal said that the people had already realized that Congress's policy of 'divide and rule' which it has adopted not only in Centre but in the states too to pursue its political agenda. He blamed the Congress for its apathetic and step motherly attitude towards Punjab, the Chief Minister said that it had always betrayed Punjab on every front, be it agriculture, industry and even on the infrastructure development. He said that Central policies were inimical for the interests of Punjab which resulted in the lop sided development of the state's thereby widening the gap between have and have not's.

Taking a swipe at the former Chief Minister and President PPCC Capt. Amarinder Singh, Mr. Badal said that he was issuing baseless statements in the media just to show his existence after hibernation of more than four years. He said that Capt. Singh could not befool the people any more because they could well judge between the SAD-BJP alliance that pursued unstinted overall development as compared to Capt.'s own regime of five years which was bereft of any significant achievement worth mention. Mr. Badal said that his government had initiated many power projects with generation capacity of 10000 MW, four universities, 17 new colleges, 8 polytechnics, 15 new model schools besides record recruitment of 45000 school teachers. He also mentioned that huge plans worth Rs.250 crore for up-gradation of medical & health services, Rs.400 crore medical education & research and Rs.1000 crore on strengthening of road network was under execution. Coming down heavily on the Congress Government which pushed the state into deep debt of Rs.50000 crore due to its wrong economic and financial policies, Mr.Badal said that our government had made concerted efforts to revive the state's derailed economy through its prudent fiscal management.

Earlier, the Chief Minister paid obeisance at the sanctum sanctorum of Gurdwara Sri Fatehgarh Sahib where he was presented a Siropa by the Head Granthi Giani Harpal Singh.
In his address, Local Government & Industries Minister Mr. Manoranjan Kalia said that historic day and said that Sikh Panth was replete with the saga of supreme sacrifices and always remained on the forefront in safeguarding the rights of the people before and after the independence. He said that SAD-BJP government was a true votary of the common man and always committed for their welfare and prosperity besides safeguarding their rights.
Speaking on the occasion SGPC president Jathedar Avtar Singh paid tributes to the Sahibzadas and Mata Gujri ji. He said the real tribute to the younger Sahibzadas would be to shun the evil of drug-addiction as our youth had become a slave of drug-abuse. He urged the Sikh sangat not to be misled by false propaganda of the Congress party focused on the elections of SGPC and be united to give a befitting reply to the anti-panthic elements.

PUNJAB CEC INAUGURATES THREE-DAY PHOTO EXHIBITION CHANDIGARH,


DECEMBER 27: Chief Election Commissioner of India Dr. S.Y. Qureshi today inaugurated a three-day photo exhibition on "elections" at the Government Museum and Art Gallery. Dr. Qureshi lighted the ceremonial lamp and cut the ribbon, after which he went around the exhibition. Addressing the gathering, he said that the Election Commission of India is making all efforts to include names of all citizens in the voters’ list. Along with preparing 100 per cent voters’ list with photo, efforts are also on for preparation and distribution of election photo identity cards to all voters. He appeared quite impressed and recorded his comments in the Visitor's Book. Dr. S.Y. Qureshi was accompanied by Ms Kusumjit Sidhu, IAS, and Chief Electoral Officer Punjab, Smt. Sumita Mishra, IAS Chief Electoral Officer, Haryana and other senior bureaucrats of the Haryana, Punjab and Chandigarh.

Speaking on the occasion, Ms Kusumjit Sidhu said the exhibition is unique because it provides a quick glimpse of the general election process. The exhibition focuses on the enormity of the general election exercise and the logistical achievements of holding elections in a vast and diverse country like India. It also shows the deprived sections, the disabled and the very old lining up to cast their vote.

The exhibition also has a section focusing on the electoral process in Punjab. It uses old newspaper cuttings to highlight the various Lok Sabha elections held in the state. The exhibition also has photographs of various political leaders casting their votes. We have received about 70,000 applications of 18 years olds ready to cast their votes for the first time, added Ms. Sidhu. The exhibition which was aimed at Greater Participation for a stronger Democracy , would not only make people aware of their democratic rights but would also encourage them to participate, in an effective manner, in the electoral process, said Ms. Sidhu.

SECRETARY PPSC CLARIFIES ON RESULT OF PCS EXAMS

He clarified that any data / information disseminated by any website other than PPSC authorized website is not authentic and should not be believed.

Khangura asks transport minister to reveal names

Qila Raipur MLA Jassi Khangura today asked the Transport Minister Master Mohan Lal to reveal the names of the powerful and influential people who had manipulated the transport business in the state and had walked away with the plum profit making routes.

Reacting to the statement of the minister that the transport business had been manipulated by a few powerful people in the state, Khangura welcomed his frank admissions and urged the minister to go a step further and reveal the names of those who have been manipulating the business.
The Qila Raipur MLA agreed with the Minister that the transport business was being held as a monopoly by a select few powerful people of the state that had led to huge losses to the Punjab Road Transport Corporation.

Khangura told the minister, “I am sure, like me and everybody else in Punjab you know it too well as who has manipulated and monopolized the transport business in the state it would be better if you bring everything on record”.

Reiterating his demand that transport sector should be liberalized and the system of route permits should be done away with, Khangura said, this will help in improving the services besides ending corruption in the transport department as also ending the privileged monopoly of a few.
However, the Qila Raipur MLA expressed full sympathies with the minister, saying, given the clout of the powerful people he (the minister) is referring to, it is practically impossible at this state to cleanse the system. “The least he could do is to tell people who among the powerful people owns how many buses in the state, just for the record as otherwise everybody knows everything about the issue”, he remarked.
