GOVERNANCE REFORMS- WORKSHOP ON COMPUTERIZATION

OF ISSUANCE OF DRIVING LICENCES AND REGISTRATION CERTIFICATES

 Chandigarh March 19

                        For implementation of the governance reforms in the  Transport Department, Workshop on Computerization of Issuance of Driving Licences and Registration Certificates was organized by the National Informatics Centre (NIC) at the Mahatma Gandhi Institute of Public Administration, Punjab (MGSIPAP), Chandigarh. Fifteen officials of the Transport Department  from the field were given training.

                        The Transport Department has fixed July 1, 2010 as the date of implementation on-line issuance of Registration Certificates, making Punjab first State in the country  to go on line. Equipment worth over Rs.2.20 crores has already been delivered in the offices of the District Transport Officers.

                        Participants from 20 District Transport Offices of Punjab in two batches are participating in the Workshop. The participants are being given training for operating the VAHAN software, which is for Registration and maintenance of  record of vehicles, and also for SARATHI software, which is for maintenance of records of Driving License holders.

            Inaugurating the Workshop, Mr. D.S.Jaspal, Principal Secretary, Department of Transport, Government of Punjab emphasized the use of the software in preparing National Register and State Register. He further said that Issuance of Driving License and Maintenance of record of Vehicles constitute 70% of work of DTO Offices.

            Computerization of these two areas will bring transparency in working, increase work efficiency and easy maintenance of National Register and State Register, Sh. Navneet Kukreja, Sr. TD & SIO, NIC Punjab and Sh. Sarbjeet Singh, Technical Director & Project Leader were also present in the Workshop.

Major General U.S Sidhu Chairman-cum-Managing Director, Punjab Ex-Servicemen 

Chandigarh, 19 March:

          Major General U.S Sidhu Chairman-cum-Managing Director, Punjab Ex-Servicemen Corporation (PESCO) told that PESCO is going ahead in implementation of budget speech announcements made by the Finance Minister Punjab in the field of NDA/IMA preparatory training to the Punjab youth and the dependents of ex-servicemen in particular PESCO. It approved the setting up of NDA/IMA training institute at Mohali & Bathinda. It also decided to run SSB interview courses and earmarked initially a sum of Rs. 10 lac for the said training. The PESCO also approved the novel tractor loan scheme for the Ex-servicemen on subsidized rate of interest of 4% and earmarked a sum of Rs. 1 Crore for this purpose.

          He further said that PESCO, a largest security agency in northern India, providing re-employment to 5500 Ex-servicemen in security services has trained 1061 youths & Ex-servicemen of the Punjab State in security & vocational training institutes being run at Mohali, Gurdaspur, Bathinda, Borewal & kaljharani recognized by DGR, Employment Generation  Controlling authority under the Private Security Agencies ( Regulations) Act 2005, Punjab.

Dhindsa, Gujral, Khanna, Gill and Ashwani Kumar elected as members of Rajya Sabha

Chandigarh March 19:-

          After the scrutiny of nomination papers for the five seats of Rajya Sabha from Punjab, Mr. Sukhdev Singh Dhindsa & Mr. Naresh Gujral both SAD, Mr. Avinash Rai Khanna BJP and Mr. Manohar Singh Gill & Mr. Ashwani Kumar of Indian National Congress had been elected.

          Disclosing this here today Ms. Kusumjit Sidhu Chief Electoral Officer Punjab  said that these vacancies had fallen vacant on April 9, 2010 on the expiration of their term of office. Returning Officer Mr. Ved Parkash for Biennial-Election to the Rajya Sabha elections from Punjab by the elected Members of the Punjab Legislative Assembly today declared them elected for Rajya Sabha seats and gave them certificates to this effect.

          Later Speaker Punjab Vidhan Sabha Mr. Nirmal Singh Kahlon congratulated the newly elected members of Rajya Sabha.

 Grant of Rs. 2.28 lac under the National Service Scheme (NSS).

Chandigarh March 19:    

The Punjab Government today released a grant of Rs. 2.28 lac under the National Service Scheme (NSS). This grant was approved at a high level meeting presided by the Chairman of Youth Development Board Mr. Gurpreet Singh Raju Khanna of the Punjab State Youth Development Board.

          Mr. Khanna further said that the Punjab Government was committed for the welfare of the youth and various schemes were being run to meet this objective. An International Kabbadi Tournament was being organized for the promotion of the sports amongst youth.

 The Thirteenth Conference of CITU notes with grave concern the heinous attacks on the Left forces in West Bengal, after the announcement of the results of the elections to the 15th Lok Sabha. Hundreds of cadres and sympathizers of Left parties have been killed during this period by the Maoists-Trinamool Congress goons who are specifically targeting the CPI (M) and CITU for their attacks: the number is increasing with every passing day. It is told by Com. M. K. Pandhe President and Mohammed Amin General Secretary of CITU during a press conferences here at Bhakha Bhawan Chandigarh. Com.

Mohammad Hamze from Iran, Com. Charalambos Eraclides from Cyprus, Rosane Bertotti from Brazil, Leopoldo Tartaglia Can from Italy, Dr. Joginder Singh Puar Chairman Reception Committee, Com. Charan Singh Virdi Vice-Chairman, Com. Vijay Mishra President and Com. Raghunath Singh General Secretary Reception Committee were also present there.

          They said that hundreds of union offices have been burnt and looted. Thousands of activists of the Left parties and trade unions are forced to leave their homes and take shelter in relief camps. The Maoists gangs are unleashing terror on the villagers and tribals trough murder, arson, forcible fines and extortion without even sparing innocent men, women and children. Such attacks are a threat to democracy itself in our country.

          They said that these dastardly attacks are part of a well planned conspiracy to throttle opposition to the attempts of the ruling class to engineer a rightward shift in the country's economic policies and turn it into a junior partner of US imperialism. The Left, particularly the CPI (M) is targeted because it is the loudest voice against sacrificing the interests of the country at the alter of US imperialism; and because a strong left is an obstacle to full-fledged implementation on neoliberal reform.

          They said that the attacks on the Left tantamount to attacks on the working class. Along with the physical attacks, a serious ideological attack is also being launched by the ruling classes and a section of the media, on the Left. The Left in West Bengal is being specifically targeted because it is the strongest bastion of the working class movement and the Left forces. It is being attacked under the illusion that the working class resistance to the policies of globalization, liberalization and privatization, to the attacks on its hard won rights, can be decimated by weakening the Left in the country.

          They said that the working class of West Bengal under the leadership of CITU is courageously resisting all these attacks. But, this is not a battle to be fought by the West Bengal comrades alone. The working class all over the country must stand as solid rock to defend the working class movement in the country.

          They said that the Conference of CITU calls upon the working class all over the country to participate en masse in the solidarity actions being organized by the CITU and the fraternal organizations this Maoist Trinamool attacks.

They also told about the resolution passed by the 13th Conference of CITU which notes with shock and anguish that the CITU flags and banners displayed in the city throughout the road from Chandigarh Railway Station upto the Conference venue to welcome the delegates of the conference from each and every states of the country has been removed totally in the night on 17th March 2010 at the instruction of the Chandigarh Government and other agencies.

          The conference views this uncivilized and undemocratic act of the Government machinery as an act of political vendata against the working class. Further it is also an act of insult of sthe 2,500 delegates and the International delegates from around 20 countries who are participating in the conference.

          The conference strongly condemns this uncivilized and authoritarian act and demands of the authorities an enquiry into the matter and bring the culprits to book.

PUNJAB TO MEET 50% NATIONAL DEMAND

OF TRAINED PRIVATE SECURITY GUARDS - SUKHBIR

SPECIAL SCHEME LAUNCHED TO TRAIN GUARDS FROM BPL FAMILIES

·       One Lakh Youth to be employed every year

 Ladda Kothi (Sangrur) , March 18:

The Punjab police, that has emerged as the most sought after security guard training institution is all set to meet the 50% National demand of trained security guards in next two years. The Punjab would be the first state to launch a special security guard training programme for youth of the BPL ( Below Poverty Line ) family to train 5000 BPL youth every year.

          Speaking at the passing out parade function of First batch of 400 security guards trained here, the Deputy Chief Minister Mr. Sukhbir Singh Badal said that Punjab Police has also chalked out an ambitious programme to train youth having fluency in English speaking in security training to make them employable in western countries as security guards.  He said that most of the over 20000 youth trained by Jahan Khelan ( Hoshiarpur) , the brighter one's have got placements in Dubai and other foreign countries too.

          Mr. Badal said that presently 5.5 million people were working as security guards in the country with 25% growth per annum witnessed by this sector. Keeping this in view, the Punjab Government was starting short term courses for the youth and would offer a pool of talented and well trained youth to the security agencies, through out, the country.

Mr. Badal said that to meet the increasing demand of trained security guards in the private sector especially after emerging security scenario of 26/11, the Punjab Police was opening two more private security training centers at Budhlada ( Mansa ) and  Kalanaur ( Gurdaspur ) respectively. Mr. Badal said that first batch of girl security guards had already passed out and got placements in multiplexes and shopping Mall Chains. He said that these courses were the best job oriented two months course guaranteeing 100% job security to the youth. 

          Mr. Badal informed that as per suggestions of CAPSI (Central association of Private Security Industry), the Punjab Government has introduced certain changes in training programme and coming out with new courses for middle management level security supervisor. Mr. Badal informed them that in view of their suggestions, PSTI was introducing new 6 months Diploma Course for employment as Security Supervisors has also started.

           Stressing on increasing employability of youth trained by PSTI,        Mr. Badal said that the state PSUs have been issued directive to give them preference in hiring private security guards trained by Institute. 

          Mr. Badal appreciated the training schedule of PSTI was prepared in consultation with CAPSI  that consisted of Access control/frisking, Anti sabotage checking, Cordoning and sealing, Evacuation, Surveillance, Chasing, overpowering and immobilization of mobster/suspect, Identification of I.E.Ds. and explosive/narcotic material, Body search, premises search and area search, Defensive driving, Working of anti sabotage checking gadgetry, Role of sniffer dogs in security operations, First aid, Type and techniques of patrolling, Handling a mob-attack, Handling and operation of Wireless, Musketry handling and firing of personal weapon.

Mr. Badal also interacted with the company chiefs of various security agencies that had come for the placement of 400 trained security guards completing course today. He said that it was matter of great satisfaction that all these trained guards have got placement from more than 4 companies. The companies that have picked up security guards today in the passing out parade included; Group-4 Security Services(India) Pvt.Ltd. New Delhi, Terra Force Security Services Pvt. Ltd., Gurgaon, Checkmate Industrial Services Pvt.Ltd. Pune, Pyrex Integrated Security Solutions Pvt. PUNJAB STATE INFORMATION COMMISSION

NOTIFIES REGULATIONS TO MANAGE ITS COURT WORK

 

Chandigarh March 18:  The Punjab State Information Commission has notified Regulations to manage its Court Work.  These Rules would be effective from 1.4.2010.  From this date, all Appeals/Complaints to be submitted to the State Information Commission shall have to follow the procedure laid down in these Regulations.

                   Giving further details in this regard, a spokesman of the State Information Commission said that that these Regulations have been put on the Website of the Commission www.infocommpunjab.com. For the facility of person(s) filing Second Appeal under Section 19 (2) or Complaint to the Commission under Section 18 of the Right to Information Act 2005 following documents should be sent to the Commission along with Second Appeal / Complaint w.e.f 01.04.2010.

                   Every Appeal, Complaint, application, statement, rejoinder, reply or any other document filed before the Commission shall be typed or printed or hand written neatly and legibly and the language used therein shall be formal and civilized and should not be in any way indecent or abusive. Adding further, he said that the Appeal, Complaint or an application shall be presented in at least three sets in a paper-book form, in case of Second Appeals and two sets in case of Complaints.

                                      Adding further he said that an Appeal or a Complaint to the Commission shall contain clearly mentioned name, address and other particulars of the Appellant or Complainant, as the case may be Address of the State Public Information Officer (SPIO) or the State Assistant Public Information Officer (SAPIO) or PIO against whom a Complaint is made under Section 18 of the Act, and Second Appeal under section 19(2) of the Act and address of the First Appellate Authority before whom the First Appeal was preferred under Section 19(1) of the Act., particulars of the decision or order, if any, including its number and the date it was pronounced, against which the Appeal is preferred; brief facts leading to the Appeal or the Complaint; if the Appeal or Complaint is preferred against refusal or deemed  refusal of the information, the particulars of the application, including number and date and name and address of the Central Public Information Officer to whom the application was made and name and address of the First Appellate Authority before whom the Appeal was filed; prayer or relief sought; grounds for the prayer or relief; verification by the Appellant or the Complainant, as the case may be;   any other information which may be deemed as necessary and helpful for the Commission to decide the Appeal or Complaint. In case the Appellant / Complainant have alleged deficiency in the information supplied to him, he shall specify the exact deficiency, copies of any communications with Public Authority / PIO made by the Complainant / Appellant and mentioned in his RTI application under Section 6 of the Act.

                                                 Referring to the documents to accompany Appeal or Complaint, he said that every Appeal or Complaint made to the Commission shall be accompanied by self attested copies/photo copies of    the RTI application submitted before the SPIO/Assistant SPIO/PIO/APIO along with documentary proof as regards payment of fee under the RTI Act; The order, or decision or response, if any, from the SPIO/PIO to whom the application under the RTI Act was submitted. The First Appeal submitted before the First Appellate Authority with documentary proof of fling the First Appeal. The Orders or decision or response, if any, from the First Appellate Authority against which the Appeal or Complaint is being preferred; The documents relied upon and referred to in the Appeal or Complaint; A certificate stating that the matters under Appeal or Complaint have not been previously filed or pending or decided by any of the Commissioners; Copies with an index of the documents referred to in the Appeal or Complaint; and original application under Section 6 of RTI Act. Before submitting an Appeal or Complaint to the Commission, the Appellant or the Complainant shall cause a copy of the Appeal or Complaint, as the case may be, to be served on the SPIO/PIO and the Appellate Authorities and shall submit a proof of such service to the Commission., provided that if a Complainant does not know the name, address and other particulars of the SPIO/PIO or of the First Appellate Authority and if he approaches the Commission under Section 18 of the Act, he shall cause a copy of his Complaint Petition to be served on the concerned Public Authority or the Head of the Office and proof of such service shall be annexed along with the Complaint Petition.

ROTATIONAL IRRIGATION PROGRAMME FOR RABI SEASON    ANNOUNCED

Chandigarh, March 18:

          The Irrigation Department, Punjab has announced the Rotational Programme for irrigation for the Rabi Season through Canal water from    24-3-2010 to 31-3-2010. The channels of Sirhind Canal System would run on the priority basis from Bist Doab, Sidhwan Branch, Bathinda Branch, Patiala feeder and Abohar Branch respectively.

          Disclosing this here today a spokesman of the irrigation department said that direct distributaries of Bhakra Main Line in group 'A' being in the channels of first preference will run to their indent and  balance water supplies available will be utilized in Ghaggar Branch and its off taking channels i.e Ghaggar Branch and Patiala Minor in Group 'B'  respectively.

            The spokesman further said that all the direct distributaries of Sirhind Feeder in group 'A'  being in the First preference will run to their indent and balance water supplies available would be utilized in Abohar Branch off-taking from Sirhind Feeder and its distributaries/Minors in  Group 'B'.

            The spokesman also said that the channels off taking from upper Bari Doab Canal i.e. Sabraon Branch with its distributaries being in the channels of first Preference would run to their indent and balance water would be supplies water available in Kasur Branch Lower, Main Branch Lower Lahore Branch with their distributaries respectively.
