to handover the appointment letters to the newly selected educational
services providers including masters/mistresses and teaching fellows
(ETT/JBT) cadre. He said the entire appointment procedure for
the recruitment of government school teachers under different
categories had been completed. "Today's function is the step
towards realizing the dream of SAD –BJP government to revamp
and strengthen the entire school education system in the State",
said Mr. Badal.
The Chief Minister said that the state government had already

The Chief Minister said that the state government had already
embarked upon an ambitious programme to upgrade the infrastructure
in the 351 government senior secondary schools at the cost Rs.
142 crore to impart quality education to the students in science
and commerce stream. Mr. Badal said that all the newly recruited
teachers would be in their palace well before the start of current
academic session.
Speaking on the occasion Education Minister Mrs. Upinderjit
Kaur said that the entire selection procedure has been completed
in a transparent manner and all the teachers had been selected
purely on the merit. She also stated that the department would
dispatch appointment letters to all the selected candidates positively
by April 20.She also informed that 438 classical & vernacular
teachers and 246 masters/mistresses had been directly appointed
by the department. Apart from this 25 teachers and 91 clerks had
been appointed on the compassionate grounds against the posts
of the deceased employees of the education department.
On the occasion Mr, Badal handed over 154 and 107 appointment
letters to the candidates selected as masters/mistresses and ETT/JBT
teachers respectively.
Prominent among others who were present on the occasion included

Parliamentary Secretary Smt, Mohinder Kaur Josh,Media Advisor
to Chief Minister Mr. Harcharan Bains ,Education Secretary Mr.

besides Mr, Gagandeep Singh Brar and Mr. Parveen Kumar both Additional
Principal Secretaries to Chief Minister.

The Punjab Chief Minister Mr. Parkash Singh Badal today congratulated
the renowned Punjabi writer Dr. Dalip Kaur Tiwana on her election
as President of Punjabi Sahit Academy. He said that with the election
of Dr. Tiwana as President of Academy the status of the Academy
would touch the pinnacle of glory. He also congratulated the members
of the Academy and Punjabi writers for electing Dr. Tiwana for
this prestigious post.
Congratulating the other members of the Academy, Mr. Badal said
that with their election, to this prestigious body their was an
added responsibility on their shoulders to promote our mother
tongue Punjabi. He reiterated his commitment to provide full support
to the Academy.

STUDENTS INDULGING
IN RAGGING TO FACE EXPULSION - TIKSHAN SUD

Mr. Tikshan Sud Medical Education and Research Minister today
issued direction to all Principals and staff of all Government
and Private Medical, Dental, Ayurvedic, Homeopathy, Para medical
and nursing colleges to immediately expel the students found indulging
in the practice of ragging.
In a communiqué addressed to Vice Chancellor Baba Farid
University of Medical Sciences, Director Medical Education &
Research, Director Ayush and Principals of Medical Colleges, the
Government has reiterated directions of the Minister to effectively
ensure ban on ragging of new students in their respective institutes
in the new session beginning next month.
The Minister said that any laxity shown by management, administration,
Principal, faculty or staff in implementing the guidelines would
be treated very seriously and would invite stern disciplinary
action. He reiterated that management, principal and staff to
take effective steps to ensure that no new student becomes victim
of this wrong practice of ragging.
Making it imperative for the management to implement the latest
guidelines of Supreme Court of India, the minister said that the
every institute was required to nominate Medical Superintendent
as nodal officer to check ragging. He said that old and senior
students and their parents should be notified regarding new directions
of Supreme Court regarding ragging. He said that latest guidelines
of Supreme Court on ragging have already been included in the
prospectus.
Calling upon the principals to remain constantly vigilant against
this practice and monitor the situation on day to day basis, he
said that principal and staff must watch the attitude of new comers
and any sign of depression noticed in new student should be probed
deeply.
Making an impassioned appeal to the senior students to welcome
the new students with love instead of ragging them, he said that
junior students expect senior students to depict leadership qualities
in such situations.
Issuing the stern warning to take criminal action against any
student indulging in ragging, the Minister also appealed to new
students to oppose heinous practice of ragging and immediately
report the incident to the Principal and to the higher authorities.
PUNJAB WHEAT PROCUREMENT
PICKS UP IN PUNJAB

Six government agencies and private millers have procured more
than 1.8 lac tonnes of wheat in Punjab.
According to an official spokesman Government agencies and private
millers procured more than 1.8 lac tonnes of wheat till Sunday
evening. Out of total procurement of 180419 tonnes of wheat in
all the procurement centers of Punjab, Government agencies procured
175604 tonnes of wheat (97.3%) till date whereas millers have
lifted 4815 tonnes (2.7%) of wheat. Till April 13, PUNGRAIN had
procured 23811 tonnes (13.4%) whereas MARKFED procured 42563 tonnes
(24.2%). PUNSUP procured 47470 tonnes (27%) , PSWC procured 21374
tonnes (12.2%) whereas PAIC was able to procure 33018 tonnes (18
%) of wheat.
The Central Government agency FCI had been able to procure 7568
tonnes (4.3%).
The spokesman said that mandis of Patiala and Ferozepur division
were witnessing massive procurement due to early harvesting whereas
Jalandhar division was lagging behind because of late ripening
of wheat.
He added that Patiala District with 139023 tonnes of procurement
was leading in procurement operations whereas Sangrur District
with 14340 tonnes of procurement was at second slot and Fatehgarh
Sahib district with a 7093 tonnes of procurement ranked at third
position.
The State Government has set up 1544 procurement centres and
activated its total machinery to ensure smooth procurement of
wheat, the spokesman added.

250 MW UNIT AT LEHARA MOHABBAT PUNJAB ON THE THRESHOLD OF POWER

The Punjab Chief Minister Mr. Parkash Singh Badal today inaugurated
the 250 MW Guru Hargobind Thermal Plant (Unit-III) putting in
motion the process of doubling the state's own power generation
from 4500 MW to over 10,000 MW. The Chief Minister described the
inauguration of the unit III of the Lehra Mohabbat plant as "the
first of these major ventures to be started by the state government
to make Punjab not only fully self sufficient but also to turn
it in to power surplus state".
It may be recalled that that the last two major ventures for
power generation in the state were also launched during the 1997-2002
tenure of Mr. Badal as Chief Minister. While phase I of lehara
Mohbbat plant with a generation capacity of 420 MW was commissioned
in 1998, the prestigious Ranjit Sagar Dam also became a reality
in 1999.
The Chief Minister also disclosed that stage-IV of the Guru
Hargobind Thermal Plant (GHTP) would be commissioned in July 2008.
With that, the total generation capacity would increase from 420
to 920 MW. The Rs. 2340 crore project would take the state into
the next orbit of capacity exploitation.
Mr. Badal further said that the process of adding another 3840
MW of power to the state's capacity would gain further momentum
with the setting up of two thermal plants one at Talwandi Sabo
(1980 MW) and another at Rajpura (1320 MW) on BOO (Build Own Operate).
These units would be operational within next 3 to 4 years. The
construction work on Thermal project of 540 MW at Goindwal Sahib
was likely to be commissioned soon.
The Chief Minister also revealed that two more thermal plants,
one having 3000 MW and other 1000 MW generation capacity are in
the pipeline to be setup at Gidderbaha and Mukerian respectively.
These could begin generation in the next 4-5 years.
Apart from this, 5175MW additional power would also be made available
to Punjab from Mega Power Projects coming up all over India, including
Mundra (Gujarat), Sasan (M.P), Orissa, Talliya (Jharkhand) and
Cheur (Tamil Nadu) to ensure 24 hour uninterrupted power supply
to all categories of power consumers in the state, added Mr. Badal.
Mr. Badal also unveiled the state government's Rs. 1990 crore
project for upgradation of transmission and distribution (T&D)
system in the state. This would be executed in next 3 years for
ensuring reliable power supply, minimizing transmission losses
and evacuation of power from new sources.
In addition, Punjab Government had also approved a scheme of
Rs.1329 crore for the modernization and upgradation of the existing
power T&D system in Ludhiana , Amritsar , Jalandhar, Bathinda,
Mohali and Patiala . Special efforts would be made to brought
down the T&D losses from 30.82% (during 1999-2000), 23.92%
(during 2006-07) upto 15% by the end of 2012.
Referring to the Urban Pattern power supply in rural sector,
Mr. Badal said that 14163 villages including Deras/Dhanies had
already been provided 24 hours Urban Pattern Supply and Work of
remaining 1142 Deras/Dhanies would also be completed by the end
of this month.
Addressing on the occasion SAD President and Member Parliament
Mr. Sukhbir Singh Badal stated that the emphasis on power generation
by the SAD-BJP Government was necessitated by the sheer disregard
of the sector by the Congress Government. Its importance could
be gauged from the fact that it was power alone that touched the
lives of each and every individual be it a farmer, industrialist
or a farm labourer. He added that the Chief Minister had accorded
the highest priority to the power sector and in its very first
year, the Government had unfolded its vision before the people
which was beginning to take shape already. The ensuing year would
be witness to historic milestones in Punjab 's march to attain
self-reliance in the power sector. This would help to create the
required congenial environment for the State to progress economically
in the coming years.
Speaking on the occasion Chairman, PSEB Mr. YS Rattra mentioned
that the State of Art Technology had been used in the construction
of this Plant. Earlier the land was purchased for one stage only
but due to the compact design adopted now the second stage has
been accommodated in the same land and no additional land has
to be purchased for this stage. Dry Fly Ash Handling System had
been so developed that 100% Dry Fly Ash utilization shall take
place from day one. For that reason a smaller ash pond in an area
of 35 Acres only had been constructed for Stage-II. No additional
land has been purchased for Ash Pond and it has been accommodated
in the existing plant itself added Mr. Rattra.
